DUFE at a Glance
Dongbei University of Finance and Economics (hereinafter referred to as DUFE) was founded in October 1952, originally located in Shenyang and under the name Dongbei Institute of Finance and Economics which was established by joining Dongbei School of Banking (1946), Dongbei School of Business (1949), Dongbei School of Finance (1950) and Dongbei Institute of Statistics (1951), Dongbei School of Cooperatives (1951). The university was renamed Liaoning Institute of Finance and Economics after being moved to Dalian and amalgamated with Liaoning Institute of Business in 1959. The Institute was taken over by the Ministry of Finance in 1979 and the name “Dongbei University of Finance and Economics” (DUFE) was adopted in 1985.
DUFE is located west to Xinghai Park, a state-level scenic spot in Dalian. It has been well-known for the tranquility and beauty of the campus since the mid-1990s.
DUFE serves as a multidisciplinary, teaching-and-research-oriented university focusing on economics, management, law, arts, and science. It offers full-time as well as part-time education programs; for full-time programs, DUFE is now offering 3 first-level mobile stations for post-doctoral research — applied economics, theoretical economics and business administration; 4 first-level disciplines for PhD programs — theoretical economics, applied economics, business administration, management science and engineering; 38 second-level PhD programs, 72 master’s degree programs and 31 undergraduate programs. In all the disciplines, there are two key state-sponsored disciplines — industrial economics and public finance (including taxation); one key state-supported disciplines — quantitative economics; and 3 state-level majors with their own characteristic — accounting, finance and business administration.
Taking education quality as the lifeline of the development, DUFE gives constant priority to fostering qualified professionals. For this reason, DUFE integrates both in-class teaching and extra-curricular learning to make appropriate training schemes for students so as to enhance students’ social responsibility,
2
professional dedication, and sense of community. In the past decade, the employment rate of DUFE graduates has kept above 95 percent. Noticeably, many of DUFE graduates hold important positions in various kinds of organizations ranging from financial institutions, business companies to government agencies; many of them have been promoted to leadership positions in administrative departments.
Taking academic research as the engine of the development, DUFE lays great emphasis on scientific research in order to give a boost to teaching. At present, the University boasts one Key Research Institute of Humanities and Social Sciences of the Ministry of Education, 6 key research institutes of humanities and social sciences at the provincial level and 41 research centers and institutes of various disciplines at collegiate level. Over the years, DUFE has followed the practice of holding Famous Scholar Tribune, Doctoral Supervisor/Candidate Forum, or Professor Forum at least once a week; at the same time, the University also invites famous scholars to give academic lectures.
To further broaden education horizons, DUFE began to encourage international cooperation and exchange from 1994, under the guideline of “high standards and internationalization”. With the experience of more than one decade, the University has gradually brought about internationalization in terms of instructional languages, teaching materials, curriculum systems and administration patterns. So far, DUFE has established friendly cooperative relations with 75 universities and one international agency from 18 different countries or regions.
All in all, in more than 50 years since its foundation, DUFE has formed its own charm and characteristics, has established itself as a university with competitive edge and reputation home and abroad, and has achieved much progress in its teaching facilities, education quality, disciplinary systems and scientific research.

Living in Dalian
Money
Currency
The legal tender within China is CNY (Chinese Yuan orRMB). Notes are issued to the value of ¥100, ¥50, ¥20,¥10, ¥5 and ¥1. We recommend that you arrive with
9
enough local currency for the first week.
Changing money
You will be able to change money at the airport or at banks near the University campus should you need to. The Bank of China (BOC) and Industrial and Commercial Bank of China (ICBC) will exchange most major currencies (US Dollars, Euros and British Sterling). Credit and debit cards are accepted in China; however, we do not recommend that you rely solely upon this method of payment. MasterCard (Access) and Visa credit cards are the most common.
Below is the information of these two banks:
Industrial and Commercial Bank of China(ICBC), Dalian Branch, Xinghai Park Sub-BranchLocation: No.537, Zhongshan Road, Shahekou DistrictTelephone: +86-411-84582209Exchange Service: Euro,U.S. dollar, Japanese Yen, HongKong Dollar
Bank of China(BC), Liaoning BranchLocation: No.9, Zhongshan Square, Zhongshan DistrictTelephone: +86-411-82586666Exchange Service: GBP, Euro,U.S. dollar, Japanese Yen, HongKong Dollar and so on.
Accessing your money
You can withdraw cash from a cash point or ATM machine if you have a Personal Identification Number(PIN) for that card. You may want to inform your current bank that you are travelling to China to ensure that you can use your card here. Some banks may automatically block cards which are used abroad without prior notice, and it can be very inconvenient and expensive to you're your home country to have your card unblocked. An alternative method to receiving cash while in China would be transferring funds via Western Union.
10
Opening a bank account
We strongly recommend you opening a Chinese bank account. Opening a bank account in China is relatively quick, although may require some queuing. You will need to bring your passport and a small amount of cash to deposit. You will need to fill out several forms and choose a PIN number. Opening an account will allow you to use BOC or ICBC online and telephone banking services, although both still currently have limited English service. With a Chinese bank account, you will be able to make online purchases and have money transferred from abroad. The bank will provide you with a Swift Code, which is necessary to make international bank transfers to China.
Rent
Since the campus housing is always tight, most of our foreign teachers live off the campus. There are two main areas of apartments suitable for foreigners where is near
DUFE campus: Software E View (软景 E 居) and Fuliting (富丽庭 ).The average rent per month is 2300-2700 RMB (One
bedroom and one living room, about 50-55㎡). HR office will
request a housing agent to help our foreign staff to find the ideal apartments in the short time.
11
Mobile Phone
China has two main mobile phone providers, China Mobile and China Unicom. Prices for both services are roughly the same, and there are packages for calls, texts and 3G/4G Internet use available, depending on your personal preference. Some packages have an allowance of free local texts and calls. Please note that calling phones that are registered in other cities, or using your phone in another city, even just outside of Dalian will be considered a national or long distance call and will be charged at a higher rate.
You will need your passport in order to register fora SIM card, and phones can be topped up at many locations in and around the campus, both on top-up machines in China Unicom/Mobile stores, or even buying phone top-up cards from kiosks and topping up on your handset. If you have a
12
contract phone at home, you may need to unlock it in order to use a Chinese SIM card. This may invalidate your warranty, so we recommend you buy a Chinese phone when you arrive. If you want to unlock your phone in China you can take it to the electronics market near Olympic Square and it can be done for around RMB100. China has the largest mobile communications market in the world, so buying a phone is easy and very cheap, although please buy from a reputable store and not a market if you want to ensure a genuine, quality product.
