Bharat Petroleum Corporation Limited (BPCL) announcedthat the government of India, vide letter dated September 12,2017 has conferred BPCL with Maharatna Status. Accordingly,the Bharat Petroleum Corporation is entitled to exercise thepowers of a Maharatna Company as governed by relevantguidelines issued by the Department of Public Enterprises.

Presently it has a Navratna status. The decision to elevateBPCL to Maharatna status was taken by a panel headed byCabinet secretary and an announcement to this effect may bemade soon. BPCL will be the eighth Central Public SectorEnterprises (CPSE) to get the coveted Maharatna status. Thestatus will enable BPCL Board to get enhanced powers whichwill help in the expansion of its operations, both in India andabroad.

ABOUT THE BPCL

BPCL is an Indian State-controlled Maharatna oil and gascompany headquartered in Mumbai (Maharashtra). Thecorporation operates two large refineries of the country locatedat Mumbai and Kochi. The company is ranked 358th on theFortune Global 500 list of the world's biggest corporations asof 2016.

What is Maharatna Scheme?

A Maharatna Company criterion is based on a purely financialhealth of the company. The government had introducedNavratna scheme, in 1997, to identify CPSEs that hadcomparative advantages and to support them in their drive tobecome global giants.

The Boards of Navratna CPSEs have been delegatedpowers in the areas of Capital expenditure, Investment injoint ventures / subsidiaries, Mergers & acquisition andHuman resources management, etc.

In 2009, the government established the Maharatna status,which raises a company’s investment ceiling from` 1000-5000 crore. The Maharatna firms would now befree to decide on investments up to 15% of their net worthin a project. Earlier, the Navaratna companies could investup to ` 1000 crore without government approvals.

Criteria for Grant of Maharatna Status

n Having Navratna status.n Listed on Indian stock exchange with minimum prescribed

public shareholding under SEBI regulations.n Average annual turnover of more than ` 25000 crore,

during the last 3 years.n Average annual net worth of more than ` 15000 crore,

during the last 3 years.n Average annual net profit after tax of more than ` 5000

crore, during the last 3 years.n Should have significant global presence/international

operations.

ABOUT THE NAVRATNAS

The Navratna status is offered to PSEs, which gives acompany enhanced financial and operational autonomyand empowers it to invest up to ` 1000 crore or 15% oftheir net worth on a single project without seekinggovernment approval. In a year, these companies canspend up to 30% of their net worth not exceeding ` 1000crore. They will also have the freedom to enter jointventures, form alliances and float subsidiaries abroad. Acompany must first be a Miniratna and have 4independent directors on its board before it can be made aNavratna.

ABOUT THE MINIRATNAS

Miniratnas can also enter into joint ventures, set subsidiarycompanies and overseas offices but with certainconditions. Two categories of ‘Miniratnas’ MiniratnaCategory-I have made profits continuously for the lastthree years or earned a net profit of ` 30 crore or more inone of the three years. Miniratna Category-II have madeprofits continuously for the last three years and shouldhave a positive net worth.

ADB LOWERS INDIA’S

GROWTH OUTLOOK TO

7% FOR 2017-18

The Asian Development Bank (ADB) hasslashed India's GDP growth forecast onSeptember 26, 2017 for the current fiscalto 7% from 7.4% owing to weakness inprivate consumption, manufacturingoutput and business investment. The 7%GDP growth expected in 2017-18 is lowerthan 7.1% recorded in 2016-17 and itsearlier projection of 7.4% in July.

ADB pencilled in 7.4% for 2018-19,down from the earlier forecast of 7.6% inJuly. The ADB raised its forecast forChinese economic growth to 6.7% in2017 from 6.5% and upped its estimatefor 2018 to 6.4% from 6.2%.

The ten-member committee work is to ensure smooth and timelyimplementation of RBC regime from existing solvency capital regime andensure completion of the project as per target. The new RBC Regime isexpected to be implemented by March 2021 while the current Solvency Regimewill continue till switch over to the RBC Regime.

ACKO GENERAL INSURANCE GETS IRDAI NOD

Insurance Regulatory and Development Authority of India (IRDAI) gave thefinal approval to online non-life insurance company Acko General InsuranceLtd on September 23, 2017. Acko General Insurance Ltd. would start operatingin December 2017. The Insurance Company would sell multiple insuranceproducts through online channel. The operations of the company would becompletely digital. Currently the company is working on strengthening itsteam, creating proper digital processes, and making alliances to customiseproducts as per the need of customers.

OECD TRIMED INDIA'S GROWTH FORECAST

TO 6.7% IN FY18

The Organisation for Economic Co-operation and Development (OECD) hasreduced India’s growth forecast on September 22, 2017 from 7.3% to 6.7% in2017-18. It has further trimmed its forecast for India’s growth to 7.2% in2018-19 from an earlier estimate of 7.7%.

The OECD believes that the transitory effects of demonetisation, GSTimplementation and weak environment for business investments have resultedin the downward revision for 2017 growth projections. OECD informed thatGST is expected to increase investments, productivity and growth in the longrun. OECD also informed that there could be further cuts in interest rates inIndia if inflation remains around or lower than 4%.

WORLD TRADE LIKELY TO GROW AT 3.6% IN 2017

The revised estimates of World Trade Organisation (WTO) on September22,2017 stated that the world trade in goods is estimated to grow at a rate of 3.6% in 2017. Growth in world trade for 2017 was earlier predicted as 2.4 % byWTO. Now it has been revised to 3.6 %. The growth rate in 2018 is estimatedto be around 3.2 %.

The reasons for the improved growth rate are stated as Asian trade flows andrecovery of import demand in North America. Also, Global GDP growth hasbeen projected by OECD at 3.5 % in 2017-18 and 3.7 % in 2018-19, withgrowth likely to be higher in the Euro area, Russia, Japan and Canada.

MSE LAUNCHED MEMBER ACTIVATION DRIVE

Metropolitan Stock Exchangeof India (MSE) launched aMember Activation Drive forits members on September 20,2017. MSE introduced aBusiness Loyalty Programcalled MY MSE. This schemewill provide infrastructuralsupport, incentive schemes andlowest transaction charges on all product contracts to its members.

The members should satisfy several business and risk mitigating parameters tobe eligible for the incentive. MSE will reimburse the Clearing Fee paid by itstrading members to their clearing members. This will reduce transaction cost forbrokers. User Id activation fee will be reimbursed for all brokers. MSE will focuson expanding the market by identifying the gaps.

SEBI ALLOWED REITs & INVITs TO

ISSUE BONDS

SEBI allowed Infrastructure Investment Trusts (InvITs) andReal Estate Investment Trusts (REITs) on September 17,2017 to raise funds by issuing debt securities, in Mumbai.The market regulator also introduced the concept ofstrategic investor in REITs on similar lines of InvITs.

SEBI also allowed single-asset REIT on similar lines ofInvIT. Earlier, these trusts were allowed to raise funds onlythrough equity. Market experts informed that REITs were afailure since they were introduced in 2014 due to certainstrict structure-related norms. No real estate company haslaunched a REIT so far.

GSTN REOPENED

COMPOSITION SCHEME

The GST Network (GSTN) has reopened compositionscheme window facility for small taxpayers with turnover ofup to ` 75 lakh to opt for composition scheme, which offerseasy compliance for business as returns are to be filed onlyquarterly. The window will be open for those taxpayers whohave migrated from earlier excise, service tax or VAT regimeas well as for the newly registered taxpayers.

Earlier, small taxpayers were given time deadline of August2017 to opt for composition scheme. But, only 10.86 lakhtaxpayers, out of total 85 lakh registered businesses had optedfor the scheme. GSTN is a not for profit, non-Government,private limited company incorporated in 2013. The UnionGovernment holds 24.5% equity in GSTN.

INDIA’S GDP GROWTH LIKELY TO

SLIP BELOW 7%

A report by DBS, a multinational banking and financialservices corporation, informed on September 15, 2017 thatIndia’s GDP growth is likely to reduce below 7% thisfinancial year (2017-18). According to DBS, two mainreasons for the downfall are demonetisation in November2016 and GST implementation in July 2017.

These added to the already slow growth in manufacturingand investment sectors. Also note ban reduced cashavailability, affecting heavily the cash sensitive businesseslike construction, logistics, and small and medium sizeenterprises. This GDP downfall would be the lowest in3 years. Recovery would be gradual. Much of recoverycould not be expected in 2017 and 2018.

NPS ENTRY AGE LIMIT RAISED

The Pension Fund Regulatory and Development Authority(PFRDA) has upped the age limit for joining the NationalPension Scheme (NPS) to 65 years from the current 60. Itwas announced by Chairman PFRDA Hemant Contractorat a conference on "Transferring Superannuation Funds toNational Pension System".

It is a contribution based pension scheme aimed atproviding income in retirement years with market-basedreturn over the long term.

Under NPS, there are two types of accounts : Tier I and Tier II.While the Tier I account is non-withdrawable till the age of 60except in specific situations, the Tier II account is voluntary andcan be withdrawn anytime. NPS account can be opened byIndian citizens above 18 years and less than 65 years ofage(earlier this was 60). Non-resident Indians (NRIs) can alsoopen an NPS account. As of now only 15 to 16% of employeesin India are covered by pensions as 85 % of the workforce isemployed in the unorganised or informal sector.

GLOBAL FINANCIAL CENTRES INDEX

Global Financial Centres Index 2017 was released onSeptember 12, 2017, in which London has retained its 1 rankdespite major issues regarding Brexit. This is the 22nd editionof Global Financial Centres Index. The Global FinancialCentres Index provides ranking of competitiveness for themajor financial centres around the world.

London is followed by New York in the 2nd position andHong Kong in the 3rd. Mumbai has managed to get 60thrank in the list. The rankings were done based on thefollowing 5 areas of competitiveness - Business Environment ,Human Capital , Infrastructure , Financial SectorDevelopment and Reputation.

INDIA RISE ON EASE OF

BUSINESS INDEX

The World Bank had shared its feedback, stating that it hadaccepted many of the reforms claimed by the government onSeptember 13, 2017. India’s rank had improved by just onespot to 130 among 190 countries. India had showed one of itspoorest performances on the parameter of ‘Paying Taxes’ lasttime, ranking 172 among the countries surveyed for thereport.

That, along with an equally lower position in ‘EnforcingContracts’, landed India at the 130th spot, falling behindcountries such as Mexico (38), Russia (51) and Pakistan(138). The ranking considers business environment in Delhiand Mumbai. The ease of doing business index is an indexcreated by the World Bank Group.

IRDAI ALLOWED

ONE-TIME PASSWORD

Insurance Regulatory and DevelopmentAuthority (IRDAI) announced usage ofOTP (One Time Password) for openinge-Insurance Account (eIA) as analternative to electronic signature, inNew Delhi on September 11, 2017. Inorder to facilitate the opening of eIAthrough online or electronic means, theauthority has permitted validation byOne Time Password (OTP). Now, e-signature of the eIAholder on the application form for opening the account isconsidered as a valid authentication. Also IRDAI haspermitted the e-KYC (Know Your Customer)facility offeredby UIDAI (Unique Identification Authority of India) whichprovides unique Aadhaar numbers.

PRADHAN MANTRI LPG PANCHAYAT LAUNCHED

Union Minister of Petroleum and Natural Gas, Mr.Dharmendra Pradhanlaunched the ‘Pradhan Mantri LPG Panchayat’ in Mota Ishanpur village ofGujarat on September 23, 2017. ‘Pradhan Mantri LPG Panchayat’ will focuson spreading awareness among LPG users about the proper use and benefitsof LPG.

This Panchayat will act as an interactive forum for PMUY beneficiaries,officials, LPG distributors and NGOs (Non-Governmental Organisations).Under one Panchayat, around 100 LPG customers will be clubbed. Thecustomers can share their experiences with others.The Panchayats will alsodiscuss about safety practices, quality of service provided by distributors andavailability of refill cylinders.

SANKUL PARIYOJANA LAUNCHED

The Minister of Science & Technology, Earth Sciences & Environment, Forest& Climate Change, Dr. Harsh Vardhan launched ‘Pt. Deen Dayal UpadhayayVigyan Gram Sankul Pariyojana’ in Uttarakhand on September 22, 2017. Themain idea of this project is to acquire local resources and skill sets andtransform them using science and technology. So the value addition isimparted to the local products and services, which would develop the ruralcommunity.

Four clusters at Gaindikhata, Bazeera, Bhigun (in Garhwal) and Kausani (inKumaon) have been selected in Uttarakhand. Around 1 lakh people will bebenefited from this project in four clusters of 60 villages in Uttarakhand.

Areas of development in these clusters have been identified as processing andvalue addition of milk, honey, mushroom, herbal tea, forest produce, localcrops, and traditional craft and handloom of Uttarakhand. Department ofScience and Technology (DST) has allotted ` 6.3 crore fund for 3 years forthis project.

The Central Government announced anew PPP Policy to improve affordablehousing on September 21, 2017. Underthe existing ‘Housing For All’ policy,buyers purchasing a low-end house from aprivate developer will be eligible forfinancial help.The central government hasannounced a new PPP Policy which willcater to all segments.

There are 8 models in PPP. Out of which,6 models utilise government lands and2 models utilise private lands. Eligiblebuyers can avail financial assistance ofabout ` 2.50 lakh per house as interestsubsidy on bank loans, from the CentralGovernment.

OFFENDERS BILL, 2017

APPROVED

Law Ministry approved the FugitiveEconomic Offenders Bill 2017, in NewDelhi on September 18, 2017. TheFugitive Economic Offenders Bill 2017would enable the government to seize theproperty of economic offenders anddefaulters who escape from India, througha new provision.

According to the law, a ‘fugitive economicoffender’, means an individual againstwhom an arrest warrant has been issued foran economic offence and the person hasescaped from the country and refuses toreturn to face criminal prosecution. Thislaw would be applicable in cases where thevalue of offence is more than ` 100 crores.

In a rematch of the World Championships final which waswon by Okuhara, Sindhu avenged her loss from Glasgow and won the KoreaOpen Superseries final 22-20 11-21 21-18 and claimed the title. Ana Carrasco of Spain became the first female to winan individual World Championship motorbike race, inPortugal on September 17, 2017.

Nagpur-based Divya Deshmukh clinched the gold medal in the thegirls’ U-12 category on September 4, 2017 at the World CadetsChess Championship at Pocos de Caldas, Brazil. She scored a totalof 9.5 points to give India its only medal in the championship thisyear. It is Divyas second world title after her victory in theunder-10 World Youth Chess Championship in Durban in 2014.

She had previously won the U-10 Asian blitz event in early 2014and won the rapid and standard formats in the Asian SchoolsChampionship in 2012.

What is a Currency Chest?

To facilitate the distribution of banknotes and rupee coins,the Reserve Bank of India has authorised select branchesof scheduled banks to establish currency chests. These areactually storehouses where banknotes and rupee coins arestocked on behalf of the RBI. As on March 31, 2015, therewere 4132 currency chests. The currency chest branchesare expected to distribute banknotes and rupee coins toother bank branches in their area of operation.

Discuss about the Taxation Laws

(Amendment) Bill, 2016.

The Lok Sabha passed the Taxation Laws (Amendment)Bill, 2016 on August 10, 2016, that seeks to amend theIncome Tax Act, 1961, and Customs Tariff Act, 1975. TheBill seeks to amends the Income Tax Act (IT), 1961 and theCustoms Tariff Act, 1975. It will provide income tax benefitto employers in the textile sector on additional employmentprovided the employee has worked for 150 days and not240 days as mandated earlier.

Amendments to IT Act, 1961

Deduction in respect of employment of new employeesThe limit of employing employee for minimum of 240 daysin the previous year to obtain a deduction on taxableincome has been reduced to 150 days for businesseswhich manufacture apparel.

Explain guidelines for ‘On-Tap’ Bank

Licence.

The RBI released much-awaited guidelines for 'on tap'universal banking licence on August 1, 2016 , but excludedlarge industrial houses as eligible entities from the purview,though they can invest in banks up to 10 %. As per the‘‘Guidelines for 'on tap' Licensing of Universal Banks in thePrivate Sector’’, the initial minimum paid-up voting equitycapital for a bank should be ` 500 crore and thereafter, thebank should have a minimum net worth of ` 500 crore at alltimes. Some features of the draft norms include

l a minimum capital of ` 500 crore

l a 10-year track recordl requirement of 10 year’s experience for individual

applicants in banking and financel minimum 13 % capital adequacy ratio for three yearsl promoter’s stake to be reduced to 30 % over 10 years

and to 15 % over 12 yearsl the bank to be listed on the stock exchanges within 6

years

It is important to note that the companies having assetsworth ` 50 billion or more, who derive over 40 % of theirincome from non-financial business are prohibited. Theforeign shareholding in the bank would be as per theexisting FDI. At present, the aggregate foreign investmentlimit is 74 %.

What is Recovery of Debts Laws

Amendment Bill, 2016?

The Parliament has passed Enforcement of Security Interestand Recovery of Debts Laws Amendment Bill, 2016 onAugust 1,2016. It was first passed in Lok Sabha and later inRajya Sabha. The Bill seeks to strengthen the debt recoverylaws, improve financial health of the banks and lead to easeof doing business. Key Features

The Bill seeks to amend four laws

(i) Securitisation and Reconstruction of Financial Assetsand Enforcement of Security Interest (SARFAESI) Act,2002

(ii) Recovery of Debts due to Banks and FinancialInstitutions Act (RDDBFI), 1993

(iii) Depositories Act, 1996 and

(iv) Indian Stamp Act, 1899.

Explain about India Post Payments Bank.

The Union Cabinet under the chairmanship of PrimeMinister Narendra Modi has given its approval for setting upthe India Post Payments Bank (IPPB) as a Public LimitedCompany under the Department of Posts, with 100%government of India equity. The Cabinet approved aproposal in this respect on June 1, 2016. India has 154000post offices, of which 139000 are rural post offices. IPPBwill obtain banking licence from the Reserve Bank of India(RBI) by March 2017 and by September 2017, all 650branches of the postal payments bank would becomeoperational.

Its services will be available across the country throughthese 650 payments bank branches, linked post offices andalternative channels, riding on modern technology includingmobiles, ATMs and simple digital payments. At present, thecore banking network of post offices is more than that ofthe country’s largest lender State Bank of India (SBI). AfterState Bank of India, India Post has the largest depositsvalued at ` 6 lakh crore.

Plans?

Abandoning the ancient concept of Five-Year Plans thatIndia has been following since 1951, the National Institutionfor Transforming India (NITI) Aayog has decided on June22, 2016 to come up with a 15-year vision document intandem with global trends and economic growth.

The first 15-year vision document will come into effect from2017-18 after the end of the 12th Five Year Plan. It will beformulated with central objective of eradication poverty. Itwill come along with a 7-year National DevelopmentAgenda which will lay down the programmes schemes, andstrategies to achieve the long-term vision. The long vision
