Council Report

T his month I will report on the UBCM Conference held in Whistler from Sep-

tember 27th – Oct. 1st. Council met with various Provincial Minis-ters, some meetings were more productive than others but overall, I believe between the meetings and the resolutions brought forward by the District we were successful in our endeavours.

A brief was presented to the Minister of Fi-nance addressing the inadequacies of the Grant In Lieu presently paid by BC Hydro to the municipality. Dave Read from Aspen Communications had been hired by the Dis-trict to address this issue and report back to council. His report looked at other hydro grants that are presently being paid to other areas, as well as other industry communities that receive taxation from resource based companies. We have asked that the Minister look into this and report back to council in a timely manner.

We spoke with Northern Health regarding the doctor situation. We received no com-mitments, but they are still looking into a funding formal for physicians in rural north-ern communities. Each year small communities meet and dis-cuss relative issues. It is always interesting to see that we generally face the same prob-lems and offer up suggestions to help one another with these issues. This year the top-ics focused on Doctor attraction and reten-tion, nuisance wildlife, maintenance of rural roads and thankfully we had no issues with the rave festivals that are happening in re-mote areas of the south eastern area of the province. These festivals are a huge strain on the local communities, their police force, and emergency services.

Six elected officials from the north now sit on the UBCM executive. This gives the north a huge voice at the provincial table.

Enough about politics! With the newly fallen snow my mind moves forward to the upcom-ing months of celebrations. Check out the arena schedule and support Minor Hockey by taking in a hockey game and supporting our local kids. Our events coordinator is working hard on Halloween activities, followed closely by the Remembrance Day celebration and soon the holiday season will be upon us. Please come out and enjoy these community activities.

SNOW REMOVAL

A t the Regular Council meeting held on Tuesday, October 12, 2010, the District

of Hudson’s Hope Council voted in favour of discontinuing the practice of having the pub-lic works crew provide snow removal ser-

vices to private residences. This change will take effect immediately.

The decision was based on the increased cost of providing this service, the amount of time that this program takes away from providing other essential services as well as potential liability issues for the District.

We recognize this program has been a long standing tradition within the community and as such, we are dedicated to investigating other means to assist those residents who truly require assistance with snow removal. A committee will be formed to provide recom-mendations to Council on this issue. Anyone interested in being part of this committee are requested to contact the District Office at 250-783-9901.

“Snow Angel” network, where residents who are truly in need of assistance with snow re-moval services are matched up with volun-teers to provide help to those in need. If you are willing to give some of your time this winter towards helping your neighbours with snow clearing, please contact us so we can form a list of volunteers for this program.

For those residents who are unable to physi-cally manage their snow removal require-ments, but can afford to pay someone, there are a number of local contractors available to provide this service. Many are advertised around town and a list of these service pro-viders will be available at the District Office.

If you have any questions or concerns please contact the Director of Public Works, Mike Carter, or the CAO, Charles Nash at the Dis-trict Office at 250-783-9901.

PROPERTY MAINTENANCE BYLAWS

T here will be an Open House on Thurs-day, November 4th, 2010 at 7 pm in

the District Office Council Chambers. This open house is for public input to Council on a new Property Maintenance Bylaw. All in-terested parties are welcome to attend. Copies of the bylaw are available at the Dis-trict Office.

REMINDER—OUTSTANDING MUNICIPAL SERVICES INVOICES (Water, Sewer & Garbage)

P lease be advised as of December 31st, 2010, any outstanding utility invoices

will be transferred to property taxes in ar-rears and will start accumulating interest.

If you are unsure whether your invoice is paid or not (you would have received two invoices) please contact the District Office for confirmation. Thanks.

Library Large Print Books: the library has received funding from Talisman to enlarge the collec-tion of large print books. Our collection is now growing in size. We have some new westerns, mystery and romances available.

Shut Ins: with the approach of winter the library understands it is harder to get out for some patrons, therefore we are willing to drop books off to those who have difficulties getting about in the winter. Please call the library and we will be more than happy to add your name to the list.

Kids Literacy Station: the library is purchas-ing more materials to use on the literacy computers. New programs will be soon available. Children are welcome to come in and to learn and play on this excellent re-source.

Remembrance Day: Just in time for Remem-brance Day the library has received a dona-tion of the DVD set “The Canadian Army Newsreels”. This complete set of 6 DVD’s contain a series of 106 newsreels filmed and produced by the Canadian Army Unit during World War II.

Book Club: the library is interested in hosting a book club this winter. If you are interested please call the library @ 250-783-9414 Lecture Series: the library has access to some great DVD’s to view and discuss as a group. Some of the titles are; The Human Body: how we fail, how we heal; The History of the English Language; and Questions of Value. It has been suggested that Sunday night would be a great time. If you are inter-ested in this please call the library.

Museum

T he Museum Social, on October 23rd was a great success!

More than ninety people came out to sup-port the museum and enjoyed a great eve-ning. There was a wonderful spaghetti dinner cooked by Nedra and a lovely presentation by Jay Sherwood about his new book, “Return to Northern British Columbia” (now available at the museum).

The big raffle took place at 8 and was drawn by Olive Powell. The bistro table was won by Jean Graham, the tent and camping supplies was won by Kevin Vig and the three day Peace River trip was won by Connie Powell. The Museum would like to congratulate all the winners. The museum would also like to thank all the people and companies that sup-ported the museum by donating items for the silent/live auction and the bucket draws!

Ski Club

I T”S SNOWING!!! Perfect timing, as Ken Janzen of Janzen Enterprises has just

mowed the hill. Thanks so much Ken! Our Vice President, Ian, says they will hang the fly wheels? bull wheels? or whatever (glad he knows what he’s doing!) on the lift on the next nice day. So, if we get the snow and the safety permit, we just may be skiing, board-ing, sledding and tobogganing by Christmas.

Thanks so much to all the present and past ski club members who have never given up on making the Ski Hill a reality. Due to the closure of Freddy’s Deli, the Ski Club meet-ings will now be held at Forrester’s house @ 7:00 pm on the 4th Thursday of the month. Everyone is welcome. Thanks, Nedra.

PEACE WATER USE PLAN UPDATE BC Hydro received approval from the provincial Comptroller of Water Rights for the Peace Wa-ter Use Plan (WUP) in August 2007. The plan sought to achieve a better balance between many different water uses on the Peace River while giving BC Hydro clear management guidelines for its operations at W.A.C. Bennett and Peace Canyon dams, and Williston and Dinosaur reser-voirs.

Since then, we have undertaken a number of physical works projects and monitoring studies that are required as part of the WUP to meet our Peace Water Licence Requirements.

BC Hydro is meeting with communities in the Peace region to provide a progress update on what we have been doing to meet the Peace Water Licence Requirements.

Hudson’s Hope School

The Family Picnic & Games Night was a huge success. We had over 125 parents, students and community members join us for an evening of food and fun. A big thank you goes out to our Cooking class (and Ms. Ackroyd) for preparing the tasty salads. Thank you to our Board Chair (Gordon Anderson) for delivering and returning the big barbeque, and also to Mr. D. Heiberg & L. Huxley for flipping so many burgers (and of course Mr. B. Heiberg for running volleyball all evening….he didn’t even get a burger!). Finally, thank you to Mrs. Kehl & Mrs. Tilsner for orga-nizing the craft table. What a fun community event. It was really enjoyable to meet so many new faces and to be able to welcome folks to our school. Walls of Fame: Our student awards from last year have been mounted on the walls in the ele-mentary wing and secondary wing. They look fantastic, and are a great way to celebrate our student success. A huge thank you to the many community sponsors for purchasing the plaques (Durango Oilfield Services Ltd, Indulgences by Catherine, The Sportsman’s Inn, The Hodgkinson Family, The Lion’s Club, TACSOTE, Rosaleen Ward, Bob & Beverly Bach, and W6 Contracting. A big thank you to the Grad Class of 2010 for donating their extra Grad Trip funds to the school. They donated approximately $1500.00 divvied up between the Shop class, Foods class, and Cruisin’ Days. What a wonderful donation from the youth of our community. Thank you to the "Sportsman's Inn" as well as "On the Rim", for generously donating food-prizes for our student of week award certifi-cates. HUDSON’S HOPE MINOR HOCKEY REFEREE CLINIC

Hudson's Hope Minor Hockey will be holding a referee clinic on Nov 4, 2010 at the HH School. Course will run from 5 pm to approx 9 pm. Must be 12 years and older to attend. HHMHA will reimburse attendees for the cost of the course. In doing that people are expected to ref games throughout the season.

When you are on your account on the upper left corner you will see "start a course" click on that and follow the readings pro-vided. This must be completed prior to attending the course.

Perfect Pumpkin Painting Wow! What an incredibly perfect event. There were 52 folks of all ages who came out to paint some extraordinary pumpkins from owls, clowns, ghouls and fes-tive fall colours.

TACSOTE Pie a la Mode and Coffee House What an amazing event! Thanks to all those who helped make this event a grand success. The music was divine...undoubtedly inspired by the Pie God, Pious. The pies were heaven sent; an art form all their own. Then there were the can-vases ..wow... we have talent in Hudson’s Hope.

Thank you TACSOTE! You help promote and shape the arts and culture of this town.

Glen Geological Hike A special thanks to Jan Hammack for volunteering her time to provide interesting information on the unique land formations at the Glen. Thanks to all who came out to take advantage of the hike.

District of Hudson’s Hope gets Healthier This month the District employees participated in a “Doing in October for Health and Happiness” workplace program made possible by a grant from British Columbia Recreation and Parks Association. They used pedometers to count steps – 10,000 a day is the recommended number to reach. They had a ball at a “Have a Ball” work-shop. And collected incentive prizes for earning points. Way to do it.. taking steps in the right direction.

Frightful Frolics Sunday, October 31st 1-4 pm @ Pearkes Center Fiendish, frightful fun for the whole family. Wear your costume, bring your trick or treat bag and your nerves. Collect treats at every station. Get ready to carve the scariest or most booo.. tiful pumpkin ever. Halloween crafts and candy guesses. Free goodies and beverages too.

Reviving The Spirit presents: Senior Moments

On November 19th & 20th, RTS will present our first ever comedy production, Senior Moments, a series of five funny, slightly offbeat, slightly naughty short

plays about seniors. Speaking about the overwhelming response to his play, playwright Donald R. Fried says, “It’s clear that the themes resonate with seniors and younger people alike. Most importantly, seniors love to laugh at them-selves, and nothing is taboo.”

Senior Moments will be interwoven with live musical interludes performed by

singer/songwriter Fred Bassett, who calls music “the song of our souls,” and sings about the people and places in the northwestern United States and western Canada that have touched him most deeply.

Tickets are $20, and are available at Marg’s Mini-Mart or by calling 783-5655. As is usual at RTS events, beverages are included. Senior Moments deals with ma-ture themes and is not suitable for children. We are always looking for new members. RCMP On October 1st police were called to three separate incidents involving two males on a dirt bike driving erratically on the highway. One male was wearing a helmet and the other was only wearing a baseball cap. The males traveled the highway toward Fort St. John, were driv-ing erratically in Jamieson subdivision and were also seen at Dinosaur lake. Patrols for the bikes were negative. On October 3rd police were dispatched to a complaint of an intoxicated female who was caus-ing damage to the inside of her residence. Police arrived and removed a very intoxicated fe-male. She was lodged into cells until she was sober enough to care for herself. On October 5th police were dispatched to an injury motor vehicle incident south of the Peace Canyon Dam. A Fort St. John male was located in his vehicle unconscious by another motorist and said he had fallen asleep. The male was transported to Chetwynd hospital to have his inju-ries treated. The male was issued a violation ticket for driving without due care. On October 5th police were conducting radar enforcement in the Hudson's Hope school zone when a vehicle traveled through the school zone at 102 km/h. Police pulled the vehicle over and spoke with a Chetwynd male who could not provide his drivers licence. With new legisla-tion that came into effect on September 20th the drivers vehicle was towed and impounded for seven (7) days for excessive speed. The male was also issued a violation ticket for excessive speed and failing to produce his drivers licence. On October 6th police received a report of an Impaired motor vehicle incident on Beryl Prairie Road. Information obtained was the male driver from Fort St. John was intoxicated and sped through the construction zone at a high rate of speed. When police arrived and approached the male he attempted to evade police for approximately 3 km. The male was arrested and charged with several criminal code offences. He was remanded into custody to appear in court and pled guilty to several of the offences including impaired driving, flight from police, and breach probation. He was sentenced to 60 days jail and received a years driving prohibition. On October 8th police were advised by security at Talisman Energy campsite off of Beryl Prairie road had located individuals with a controlled substance, marijuana. Police seized the drug and both males from Alberta lost their jobs as Talisman has a zero tolerance with drugs and alcohol. On October 10th police assisted the Hudson's Hope Fire Department with blocking the road near the arena, as a tree fell onto some power lines. These power lines were live and started a small grass fire. BC Hydro were very busy due to the wind storms in the region and power was restored later that night. Several false alarms were also called in from the power outage as

many businesses remained closed. On October 13th police were called to the Hudson's Hope school where a 3 year old child was found on school property without her parents. Parents were located at home and a small amount of marijuana was seized from the residence. Ministry of Family and Child Develop-ment were notified. On October 17th police were dispatched to a complaint of drugs found at the Talisman Energy Campsite. Camp security located marijuana hash and paraphernalia in a males belongings. The items were seized and the male lost his job. On October 19th police received information that two minors returned to school after lunch and were high on drugs. Police attended a residence and located two youths in the residence who had just finished smoking marijuana. A small amount of marijuana was seized along with several different types of paraphernalia. The two males were arrested for possession and both were charged with breaching their conditions of no illegal drug use. Both males will be attend-ing court at a later date for these charges. On Oct 24th police responded to a report of a loud party on Beattie Drive. The property rep was advised to shut the party down or receive a ticket for the noise. One intoxicated guest was re-moved from the residence and taken home. On Oct 26th police received a report of a residential B & E in Hudson's Hope. The suspect was identified, arrested, and remanded in custody to appear in court in Fort St John on Oct 27. The 31 year old Hudson's Hope resident faces charges of B&E, Mischief, Breach Probation, and Breach Undertaking x 6. Cpr. Darren Woroshelo, Hudson’s Hope RCMP
