INCENTIVES IN ICT SECTOR
The law no 77 on IT parks prescribes the establishment of technology parks aimed at IT industry growing, attracting foreign investments in IT sector, training and development of specialists in the IT field, needed to produce services and products competitive for domestic and global markets. The law enters in force starting with 01.01.2017 and provides incentives for the technology park resident companies, and some of them are:
• An unique tax of 7% from the turnover, which is to replace CIT (corporate income tax), PIT (personal income tax), social security and medical insurance taxes, local and real estate taxes.
• State controls over the IT park residents’ activity are performed simultaneously by all bodies, as required by law, every three years.
• The state will provide 5 years guarantee on the activity under preferential regime prescribed by law.
There are eight types of activities that can be practiced in the IT parks. An extremely important aspect is the regime of “virtual” IT parks, which offer the opportunity for residents to work in the offices already operating in Moldova. IT companies will become virtual residents in the IT parks after registration in the Register of residents and undertaking all the obligations stipulated by law.

The Information and Communications sector in Moldova is primarily in a build out phase, with major investments focused on basic hardware infrastructure, such as server, storage, infrastructure software, and network equipment implementations. In the long term, the IT services sector is expected to be driven primarily by large government projects, such as new e-government initiatives and technology investments in highly competitive sectors (banking and telecommunications, e.g.) and initiatives that support the alignment of IT with business goals.
ICT is one of the most dynamic sectors in the Moldovan economy and represents one of the priority areas for development and expansions for the Moldovan Government. The main reasons to emphasise governmental support on this sector is the significant contribution of ICT to the national GDP, namely 7.3% in 2014, creation of high value working places and improvement of conditions to retain human resources in the country.Source: mtic.gov.md

As well, there is a large amount of well-educated students who graduate from universities and are available to work. Computer Science students represent 6% of the total number of graduates. Every year around 1,500 students graduate Moldovan universities with degrees in computing or a related field, while another 5,000 have math or engineering degrees.Proportionally, Moldova is also very competitive in terms of skilled ICT professionals with 21,000 employees.

Information technology industry – Incentives for investors
Employees of IT companies may benefit from personal income tax (PIT) incentives for employment salaries earned from such companies – standard taxation being limited to certain monthly amounts (i.e. two national average forecasted salaries). PIT incentives are applicable only for salary income.
Other types of income that do not refer to salary remuneration (e.g. benefits in kind, material aids, etc) are taxed at the standard rates.
Monthly social security contributions of IT companies are also limited to the income capped at two national average forecasted salaries.
In order to meet the challenges and keep pace with the times, Ministry of Information Technology and Communications of the Republic of Moldova has developed a Digital Moldova 2020 Strategy – a policy document that creates the necessary preconditions defining the direction for the future stable development of information technology and communications, ensuring the realization of benefits offered by Information Society for the comfort and well-being of citizens.

TelecommunicationsTelecoms market is the largest value-adding component of the Moldovan ICT sector. Although at an already advanced development stage, Telecoms remains a constantly growing sector in Moldova, mainly fueled by the growth in mobile telephony, mobile internet and fixed internet – while the fixed telephony sector, the same as in the majority of the developed countries, has seen a downturn trend in the last years.

TelephonyFixed Telephony Market is dominated by the state owned company Moldtelecom with 90% market share in fixed telephony. Although on a downturn trend, fixed telephony market remains a value-adding component of the telecoms industry in Moldova.
An attractive feature of this particular telephony sector in Moldova is the IP Telephony services. The increasing use of IP networks for communication services including applications such as telephony has become a pivotal issue for the telecommunications industry worldwide. The market structure by type of connection also comes to prove that wired internet services in Moldova are at an advanced stage of development, since Fiber Optic is the most common type of connection. At the same time, the numbers against the Penetration Level section represent an incentive for Investors interested in internet based businesses.
