Our ambitions

• Transition to operational systems: from the demonstration of valuable services to the provision of operational services with high availability and reliability.

• Continuous improvements of systems through scientific & technological advances : extend existing capabilities to the coastal zone and ecosystems. Coupled ocean/atmosphere. Climate.

• Develop operational services and further links with applications

• Ensure a suitable sustained ocean observing system through the demonstration of the value of observations.

• Characteristics of IGST team - focus on scientific advances for operational

application - Clear and ambitious but achievable objectives- its global international scope - it is for technical specialist discussion - “refreshing”, constructive nature- “pity not to continue”

• GODAE name- E could be “Experimentation” – as in WGNE- Could be Global Operational Oceanography & Data

Assimilation Expert (GODAE) - the GODAE Team or Working Group- Global refers to scope of membership

• Improvement of high-resolution, basin scale, physical ocean analyses & forecasts

• Observation Impact Assessments

• Intercomparisons

- forms a coherent core and springboard

- recognises importance of global observing system

- Extensions building on core capabilities

• Most activities will require collaboration with other groups and should be pursued through dedicated working groups

- observation impact assessments (OSE etc)- coastal & shelf seas- ecosystems (with IMBER) - Re-analyses (with WGSIP and GSOP)- coupled ocean-wave-atmosphere f/cs (with WGNE?)

• Working groups should be formed and disbanded according to demand & progress

• JCOMM provides an inter-governmental vehicle to make definitive statements on standards, working practices, nomenclature etc.

• ET-OOFS will enable us to use this vehicle – it is an important opportunity

• JCOMM does not have a science mandate (unlike IPCC) • ET-OOFS and GODAE have different roles and probably

require different types of people • Gary Brassington is a safe pair of hands for

coordination between ET-OOFS and GODAE• From the GODAE point of view ET-OOFS could appear to

be one of the GODAE working groups

• Co-chair arrangement works well. We suggest

- one from research & one from “operational” teams - one should have data assimilation background- taken from two continents

• Co-chairs need to be able to commit at least 10% of their time to the task

• Two good options are:

- Andreas Schiller / Eric Chassignet- Jim Cummings / Eric Dombrowsky

• There are relatively few recent new members

• Possibilities for new members include

- Peter Oke- Pierre Brasseur - Anthony Weaver- Laurent Bertino- Srdjan Dobricic- NOAA/NCEP expert- One of Japanese attendees at Paris OSE meeting

• Important to have owners for

- legitimacy (other groups could claim it if we don’t)- visibility

• Best not to put all eggs in one basket; apply for 2-4 owners (IOC, OOPC, WCRP, GOOS, CEOS, JCOMM)

• Options on duration - 5 years to 2013 (end of Clivar – so poor choice) - 10 years (a long time to plan – no obvious rationale)- For forseeable future (cf WGNE)

• On-going working group seems best

- Transition GODAE from an experiment to a ‘permanent’ body for international coordination of the development (and operation?) of operational oceanography systems

• Up to new co-chairs where to put Project Office

• Kirsten is very effective – Project Office staying at Met Office is an option to be considered

• Options for funding - Sponsors – NOAA, EUMETSAT etc. - Subscription fee - Owners (e.g. IOC has small fund)

• Recommend sponsors invited to meetings – (GODAE Patrons)
