Stichting BRAC International was set up in 2009 as a non-profit foundation in the Netherlands to govern and manage all BRAC entities outside Bangladesh, except for affiliates in the UK and the US.

BRAC’s institutional expertise on successfully implemented programmes is applied in countries where their models are either replicated or adapted according to the country context. Title: HR Manager

Reporting to: Executive Director BRAC International / Chief People Officer BRAC & BRAC International

Location: The Hague, Netherlands

Salary: Competitive for the role

The purpose of this role is to contribute to organizational effectiveness at BRAC International. This will involve efficiently sourcing, allocating and managing Global Staff* in compliance with respective laws and rules where applicable. The HR Manager will also provide expertise on issues such as taxation, remuneration and internal equity whilst

considering BRAC’s overarching global strategy and effectively partnering with BRAC affiliates and BRAC International Countries.

*“Global staff” are those people appointed by Stichting BRAC Netherlands to work for other BRAC Countries.

MAJOR RESPONSIBILITIES

• Design and implement a Global Staff mobility policy, including the necessary procedures, and provide practical solutions to the complex problems associated with global mobility. Balance the need to adhere to internal policies and external regulations with flexibility where possible, with an appreciation of BRAC business needs

• Carry out Global Staff hiring in coordination with the relevant hiring Director/Manager and with the BRAC Head of Recruitment, in line with the BRAC Recruitment policy. Provide specialist advice, support and guidance to the business partners on all matters relating to internationally mobile staff

• Work with BRAC International to ensure that Global Staff policy and procedures are compatible with BRAC International general principles and ensure the business remains cost effective and efficient

• Liaising with third party suppliers and Country HR specialists including BRAC Reward and Expatriate Administration Team regarding immigration, relocation, and expatriate taxation issues

• Design employment contracts, prepare salary offers for selected candidates in coordination with the BRAC Reward team, and facilitate placement of Global Staff, following BRAC international HR policy and in coordination with the hiring manager and the local HR team

• Ensure all Global Staff contracts, tax requirements and immigration statuses are

compliant with local immigration (i.e.; Visa, WP & Security clearance, etc.), and that legal requirements are followed in coordination with local HR and BRAC International HR

• Ensure proper on-boarding for the global staff with effective orientation on BRAC Values, Code of Conduct, safeguarding, local culture and relevant policy and procedures. Ensure Code of Conduct declaration is performed by all Global Staff on annual basis

• Ensure all Global Staff have performed all mandatory trainings on Ethics, Compliance, Safeguarding, Sexual Harassment & Exploitation (SHE), Child Protection & Venerable Adult Protection, and Anti-Bullying at regular intervals

• Ensure the effective application of BRAC Performance Management programs are followed by all Global Staff, and that IDPs (Individual Development Plans) are developed and duly accomplished following a 360-degree feedback process

• Work closely with the Head Security and Administration of BRAC and Country HRs to ensure all Global Staff working overseas are provided with the appropriate care and support including benefits (medical insurance, tax, relocation etc.

• Develop and manage administrative processes, including coordination with internal and external stakeholders, to ensure proper tracking and record keeping of all mobility and assignment related documents.

MAJOR CHALLENGES

• Timely placement of Global Staff in compliance with local regulation• Getting the right candidate for the right role• Defining and developing the HR policy with clearly defined salary benefit guidelines for

Global Staff

• Handling of a large volume of non-routine, complex tasks in which general policies need to be applied to frequently changing situations

• Maintaining a high degree of tact and diplomacy in order to obtain favorable outcomes or maintain good will amongst internal and external stakeholders.

KEY PERFORMANCE INDICATORS

• Timely placement of Global Staff• Compliance with BRAC’s Expatriate Policy• Compliance with the law of the host and the home country in regards to all

transactions, records and documents

• Compliance of Global Staff with legal requirements, in coordination with management• Management and control of costs including but not limited to salary, benefits,

consultation fees, insurance etc.

EXPERIENCE AND QUALIFICATIONS

• Substantial HR and Global Staffing experience required• Direct client interaction and advisory experience required

• International mobility/expatriate management experience• BBA/Bachelor degree preferred

KNOWLEDGE, SKILLS AND COMPETENCIES

• Thorough knowledge of global staffing procedures• Managerial and leadership qualities• Knowledge of culture and employment legislation of different countries• Ability to apply a logical approach to decision-making based on regulations and

business needs• Knowledge of labor law, and human behavior and psychology

• Sound knowledge and understanding of benefits and income tax related issues of expatriates

• Organized and able to multitask to coordinate tasks smoothly• Effective communication, as most of the job revolves around communication with the

client, colleagues and third-party companies/agents of different locations• Ability to work in matrix-structure with cross-functional colleagues globally.

*Candidates must have the right to work in the Netherlands, and have the required professional qualifications.
