THIS MATTER was heard by the Florida Elections Commission ("Commission") at its

regulatly scheduled meeting on February 24, 2015, in Tallahassee, Florida

Based on the Complaint, Report of Investigation, Staffs Recommendation, and oral

statements (if any) made at the probable cause hearing, the Commission finds that there is

probable cause to charge Respondent with the following violations:

Count 1:

On or about October 10, 2013, Respondent violated Section 106 07(5), Florida Statutes, when Respondent certified her 2013 Q3 Report was true, correct, and complete when it was not; and

Count 2:

On or about October 10, 2013, Respondent violated Section 106. 19(1 )( c ), Florida Statutes, when Respondent falsely reported or deliberately failed to include information required to be reported by Chapter 106, Florida Statutes, on her 2013 Q3 Report

AMENDED STAFF RECOMMENDATION FOLLOWING INVESTIGATION

Pursuant to Section 10625(4)(c), Florida Statutes, undersigned staff counsel files this written recommendation for disposition of the complaint in this case recommending that there is probable cause to charge Respondent with violating Sections 106.07(5) and 106 . .19(l)(c), Florida Statutes, and no probable cause to charge Respondent with violating Section 106.25(1)(b), Florida Statutes. Based upon a thorough review of the Report of Investigation submitted on September 5, 2014 and the Addendum to Report of Investigations submitted on December 19, 2014, the following facts and law support this staff recommendation:

1 On April 15, 2014, the Florida Elections Commission ("Commission") received a sworn complaint from I eny I ears ("Complainant") alleging that Lisa McDermott ("Respondent") violated Chapter 106, Florida Statutes ..

2 On or about June 5, 2014, the Executive Director sent notification to Respondent that Commission staff would investigate the following violations:

Section 106 .. 025(l)(b), Florida Statues: Lisa McDermott, candidate for the Brevard County Commission, District 4, in the August 2014 election, may have improperly received contributions and made expenditures relating to a campaign fond raising event, as alleged in the complaint

Section 106 .. 07(5), Florida Statues: Lisa McDermott, candidate for the Brevard County Commission, District 4, in the August 2014 election, certified that her 2013 Q3 Report was true, correct, and complete when it was not, as alleged in the complaint

Section 106.19(1)(c), Florida Statutes: Lisa McDermott, candidate for the Brevard County Commission, District 4, in the August 2014 election, falsely reported or deliberately failed to include information in a campaign report required by Chapter 106, Florida Statutes, as alleged in the complaint

3 Respondent was a candidate for the Brevard County Commission, District 4, in the 2014 primary election .. Respondent filed her Appointment of Campaign Treasurer and Designation of Campaign Depository for Candidates form ("OS-DE 9") with the Brevard County Supervisor of Elections on November 8, 2012 (ROI Exhibit 1)1

4 Respondent received a copy of the Chapter 106, Florida Statutes, and the 2014 Candidate and Campaign Treasurer Handbook ("Handbook"). Respondent stated in her August 15, 2014 affidavit that she possesses and has read the Handbook (ROI Exhibit 6, page 1 and ROI Exhibit 4, page 1)

5 Respondent withdrew her candidacy on June 12, 2014 (Attachment A)

6 A hearing to determine probable cause in this case was scheduled before the Commission on October 29, 2014 dming the confidential portion of the meeting.. However, Respondent previously waived confidentiality Therefore, the Commission continued the hearing to its February 2015 meeting so the matter could be heard during the public portion of the meeting (Attachment B)

Sections 106.025(1)(b), Florida Statutes

7.. Complainant alleged that Respondent improperly received contributions and made expenditures during a campaign fundraiser by holding a raffle in which people paid cash for a ticket and received gift cards as prizes

8 Investigator Smith attempted to speak with Complainant by telephone on June 30, 2014, to get more information about Complainant's allegation He left a voice message asking Complainant to return the call which Complainant failed to do (Attachment C, Phone Log Entry 1)

9 On September 2, 2014, Investigator Smith spoke with Respondent by telephone Respondent told Investigator Smith that she gave the gift cards to campaign volunteers as a way of expressing her thanks for help with Respondent's participation in two parades, setting up a booth and distributing campaign literature while walking around a local farmer's market (Attachment C, Phone Log Entry 5)

10.. Other than Complainant's allegation, there was no evidence discovered dming the investigation that Respondent improperly held a raffle at a campaign event 2

11 Complainant also alleged that the descriptions Respondent listed for in-kind contributions on her 2013 Q3 Report were incomplete

12 Respondent filed her original 2013 Q3 Report with the Brevard County Supervisor of Elections on October 3, 2013 Respondent certified the report was true, correct, and complete (Attachment D) Respondent's descriptions of the gift cards and other gift items given to her campaign as in-kind contributions on her 2013 Q3 Report were incomplete Respondent did not list the actual items that her campaign received .. Some vendors contributed multiple gift cards in smaller denominations, but Respondent only reported the aggregate amount of the vendor's in-kind contribution. (ROI Exhibit 3, Attachment C, Phone Log Entry 8)

16 On December 3, 2014, Investigator Smith sent Respondent an email confirming their telephone discussion from ear lier that day during which Respondent agreed to provide contact info1mation for some of the contributors and campaign volunteers who received a gift card or other "thank you" item (Attaclunent E)4

17.. The next time Investigator Smith spoke with Respondent was on December 19, 2014 The only volunteer contact information Respondent provided was for a person named "Jim" Respondent told Investigator Smith a second recipient was out of town as were most people she tried to contact (Attachment C, Phone Log Entry 24)

18. Investigator Smith attempted to contract "Jim." When the phone call went to voice mail, Investigator Smith recognized Respondent's voice on the message requesting the caller to leave a message for "James .. " (Attachment C, Phone Log Entry 25)5

19 Despite multiple attempts to obtain contact information for volunteers that received at least one "thank you'' item, except for "Jim" who appears to be Respondent's husband, Respondent chose not to provide Investigator Smith with the information she promised.

20. Based upon the info1mation above, it appears that Respondent may have certified her 2013 Q3 Report as true, conect, and complete when it was not It also appears that Respondent may have falsely reported or deliberately failed to include information required to be repo1ted by Chapter 106 19(1)(c), Florida Statutes ..

21 . "Probable Cause" is defined as reasonable grounds of suspicion supported by circumstances sufficiently strong to wa11ant a cautious person in the belief that the person has committed the offense charged .. Schmitt v State, 590 So 2d 404, 409 (Fla .. 1991). Probable cause exists where the facts and circumstances, of which an [investigator] has reasonably trnstworthy information, are sufficient in themselves for a reasonable man to reach the conclusion that an offense has been committed. Department of Highway Safety and Motor Vehicles v Favino, 667 So .. 2d 305, 309 (Fla. 1st DCA 1995).

22 The facts above show that Respondent was a candidate for the Brevard County Commission, District 4, in the 2014 primary election Respondent withdrew her candidacy on June 12, 2014 Staffs investigation did not reveal that Respondent improperly received contributions or made expenditures relating to a campaign fond raising event by holding a raffle where people had to pay cash for tickets and the prizes were gift cards

23 The facts above also show that Respondent certified that her 2013 Q3 Report was trne, conect, and complete when it was not Respondent provided insufficient and incomplete information on her 2013 Q3 Report for the description of in-kind contribution gift items Respondent claimed she planned to give the gift cards and other gift items to people who volunteered and helped her campaign as a "thank you" Moreover, after agreeing to provide staff

Count2:

On or about Octobe1 10, 2013, Respondent violated Section 106 . .19(l)(c), Florida Statutes, when Respondent falsely repo1ted 01 deliberately failed to include info1mation required to be repo1ted by Chapter 106, Florida Statutes, on her 2013 Q3 Report

She spoke of another circumstance where she had a booth set-up at a local farmer's market and volU11teers assisted her by helping set-up the booth while other volunteers distributed campaign literature by hand to people walking around the farmer's market

According to Respondent, most of the owners provided the value of the gift that was disclosed on her campaign report; others, she had to ask for the value Since her campaign report contained a number of in-kind contributions from various businesses, I addressed each entry with her separately

We discussed entry #75, disclosed as an in-kind contribution fiom "Beef O' Brady's" for the purpose of ''dinner gift card .. " She said that it was not a single gift card in the amount of $50 that was given to one person but rather multiple gift cards She added that she believed it to be that she handed-out a total of ten separate gift cards valued at $5 each She said that she believed she had spoken to the manager but did not know him personally

We also discussed entry #76, disclosed as an in-kind contribution from "Bean Shack Coffee" for the purpose of "coffee .. " Respondent said that the in-kind contribution was actually a gift basket consisting of a number of items-coffee beans, coffiee filters, coffee­related items-that were all put in to a basket She said that she asked the owner and he said to place the value of the gift basket at $100 When asked, she said that she personally knows the owner as he is the one who roasts her coffee for her

We also discussed entry #77, disclosed as an in-kind contribution from "CH Wine International" for the purpose of "wine" Respondent said that she spoke to the owner, who she knows personally, and he agreed to give her a case of wine and he valued it at $340 She said that she handed-out a bottle of wine to different volunteers and not a whole case of wine to any one person

We also discussed entry #78, disclosed as an in-kind contribution from "Lisa Scott's Cleaning" for the purpose of "cleaning business " Respondent said that the in-kind contribution was for two separate gift certificates, which she believed to be $50 each, and was given to a couple of volunteers She said that the owner valued the total at $100

We also discussed entry #79, disclosed as an in-kind contribution fiom "Michellis Pizzeria" for the purpose of ''pizza" Respondent said that she received four gift certificates valued at $10 each and she gave to multiple volunteers .. She said the owner, who she personally knows, gave her the in-kind contribution valued at $40.

We also discussed entry #80, disclosed as an in-kind contribution fiom "Applebee's" for the purpose of"gift card." Respondent said that she spoke to the manager and he gave her campaign multiple gift caids and told her to value the total at $40 She said that to her recollection, the gift cards were in $5 increments, so she was able to distribute several cards as opposed to only handing out one gift card.. According to Respondent, the manager, Steve, no longer works for Applebee's and has moved out of the state

" Respondent said that the owner gave her gift cards totaling $250 She said that the gift cards were in various amounts and may have ranged from a basic car wash to detailing. She said that she distributed multiple gift cards and not one person got a single gift card in the amount of$250 ..

We also discussed entry #81, disclosed as an in-kind contribution from "A New Look Salon" for the purpose of "gift card " Respondent said that she distributed 10 gift cards valued at $15 each, not a single gift card in the amount of $150 When asked, she said that she personally knows the owner

We also discussed entJy #82, disclosed as an in-kind contribution from ''Tire Kingdom" for the purpose of "gift card" Respondent said that the manager, who she knows personally, provided her with the value of the gift card .. She said that she could not recall whether she handed-out two gift cards or four, but it was not one single gift card in the amount of $100

Finally, Respondent was asked about the last entry, an in-kind contribution from "Brevard Farmer's Market" for the purpose of "guitar" Respondent said that she approached the owner, who is a promoter, and asked what he could do for her campaign, as she knows him personally She said that he told her he could donate a guitar to the campaign, so she accepted and he valued it at $200

Respondent was asked about the method she used in determining which volunteer received gifts, whether a raffJe.-type event was held According to Respondent, at her discretion, she distributed thank-you gifts to volunteers based on how much they helped with her campaign For instance, if a volunteer only assisted one OJ two times by perhaps distributing campaign literature for her, the volunteer may have only received a $5 or $10 gift card The more a volunteer did, the more the volunteer received She said that volunteers, who may have done more than others, would have received a "mixed-bag" of gifts, for instance a gift card to one of the restaurants, plus a bottle of wine and maybe a gift card to the car wash

When asked, Respondent said that the guitar was given to her "light-hand man" as she did the most for her campaign.. According to Respondent, none of the people who volunteered for her campaign were in registered to vote in her district, as she didn't want to give the appearance that she was buying their vote

When asked, Respondent said that she did not maintain a list of names of the people who volunteered for her campaign According to Respondent, a large number of people volunteered to assist her with campaign Again, when asked, Respondent reiterated that most of the business owners/managers provided her with the value of their in-kind contributions; in some instances, she had to ask the owner/manager for the value Memo to File? On September 5, 2014, the Florida Elections Commission staff completed a Report of Investigation on the case At its October 29, 2014, meeting, the members of the Florida Elections Commission dii ected the Commission staff to conduct further investigation of those facts relative to the Report of Investigation The additional investigation addressed the following:

Section 106 07(5), Florida Statutes, prohibiting a candidate fiom certifying to the correctness of a campaign treasurer's report that is incorrect, false, or incomplete; and

Section 106.025(1 )(b ), Florida Statutes, failure of a candidate to properly report all contributions received from a campaign fond raiser and all expenditures made for a fund raiser.

Alleged violations of Section 106.07(5) and 106.025(1)(b), Florida Statutes:

l. The members of the Florida Elections Commission expressed some concerns relative to the facts addressed in the Report of Investigation Specifically, the members of the Florida Elections Commission questioned the entries of certain in-kind contributions listed in Table 1 following paragraph #7 of the Report oflnvestigation.

2.. In a telephone interview on November 26, 2014, Respondent explained that since her and her husband own a business (Respondent and her husband own an ice-cream shop), over the past several years, she has become familiar with other business owners in the Melbourne area Respondent said that she approached the business owners and asked each owner if he/she would be willing to help out with her campaign by donating in-kind to her campaign Respondent said that she advised each business owner as to her intention-to use gift certificates from the various businesses to, in turn, give to her campaign volunteers as her way of thanking her volunteers

3 While reviewing the in-kind contributions with her, Respondent reported that although the campaign report disclosed an in-kind contribution for a total amount, one person would not have received the whole amount. For example, when alluding to the entry for "pizza" in the amount of$40, Respondent explained that one person was not given a $40 gift card, rather, there may have been a total of four gift cards, in the amount of $10 each, given to four people Respondent also alluded to an entry for "wine" in the amount of $340 She explained that not one volunteer received $340 worth of wine, rather, several volunteers may have received a bottle of wine, or in some cases, two bottles of wine, as the owner donated a case of wine to her

campaign.. She said that the same methodology applied to each entry with the exception being the entJy for "guitar "

4.. According to Respondent, the entry for "guitar" came about as the owner of the Brevard Farmer's Market is a promoter and as such, he had a guitar available Respondent said that when she asked him if he could donate anything in-kind to her campaign, he offered to donate a guitar, at which he valued at $200.

5.. Respondent was asked how she determined which volunteer received which item or items and whether it was dependent on a raffle or some similar event Respondent denied that she held at raffle-type event and said that it was solely at her discretion as to how she distributed the thank-you gifts to her volunteers She explained, for example, if a volunteer helped out one time by perhaps distributing campaign literature, he/she may have received only one gift card If a volunteer helped on several occasions, the volunteer may have received a "mixed-bag" of gifts-perhaps a gift card to a restaurant, a bottle of wine and a gift card for a car wash The more a person volunteered for the campaign, the more the volunteer received When asked, Respondent determined that her "right-hand man" would receive the guitar as she did the most volunteer w01k for her campaign

6.. Respondent added that none of the volunteers who received gifts from her, as her way of saying thank-you, actually lived in her district and were unable to vote for her.. She said that the same thing applied to the vendors She said that she did not want to give the appearance that she was buying their vote.

7 I was able to contact the owners of four businesses who made in-kind contributions to Respondent's campaign1

8 On December 3, 2014, I e-mailed Respondent wherein I asked her to provide me with the names of a few of the individuals who volunteered to assist with her campaign and who would have received gifts After several attempts to contact Respondent via telephone to secure the names of volunteers, Respondent returned my telephone call on December 19, 20142

9.. As part of our telephone conversation on December 19, 2014, Respondent was asked about contact information for volunteers who assisted with her campaign and who would have received a thank-you gift Respondent was only able to provide the contact information for one volunteer, who she referred to as "Jim "

Pursuant to Section 106.25( 4 )( c ), Florida Statutes, undersigned staff counsel files this written recommendation for disposition of the complaint in this case recommending that the Commission dismiss the complaint pursuant to Section 106.25(4)(j), Florida Statutes Based upon a thorough review of the Report of Investigation submitted on September 5, 2014, the following facts and law support this staff recommendation:

1 On Ap1il 15, 2014, the Florida Elections Commission ("Commission") received a sworn complaint from Teny Tears ("Complainant") alleging that Lisa McDermott ("Respondent") violated Chapter 106, Florida Statutes

2 On or about June 5, 2014, the Executive Directo1 sent notification to Respondent that Commission staff would investigate the following violations:

Section 106.025(l)(b), Florida Statues: Lisa McDermott, candidate for the Brevard County Commission, District 4, in the August 2014 election, may have improperly received contributions and made expenditures relating to a campaign fund raising event, as alleged in the complaint

Section 106"07(5), Florida Statues: Lisa McDermott, candidate for the Brevard County Commission, District 4, in the August 2014 election, certified that her 2013 Q3 Report was true, correct, and complete when it was not, as alleged in the complaint

Section 106.19(l)(c), Florida Statutes: Lisa McDermott, candidate for the Brevard County Commission, District 4, in the August 2014 election, falsely repmted or deliberately failed to include information in a campaign report required by Chapter 106, Florida Statutes, as alleged in the complaint.

3. Respondent was a candidate for the Brevard County Commission, District 4, in the 2014 primary election Respondent filed her Appointment of Campaign Treasurer and Designation of Campaign Depository for Candidates form ("DS-DE 9") with the Brevard County Supervisor of Elections on November 8, 2012 (ROI Exhibit 1)1

Probable cause exists whe1e the facts and ci1cumstances, of which an [investigator] has reasonably trustworthy information, are sufficient in themselves for a reasonable man to reach the conclusion that an offense has been committed Department of Highway Safety and Motor Vehicles v Favino, 667 So .. 2d 305, 309 (Fla. !st DCA 1995)

16 The facts above show that Respondent was a candidate for the Brevard County Commission, District 4, in the 2014 primary election .. Respondent withdrew her candidacy on June 12, 2014 Respondent stated she gave the gift cards to a campaign volunteers as a way of expressing her thanks for their help Staff's investigation did not find evidence that Respondent improperly received contiibutions 01 made expenditures relating to a campaign fond raising event by holding a raffle where people had to pay cash for tickets and the p1izes were gift cards .. Additionally, on he1 original 2013 Q3 Report Respondent listed 12 in-kind contributions. The description for two in-kind contributions are insufficient, but it does not appear Respondent falsely reported 01 deliberately failed to repo1t the prope1 desciiptions.

Based on the foregoing, I recommend the Commission dismiss the complaint in this case pursuant to Section 106 25(4)(j), Florida Statutes, because the public interest would not be served by proceeding forthe1 with this matte1 .

On April 15, 2014, the Florida Elections Commission received a sworn complaint alleging that Respondent violated Chapter 106, Florida Statutes The Commission staff investigated whether Respondent violated the following statutes:

Section 106.07(5), Florida Statutes, prohibiting a candidate from certif)ring to the con ectness of a campaign treasurer's report that is incorrect, false, or incomplete; and

Section 106.025(1 )(b ), Florida Statutes, failure of a candidate to properly report all contributions received from a campaign fund raiser and all expenditures made for a fund raiser

I. Preliminary Information:

1 Respondent, Lisa McDermott, was a candidate for the Brevard County Commission, District 4; she announced her candidacy on November 8, 2012 On June 12, 2014, Respondent withdrew from the race.

2 On November 8, 2012, Respondent's "APPOINTMENT OF CAMPAIGN TREASURER AND DESIGNATION OF CAMPAIGN DEPOSITORY" form (DS-DE 9) was filed with the Brevard County Supervisor of Elections' office. Respondent appointed herself as campaign treasurer To review the DS-DE 9 form, refer to Exhibit 1

3 Complainant, Teny Tears, is a carpenter in the City of Melbourne According to records from the Division of Corporations, he is the president of "Carpentry by Te11y I ears "

II. Alleged Violation of Section 106.07(5), Florida Statutes:

4 I investigated whether Respondent violated this section of the election laws by certifying to the correctness of a campaign report as true, correct and complete, when the report appeared to be incomplete

5.. With his complaint, Complainant offered a copy of Respondent's 2013 Q3 campaign report Complainant noted a number of in-kind contributions which appear to be incomplete since Respondent did not provide a full description of the in-kind contributions

Respondent was asked to explain the pmpose of each of the in-kind contributions and why a more adequate description was not disclosed for each entry. In her response, Respondent stated, "They were given to me from vaxious places to give out to my cainpaign volunteers." To review Respondent's questionnaire-affidavit, refor to Exhibit 4.

9 I interviewed Respondent on September 2, 2014 Specifically, Respondent was asked to expand on her answer to the questions relative to the purpose of each in-kind contribution and why a more adequate description was not disclosed for each entry Respondent said that the noted in-kind contributions were for her to give to her campaign volunteers as her way of saying thanks for helping dming the campaign

She explained that she had many volunteers who assisted her with her campaign and she wanted to express her thanks to those who volunteered She explained a circumstance in which she was involved in two parades and she had a number of volunteers who assisted her during the parades She added that she had some volunteers who helped her set-up for the parades while other volunteers walked with her during the paxade routes

11 Respondent explained of another circumstance in which a number of volunteers assisted her with her campaign She added that she had a booth at a local farmer's maxket and she had volunteers who assisted her by helping her set-up her rental booth and other volunteers who assisted with the campaign by distributing Cainpaign literature by hand.. She further added that she wanted to do something to thank her many volunteers who gave of their time When asked, Respondent said that the in-kind contributions did not have anything to do with a campaign fund raiser rather it was her way of thanking her volunteers

14.. According to the Brevard County Supervisor of Elections' office, Respondent did file three amendments to the 2013 Q3 campaign report; however, none of the amendments were corrected to add a more adequate description to the reported in-kind contributions as shown in Table l.

15.. I reviewed other campaign reports filed by Respondent and found that Respondent's 2013 Q2 campaign report, the report filed prior to the 2013 Q3 campaign report, fully described the purpose of an in-kind contribution Here, Respondent repo1ted an in-kind description as, "Booth fee for county fair" And, in a later campaign report, Respondent's 2013 Ml 1 1epo1t, Respondent fully described another in-kind contribution as, "Circus tickets for volunteers" To review the entries from Respondent's Q2 and Ml 1 campaign repo1ts denoting the description of the in-kind cont1ibution, refer to Exhibit 5.

16. No record was found to indicate that Respondent has previously violated this section of the election laws

III. Alleged Violation of Section 106.025(l)(b), Florida Statutes:

17 I investigated whether Respondent violated this section of the election laws by not properly reporting contributions received from a campaign fund raiser and all expenditures made for a campaign fund raiser

18. Complainant expressed concern about the lack of an adequate description for a number of in-kind contributions which he asserted were later used for a raffle at a campaign event With his complaint, Complainant offered a copy of Respondent's 2013 Q3 campaign 1eport To review Respondent's 2013 Q3 campaign report, refer to Exhibit 3

19 As to the reported in-kind contributions at issue, please refor to Table 1 of this report of investigation

24 In an affidavit, Tim Bobanic, Chief Deputy with the Brevard County Supervisor of Elections' office, attested that Respondent was provided with a copy of the Candidate and

Bobanic stated that it is the policy of the supervisor of elections office to give each candidate the documents from the Division of Elections' website and that the documents are sent via e-mail along with the candidate's financial reporting log-in information regarding their first financial reporting obligation. According to Mr Bobanic, Respondent's 2014 campaign was her first campaign for elective office He had no records of Respondent having ever served as the treasurer for a candidate or serving as the treasurer or chairperson for a political committee To review the affidavit of Tim Bobanic, refor to Exhibit 6

25 In an affidavit, Respondent attested that her 2014 campaign was her first campaign for elective office and she has never previously been appointed to serve as a campaign treasurer for a candidate or political committee Respondent acknowledged that she does possess and read Chapter 106, Florida Statutes, and that she does possess a copy of the Candidate and Campaign Treasurer Handbook When asked to explain what action she had taken to determine her responsibilities under Florida's election laws, Respondent stated, "Candidates Campaign and Treasures Handbook" To review Respondent's questionnaire-affidavit, refor to Exhibit 4

On Ap1il 14, 2014, the Florida Elections Commission received a complaint alleging that you violated Florida's election laws I have reviewed the complaint and find that it contains one or more legally sufficient allegations.. The Commission staff will investigate the following alleged violations:

Section 106.025(l)(b), Florida Statues: Lisa McDe1mott, candidate for the Brevard County Commission, Distiict 4, in the August 2014 election, may have impropeiiy received contiibutions and made expenditures relating to a campaign fund raising event, as alleged in the complaint

Section 106.07(5), Florida Statues: Lisa McDermott, candidate fo1 the Brevard County Commission, District 4, in the August 2014 election, certified that her 2013 Q3 Report was true, correct, and complete when it was not, as alleged in the complaint

Section 106.19(l)(c), Florida Statutes: Lisa McDermott, candidate for the Brevard County Commission, District 4, in the August 2014 election, falsely 1eported or deliberately failed to include information in a campaign report required by Chapter I 06, Florida Statutes, as alleged in the complaint

question she collected 67 cash contribution, all in $5 increments Also. you will see that she collected as contributions the

following as in-kind: $100 in Coffee, $100 from a cleaning business with no justification, a $40 gift card from Applebees's,
