Subject: Direct Benefits Transfer (DBT) - National Means-cum-Merit Scholarship Scheme-regarding.

Sir/ Madam,

In continuation to letter of even number dated 25.4:2013, I am directed to forward herewith

a copy of the format for on-line submission of proposals/uploading of beneficiary lists on

http://dbtapps.gov.in available on web site of the Ministry of Human Resource Development in

DBT Section under DBT Application Portal.

2. The following guidelines/procedures are to be followed while furnishing the proposalllist ofbeneficiaries to this Ministry:

(i) In case of DBT districts (districts covered under DBT system in a State), DBT

State slUTs would submit the fresh proposals !beneficiaries list online on

dbtapps.gov.in in approved format. For beneficiaries of DBT districts, both

Aadhaar number, account number 'and their seeding would be mandatory. The

students will be paid the scholarship amount through Aadhaar Payment Bridge

(APB) by the SBI on quarterly basis. The same procedure will be followed for

renewal cases by uploading the list of eligible beneficiaries for classes X, XI and

XII separately for each class.

(ii) For Non-DBT districts ( districts not covered under DBT system) in a DBT State,

the new format will be adopted for furnishing the fresh proposal/list of

beneficiaries either through email or in CD alongwith hard copy as is the practice

at present. For these non-DBT districts, giving Aadhaar number will be optional

but account number mandatory. However, the States should try to cover

maximum number of beneficiaries with Aadhaar numbers in Non-DBT districts,

seed them with bank account numbers and send proposals containing these details

in the format. The same procedure will be followed for renewal cases of eligible

beneficiaries for classes X, XI and XII.

(iii) Non-DBT States (States having no district covered under DBT system) would

adopt the new format but will send the proposal! beneficiaries list either through

should try to cover maximum number of beneficiaries with Aadhaar numbers in

Non-DBT districts, seed them with bank account numbers and send proposals

(iv) The proposal/list of beneficiaries being uploaded on dbtapps.gov.in should be a

consolidated list of all the DBT districts in a State and should contain the details

of beneficiaries district-wise as per format duly signed digitally by the designated

State Scheme Administrator. Similarly for non-DBT districts of a DBT state or

districts of Non-DBT State, the consolidated list should be sent containing the

details of beneficiaries as per format district-wise.

3. All the States are ultimately required to submit on-line proposalsllist of beneficiaries

for all districts through dbtapps.gov.in. It is therefore requested that the States may take

necessary action in this regard in accordance with the guidelines issued vide letter dated

25.4.2013 and may start submitting on-line proposals depending upon rhier preparedness in

due course of time.

2. The Direct Benefits Transfer (DBn System bad beer: bunched by the Government 01

has been covered under 'he DET system.

3. DBT system envisages direct payment to beneficiaries based on Aadhaar number

through Aadhaar Payment Bridge (APB). As per Planning Commissions' OM 1\0. 1-

! I 011/40l2012-l)CT dated 08.01.2013. the Pay mcnt advice would contain the Aadhaar number

number in the Payment advice. Once. Aadhaar coverage is complete. [he Payment advice should

4. Accordingly .it was decided to introduce a new system/process for
