WELCOMEWelcome to the 6th edition of the Human Rights Human Wrongs Documentary Film Festival in Oslo, Norway!

We’ve been working hard to find the best cur-rent documentary films about human rights issues and to put together inspiring debates and cultural events. We hope you’ll find the festival’s offerings engaging and memorable.

It’s easy to feel powerless when faced with the great injustices in the world. Understand-ing enough to have an opinion is the first step out of this frustration.

We strongly believe that independent doc-umentary film is an absolutely necessary source of information. Join us; we’ll go beyond the news headlines, see different per-spectives and form new understandings. THIS is what you’ll be talking about tomorrow.

We have 18 great films and more than 50 international and Norwegian guests: film-makers, activists and experts.

All of the films will be screened at the newly renovated Victoria Kino, with accompanying debates and introductions. At Parkteatret you can meet the festival guests, partake in debates, and see performances and concerts that link to the films’ themes. Side events will take place at a number of other venues in Oslo.

Join us for the opening film at Victoria Kino! Andrei Sannikov and Natalya Radina are the evening’s guests of honor. In addition to the screening, there will be music, speeches, and a celebration with our organizing partners.

The film Dangerous Acts about Belarus Free Theatre is essen-tially about how an underground theater is able to fight back on the grave human rights challenges in Belarus: the mass arrests, the lack of freedom of expression, the humiliation and stifling of cultural expressions and the brutality of the regime.

The New York Times has described Belarus Free Theatre as one of the most powerful underground theaters on the planet. The acclaimed British playwright Tom Stoppard emphasizes their high artistic standard – Belarus Free Theatre presents its message by being as artistically interesting as possible. The theater has also been dubbed the world’s bravest theater. Belarusian freedom fighters must be brave because they run a great risk by demanding democracy in Europe’s last dictatorship. Two of the most prominent figures of the fight for freedom in Belarus, the opposition leader Andrei Sannikov and the award-win-ning editor and journalist Natalya Radina have experienced this firsthand. During a demonstration in Minsk on December 19th, 2010, both were brutally arrested and imprisoned. While Radina was released after a short time, but forced into internal exile, San-nikov was severely beaten and sentenced to five years in prison. His wife Irina Khalip was put under house arrest, and the government threatened to take away their little son, Danik. After huge interna-tional pressure, Andrei Sannikov was released in April 2012. He and Radina have chosen, as they say, to temporarily leave Belarus in order to continue the fight for democracy, dignity, and survival.

Their story is Belarus Free Theatre’s lived drama. Meet them during the opening night event.

NIGHTWIND - A PERFORMANCE ABOUT TORTURE AND HEALING WITH HECTOR ARISTIZÁBALNightwind is a 30-minute performance based on Hector Aristizábal’s story of arrest and torture by the US-supported military in Colombia. After his release, he witnessed the killings of many friends and was forced into exile in the United States.

When his brother was abducted and killed by the paramilitary groups in Colombia, his own rage and desire for violent revenge was awakened: what he calls “the terrorist within.” Inspired by his young children, he finds ways to transform these destructive energies into constructive action using theater as healing.

CONCERT: AMINA SEWALIis a one-woman band from Uganda and Ethiopia, known for her fusion-ist combinations between different genres. She will perform throughout the evening.

Mike Bonnano from the Yes Men will be here to lead a discussion on activism. We are living in the age of popular movements: never before have there been so many informal protest movements around the world. The Arab Spring (and winter), Indignados, Occu-py, large demonstrations in many countries against government corruption, undemocratic practices and wars. The list is long. It seems there is a growing discontent and disillusion with the established systems. But what is activism actually? Why do people become activists? And what can activism achieve?

STATEBUILDING: HOW TO MAKE A NEW COUNTRY

Cedric de Coning, Head of the research group for Peace Operations and Peacebuilding at NUPI

Statebuilding refers to activities undertaken to help a society recovering from conflict to create new government institutions and strengthen existing ones. Since the late 1990s, the inter-national community has embraced statebuilding as part of its peacebuilding efforts, and statebuilding tasks are now regularly part of UN peace operations. In some cases, like Kosovo, South Sudan or Timor Leste a conflict may have resulted in the need to help establish a new state. In others, statebuilding may help a country with fragile state institutions, like Yemen or Guinea Bissau, from lapsing into violent conflict, but in most cases, like Burundi, Liberia and Nepal, statebuilding is about re-establish-ing state institution after a conflict. Statebuilding involves engaging with state institutions such as parliament, the judiciary, a central bank, an independent electoral commission, and the executive branch of government. As insecurity and stability typically are major concerns in a society recovering from conflict, reforming the security sector is usually a priority, including the armed forces, the police and the intelli-gence services. Statebuilding is, however, not just about these for-mal state institutions. It is also about state-society relations and support for the civil society. Conflicts often result in people being mobilized around ethnic or religious identities, and statebuilding usually requires reconciliation among groups that may have been in conflict with each other. Statebuilding efforts to date has had mixed results. Some countries like Cambodia, Namibia and Nicaragua seem to have recovered from conflict, but many others have relapsed. Critics argue that statebuilding is premised on an idea of statehood that is rooted in the Western state formation experience. They argue that for statebuilding to be self-sustainable it must be locally owned and led, so that it can generate institutions that address the specific needs of the country concerned. The overall aim of statebuilding is to help establish a self-sustainable functioning state, but as this is a project that often requires generations to achieve, the interim aim is to reduce the risk of lapsing into violent conflict. The focus is thus on those aspects of societal dynamics that, left unaddressed, are most likely to result in a lapse into violent conflict. These typical-ly involve youth unemployment, social grievances such as land occupation, judicial issues such as the lack of prosecution of past crimes and atrocities, and unfulfilled past agreements, such as reintegrating former combatants.

MIDNIGHT IN MEXICO - THE DRUG WARS

Production and trafficking of marijuana and heroin is an old phe-nomenon in Mexico, but in recent years, drug-related violence has increased excessively. Since 2006, over 100,000 have been killed and 25,000 have disappeared, most of it as a result of organized crime. Among the reasons is that the drug cartels obtained an important new source of income in the 1990s, when they gained control of the cocaine routes from South America to the United States. Another contributing factor is that the authorities started a major military offensive against the cartels in 2006, with support from the United States. It helped break up the old criminal power constellations and alliances between criminals and government, and resulted in the battles for territory and drug routes being carried out with increasingly more powerful weapons. Most of the weapons used in this war are smuggled from the United States to Mexico – the opposite route of the drugs – due to the liberal US gun legislation. From having been traditional mafia organizations, many of the cartels developed into transnational «franchise» businesses that include loosely coupled and extreme-ly violent groups. At the same time, the violence has spread from the border areas to states all over Mexico. The income sources include not only drug trafficking, but also human trafficking, blackmail and kidnapping. The cartels also invest in restaurants, casinos, hotels and other legal activities, so that an increasing number of people become involved in the criminal economy. In connection with this, a culture has emerged where vio-lence is glorified and drug lords (capos) are worshipped as heroes, including in the so-called narcocorridos («drug ballads»), which some times also can be critical to government corruption and neglect.

Kunstnerne som stiller ut har alle personlige erfaringer fra krig, konflikt, flukt og brudd på menneskerettighetene. ”Wounds” er et stedsspesifikt og relasjonelt kunstprosjekt fra Beirut som består av installasjon, foto og video. Jeg har siden 2010 reparert krigens sår i Beiruts bybilde ved bruk av billedvev. Libanons hovedstad er sterkt preget av langvarig krig og politiske uroligheter. Bombede bygninger med utallige kulehull har i flere tiår stått igjen som monumenter over krigens herjinger. I ”Wounds” går jeg direkte inn i den fysiske og psykiske smerten, og plastrer bygningene som om de var menneskekropper. Vevnadene er tilpasset bygningenes sår og glir nesten usynlig inn i bybildet.

Med kurdisk bak-grunn og ti års opphold i Norge bak seg, har han gjort spennings-feltet mellom frihet, muligheter, tradisjoner, brudd og fordommer til et gjennomgangstema. På -kunstplass 5 vil Shwan vise filmen Salte kyss III og lage et stedsspesifikt kunstverk som bl.a. handler om beskyttelse mot kjemiske våpen.

Ghossein er en filmskaper og kunstner født i Beirut og nå bosatt i Norge og Beirut. På -kunstplass 5 vil Ahmad vise et nytt videoverk med tittelen “You have to swim you have no choice”.

Loten Namling is one of the most powerful voices of dedicated Ti-betan artists. Based in exile, he has dedicated his life to “continue singing for the freedom of my brothers and sisters in Tibet and the preservation of the rich Tibetan culture and identity.” Together with Hildegunn Øiseth, this magic combination will take you on a fascinating journey into a broad spectrum of musical expessions.

Hildegunn Øiseth plays different wind instruments and combines traditional Norwegian music with impulses and musical experi-ences from South Africa, Asia and The Middle East.

As part of the “Banned Expression” Facebook campaign this Awareness Concert will also highlight the words and aspirations of imprisoned artists in Tibet.

BOOK TALK - MIDNIGHT IN MEXICO: A REPORTER’S JOURNEYAlfredo Corchado combines a thorough knowledge of Mexico’s politics and history with his own experiences. They reach from his childhood in rural Mexico, to being an immigrant and son of a Mexican agricultural worker (bracero) in the United States, and to life among international reporters in Mexico City.

In a unique way he describes the atrocities of the drug war both from an analytical, journalistic standpoint and based on his own and his family’s experiences of attempts to be incorporated into the drug-economy and received death threats from the cartels.

Alfredo Corchado will introduce both screenings of Narco Cultura, Fri, Feb 7th at 20:30 and Sat, Feb 8th at 17:00.

THERE IS NO JUSTIFICATION FOR TORTURE

The prohibition against torture is absolute and the obligation to prevent torture, to investigate, punish the responsible and provide redress for persons subjected to torture is stated in the UN con-vention against torture, ratified by 154 states.

There is no justification for torture. War, threat of terror or conflict cannot be invoked as reasons for torture. However, in the so-called war against terror, there is ample evidence that torture has been applied in interrogation of terror-suspects. Secret renditions and detention without basic legal safeguards have been part of this. The role played by CIA in these violations has been highlighted, but torture is practiced also by other states under the umbrella of fighting terrorism, or as part of ongoing conflict. Torture must be combated wherever it occurs. The fact that health personnel is involved in these destructive and prohibited acts, calls for strong action.

Despite the absolute prohibition, torture is practiced and survivors of torture are found everywhere. 15 – 20 % of refugees arriving in Norway may have been exposed to torture, and torture may be done in ways that leave no visible scars. It is important to identify vulnerable asylum seekers, including torture victims, to provide them with care as well as protection.

Torture is systematic destruction. It is severe pain inflicted where the person is unable to defend him/herself, under total control of another, and the powerlessness of the feeling that life collapses. The mind is confused and the body destroyed through pain and ex-treme conditions. Fear, helplessness and shame are induced to-gether with extreme humiliation, in particular sexual and cultural humiliation. Torture is severe attack on dignity and the person may later feel unable to relate to others, with feelings of unwor-thiness, shame, deep mistrust and anxiety. Nightmares, intrusive memories, flashbacks, avoidance, fear and constant alertness are part of this.

The strengthening of the international focus on the right to reparation and rehabilitation for victims of torture represents an important challenge to health professionals, particularly to those in the field of trauma research and treatment. The fulfillment of this right is a complex endeavor which raises many questions.

The road to justice and reparation for those whose rights have been brutally violated is often long and the active presence of trauma-informed health professionals in this process is needed. States must be aware of their obligations to provide and ensure redress and rehabilitation to victims of torture and enable them to obtain this and hope for a future.

Putins tredje presidentperiode er kjennetegnet av en stadig økende heksejakt på ytrings- og organisasjonsfriheten. Journal-ister, advokater og menneskerettighetsaktivister blir utsatt for systematisk trakassering og forfølgelse. Vedtak av nye lover og endringer i eksisterende lovverk har ført til sterke begrensninger på muligheten til å motta og dele informasjon. Antipropagandal-oven fyrer oppunder et allerede homofobisk klima, hvor lesbiske, homofile, bifile og transpersoner i økende grad blir utsatt for hatkriminalitet.

Det blir stadig vanskeligere å rette et kritisk søkelys på myn-dighetenes overgrep og maktmisbruk.

Dette er grunnen til at Amnesty er svært bekymret for mennesk-erettighetssituasjonen i Russland. Dette er bakteppet for De XXII olympiske vinterleker.

Nå er hele verdens blikk rettet mot Russland. Da må vi bruke sjansen til å fortelle om baksiden av medaljen. Argumentet om at de olympiske leker ikke har noe med politikk å gjøre holder ikke mål. OL i Sotsji er i høyeste grad en del av Putins propaganda-prosjekt.

Taushet er ikke gull. Amnesty oppfordrer alle til å bruke sin stemme til å forsvare rettighetene til dem som blir forsøkt truet til å tie.

But life isn’t easy when they’re faced with an illogical asylum system while struggling with the horror they have been through. Ana Ana is a cinematic poem about four young Egyptian women, set in an Egypt where dreams of the revolution have begun to unravel, and women’s rights are tremendously vulnerable. Most of the material is filmed by the charac-ters themselves, who worked with the film’s directors over the course of two years. They find ways to express their dreams and desires in an extraordinarily open and intimate way, using metaphors and cinematic storytelling to trans-form their everyday struggles into the sublime. Their voices tell a story about universal desire for creativity and freedom.

“We have to stand up again on our feet – we are now living on our knees” -Juliano Mer-Khamis, the founder of Freedom Theatre in Jenin, Palestine.

The occupation of Palestine is not just an occu-pation of land; it’s an occupation of culture and identity. Juliano Mer-Khamis was assassinated in 2011. This film is a tribute to him, and shows us the power theater and art can have in giving oppressed people agency, power, and meaning.

A 19-year old girl in Chicago is deeply involved in the protest movement in Syria, keeping constant contact with her Syrian friends through Facebook, Twitter, and Skype. She helps organize demonstrations, and sends camera equipment so her friends can document what’s going on and share it with the world. Slowly, the optimism of what was hailed as a social media revolution gives way to a violent reality no one was ready for.

DOCTORS OF THE DARK SIDE

This film brings up how US Army and CIA medical personell are intricately involved in the implementation of torture on detainees held in Guantanamo and Abu Ghraib prisons. Instead of stopping it altogether, they give recommen-dations on how far torture can go. Yet all of these doctors have sworn the Hippocratic oath. What are doctors’ responsibilities, and how is it possible that the medical profession is used in this way?

The film is followed by a panel debate about health personell and their involvement in tor-ture. Hector Aristizabal will perform “Night-wind,” a play related to the themes of the film at Parkteatret later this evening.

Thulasi was born a dalit, an untouchable, and a girl, meaning her options in life in India are grim. She is tough as a nail, though, and deter-mined to get more out of life than what society has in store for her. She leaves her family, and finds her talent in boxing, putting in tireless hours of training to win a place as one of the top athletes in India. Thulasi has to fight both in and out of the boxing ring, facing sexual harassment, pressure of arranged marriage, and a society that doesn’t value what she has to give.

Thulasi er født dalit, «kasteløs», og jente, dermed er hennes muligheter i India få. Uganda has become the promised land for many evangelical Christians. American evangelical organizations are attempting to eliminate “sexual sin” in Uganda, effectively spreading hate and dehumanizing sexual minorities in a country that is on the brink of passing a devastating anti-gay law. Since the film was released the law has been passed in parliament.

Uganda har blitt “det lovede land” for mange evange-liske kristne og de samler derfor kreftene for å gjøre landet rent for “seksuell synd”. I virkeligheten er de med på å spre hat og oppfordre til alvorlig diskrimin-ering i et land som er på vei til å lovfeste kriminaliser-ing, og i verste fall livstidsstraff for homofile.

The violence connected to Mexican drug car-tels is so massive and invasive, and the death rate so high that it’s changing the cultural fibre of society. The hugely popular music form called narcocorridos, like gangster rap in the USA, makes heroes of the mafia leaders and glorifies violence.

Den mexicanske krigen mot narkokartellene har gjort deler av Mexico til noen av de farligste stedene å være på kloden. Volden er så massiv og invaderende at den endrer kulturen. THE OTHER - TRANSFORMING DEHUMANIZATION THROUGH THEATRE OF THE OPPRESSEDIn our four day exploration the workshop will examine what role theatre can play in times of social and political upheaval? Hector Aristizábal, theater maker, psychologist and activist against torture, has founded the ImaginAction network in Los Angeles in order to utilize the transformational forces of theater for com-munity building and in processes of self-empowerment. Against the background of the Theatre of the Oppressed developed by Augusto Boal in the 1960s, Aristizábal will join the workshop participants to develop scenes from concrete life experiences, looking for ways to connect individual modes of acting with the global movements for radical political change as experienced in the film festival.

We will explore our own definitions of “The Other” and how we dehumanize ourselves by dehumanizing other people. The interactive approach of the workshop emphasizes aesthetic dialogues, non-verbal imagery, consensus-building and col-lective problem solving processes, as well as techniques such as “rainbow of desire” and “cops in the head” for developing awareness and confronting both external and internalized forms of oppression.

SEMINAR: GJELDSKRISEN ER IKKE OVER - HVOR GÅR NORGE NÅ?

Gjeldskrisen er ikke over. Gjeldsnivået for utviklingsland er dobbelt så høyt nå som i år 2000, og består i dag av 50 prosent private lån og 50 prosent offentlige lån. I 16 land er gjeldsnivået bekymringsfullt høyt, men det er faktisk i mellominntektsland at man kan se for seg gjeldskrise i nær fremtid. Bildet på gjeldskris-er er endret, men det systemiske problemet er det samme. Dårlig regulering og troen på at utlånere alltid får tilbake pengene sine bidrar til en uregulert lånefest der de fattige menneskene i utviklingsland blir sittende igjen med regningen.

Hva kan Norge gjøre for å sikre ansvarlig långiving internasjonalt og opprettelsen av en uavhengig og rettferdig gjeldshåndterings-mekanisme?

Orwa Nyrabia is the Producer of Return to Homs. He is from Syria, and was imprisoned during the ongoing civil war. He is currently living in exile.

Dechen Pemba is Tibetan and lives in London, where she works on collecting and translating Tibetan songs and texts.

Natalya Radina is a Belarusian journalist and co-editor of the independent newssite Charter 97. She is currently living in exile.

Arash & Arman Riahi are the Directors of Everyday Rebellion. They were born in Iran and grew up in Vienna, where they make films.

Andrei Sannikov is a politician and former presidential candidate in Belarus. He is the co-founder of Charter 97. He is currently living in exile.

Gerald Ssentongo was active in the organiza-tion Sexual Minorities Uganda (SMUG). He is currently living in exile in Norway.

Inna Shevchenko is a Ukrainian activist and part of the feminist group FEMEN. She protests against political and religious abuse of power, and is currently living in exile in France.

Lina Sinjab is the Syrian Correspondant for the BBC. She was raised in Damascus, and has been covering the the political developments there since 2008.

Batoul Taleb is Co-Director of Art/Violence. She is an actor with the Jenin Freedom Theatre, and has used theatre to engage and unite the community.

Ahmed Zaino is an activist from Damascus and is currently living in exile.
