Work safely or don't workWork permits are used within Shell to govern how work is done. The agreed arrange-ments covering the tasks to be carried out are laid down in specific documents.For the safety of all, it’s vital for everyone to understand and comply with these agreed arrangements.
If you’re in doubt: don’t let the work go ahead!

WORK CONTROL CERTIFICATES(WCC’s) - PERMITSShell has an Integrated Safe System of Work to ensure that work, other than normal operations of an Asset, is properly controlled, co-ordinated and communicated.
Work Definition• Clearly define nature, content and location of a task • Identify, assess and control hazards
Co-ordination• Prevent tasks being carried out at the same time to clash

Communication• Inform all involved
Planning• Prepare all involved of the task(s) to be done• Define the sequence of the task(s) • Put in place precautions• Note: mandatory daily planning meeting
Authorisation• Approval (before work starts; at change of shift)• To confirm the worksite is/remains safe
Supervision• Ensure all requirements specified on the WCC-Permit are complied with

Different types of Work Control Certificates (WCC’s)
All work control documents are produced electronically.
1. Work Control Certificate (WCC) and2. Routine WCC
Covers• Cat 1. Hot Work (positive source of ignition)• Cat 2. Hot Work (potential source of ignition)• Cold Work• Cold Work; breaking containment
Validity• WCC - 7 days• Routine WCC (low risk, regular work activities eg. scaffolding) - 1 shift

3. Confined Space Entry Certificate (CSE)
Confined space• Substantially (not always entirely) enclosed space• Reasonably foreseeable risk of serious injury from hazardous substances or conditions within the space or nearby• Examples: closed tanks, vessels, sewers, open-topped tanks, vats, pits, platform legs, and closed and unventilated or inadequately ventilated rooms
Covers• Inspections and gas testing by an authorised gas tester• Not: any work activity inside the space (for this: WCC)
Validity • 7 days

4. Isolation Confirmation Certificate (ICC)
Purpose • Identifying individual isolation points• Tracking the isolation/de-isolation status
Covers• Process Isolations (eg. valves)• Mechanical Isolations (eg. motor drive disconnects)• Instrument Isolations (eg. Instrumentation supplies)• Electrical Isolations (eg. lighting circuits)
Validity • No defined term

5. Supplementary Control Certificate (SCC)
Purpose• Additional risk assessment for specific work activities with common hazards known to cause harm and injury
Covers • Health Risk• Hazardous Substances• Lifting operations• Manual Handling
Validity • Term of the activity

Risk Assessment
Each task must be fully considered with respect to hazard, risk and control:
• Identify the hazards• Assess the risk• Put controls in place to eliminate or minimize the risk• To be completed by the Performing Authority • Prior to the work commencing• Done at the worksite• Discussing and recording any additional hazards and controls, not previously identified

Identified controls are detailed on the WCC or SCC.They will not be issued until all prerequisite controls are confirmedin place.
Level 1 (carried out by the one raising the WCC-Permit)• Low risk or routine activities
Level 2 (carried out by a team)• Non-routine activity• Complex activities• Medium/high risk hazards

To confirm that everyone involved understands the details contained in the WCC-Permit:
• The work plan• The people involved• The hazards• The procedures• The work environment/circumstances
All members of the work party must attend the TBT.

RESPONSIBILITIES
1. Offshore Installation Manager (OIM) Site Controller (SC)• Overall charge of the installation
2. Area Authority (AA)• Central figure in the day-to-day management of the ISSOW
3. Performing Authority (PA)• Responsible person for activities being carried out under the WCC-Permit

RESPONSIBILITIES
4. Area Accountable Technicians • Appointed and authorized by OIM/SC to countersign all WCC’s-Permits/TBT Forms
5. Work Party• Responsible for fully understanding the hazards and control measures associated with the task• Responsible for actively monitoring their worksites and surroundings for changes• Responsible for stopping the work in the event of any abnormality

Signatory Requirements/Combinations
No one may issue a WCC-Permit to him/herself.
A minimum of two persons must check the WCC-Permit prior toissuing to the PA:
• One is responsible for TRA (Hazards and Controls)• One must check for conflicts
Note: The same person cannot act as Performing Authority and Area Au-thority for the same task.

Competency & Training
No person may sign a WCC-Permit or an initial WCC-Permit without having successfully completed the appropriate ISSOW Course.
All personnel working under the terms of the ISSOW are to have sufficient understanding of the system to enable them to fulfill their responsibilities as defined in the system.

REMEMBER
Issuing a WCC-Permit does not, by itself, make a task safe. It’s the people that do so.
It is therefore, at any moment, your responsibility to:
• Read and understand the WCC-Permit• Take the precautions prescribed• Perform the task in accordance with the WCC-Permit• Stay alert during the work• Stop the work in the event of any abnormality
