Therefore, only the Team Leader is required to go to the Accreditation Centre, where he will be asked to complete the necessary procedures before receiving the Accreditation Cards for the whole team. The rest of the team will go directly to their rooms. Team Leaders are required to bring the passports of ALL the team members (and, if possible, photocopies of the passports too, in order to speed up the accreditation procedures) to the accreditation centre. Accreditation procedures Upon arrival, the Team Leaders must: • Check the rooming list and establish the team accommodation invoice with the LOC Office; • Check accommodation and travel support with the IAAF Finance Office; • Settle extra accommodation costs (for team members above quota and for extra days) which are payable by Visa,

American Express, Master Card or cash; • Report to the IAAF Competitions Department Office for checking of National Uniform (TL must bring a sample for

inspection); • Final Confirmations. The official exchange rate for the cash payments will be set prior to the Championships, in accordance with IAAF, and will remain the same throughout the period. Only after all the above mentioned procedures have been completed, will the Team Leader receive the Accreditation Cards.

Accreditation card The Accreditation Cards must be worn visibly. They are personal and non-transferable. The loss (or theft) of Accreditation Card must be reported immediately to the Accreditation Centre: InterContinental Hotel – Quartzo A Room. In order to obtain new equivalent accreditation, the athlete must be accompanied by his/her Team Leader.

The subsidised period applies to three (3) nights, from 10th (check-in) to 13th October (check-out) 2008. It includes 8 main meals and the Final Banquet. Teams must pay for all extra charges (telephone, laundry, bar etc.) Check-out time: the team leaders will be informed at the moment of the accreditation about exact check-out time. MEAL ARRANGEMENTS All participants will have their meals in the hotel and entry to the hotel restaurant will be permitted only with the corresponding accreditation card and meal voucher. All meals will be in buffet style and the menus prearranged by the LOC will be displayed in the hotel halls.

Meals times will be as follows: All Days Competition Day Breakfast: 06:00 – 10:00 Breakfast: 05:00 – 10:00 Lunch: 12:00 – 15:00 Lunch: 13:00 – 16:00 Dinner: 19:00 – 22:00 Final Banquet: Porcão Rio´s Participants will not be allowed to take any food or drink out of the restaurant and/or in the hotel rooms.

TRANSPORTATION FROM THE AIRPORTS TO THE INTERCONTINENTAL HOTEL When the teams arrive, they will be transferred by bus from the airport to the Intercontinental Hotel. The journey from the Rio de Janeiro International Airport to the Intercontinental Hotel will take approximately 45 minutes. The journey from the Santos Dumont Airport to the Intercontinental Hotel will take approximately 30 minutes. Those arriving after 20:00 shall report to the Accreditation Centre in the following morning. For those Teams or individual athletes arriving prior to 10th October 2008 the LOC will organize the transportation service if exact arrival information is communicated on time. All participating Federations must communicate flight details, as well as number of members of the Team on each flight, to the Organising Committee and the IAAF through the IAAF online event entry system. FROM THE HOTEL TO THE TRAINING VENUE There is no need for transport. Athletes will be able to train on the beach road by the Intercontinental Hotel. FROM THE HOTEL TO THE COURSE ON COMPETITION DAY Scheduled shuttles or other transportation service will be provided to the finish area. Timetables will be displayed at the hotel welcome desks. OTHER Transport will be provided for the Course Inspection on 11th October at 14:00 and for any other official function according to needs. Detailed transportation schedules will be provided upon arrival and will be displayed in the halls of the hotels.

ENTRIES RULES The IAAF World Half Marathon Championships are both an individual and a team competition, for men and women, and are open to all IAAF Member Federations. Only athletes who are at least 18 years of age on 31st December 2008 (born in 1990 and before) can participate. On arrival Team Leaders must present athletes’ passports for photocopies to be made by the organisers. A maximum of seven (7) athletes may be entered, but only a maximum of five (5) will be allowed to compete and three (3) will score for the team. SCORING Each race (men and women) will be scored separately. The team results will be decided by scoring the lowest aggregate of times recorded by the first three (3) athletes in each team. If a Team fails to finish with a complete scoring Team, the finishing runners will only be counted as individual runners and will be eligible for individual awards. In the event of a tie, it shall be resolved in favour of the team whose third scoring member finishes nearer to first place. FINAL ENTRIES The final entries (FEF) must be submitted, using the IAAF on-line Event Entry System (http://evententry.iaaf.org available from September 1st 2008), by midnight, Monday 29th September 2008, Monaco time (GMT + 2). difficulties when submitting your FEF electronically, please contact the IAAF Competitions Department for assistance ([email protected]) as soon as possible. The list of the entered athletes will be available on the IAAF Website as soon as possible after the deadline. FINAL CONFIRMATION The Final Confirmation must be made upon the team´s arrival, at the Accreditation Centre, and in any case no later than the start of the Technical Meeting (Saturday, 11 October at 16:30).

FINANCIAL SUPPORT Teams competing in Rio will benefit from the following financial support: TRAVEL For athletes within the quota, 50% of an economy class airline ticket from the Member Federation Headquarters to the official airport in Rio de Janeiro will be paid by IAAF. Members must submit to the IAAF, at the time of the Preliminary Entry Forms (12 August 2008), the best quote they are able to obtain for return economy travel. No reimbursement will be agreed until the IAAF has approved the quote. The LOC will pay a further 50% of the agreed fare for one athlete per Member Federation. ACCOMMODATION The LOC Rio 2008 offers twin room full board accommodation to all quota athletes for three nights, from 10th October 2008 (check-in) to 13th October 2008 (check out), if the team stays in the official hotel. Regarding costs for officials and for extra nights please refer to the table in the section “accommodation” of this Team Manual. Payments for extra accommodation costs can be made by Visa, Master Card and American Express as well in cash (EUR or USD). The accommodation invoice will be based on the information (number of persons and arrival and departure details) provided on the Final Entry, with a tolerance of two (2) persons. REIMBURSEMENTS Reimbursements will be made by bank transfer after the competition. Should a Member Federation exceptionally wish to be refunded in cash or by cheque on site, the President or the General Secretary of the Member Federation must send a request to the IAAF General Secretary before 29th September 2008 indicating the reason for the request and the name of the person authorised to collect the reimbursement. If an athlete for whom the IAAF/LOC has provided financial assistance, is on site but does not compete, the IAAF/LOC has the right to reclaim the travel and accommodation support. SAFIRA ROOM TRAINING VENUE Athletes will be able to train on the beach road in front of the Intercontinental Hotel. For further information, please contact [email protected]. COURSE The race is point to point, with most of the route following the coast and the beaches from West to East, with the Headquarters Hotel (Intercontinental) situated on the start line in Avenida Prefeito Mendes de Moraes. All facilities required for the pre-start and start will be situated in the immediate surroundings of the Hotel and access to the whole area will be limited to accreditation card holders only. A distinguishing blue line will indicate the optimum course. The km distances will be indicated on the course. The course will be completely clear of traffic. The course has been measured by the AIMS Course Measurer Rodolfo Eichler, appointed by the IAAF. For the map, please see www.rio2008.org.br under the icon “course”. Athletes and Team officials will be able to inspect the course on Saturday, 11th October at 14:00 (by bus). WARM-UP FACILITIES The athletes will have a warm-up area in close proximity to their change tents provided for the teams. RACE PROCEDURES Entry to the Call Room (1) and Reporting Times The Call Room will open 1 hour prior to start time and will close 30 minutes before the start. Once in the Call Room, athletes will not be allowed to return to the warm-up area or leave the start area. The start is situated approximately 50 meters from the Call Room. Athletes will enter the start through a secure area. Only participating athletes, who have passed through the Call Room and wearing their official competition uniforms, will have access to the start area. Call Room Schedule

REFRESHMENT / DRINKING STATIONS Refreshment Stations There will be 4 (four) Refreshment Stations, situated approximately at kilometres: 5km, 10km, 15km and 20km. Each of these stations will be divided into three areas:

• Personal Refreshments • Isotonic Drinks • Water

Signs will be displayed 100m before each Refreshment Station. Personal Refreshments Competitors in the IAAF/CAIXA Half Marathon Championships will be able to take personal refreshments. Personal Refreshments will be placed on the tables indicated on the map at the refreshments stations in alphabetical order of countries with the abbreviations used by the IAAF (e.g. Brazil=BRA). All the Personal Refreshments have to be given to the T.I.C. two hours before the Women´s and Men´s races at the latest. Special bottles and respective tags (a different colour for each station), can be requested from the LOC and will be provided after the Technical Meeting. Each bottle must clearly display the following information:

• the athlete’s bib number • the athlete’s three-letter abbreviation of the country • kilometre point at which the refreshment is to be situated

Personal refreshments bottles will be distributed by the organization. Additional Drinking Stations There will be 4 (four) additional Drinking Stations situated between the Refreshment Stations at the following kilometre points: 2.5km, 7.5km, 12.5km and 17.5km. Signs will be displayed 100m before each additional Drinking Station. BIBS AND TRANSPONDERS Team Leaders will be given two bib numbers per athlete after the Technical Meeting. One of the bibs must be worn on the back of the competition uniform (National vest) without being altered, clearly visible. The second one will be placed on the bag used for keeping personal belongings. A third bib (with the athlete’s name and the transponder) will be given in the Call Room and must be visibly worn on the chest (see below). Transponders (or chips), together with the front bib number, will be distributed by dedicated staff and volunteers directly in the Call Room. The transponders will be collected in the Mixed Zone by volunteers after the race. UNIFORMS AND PERSONAL BELONGINGS All athletes must wear their Federation’s approved uniforms. A sample must be taken to the Accreditation Centre for inspection upon arrival. Please note that the IAAF Advertising Rules and Regulations applicable for this competition specify a maximum of 30 cm2

for the manufacturer’s logo size on the competition wear and 40 cm2 on the sweatshirt, t-shirt and jackets. There can be no logo of the Member Federations’ national sponsors on the athletes’ clothes and bags. All team members must wear the same coloured uniform.

PROTESTS AND APPEALS Protests and Appeals will be handled according to Rule 146.3. Any appeal must be made on the official form, which can be obtained at the sub-TIC at the finish area. A copy of the signed appeal will be given to the individual lodging the appeal. TECHNICAL MEETING The Technical Meeting will take place on Saturday, 11th October 2008 at 16:30 in the GÁVEA B ROOM. A maximum of two representatives from each team may attend. The meeting shall be conducted in English. Questions for the Technical Meeting must be written on the form provided upon arrival at the Accreditation centre in English and should be deposited at the TIC by 11:00 on Saturday, 11th October 2008 at the latest. MEDICAL AND DOPING CONTROL INFORMATION MEDICAL ASSISTANCE ON THE COURSE Medical Support will be organised for the race and will consist of: • 2 mobile units for the intensive care (ambulance) • 2 motorbikes with reanimation system • 2 doctors at the finish area • doctors around the course • 10 volunteers to assist the athletes at the finish area • 1 volunteer and 1 CBAt officer: they will accompany the first, the second and the third athlete of each race • 6 people for the stretcher transportation All the medical staff will have a radio contact. INSURANCE For the Federations who are benefiting from the insurance coverage taken by the IAAF, for all athletes and officials entered, the insurance policy includes cover for emergency medical costs during the travel and stay abroad. Should these require Insurance Certificates for the purpose of visa applications, please inform the IAAF before at the time of your Preliminary Entries. PREVENTION International Vaccine Certificate The International Certificate of Vaccination and Prophylaxis (ICVP), valid against the Yellow Fever passes to be demanded only for entrance in domestic territory of international travelers originating from areas of occurrence of Yellow Fever that presents risk for international dissemination. To be protected against yellow fever, the traveler will have at least to be vaccinated ten days before its trip. This vaccine will again have validity of ten years, and must be administered until the end of this period. The validity of the ICVP will correspond to the working life of the vaccine.

DOPING CONTROL Doping Control will be conducted in accordance with IAAF Procedural Guidelines for Doping Control under the supervision of the IAAF Doping Control Delegate at the Hotel InterContinental. Tests will be undertaken in and/or out of competition, both through urine collection and blood tests. On receiving written notification of a test, the athlete will be accompanied by a Doping Control escort and shall have to report to the Doping Control Station within 60 minutes. They will be allowed to first attend the Medal Ceremony and Press Conferences (if applicable) before reporting to the Doping Control Station. Sample collection will be carried out in compliance with existing IAAF guidelines. Professionally qualified personnel, who will explain the procedure to the athletes and have them sign a consent form, will carry out blood test. Athletes must present a document for personal identification and are entitled to be accompanied to the Doping Control Station by one person of their choice. Any athlete who has not been selected for testing may sign a form stating that he/she requests a test. Athletes concerned should report to the TIC in the hotel Intercontinental, and will then be escorted to the Doping Control Station. The cost will be paid by the IAAF on their behalf and deducted from their MF balance. The LOC will provide, upon request of Member Federations, additional tests for National and Area Records. These tests will be at the expense of the Member or Area Association. If the team does not have the money on the spot, it will be possible to request that the IAAF pays for the test and the corresponding amount be deducted from the Member Federation’s or Area’s account with the IAAF. The cost of such tests will be communicated on site.

CEREMONIES OPENING CEREMONY The Opening Ceremony will take place on 12th October 2008, starting at 09:20. Further details will be provided at the Technical Meeting. No team members will be required to participate. AWARD CEREMONIES Four ceremonies shall take place: • Individual awards (bronze, silver, and gold) for the first three men and three women; • Team awards (bronze, silver, and gold) for the first three teams in the men and women category. The flags of the Athletes’ and Teams’ home country will be raised while the national anthem of the winning athlete and team is played. Award Ceremony Schedule The Award Ceremonies will take place at the end of the Men’s race, at 10:25. Chaperones appointed by the LOC will assist in gathering the Athletes and teams to be awarded at the Finish Area by 10:00. It is reminded that Athletes to be awarded MUST wear their country’s official uniform, according to the IAAF Rules and Regulations.
