On behalf of President of India, Office of the Development Commissioner(MSME), Government of India, invites sealed bids under two bid systems from thereqlstered firms for Full Service Maintenance Agreement / Annual Maintenance Contract(comprehensive basis) of Canon & ofher Make Photocopy machines including ResoMachines etc for a period of two years on yearly renewable basis subject to thesatisfactory services of the firm. The bid will be on two bid system i.e. Technicaland second Financial Bid.

EUgibility Criteria, terms &. conditions are as under:-1. The bidder should have at least turnover of Rs.2.00 crore d uri n g anyone of

tlie last 3, years (documentary proof in the form of service tax, deposited challanmay be submitted).

2. The bidder should have provided similar services to at least Govt. Depts. /Ministries/ PSUs during the last 3 years (documentary proof in the form ofPerformance Certificate issued by user departments is to be submitted).

3. The bidder should be an authorized service provider of the Original Equipment'manufacturer (OEM) Company (accompanied by documentary proof). Further it isalso must to submit the tender specific authorization from any of the OEM.

4. The firm should have qualified trained & experienced engineers/mechanics on theirroll. The firm wfll have to provide the names of two qualified engineers/mechanicshaving at least 5years Experience ln repairing of canon & other photocopiers.

5. The bidder should be registered with appropriate authority for Service TaxRegistration Certificate /PAN/GIR Card / IT returns etc for the last three financialyears. The bidder should have a Bank Account of its own.

6. The bidder shall have executed/completed at least 2 contracts related to AMC.

7. Type of Bid: Two bid system:

8. EMD: 10,000/- Draft in favour of PAO(MSME) payable at Delhi

9. Tender Fee: 500/- Draft in favour of PAO(MSME,Payable at Delhi) or may depositCash in cash section of DC (MSME).

A.3 -Bidding Procedure and other' terms &. condition:

1. Bids are invited in two Bid systems, (1) Technical and (2) Pinanclal, which shall besealed Separately and enclosed in a single sealed envelope.

2. The contract shall be inclusive of cost of spare parts, toner, drum etc, i.e. AMC is oncomprehensive basis. The firm has to use the entire company make oriqtna'

material

3. All the repairing work will be carried out in the premises of this Office. Only suchwork, which cannot be done in this office, premises, would be allowed to take outof the building at the contractor's risk and no extra charges shall be paid for

cartage.

4. During the contract period, all ttie photocopter machines will be serviced at leasttwice a year. A certificate from the user is also required to be taken in token ofmachine servicing. Such servicing is to be carried out on six monthly basis.

5. This office reserves the ri'ght to impose penalty for unsatisfactory Services or anydamage to any machine under AMC or otherwise due to negligence ofengineer/staff of contractor. In case the firm does not provide satisfactory service,penalty of Rs. 200/- per day will be imposed for the period of delay in each case.The decision of tHis offlce in this regard will be final and binding on the firm and noc()rrespondence in this regard will be entertained.

6. The quoted rates Should be 'inclusiveof Company supplied toner.

7. It shall be obligatory for the firm to depute sufficient manpower on all working daysfrom 9.0'0 AM to 5.30 PMto attend the complaints immediately. At least a service ofone mechanic is' always required on all working days for attending urgentcomplaints in time.

8. . The contract shall be based on quality & timely services, as such no call to the firmor their rrrechanlc from any of the officials of this office is required to be made andthe firm has to make their own arrangements for timely and trouble free services.

9. No advance payment will be made in any circumstances. The payment will be madeon meter reading certified by the user.

10. No request for any increase in the rates on any account would be entertained andthe performance would be reviewed from time to time to ensure that it is to theentire satisfaction of the users.

11. The contract shall be for a period of two years. However this Office reserves thefight to terminate the contract at 'any point of time during the tenure of contract ifthe services are not found satisfactory.

12. . The firm has to give undertaking- before cO'rlsideration of their tender that all terms

& conditions indicated hereln are acceptable to them.

13. The successful firm will have to furnish bank guarantee of Rs. 50',0'0'0'/- (Rupeesfifty Thousand only). In case of violation of the terms & conditions of the contract

security money will be forfeited.

14. The outer cover of quotation should be super scribed "QUOTATION FOR FULLSERVICE MAINTENANCE AGREEMENt/ ANNUAL MAINTENANCE CONTRACT FOR

PHOTOCOPIERS",

15. The Bids addressed to the undersigned may be dropped in the bQXdept exclusivelyfor this purpose at Information Facility Centre near Gate No.4, Nirman Bhawan,New Delhi, or Room No-734-A (G.A. Section) Office of DC-MSME, 7th Floor NirmanBhawan New Delhi, upto 20/11/2015 (3.00 PM). The Bids will be opened on thesame day i.e. 20/11/2015 at 4.0'0 PM in Room No. 734, A Wing, NirmanBhawan, New Delhi. 16. Bids received after stipulated time and date will not be accepted. This officereserves the right to select or reject any bid without assigning any reasonwhatsoever.

17. Interested firms may send their bids with above-mentioned documents along with aDemand Dart (Refundable) of any Nationalized Bank of Rs. 10,000/- (RupeesTen thousand only) as EMDdrawn in favour of PAO(MSME), New Delhi;

18. The No. of Photocopiers are tentative, it may increase or decrease. Comparison ofL-l. will be on the basis of total price quoted by the firm. No comparison will bemade on the individual price basis quoted by the firm. In case of increase ordecrease the number of machines the AMCrate will be on pro rate basis.

19. The firm shall include other brand of machines urider the AMC during the yearsAMC period, if purchased by this office in future. The AMC price will be calculatedon the basis of rates for same/equivalent model.

20'. All machines presently under manufacturer warranty will switch over to the saidAMCfor the balance period of contract. Bidders are advised to incorporate the AMCamount of such machines including spare parts cost in bidding price accordingly.Toners shall be provided by the successful bidder for items/machines which areunder manufacturer warrantee.
