Good morning, Ladies and Gentlemen.
On behalf of the Disaster Prevention Research Center of NCKU (DPRC), I welcome all of you
for attending the 2014 International Debris Flow Workshop (IDFW). Today, we have many good
friends from all over the world joining us including friends from Japan, China, Korea, Indonesia,
Philippines and Nepal.
In recent years the effect of climatic change and global warming has seen an increase in natural
hazards around the globe. According to Asian Disaster Reduction Center (ADRC), in the past 10
years, there were almost 100,000 deaths by Typhoon, Hurricane, and earthquake triggered flooding,
landslides, debris flow all over the world, especially more serious in Asian. The debris flow caused
the loss of lives and property more frequently than other natural disasters.
Here are some cases: On august 8, 2009, Typhoon Morakot astonished the central and southern
districts of Taiwan by 3,000 mm rainfall, imposing the compound-disaster such as deep-seated
landslide, landslide dam and lake, flooding, and debris flow in Xiaolin Village, Kaohsiung Country,
and nearly 500 civilians were buried lively. On august 8, 2010, large scale debris flow killed more
than 2000 people in Zhouqu County, Gansu Province, China. On March 11, 2011 (Great East Japan
Earthquake), the 9.0 magnitude tremor stuck the north-east of Japan which triggered the following
tsunami and nuclear power plant explosion. From the media, the world witnessed the ruthlessness
of nature and weakness of humans. On August 29, 2014, highly intensity rainfall triggered several
landslides. The Hiroshima landslides resulted in seventy-two people were dead along with two
missing. The natural disasters have its potential threaten to people, economic development, and eco-
system also resulting in loss of lives and property.
The Asian Network on Debris Flow (ANDF) was proposed to provide a platform to hold
academic workshops and trainings, to promote the project collaboration, to improve the debris
flow study and mitigation technology in all Asian countries. The “2014 International Debris-
Flow Workshop” will be held at National Cheng Kung University in Tainan from October 2 to 3,
2014. The experts and scholars from 6 countries were invited to attend this workshop. I believe we
will gain research experience from each other from interactions and discussion in the workshop.
Besides, how to further strengthening the international co-operation is one of the main targets of this
workshop.
At the end, I wish the conference a good success, and all distinguished guests good health and

各位貴賓、各位女士、各位先生,大家早安,大家好 !
成大防災中心承蒙各位長官和貴賓的蒞臨與支持,我們深感榮幸與感恩。今天,有許多
海外貴賓們遠道而來,齊聚一堂,共襄盛舉,我們在此由衷感謝。
近年來受到氣候變遷與全球暖化的影響,天然災害層出不窮,根據亞洲減災中心 (ADRC)
的報告指出,過去 10 年間,全球每年約有 10 萬人因颱風、颶風、地震等引發之洪水、山崩、
土石流等災害而喪生,亞洲更是災害最嚴重地區。其中土石流則是造成人民生命財產損失最
大的天然災害。在此舉幾個案例說明:2009 年莫拉克颱風襲擊台灣,帶來 3,000 毫米的雨量,
高雄小林村遭受深層崩塌、堰塞湖、洪水及土石流等複合型災害的侵襲,近 500 位村民慘遭
活埋;2010 年,中國甘肅因強降雨爆發大規模山崩、地滑及泥石流,造成超過 2,000 人罹難
悲劇;再來 2011 年 3 月 11 日,日本東北發生規模 9.0 的強震,也造成約 2 萬人死亡失蹤的
大災難,海嘯及核災透過媒體的傳播不斷地向世人傳遞天災的無情和人類的脆弱;最近的一
次則是上個月 8 月 20 日,高強度降雨造成廣島北部的安佐北區及南區發生土石流災害,有
72人死亡。上述案例,在在說明天然災害對人類的威脅,生命財產損失之外,也對經濟發展、
環境生態造成重大衝擊。
「亞洲土石流網路」是一學術性組織,提供一平台,定期於亞洲國家舉辦國際學術研
討會、防災相關課程培訓及國際防災項目合作,藉以提高土石流相關研究與減災之水準。本
次研討會由國立成功大學防災研究中心及水利及海洋工程學系共同舉辦,藉由邀集日本、中
國、韓國、印尼、菲律賓及尼泊爾等國家從事土石流相關研究之專家學者,透過相關研究成
果進行發表及技術交流,共同分享如何應對未來之土石流災害,此外如何更進一步強化國際
合作亦是本次研討會之一大重點。 期望本次研討會能達到預期目標。

Background
As the climate change, different varieties of natural hazards occurred at Asia become more
serious in the past several years. Due to the geological and hydro-metrological conditions, Asia
becomes the most prone to sediment-related disasters in the world. More than 400 people died in
the compound disasters caused by heavy rainfall on August 8, 2009 is seriously concerned by the
Taiwan government. On the other hand, two villages were buried and 1,765 persons were killed
in the large-scale debris flow event on August 8, 2010 at Zhouqu County, Gansu Province, China.
On March 11, 2011, the 9.0 magnitude tremor stuck the north-east of Japan which triggered the

along with two missing. In the next recent years, flood, landslide and debris flow happened at
Southeast and South Asia were recognized as major disaster issues by the national public.
The Asian Network on Debris Flow (ANDF) was proposed to provide a platform to hold
academic workshops and trainings, to promote the project collaboration, to improve the debris
flow study and mitigation technology in all Asian countries. The International Workshop of ANDF
has been scheduled to hold every two years since 2010. The “2014 International Debris-Flow
Workshop” will be held at National Cheng Kung University in Tainan from October 2 to 3, 2014.
Objective
The ANDF Workshop will provide a forum for debris flow researchers to exchange ideas and
share experiences on how to cope with debris-flow hazards using the most advanced, state-of-art
methodologies in mechanics as well as in hazard prediction, compound disaster prevention and risk
assessment. How to strengthen the international cooperation of debris-flow research and sediment-
related disaster mitigation is the other focus of this Workshop.

Station.Those who arrived at Tainan Station by Taiwan High Speed Rail can take the shuttle train
at Sharon Station to Tainan Train Station. The shuttle train appears every 30 minutes and arrives
at Tainan Train Station in about 20 minutes. You can walk from Tainan Train Station to National
Cheng Kung University.
