Drilling Operation HSE engineering staffs at this level are expected to be fully qualified in

their discipline and require only reasonable supervision to perform assigned responsibilities.

A university degree in an engineering or equivalent discipline is required together with !"

years experience in the Safety and#or Environment $rotection in Drilling Operation %igs.

&nowledgeable of computer systems and applications.

'ncumbent carries out responsible( varied assignments requiring general )nowledge of HSE

engineering. $roblems solved using a combination of standard procedures or modificationsthereof. *ore complex wor) pro+ects will be referred to more senior authorities for

guidance. ,or) is reviewed regularly by more senior professionals. *ay give periodic

technical guidance to staff assigned to wor) on a common pro+ect.

*a+ority of wor) is focused on sampling( analy-ing and monitoring. he incumbent is the

/ompany resource on issues relating to safety engineering( environment protection( loss

prevention( ris) assessment( fire protection( road safety( explosion analysis and consequence

modeling. Setting priorities based on ris) and cost benefit is an on!going challenge.

operations.

$articipate( develop and maintains the company HSE policy which establishes the /ompany0s

&nowledge in Drilling Operation activities( Drilling Emergencies( and rigsite specific safety

plans.

Able to conduct drill and exercises such as table top( small( large and ma+or exercises.

Able to conduct %is) Assessment and identify roots causes and come up with action and

recommendations.

1asic )nowledge in H2S environment and related emergencies.

$rovides expert advice on all matters related to drilling( health( safety and environmental

issues.

Ensures that the technical and engineering aspect related to Health( safety( loss prevention

and environment are underta)en effectively in conformance with related company standards

and in full coordination with corresponding HSE functions within the /ompany. 'ncludes #

directs subordinates in preparing and updating related procedures manuals and monitoring

programs #guidelines. Directs and participates in the preparation of specific procedures for

critical operational#monitoring tas)s.

Supports and provides proper guidance to the drilling staff#management in the preparation(

development and implementation of the /o!corporate Health( Safety 3 Environment

*anagement System 4HSE*S5 and other programs#procedures and improving environmentrelated issues. Supports and provides proper guidance to the drilling members and leads the

preparation( development and implementation of the divisional HSE plan( own team HSE

plan and provide professional consultations for the development( implementation and

monitoring of HSE plans of other departments in the assigned division in line with /orporate

HSE Annual $lan and company codes of practice.

$lans( directs( and controls the development of the divisional specific HSE programs(

procedures and training plans inline with corporate guidelines to enhance leadership at rig

site and ensure availability of s)illed and competent staff during emergencies.

Directs and leads the identification( assessment of operations impact on environment 4land(

air and water5 and develop#implement relevant plans to either eliminate or mitigate the

environmental impact

Executes special studies requested by management or self generated( leads and conducts

studies aimed at improvement of HSE practices and HSE performance enhancements in

coordination with concerned parties.

$lans( directs and conducts and sometimes leads regular health safety environment and

house)eeping inspections( HSE tours and audits either individually or with team at the

division0s operation rigs( facilities( wor)shops( plants( and services to ensure conformity withregulations and organi-ational polices.

6ully $articipates in the reviews of all activities related to new rigs and rig modifications #

upgrades with particular emphasis on using the proper HSE review techniques such as

HA7O$s and HA7'Ds( when considering the introduction of new equipment( new processes

or changes in existing plants#processes. Assesses associated Health( Safety( Environment and

fire protection requirements and advises divisional management of their needs( together with

recommendations( benefits( legislation and cost( as applicable.

Supports division management in the implementation of 6acility %esponse $lan and Safety

*anagement system.

'nvestigates in con+unction with division management all emergencies#incidents to determine

root causes( actions ta)en and measures necessary to prevent recurrence. Oversees and

reviews all incident investigations and prepares statistics to assist in monitoring HSE

performance.

$romotes health safety and environment culture through the organi-ation by facilitatinglaunching of HSE awareness campaigns in the assigned area( advising management of their

responsibilities for accidents prevention and avoidance of health ha-ards( ensuring the

organi-ation is aware of legal obligations and recommended codes of practices( interpreting

and )eeping management and wor)ers informed of new and developing legislations and other

standards related to HSE. Exploits and oversees on the experience of other ma+or drilling

companies to ensure application of latest technologies that helps promoting HSE aspects in

the area.

/onducts necessary ris) assessments and technical evaluations on $ersonal $rotective

Equipment 4$$E5 and advises on the appropriate $$E selection based on such assessments.

Directs and controls the development and( where necessary( implementation of HSE

procedures. Directs( /ontrols( Supervises and assists the division management in promoting

road safety in the assigned area( including overseeing the implementation of the annual road

safety plans( conducting regular road safety campaigns( providing active members in the road

safety steering committee( conducting regular vehicles inspections and random road safety

spot chec)s and behavioral road safety audits.
