7.1 general

There are six types of channels used to provide Private Line AccessService. Each type has its own characteristics. All are subdivided by oneor more of the following:

Narrowband Serwc~

A channel for the transmission of low speed varying signals at rates up to30 baud, or a charnel for the transmission of binary signals at rates of Oto150 baud or control circuit that terminates in a wire center for the controlof another service.

Voiceband/Data Servi@

A channel for the transmission of analog signals within an approximatebandwidth of 300 to 3000 Hz.

Data Non-load Service

A channel suitable for baseband transmission of digital data signalsbetween points within the same serving wire center area.

Requires the use of Voiceband/Data Services for data transmission.

Music Distribution Service

The channels are designed and furnished for the transmission of audio(Non-Broadcast) service which is to be used in connection with musicdistribution systems. These channels are I%mished for transmission in onedirection.

Transport Facilities are measured by airline milesbetween serving wire centers via the V and H Coordinates Method, as setforth in the Exchange Carrier Association, Inc. Tariff F.C.C. No. 4, andadministered as set forth in 7.2.2 C., following. There are two rates thatapply for each band:

(1) A flat rate within a specified band.

(2) A rate per mile within a specific band.

The Optional Features and Functions rate element provides foroptions which may be added to a Private Line Access Service toimprove its quality or utility to meet specific communicationsrequirements. At no additional charge, the Company will, at the customer’s request,cooperatively test, at the time of installation, the following parameters:

For VoicebandlData analog services, acceptance testing willinclude tests for loss, 3-tone slope, operational signaling, C-notched noise, and C-message noise when these parameters areapplicable and specified in the order for service. Additionally,for Voiceband/Data services, a balance (improved loss) test willbe made if the customer has ordered the improved loss optionalfeature.

For other analog services (i.e., Narrowband and MusicDistribution), acceptance testing will include tests for theparameters applicable to the service as specified by the customerin the order for service.

In addition to the above tests, Additional CooperativeAcceptance Testing for Voiceband/Data Service used to testother parameters, as described in 9.2.5, following, is available atthe customer’s request. All test results will be made available tothe customer upon request.

Whenever it becomes necessary to establish a new wire center, asdetermined by the Company, which results in a change in the servingwire center for a Private Line Access Service, the service will be reratedand redesigned to the new serving wire center.

The Company will maintain transmission specifications on servicesinstalled prior to January 1, 1984. Existing services with performancespecifications exceeding the standards outlined in the TechnicalPublications listed under the Reference to Technical Publications,preceding, will only be maintained at the performance levels set forththerein.

When a customized technical specifications package is ordered, thecustomer will be notified of additional charges. In such cases, thecustomer will be given an estimate of the charges to be billed before anyfurther action is taken on the order.

The mileage in determining the monthly rate for the Transport Facilitiesis calculated using the airline distance between the locations involved,i.e., the serving wire centers associated with two customer designatedpremises, a serving wire center associated with a customer designatedpremises and a Company hub, or two Company hubs. The serving wirecenter associated with a customer designated premises is the serving wirecenter from which the customer designated premises would normallyobtain dial tone.

Transport Facilities are shown in 7.4.2, following, in terms of mileagebands. To determine the rate to be billed, first compute the mileage usingthe V&H coordinates method, as set forth in the Exchange CarrierAssociation, Inc. Tariff F.C.C. No. 4, then find the band into which thecomputed mileage falls and apply the rate shown for that band. When thecalculation results in a fraction of a mile, always round up to the nextwhole mile before determining the mileage band and applying the rates.

When hubs are involved, mileage is computed and rates appliedseparately for each section of the Transport Facilities, i.e., customerdesignated premises serving wire center to hub, hub to hub and/or hub tocustomer designated premises serving wire center. However, when anyservice is routed through a hub for purposes other than customer specifiedbridging or multiplexing (e.g., the Company chooses to so route for testaccess purposes), rates will be applied only to the distance calculatedbetween the serving wire centers associated with the customer designatedpremises.

(D) Facility Hubs

(1) A customer has the option of ordering facilities to a facilityhub for channelizing to individual services requiring lowercapacity facilities (e.g., Narrowband Service, VoicebandiDataService, or Music Distribution Service) where facilities areavailable.

(2) Different locations may be designated as hubs for differentfacility capabilities. When placing an Access Order thecustomer can speci~ the desired hub. The Exchange CarrierAssociation, Inc. Tariff F.C.C. No. 4 identifies serving wirecenters, wire center locations and the type of multiplexingfi.mctionsavailable.

(3) End-to-end services may be provided on channels of thesefacilities to a hub. The transmission performance for the end-to-end service provided between customer designatedpremises will be that of the lower capacity.

(4) The Company will commence billing the monthly rate for thefacility to the hub on the date specified by the customer on theaccess order. Individual services utilizing these facilities maybe installed one or more days afier the installation of thefacility to the hub at the option of the customer. The customerwill be billed for a Voiceband/Data Service ChannelConnection, Channel Transmission Parameter(s), andTransport Facilities (when applicable), and the multiplexer atthe time the facility is installed. Individual service rates (byservice type) will apply for a Channel Connection, ChannelTransmission Parameter(s) and additional Transport Facilities(as required) for each channelized service. Where circumstances warrant, a customer subscribing to PrivateLine Access Service may request, on an individual case basis, analternate pricing arrangement. The terms and conditions of such anarrangement will be determined by the Company at the time therequest is made.

7.2.3 Rate Stabilized And Discount Pricing

As an alternative to month-to-month tariff rates, qualifying customers mayelect a rate stabilized or discounted pricing arrangement. Rate stabilityallows eligible customers to have rate predictability for specified periodsof time. Discounting allows eligible customers to realize some savingsdue to their larger volume of services and their long term commitment tothat volume of services.

Each customer will be required to sign a contractual agreement for thefurnishing of services on a rate stabilized or discounted pricing basis.

Analog Private Line Access, Digital Data Service, and SwitchedPrivate Line Access Services are eligible for rate stabilityconsideration.

The rate stabilized price is the tariff rates in effect at the time theagreement is signed by the customer.

The minimum contract value for Analog Private Line and SwitchedPrivate Line Access Services is one thousand dollars ($1000.00)per month. No minimum contract value is required for DigitalData Service.

The only rate elements eligible for rate stabilization are: ChannelComection (at tariff rates), Channel Transmission Parameter(s),Transport Facilities, and Private Line Access Optional Features andFunctions. These rate elements are the only ones to be used in therevenue calculation for determining eligibility.

In addition to satis~ing the minimum eligibility requirements, therate stabilized price must be above cost.

Discount pricing for Channel Connections (CCS) is available toAnalog Private Line Access and Switched Private Line AccessServices, and is determined based on the length of the term of theagreement, the quantity of CCS between two points (the samecustomer location and serving wire center), and if the equivalenttwo-wire quantity of CCS is greater than 50, the airline distancefrom the customer to the serving wire center. Narrowband Channels are unconditioned channels capable oftransmitting low speed varying signals at rates up to 30 baud or binarysignals at rates of 0-150 baud. Narrowband Channels are furnished andrated from a POT to a POT or bridging location to POT. These channelsare furnished on a two-point or multipoint basis.

There are two service categories from which the customer may choose.These are:

(1) Narro band A - eww ivalent to;

● NBl - A circuit suitable for signal transfer rates up to 30 baud.This service is usually provided over a balanced metallicfacility. The transmission interfaces are provided on a tsvo-point, two-wire basis only.

● NB2 - A circuit suitable for transporting the three-level signalused in the McCulloh loop signaling system at speeds up to 15baud. This service is provided over metallic or other appropriatefacilities. The transmission interfaces are provided on a two-point or multipoint, two-wire only basis.

(1) In addition to the regulations set forth elsewhere in this Tariff, thefollowing regulations apply to Narrowband Channels.

(2) It is expressly declared that metallic facilities are in continuallydecreasing supply and the Company is not obligated to continue toprovide such facilities. Due to facility rearrangements, continued useof metallic facilities may be denied to existing customers with noobligation on the Company’s part to pay customer equipmentrearrangement costs. The Company will give the customer 90 daysnotification of this type of facility rearrangements. Metallic facilitiesare provided only where existing facilities and operating conditionspermit. All Channel Connections must have the same ChannelTransmission Parameter(s). Any deviation from the establishedparameters on a given circuit will be handled on an individual casebasis. All transmission measurements will be measured from theprimary station.

a) Narro btiw

1. These circuits are furnished on a two-point or multipointbasis primarily for use with customer-provided power andstation equipment.

2. Transmission is not to exceed a pulsing rate of 30 baud.

3. These circuits are furnished on a two-wire basis, with four-wire circuit requirements being provided by two two-wireservices.

4. These circuits are suitable for low speed unidirectionalseries operated signaling, provided by regenerated orsimulated dc continuity (McCulloh Loop Signaling).

5. Each Narrowband Service is restricted to not more thanthree serving wire centers and/or 26 stations formultipoint service.

6. Channels which are used to provide a transmission pathbetween two premises, are defined in terms ofelectrical interfaces. The customer is responsible forselecting the proper type of channel to meet his servicerequirements. Minimum protection criteria andregulations as described in 2.5.1, preceding, apply.

7. Signaling applied by terminal equipment on circuitsmust conform to the technical parameters set forth inthe Technical Publications listed under the Referenceto Technical Publications, preceding.

b) Narrowband B

1. These circuits are furnished with either two-wire orfour-wire interface for use on a two-point or multipointbasis.

2. The customer must conform to the technical parametersset forth in the Technical Publications listed under theReference to Technical Publications, preceding.

3. The number of stations that may be connected and thedistance over which transmission is possible may belimited by the operating and transmission factors forlow speed data channels. These operating andtransmission factors are determined by the Company.Special and unusual arrangements will be handled onan individual case basis.

Circuits with a bandwidth of 300-3000 Hz designed to meet certainspecifications based on Company standards of measurement for voicetransmission, data trrmsmission, remote metering, telephoto andmiscellaneous signaling purposes. Such identification is not intendedto limit a customer’s use of the circuits nor to imply that the circuit islimited to a particular use. These circuits are not suitable for thetransmission of direct current pulses. The number of stations that maybe connected and the distance over which transmission is possible maybe limited by operating and transmission factors. Circuits arefimished for two-wire or four-wire operation for a two-point ormultipoint operation.
