Cost City is a medium size sea side city with a population of about 200K in a small industrialized country. It is the provincial capitol and is bordered by ocean in the North, Mountains to the Southeast and plains to the Southwest. Coast City has a modern infrastructure.
A few key facts:• 80% of the population lives at
sea level. • The North Shore area is built on
landfill. • Travel is restricted by a coastal
highway to the East, a river and railroad to the South and a network of roads across the planes to the West.
• The southeastern mountain range is steep and impassable.
At 0600 hrs on Monday morning, an 8.5 magnitude earthquake strikes 20 miles off the coast.
There is devastating damage to buildings along the North Shore area. There are fires.
Landslides have been triggered on the mountain side.
Buildings in the central district experienced heavy damage, several are on fire.
Downed Trees, power lines and light structural damage has reduced mobility in the hillside neighborhoods.
The western areas have the least damage.
A Tsunami warning is in effect.
Power is out across the city.
Data Networks are spotty and clogged.
Local authorities have ordered an evacuation.
All contingency plans are functioning as they are suposed to.
