An eagle welcomed AMT to our new headquarters shortly after we arrived. The bird was spotted diving in the adja-cent stormwater management pond.

AMT’s R o d n e y S q u a r e Beautification Project in

Wilmington, Delaware was selected to receive a 2013 Construction Excellence Award from the State of Delaware’s Office of Management and Budget and the Delaware Contractors Association in recognition of those projects which bring distinction, skill and integ-rity to the construction industry. The project was performed under AMT’s DELDOT statewide con-struction inspection contract.

AMT provided inspection services on the project which included sidewalks, curb & gutter ramp upgrades, cross-walks, decorative fencing, conduit, decorative lighting, landscaping and bus shelter modifications. The project was completed over multiple phases to accommodate pedestrian and vehic-ular traffic as well as bus schedules.

The project used pervious concrete sidewalk which also included related items for structural cells, geotex-tiles, plantings, root barriers, drain-able rock base and pervious walkways.

Throughout the project, significant efforts were made to communicate and work together to quickly recognize and resolve issues so as to minimize costly delays. The formal presentation of this award was made at the DCA 44th annual meeting which was held on October 30 at the Chase Center on Wilmington’s Riverfront. This event is considered the highlight of DCA’s year and fea-tured baseball hall of famer Joe Morgan as guest speaker. Tim Keen from the Delaware office attended. He was AMT’s lead inspector on the project.

Ashland Parking lot Facility wins Urban land Institute Vision AwardThe Town of Ashland’s Municipal Parking Lot Facility project for its environmental stewardship in converting an older, asphalt parking lot to an innovative permeable pave-ment system with secondary treatment in bioretention.

Since its construction in early 2013, observers have seen no runoff from the lot. The lot is designed to eliminate runoff in 96 percent of storms, along with other bene-fits such as storm detention/attenuation to the 25-year storm, pollutant removal well above regulatory require-ments, reduced maintenance costs, and general aesthetic appeal to Ashland’s central business district. Deemed one of the best low impact development demonstration proj-ects in the Commonwealth, the reconstruction was par-tially funded through a grant from the Chesapeake Bay Trust’s Green Streets-Green Towns-Green Jobs program.

Congratulations to Don Rissmeyer, P.E., John Farrell , AICP, CEP, Dustin Dunnagan and lloyd langlois for their excellent performance for the Town of Ashland, and continuing success in incorporating environmental site design and LID techniques.

wEsT VIRGINIA DOH REcOGNIzEs AMT cOATINGs wORK

AMT is honored to have been part of the project team on the I-495 Express Lanes project which has been recognized by Engineering News Record – Mid Atlantic twice. The first award is ENR’s Safety Project of the Year – Mid-Atlantic cate-gory. The second is a Merit Award in the Highways and Bridges category. AMT was a part of the safety team that provided the safety management oversight on behalf of the Virginia Department of Transportation throughout the course of this project. The project achieved 5 million hours without a lost time incident. AMT’s David H. law, P.E. and Carolyn Wolcott both work on the five Virginia Megaprojects, which include the Express Lanes. David created the overall safety plan for the whole program and Carolyn serves at its Civil Rights Program Manager. The projects together total more than $6 billion.

Excellence Award

AMT has received a 2013 Engineering Excellence Award from the West Virginia Division of Highways in its Coating Inspection Services, Project-Specific category. The award was received for the I-64 Dunbar-South Charleston Westbound Bridge over the Kanawha River. The project features 400,000 square feet of steel coating and 120,000 square feet of concrete protective coating. This project is a part of an 18-month rehabilitation of the westbound bridge after construction of a new eastbound crossing. The bridges handle 78,000 vehicles per day. This is AMT’s first construction inspection project in West Virginia. Mike Brown and Roger Young are providing services on the project.

LLc cREATEs PLANs TO RAzE PEPcO sITE BENNINg ROAD, WAShINgTON, DC

AMT, LLC is creating the plans to raze

the Benning Road power generation facil-ity in the District of Columbia which was originally constructed in 1906 and decom-missioned in 2012. The facility is owned by Pepco, the local electric utility. This is a massive structure measuring 150,000 square feet and more than 10 stories high with cooling towers and exhaust stacks of 100 feet or more. It was constructed in masonry and steel frame. The demolition is actually two separate projects for AMT. The 35,000 square-foot cooling towers are currently permitted and being razed by A2Z Environmental Group from Baltimore. These towers consist of two structures about 50 feet wide by 300 feet long, and about 60 feet high. AMT conducted site and topographic surveys and developed sediment control and traffic control access plans for this part of the demolition.

The rest of the structure will be demolished in the summer of 2014. For this part of the project, AMT will develop full plans for the raze permit that is issued through the Department of Consumer and Regulatory Affairs. The plans include a demolition plan, sediment control plans and a plan to disconnect an existing intake that pro-vided make-up water for the plant’s steam

turbines. James Gapinski, P.E., lEED AP and John Wortmann worked on the project.

This part of the project requires AMT to develop an appendix to the site Stormwater Pollution Prevention Plan to cover the demolition on the site. The site is currently covered by a National Pollutant Discharge Elimination System permit that allows site discharges. Pepco is not only the site owner, but also the administrator of the SWPPP and required this as part of the raze. AMT is acting as permit expedit-ers as well eliminating the middle man in the permitting process.

DC Metro’s Blue Line runs adjacent to the south side of the building, which means that part of the building will be convention-ally demolished using heavy equipment. But because of the magnitude and com-plexity of the structures, Pepco and NCM demolition, the contractor on this part of the demolition, is asking to implode the building once it is stripped of salvage-able and recyclable materials. This will be a unique venture in a city that has no current blasting permit within its limits, but we are optimistic that necessary approvals can be obtained. When that happens, we’ll be sure to have the cameras there.

EMPLOYEE sPOTLIGHT

On October 3, Holly Princiotto, Mary Stiff and Tim Diliscia attended the 9th annual VDOT Career Fair, which is led by Carolyn Wolcott. The fair attracts high school stu-dents from schools across northern Virginia to learn about transportation-related careers.

Erin Bucholz, lEED, AP, Emily Dean, P.E., and Tiffany Eng participated in the USGBC’s Green Apple Day of Service at Payne Elementary School on September 28. Emily and Tiffany also brought their sisters to help. Murphy Tuomey was appointed co-chair of the VTCA Engineering Consultant Leadership Committee’s subcommit-tee on CEI. She also spoke at the VTCA Consultant Engineer’s Roundtable on November 13.

Mike Davis, P.E., was elected Presi-dent of the Central Va. Chapter of the Construction Management As-sociation of America. He represent-ed the chapter at the association’s 2013 National Conference and Trade Show on October 27 in Las Vegas.

Tim Wells is now a co-chair of the ACEC -MW Transportation Committee. He is covering DDOT issues.

laura Mehiel, P.E. presented at DDOT Training on Stormwater Regulations & LID Standards held on December 16. The training covered the stormwater man-agement requirements and LID standard designs, among other topics.

AMT’s Traffic Division recently completed a major traffic count task for PennDOT last December. This task included the collection of count data at approximately 800 sites in just five months. The count sites were located throughout District 6, which covered five counties: Delaware, Philadelphia, Chester, Bucks, and Montgomery Counties. Site assignments included count locations throughout downtown Philadelphia, as well as dozens of sites on I 95, I 76, and I 476. The interstate count locations were accomplished in coordination with Flagger Force, PennDOT, and DelDOT since traffic drags and full lane closures were required to set up AMT’s count equipment.

The collection efforts consisted of 24-hours of continuous traffic data (Tuesday-Thursday) in the form of volume data (measure strictly the number of vehicles passing through a specific location), as well as classification data (collects the number of vehicle axles, type of vehicle, speed of the vehicle, etc). Both volume and classification counts use the same type of recording equipment (JAMAR Apollyon and Trax I Plus); however, the field set up differs slightly. For classification counts, two tubes are set up to record the number of “bursts of air” created by the vehicle tires, and from those bursts of air, one can determine whether the passing vehicle was a car, truck, bus, tractor trailer, or motorcycle.

This first task was notable for the sheer number of sites where traffic data needed to be collected as it covered more than a year’s worth of work in a few short months. Typical work load consists of 35-40 sites per month. The workload for this PennDOT task consisted of 60-80 sites per month, with two data collection crews working 50-70 hours per week (daytime and nighttime operations running simultaneously). This is an incredible feat that our company can boast about.

Thank you to Matt Pro, Cathy Proot, Corey lynn, Sean Williams, Alex Ngugi, and Dan Vider for an extraordinary effort of collecting this traffic data quickly and accurately. AMT’s Traffic Division expects to see more work in Pennsylvania later this year and are already expanding in North Carolina with receipt of our first NCDOT task in January.

AVENS BRIDgE DRILLED ShAFT TRAININg

Drilled Shaft Construction Inspection training was held in VDOT’s Bristol District office on October 29-31. The class is a National Highway Institute class that VDOT hosted for AMT, VDOT and consultant staff. VDOT gave AMT six spots reserved for folks working on the Avens Bridge project including Chad McMurray, P.E., CCM, Jarrod Chafin and Reece Wyatt.

As part of its recognition from ENR-Mid Atlantic for receiving the Safety Project of the Year Award, the I-495 Express Lanes project received a one-page story in ENR’s December 16 Mid-Atlantic edition which announced the award winners. The article focused on the project’s safety record and the strategy behind it.

AMT is performing a condition assessment of the water lines at National Institute of Standards and Technology (NIST). The assessment will include pipe conditions, identify sections which need repair and estimate the remaining useful service life of pipe sections in the system. This assess-ment and report will provide NIST with a pri-oritization tool to:• Inventory buried

assets• Determine pipeline

criticality• Assess pipe condition• Determine asset

value and monetiza-tion plan

• Build plan for Main Rehabilitation and Replacement

The project is part of a basic ordering agree-ment with NIST through Keast & Hood with Keith Sinclair, P.E., and Tom Fegley, P.E. leading for AMT. The project includes about six miles of water lines which range between six and 20 inches in diameter. Approximately 15 percent of the length is large diameter mains 16 inches or more in diameter. The field testing and estimates of useful service life are being performed by Echologics, a Canadian Division of Mueller

Co. Echologics is a leader in the acoustic technologies used for locating leaks in fluid delivery pipelines. NIST requested its Pipe Integrity Testing (PIT) as a non-intrusive way to use sound waves to identify leaks and assess the structural condition of the water mains by measuring the average remaining wall thickness. The recorded data files from

field testing are subject to more detailed analysis which will provide AMT the basis for a program for NIST to optimize its long-term capital invest-ments in pipe replace-ment and rehabilitation. The field testing is com-plete and a draft report is anticipated in January. AMT will incorporate the results of this report into our report to NIST which will include:

• Testing results• Mapping to indicate required repairs

based upon the calculation of antici-pated remaining useful service life.

• Estimates of probable costs of repair for pipe segments likely to fail within a five-year time frame

AMT anticipates delivery and acceptance of the final report in late March of 2014.

WAySOnS CORnER P&R - UNDER CONSTRUCTIONWaysons Corner Park and Ride, a design task under the AMT/HNTB JV’s $8 mil-lion SHA contract will go to construction in March 2014. This project is one of 50 design tasks under the con-tract. It involves expanding the existing Park & Ride lot by 75 spaces.

AMT’s role includes over-all project management from concept development through construction phase services which include things such as Plans, Speci-fications & Estimates permit submittal, drainage, ero-sion and sediment control, stormwater management design, and landscape de-sign.

The design calls for pervious concrete for new sidewalks and a portion of the park-ing area expansion. This “pi-lot project” is the first time

SHA has incorporated pervi-ous concrete into one of its projects.

Meeting SWM/ESD require-ments were challenging, but the team’s suggestion of us-ing pervious concrete was well received by SHA and accepted by MDE.

Kudos go to heidi VanLu-ven, P.E., Matt Willems, P.E., Josh Poulin, P.E and Andy Streagle, RlA who did great with his “induction” to the SHA way of business, and was well received by the landscape folks there.”

ROUTE 1 IMPROVEMEnTS FAIRFAx COUNTYSECOND PUBlIC HEARINGThe Route 1 Improvements project held its second pub-lic hearing to inform citizens about the upcoming con-struction on Sections A and E on either end of the proj-ect area.
