Ilitch owned companies utilize EOD/K-9(s) and a variety of other security technology systems in combination with intelligence gathering capabilities, systematic event planning and training programs incorporating DHS, FBI and industry best practices to form a comprehensive security program which is “risk based and intelligence driven.”

PURPOSE

The purpose for establishing vehicle screening procedures is to detect prohibited items that may be driven into the 100 foot perimeter surrounding the venue. This area is designated as the venue Buffer Zone. Ilitch Holdings (IHI) screening procedures are a critical component of the venue’s overall security plan and shall be tested and evaluated as detailed. This procedure shall incorporate the following elements:

Interacting with those individuals who are being searched

Identifying the items that are of interest during the screening

Outline procedures to conduct screening

Responding to items discovered during the screening procedures

STATEMENT

PROCEDURE

3152.05 General: All vehicles parked within the Buffer Zone/100 feet of the venue, including the staffed/designated area for broadcast and media vehicles, need to be thoroughly inspected utilizing standard search procedures. Security Representative(s) inspecting the vehicles need to look for any unusual signs or tampering in or outside of the vehicle. Critical Venue Incident Cards for VBIED and Suspicious Behavior should be referenced.

1.) After owner grants permission to inspect the vehicle, one vehicle at a

time will be directed to the cone off area for inspection.

2.) Starting at the driver’s side front quarter panel, the security

representative will move counter-clockwise around the exterior giving

the vehicle visibly inspection utilizing the mirror to inspect the

undercarriage and/or areas that may be difficult view.

3.) EOD/K-9 teams will also inspect the exterior of the vehicle.

4.) The trunk or rear hatch will be opened by the owner and searched by

the Security Representative/EOD K-9 team.

5.) As the passengers exit the vehicle, the security representative will

visibly inspect the interior of the vehicle.

6.) At the conclusion of the inspection, the security representative will sign

and date the color coded/event specific placard, and place it inside the

driver’s side dashboard and complete the search log.

A supervisor needs to be contacted immediately if any unusual or suspicious item or activity is observed.

3152.10 Public Awareness, Consent and Right to Refuse:

The venue shall notify guests, colleagues, vendors and contractors that vehicle screening is required within the Buffer Zone/100 feet of the venue during event days. Screening of vehicles is voluntary and refusal will result in alternate parking outside of the perimeter.

3152.15 Public Awareness:

Informing guests that security screening procedures are in place is a critical component to the screening plan. Making the requirements known early and informing the public of what items are not allowed into the venue will enhance the screening process.

3152.20 Refusal of Guest Screening:

If a guest refuses to comply with the established screening procedures, the screener shall contact the Corporate Security Supervisor to explain/discuss the screening procedures or relocate the vehicle outside of the perimeter. Any suspicious behavior observed must be reported immediately to the Corporate Security Command Center and/or Law Enforcement.

3152.25 Search Process Specifics:

EOD searches are “dynamic” and encompass a variety of safety considerations, search equipment, methods and critical operational considerations including incorporation of other IHI Corporate Security SOP(s) including, but not limited to; SOP #2160 Area Searching, SOP#3340 Suspicious Items and SOP#3345 Bomb Threats

Search Safety:

Minimize the use of wireless communication during the search

Safety Precautions:

Do not touch suspicious items

Isolate the object – move non-search personnel away to a safe distance/prevent others approaching.

Communicate safely to staff, visitors and the public – employ safe and timely communication techniques reporting accurate information and do not transmit on cell phones or radios.

Do not alter environmental conditions

If a suspicious item is found, ensure that whoever found the item or witnessed the incident remains on hand to brief emergency response personnel.

Cautius, careful and slow are NOT THE SAME!

Discovery of a Suspicious Item:

DO NOT disturb suspected item (isolate)

Runners are dispatched to alert others of discovery

Serachers must note details of the item

Search team evacuates to designated safe area

Search member remains a safe distance to prevent intrusion

Do not alter environment

All information is passed to Incident Commander and emergency response personnel.

Secondary devices:

Secondary devices have a singular purpose – to injure and kill people who have responded to a bomb or threat.

A secondary device is an explosive device that is used to target first responders and evacuation staging areas.

Visual scan only – plain sight

Detailed vehicle searches shall only be conducted by trained emergency response or security personnel.

Be systematic – check area immediately around and under the vehicle, clockwise from the front of the vehicle and exterior then interior of vehicle.

Vehicle Scan for Passenger Vehicles:

General - Areas and components cleaner or dirtier than surrounding areas - Unusual fingerprints (grease/oil) - Recent paint - Unusual scratches/tool marks - Fresh body work - Fresh caulking - Missing/unreadable VIN - Out of state or dealer license plate - Unusual smell/leaks/smoke - Signs of extended road travel

Exterior - No acess to bumper cavities - Windows down - Numerous radio and/or cellular antennas, etc. - Modifications to grill - Foreign items in gas tank tube - Stress cracks in windshield - Uneven weight distribution – low rear end - New or broken welds - New/shiny bolts or screws - Vision of interior obscured
