SECTION I SUMMARY

1 INTRODUCTION2 1 . The Military Committee has examined Supreme Commanders'3 proposed 1965 NATO Common Infrastructure Programs, references4 <1 and b. Their detailed report is contained in Section II.

5 " 2. The Military Committee has confined its attention6 primarily to the military necessity and common interest of7 Supreme Commanders' programs, since political, financial andB technical aspects are the responsibility of the North Atlantic9 Council,and of the International Staff.

(SLICE -XVI)

1 THE PROBLEM2 1 . To formulate Military Cdmmittee recommendations3 to the North Atlantic Council on the Common Infrastructure4 Programs proposed by SACEUR and SACLANT for 1965 (Slice XVI).5 These programs were forwarded by references a and b. In the6 present report they are evaluated with respect to military7 necessity and common interest,

8 GENERAL CONSIDERATIONS$ 2. The proposed programs are consistent with MC 26/4

10 arid the projects listed in them are considered11 essential to the support of current plans and to the readiness12 and survivability of forces. These projects are high priority13 ones and are minimum military requirements . The programs14 possess the required degree of common interest to justify15 common funding and host nations, have stated that they possess16 adequate construction facilities. Furthermore, the two17 programs have been coordinated with the Nations concerned and18 between the staffs of the two Supreme Commanders.

19 3 . In the present Report, the Military Committee's20 examination is based on broad principles and policies, rather21 than on detailed examination of the financial and technical Si aspects of individual projects which is the concern of the 2§ Council, the Infrastructure Committee and the International04 äiaff.. The recommendations of the Military Committee apply to

1 estimates, will be a continuing process as a result of2 consultation between Supreme Commanders, National Authorities,3 the International Staff and the Infrastructure Committee.

4 SPECIAL NATURE OF SLICE XVI5 4. Slice XVI is an isolated Slice, not part of a Group6 of Slices as is normal, for the following reason. Altough the7 current NATO Force Planning Exercise will eventually result8 in new long term infrastructure support requirements. It was9 foreseen that there would be little or no possibility of this10 ■ Exercise being completed in time to affect the 1965 Slice XVI11 Common Infrastructure Program. Therefore, the Military12 Committee, in considering infrastructure beyond Slice XV,13 concluded that only a one year interim program could be14 Justified at this time. The projects to be included in this15 Slice were to be ones which would remain requirements whatever .16 the results of thé Force Planning Exercjlse.

17 5 . It will be noted that both programs3 total about £41.O million which Is £4.0 million below the6 £45-0 million available from the authorised £50 million once

7 the contingency fund has been put aside. This £4.0 million8 will cover cost-.adjustments for the programmed projects and9 could eventually allow the inclusion of high priority10 ■■ projects not'now programmed.; In this connection it should be11 noted that SACEUR is still considering additional projects12 in the categories of Airfields and Warning Installations13 (Bomb alarm systems) among others.

14 SACEUR ■15 7. SACEUR1s program totals an estimated £38.8 million. ̀ • ’ ̂ 1 i . • s ; '16 This includes approximately £9.0 million needed to reprogram17 projects previously programmed in earlier Slices, but 118 subsequently proposed for deletion in the Special Review.

19 8. The .airfields category is the largest in the program,20 totalling £13.7 million. These projects consist mainly of21 conversions to revised criteria (approximately £7 .5. million),22 improvement works and restoration.

23 9. The next category by order of magnitude of cost24 estimate is'that of communications, estimated at about £11.425 million. The main individual items in this category are:-26 ä. £1.7 million for TARE-equipment for the head-27 quarters of tfOR^A$/g. ATAF and CENTAG/4 ATAF.28 b. £3.8 million for the three-year cryptographic29 equipment conversion program.
