H ungarian Prime Minister Viktor Orbán outraged European observers in 2015 when he called Europe’s migrant crisis a “German problem” (because of the desire of many of the migrants from turmoil-ridden countries in the Middle East and Africa to settle in prosperous Germany). He also joined the leaders of several other eastern European countries in opposing mandatory quotas for sharing the resettlement of the migrants and refugees throughout the EU. Hungary’s hard-line poli- cies regarding the plight of the migrants included the construc- tion of a barbed-wire fence the length of Hungary’s border with Serbia and the criminalization of attempts to enter the country illegally.
