EEMUA 160. Safety related instrument systems for the process industries This document provides application specific guidance on the design and use of safety related instrument systems in the process industries. It has largely been supplanted by IEC 61508 Functional safety of electrical/electronic/programmable electronic safety - related systems . The document is closely tied to and acknowledges the HSE 1987 PES guidelines Programmable Electronic Systems in safety related applications Parts 1 and 2 (PES 1 and PES 2). It contains a classification system (Categories 0, 1, 2 and 3) which is function based. This scheme can be applied to all systems. It can be summarised as: Category 0 - Self acting mechanical safety systems or devices for personnel protection (i.e. relief valves, bursting discs or containment); Category 1 - Powered safety systems for personnel protection; Category 2 - Systems for environmental, plant or product protection; Category 3 - Process control systems for normal operation (non-safety). The document includes information on: definition of relevant terms; assessment of application requirements (level of assessment required, categorisation of systems; failures in programmable systems; selection of systems, including concept of 'variability', i.e. the level of programmability; system hierarchy and configuration; programmable electronic systems in safety related applications, with commentary on PES 2 configuration tables 1 - 4; design, including the three system elements of configuration, reliability and quality (e.g. BS 5750), design reviews, environmental aspects, integrity aspects (fault tolerance), selection of programmable ‘initiating’ instrumentation (smart sensors), design of hardware installations systems, power supplies and software; testing and commissioning; operation and maintenance; changes and modifications.
