SB 971 Folmer, Mike (PN 1200) The Fourth Amendment Protection Act regulates unmanned aircraft in Pennsylvania. The bill states a state or local agency, including a law enforcement agency, may not utilize an unmanned aircraft system before July 1, 2017; however, an unmanned aircraft system may be deployed before July 1, 2017, in an emergency or major disaster, when the Amber Alert System is activated or during a search and rescue operation if the deployment is necessary to protect life, health or property. Except as provided, a weaponized unmanned aircraft system may not be deployed or its use facilitated by a State or local agency or a member of the public. Effective immediately.

Monk The Independent Regulatory Review Commission (IRRC) met to consider proposed revisions to IRRC's regulations. Chairman John Mizner, Commissioner George Bedwick, and Commissioner Russell Faber were in attendance. Commissioner Murray Ufberg and Commissioner Dennis Watson participated via telephone. Chairman Mizner noted 3081 Philadelphia Parking Authority #126-10: Image Retention and Use, which had been scheduled for consideration at the meeting, was withdrawn. He expects the regulation to be resubmitted.
