1. Information
1.1 Introduction
The Terms of Reference will become part of the contract that may be awarded as a result of the tender.
1.2 Background
Countering IEDs is one of the major priorities for pMS as IEDs account for the majority of deaths and injuries to EU soldiers on current operations. Primitive but effective forms of intimidation and terror, Improvised Explosive Devices (IEDs) see an ever increasing employment both in theatre and in the homeland. Although the term IED has surfaced in later years, the phenomenon dates back several centuries. While the devices still remain relatively simple in design, the means of deployment have evolved and the numbers in theatre have increased immensely. The respect and consideration for collateral damage and lives of bystanders has also reduced among insurgents making IEDs an even more grim threat.
Gathering and exploiting intelligence is key to defeating the system. Part of the intelligence comes from forensic data from and surrounding an incident. Currently forensic data capture centres mainly around acting retroactively (e.g. post-boom or post IED find); Level 1 (0) Exploitation capabilities arrive at the scene of the incident and collect information through different forms of documentation including visual and sampling. Usually time pressure is involved, in particular in a hostile environment, which means that the possibility to form a thorough forensics investigation on site is limited and thus will instead take place as part of Level 2 and Level 3 exploitation. For this reason any means of increasing the speed of gathering relevant information for forensic exploitation provide a significant increase in capability.
EDA efforts so far in the realm of Exploitation include among other things the Theatre Exploitation Laboratory (Demonstrator) – TEL(D) – an effort that addresses Level 2 Exploitation.
1.3 Description of the Study
Flight Data Recorders (FDRs), also known more popularly as “black boxes,” have been in service on-board aircrafts and date back to the late 1930s. Today they are crucial to the investigation teams of flight incidents in order to understand what exactly happened in the time before the incident. Approximately twenty-four hours of data can be recorded in a continuous loop ensuring that the latest data is recorded. FDRs’ have to comply with established international standards.
In later years Event Data Recorders (EDRs) have seen increasing installations on-board civilian, police and emergency road vehicles such as trucks and cars. The purpose is primarily to exploit the recorded data judicially. While the technology exists it has yet to be explored for use in crisis management where for instance asymmetric threats such as IEDs are present.
The aim of this project is to provide the necessary prerequisites for design and implementation of a European EDR concept for installation onboard mobile platforms. The EDR will primarily be dedicated to recording information for forensic exploitation in the context of asymmetric warfare and in particular incidents related to IEDs.
Thus IED-F project will draw from civil-military synergies and produce the following deliverables.

State of the Art – Mapping of existing standard, best practices and designs of FDRs and EDRs
Common Architecture for Data Acquisition, Recording and Relay for Forensic Exploitation (CADARRFE) – An architecture based on existing standards that allows for:
o Data acquisition from multiple plug-and-play type sensors
o Data fusion
o Data recording (for longer periods of time)
o Data relay for further processing
EDR Design Implications – Design of an EDR based on CADARRFE that incorporates:
o Overall assessment of technical design requirements for a fieldable interoperable design exploring modularity in order to be adapted to different kinds of existing typical road vehicle platforms as well as implications related to potential future vehicles
o Assessment of suitable data to be acquired and associated sensor type taking into account the benefits of gathering orthogonal data
Demonstration – Perform a demonstration in real-time of CADARRFE as part of a simplified demonstrator EDR for the generic demonstration of principle and function on-board for instance a civilian vehicle in outdoor conditions with a simulated asymmetric incident

1.5 Types of Requirements
The specification contains the following types of requirements.
Mandatory (M) Indicated with the prefix M of the requirement are requirements that must be fulfilled by the Contractor.
If during the tender assessment it is concluded that the Tenderer intends not to fulfil all these requirements, these will be considered grounds for disqualification.
If the Contracting Authority deems that all these requirements are not met in the deliverables, this could be grounds for not accepting the deliverable.

2. Deliverables and Time Frame
2.1 Duration of Contract

3.1-3 M The findings of the mapping of state-of-the-art shall be documented in a report (see sections 5 and 6.2).
3.2 CADARRFE
This section is dedicated to CADARRFE.

3.3-5 M The design implications assessment shall also propose suitable technical solutions for redundant recording of acquired data.
3.3-6 M The design implications assessment shall include studying integration onto mobile platforms:
Typical existing types road vehicles of different sizes (to be proposed by the Contractor) and for each propose an EDR concept including specific technical requirements.
Future road vehicles of different sizes – propose concepts to make the EDR an embedded part of the vehicles including specific technical requirements
3.3-7 M The design implications assessment shall also include proposed measures for locating and recovering the information in the EDR following an incident taking into account:
Ensuring evidential purity
Ensuring sufficient quality of information for further forensic exploitation
The means of locating the EDR shall only be accessible to authorised personnel
The means of recovering information should be able to be done –
o Remotely (real-time or at a specific instance)

3.4 Demonstration
This section aims at conveying the requirements concerning Demonstration.

3.4-1 M The Contractor shall carry out a demonstration of the principal and function of an EDR.
3.4-2 M The demonstration shall be done for a simplified demonstrator-type EDR based on CADARRFE.
3.4-3 M The demonstration shall be done using a vehicle with the EDR installed onboard in simplified simulated asymmetric conditions that includes an IED incident.
The IED incident is aimed at demonstrating how the EDR records data in these sorts of conditions. The IED incident does not itself have to imply an actual explosion (big or small) as long as the induced environmental implications can be simulated in satisfactory way to demonstrate the EDR’s function.
The vehicle used for the demonstration for example does not have to be in operating conditions (i.e. a car ready for scrapping) and thus towed by another vehicle at a safety distance in order achieve desired motion.
3.4-4 M The demonstration shall also include the process of locating the EDR and recovering the recorded information.
3.4-5 M The demonstration shall be documented in a written report (see sections 5 and 6.2) as well as through recorded video of the actual demonstration
4. Quality
The requirements stated in this chapter are applicable to the Contractor and the Contractor’s quality control of subcontractors or vendors.
4.1 General

4.1-2 M The Contractor shall during the entire contract performance supervise and inspect the project in accordance with the Quality Management Plan, to ensure that the requirements are met.

4.2 Quality Management Plan
The Quality Management Plan is the document, in which all the Contractor’s quality activities and measurements are specified.

6. Project Management
The purpose of this section is to provide the organisational and administrative structure for the project.
6.1 Organisation

6.2.6 M The FR shall at least include
The written reports (hard and soft copies) as described in section 3.1 to 3.4 (as well as any other report proposed deemed relevant by the Contractor) detailing all aspects and findings of the project (draft to be sent to the Contracting Authority ten days before the agreed upon date for the FR oral presentation).
An oral presentation (to be given at the EDA in Brussels, Belgium) summarising all aspects and findings of the project.
The Final Report can take place in conjunction with the actual Demonstration described in section 3.4.
6.2-7 M Written and Oral Communication by telephone, e-mail and telefax shall be the preferred way of carrying out day-to-day Contractor-Contracting Authority interaction.
6.2-8 M The KOM, PRMs, CR and FR shall be preceded by an invitation to be sent by the Contractor to the Contracting Authority one month in advance accompanied with a proposed agenda for the meeting.
Telephone- and Video Conferences can be explored in particular for the early PRMs as to reduce costs and travel.
6.2-9 M The KOM, PRMs, CR and FR shall be chaired by the Contracting Authority with secretarial functions, which include drafting of the Minutes, provided by the Contractor.
6.2-10 M The Minutes from the KOM, PRMs, CR and FR shall after consensus is reached in two copies be co-signed by the Contractor and Contracting Authority.
6.3 Configuration Management

6.3-1 M Changes (e.g. technical and administrative) during the course of the Project shall be dealt with swiftly and formally as to give both parties complete insight into and control over the decision making process at the time of a change.

6.4 Project Documentation

Quality Management Plan – the first edition submitted after award of contract and updated editions shall be made available to the Contracting Authority during the course of the Project
Minutes of Meetings – drafted by the Contractor and co-signed by both parties in two copies
7. Conditions for Delivery and Acceptance/Rejection
Delivery and acceptance processes will follow the Model Contract (section I.4).
