PIERRE PUBLIC SCHOOLS EXTRACURRICULAR PARTICIPATION POLICIES

Participants in Pierre School District extracurricular activities and school sanctioned club sports shall not engage in the substance abuse or conduct violationsas defined below:

Substance Abuse Violations: Possession1, usage, purchase or distribution of alcoholic beverages, tobacco products or any substance defined by law as a drugexcept nonprescription, over-the-counter medications or those specifically prescribed for the student's own use by his or her doctor.Conduct Violations: Commit crimes against persons or property, in-exceedingly inappropriate or offensive conduct such as assaulting staff or students, grossinsubordination, hazing or harassment of others.

A single incident of substance abuse or conduct violation that result in multiple training rule violations may result in the enforcement of multiple training rulepenalties pending the seriousness of the violations. All training rule policies will be in effect for those students traveling to other countries or states with laws thatwould allow such violations.

Violation olTraining RulesStudent Does Not Self Report/admit:First Violation: Participant will be eliminated for the remainder of theseason that they are participating in. If student is not currentlyparticipating in an inter-school season then, the violation transfers to thenext season that said student participates in.

Student self-reports within 48 hours of Violation:For a student that is in a sport at the time of a violation, the student will besuspended for the lesser of the two consequences:• Three inter-school competitions (see athletic handbook)

The remainder of the seasonFor a student that is not in an activity at the time of a violation, the studentwill be suspended for the first three inter-school competitions of the nextseason in which they choose to compete.

Students found to be in violation of conduct violation by a school administrator shall be assessed the penalty established for "Student self-reports ofsubstance abuse within 48 hours of Violation" as outlined above.

Second Violation: Student will be suspended from all inner-school competitions for the remainder of the season that they are currently participating in. *lfstudent is not participating in an inter-school season at the time of the violation (or is currently under a first violation suspension) then the suspensiontransfers to the next inter-school season that the student participates in.

Third Violation: Student is not eligible to participate in inter-school competitions for one calendar year from the time of the Violation,VERIFICATION OF VIOLATIONS

Beginning with the 2018-19 Academic school year the implementation of penalties shall be based upon legal citation or arrest, an admission ofviolation by a participant, or direct observation by a school staff member or community member. Alleged violations will be investigated, and theassignment of penalties will be based upon confirmation of the allegations made. Individuals bringing allegations must be willing to identifythemselves and may be called upon to meet with the person/persons against whom the allegations are made and/or their parents or guardian.

SUSPENSION FROM EXTRACURRICULAR ACTIVITIES FOR CONTROLLED SUBSTANCE VIOLATIONS:As per current SDCL: 13-32-92 (See Athletic Handbook)All substance abuse violations that fall under SDCL: 13-32-9 must also be self-reported to administration within the 48 hours of the time of citation to be ableto benefit from the 48-hour self-report violation policy.

Participation in the Pierre Public School activities program is a privilege which carries responsibilities with it. The policies described here have beenendorsed by the Board of Education, Administration and Activities Staff.For the Participant:

I promise on my honor to obey all extracurricular participation policies and to conform to the policies as laid down by the Board of Education for the Pierre PublicSchool System, I also give my consent for a copy of any juvenile citation issued to me to be provided to the Pierre School District.

The act of having one or more illegal substances in one's possession, either for personal use, distribution, sale or otherwise. A person has possession of illegal substances if he or she has actual physical controlof the substance (in their hands) or if the substances are on that person with power and intent to control their distribution and use.z SDCL: 13-32-9' Susoension From ExtTacumculaFActivitJes for Controlled Substance Violations.

Any person adjudicated, convicted, or the subject of a suspended imposition of sentence for possession, use, or distribution of controlled substances or marijuana as defined in chapter 22-42 is ineligible to participate in anyextracurricular activity at any secondary school accredited by the Department of Education and Cultural Affairs for one year. Upon a subsequent adjudication, convicton, or suspended imposition of sentence forpossession, use, or distribution of controlled substances or marijuana by a court of competentjurisdiction, that person is ineligible to participate in any extracurricular activity while that person is attendingany school accredited by the Department of Education and Cultural Affairs. Upon such a determination in any juvenile proceeding the Unified Judicial System shall give notice of that determination tothe South Dakota High School Activities Association and the chief administrator of the school in which the person is enrolled.

As used in this section, the tenn, extracurricular activity, means any activity sanctioned by the South Dakota High School Activities Association.

Concussion Facts for AthletesWhat is a concussion?A concussion is a brain injury that:

• Is caused by a bump, blow, or jolt to the head or body• Can change the way your brain normally works• Can occur during practices or games in any sport or

recreational activity• Can happen even if you haven't been knocked out• Can be serious even if you've just been "dinged" or

"had your bell rung"All concussions are serious. A concussion can affect yourability to do schoolwork and other activities (such asplaying video games, working on a computer, studying,driving, or exercising). Most people with a concussion getbetter, but it is important to give your brain time to heal.What are the symptoms of a concussion?You can't see a concussion, but you might notice one ormore of the symptoms listed below or that you "don't fellright" soon after, a few days after, or even weeks after theinjury.

• Headache or "pressure" in head•'•Nausea or vomiting• Balance problems or dizziness• Double or blurry vision• Bothered by light or noise• Feeling sluggish, hazy, foggy, or groggy• Difficulty paying attention• Memory problems

Confusion

What should I do if I think I have a concussion?• Tell your coaches and your parents. Never ignore a

bump or blow to the head even if you feel fine. Also, tellyour coach right away if you think you have aconcussion or if one of your teammates might have aconcussion.

• Get a medical check-up. A doctor or other health careprofessional can tell if you have a concussion and whenit is OK to return to play.

• Give yourself time to get better. If you have aconcussion, your brain needs time to heal. While yourbrain is still healing, you are much more likely to haveanother concussion. Repeat concussions can increasethe time it takes for you to recover and may cause moredamage to your brain. It is important to rest and notreturn to play until you get the OK from your health careprofessional that you are symptom-free.

How can I prevent a concussion?Every sport is different, but there are steps you can take toprotect yourself.• Use the proper sports equipment, including personal

protective equipment. In order for equipment to protectyou, it must be:- 'The right equipment for the game, position, or activity- Worn correctly and the correct size and fit- Used every time you play or practice

• Follow your coach's rules for safety and the rules of thesport

• Practice good sportsmanship at all times

It's better to miss one game than the wholeseason.

If your teen reports, one or moresymptoms of concussion listed below, or If you notice thesymptoms yourself, keep your teen out of play and seek medicalattention right away.

How can you help your teen prevent a concussion?Every sport is different, but there are steps your teens cantake to protect themselves from concussion and otherinjuries.• Make sure they wsar the right protective equipment for their

activity. It should fit properly, be well maintained, and be wornconsistently and correctly.

• Ensure that they follow their coaches' rules for safety and therules of the sport

• Encourage them to practice good sportsmanship at all times.What should you do if you think your teen has aconcussion?1. Keep your teen out of play. If your teen has a concussion,

her/his brain needs time to heal. Don't let your teen return toplay the day of the injury and until a health care professional,experienced in evaluating for concussion, says your teen issymptom-free and it's OK to return to play. A repeatconcussion that occurs before the brain recovers from the first- usually within a short period of time (hours, days, or weeks) -can slow recovery or increase the likelihood of having long-term problems. In rare cases, repeat concussions can result inedema (brain swelling), permanent brain damage, and evendeath.

2. Seek medical attention right away. A health careprofessional experienced in evaluating for concussion will beable to decide how serious the concussion is and when it issafe for your teen to return to sports.

3. Teach your teen that it's not smart to play with aconcussion. Rest Is key after a concussion. Sometimesathletes wrongly believe that it shows strength and courage toplay injured. Discourage others from pressuring injuredathletes to play. Don't let your teen convince you that s/he is"just fine".

4. Tell all of your teen's coaches and the student's schoolnurse about ANY concussion. Coaches, school nurses, andother school staff should know if your teen has ever had aconcussion. Your teen may need to limit activities while s/he isrecovering from a concussion. Things such as studying,driving, working on a computer, playing video games, orexercising may cause concussion symptoms to reappear or getworse. Talk to your health care professional, as well as yourteen's coaches, school nurse, and teachers. If needed, theycan help adjust your teen's school activities during her/hisrecovery.

1. Understand and agree that participation in SDHSAA sponsored activities is voluntary on the part of thestudent and is considered a privilege.

Understand and agree that:(a) By this Consent Form the SDHSAA has provided notification to the parent and student of theexistence of potential dangers associated with athletic participation;(b) Participation in any athletic activity may involve injury of some type;(c) The severity of such injuries can range from minor cuts, bruises, sprains, and muscle strains to moreserious injuries such as injuries to the body's bones, joints, ligaments, tendons, or muscles.Catastrophic injuries to the head, neck and spinal cord and concussions may also occur. On rareoccasions, injuries so severe as to result in total disability, paralysis and death;(d) Even with the best coaching, use of the best protective equipment, and strict observance of rules,injuries are still a possibility; and;(e) By signing this form, 1/we give our consent for the listed student to compete in SDHSAA approvedathletics for the school year as listed on this form. Further, 1/we give our permission for our child toparticipate in organized high school athletics, realizing that such activity involves the potential forinjury and harm which exists as an inherent element in all sports.

3. Understand, consent and agree to participation of the student in SDHSAA activities subject to all SDHSAAbylaws and rules interpretations for participation in SDHSAA sponsored activities, and the activities rulesof the SDHSAA member school for which the student is participating; and

4. Understand, consent and agree that personally identifiable directory information may be disclosedabout the student as a result of his/her participation in SDHSAA sponsored activities. Such directoryinformation may include, but is not limited to, the student's photograph, name, grade level, height,weight, and participation in officially recognized activities and sports. If 1/we do not wish to have any orall such information disclosed, 1/we must notify the above mentioned high school, in writing, of ourrefusal to allow disclosure of any or all such information prior to the student's participation in sponsoredactivities.
