1. Establish the authoritative bibliographic recordfor each new publication issued in the country

2. Publish those records as soon as possible3.Produce and distribute the records in a standard

physical forms (cards machine readable tape,etc.)

4. Receive, distribute and exchange those recordswith other country

5. Create a retrospective national bibliography
