The draft roadmap was submitted on March 31, 2016, which was subsequently shared with state governors, the National Economic Council, and other key stakeholders as part of an extensive feedback/validation process, which also included a two-day workshop with state governments, and other stakeholders held in Kaduna state between May 25 and 27, 2016. 2. A number of ideas that emanated from this validation process and submissions from States and sector operators were incorporated into the Roadmap, which has been subsequently approved by the Executive Council of the Federation on August 31, 2016. 3. I am indeed grateful to the members of the roadmap Committee as well as other industry players who provided invaluable contribution towards the production and validation of the Roadmap. Our national mining growth strategy is now the richer for it. 4. The Mining Implementation and Strategy Team (MIST) is a key recommendation in the Roadmap. In many respects, it is arguably the most important recommendation in the roadmap. Africa in general and Nigeria in particular have no shortages of well-crafted development frameworks, initiatives and roadmaps. I am sure that you will agree with me that the critical missing link has been in the efficient and effective implementation of these initiatives – translating vision into reality!

5. Following the finalization and approval of the Roadmap therefore, and in keeping with the recommendations contained therein, we are here today to constitute and inaugurate the Mining Implementation and Strategy Team (MIST). The MIST shall have the following Terms of Reference:

a. Form the secretariat and implementation office for the execution of the action items and priorities in the Roadmap;

b. Identify key low cost/low hurdle actions to be implemented by the Ministry,

industry and other stakeholders that can start to build the mining revival, and create a positive narrative to drive increased investment;

c. Provide investment advice to the Minister and the Ministry regarding revival

and expansion of the mining and mineral sector; d. Develop a resource (financial and non-financial) mobilization strategy for the

mining and minerals sector; e. Develop a logical framework that spells out priorities, key performance

indicators (KPIs), targets/benchmarks, timelines, and Results-based Action Plans;

f. Develop a framework for monitoring and evaluating the implementation process

and progress. Identify baselines, implementation inputs, outputs, outcomes, measurement tools, and their linkages towards the country development objectives of economic diversification, job creation, poverty alleviation and sustainable development from mining;

g. Develop an accountability framework (internal control systems) for

management and delivery of the Action Plan; h. In partnership with the Ministry, facilitate the development and monitor of

institutional and annual work plans that leverage the full capability of the Ministry’s technical teams to support the delivery of the Roadmap; as appropriate, develop capacity building programmes to ensure effective delivery of outcomes contained in the strategic framework;

i. Develop a communication strategy for articulating the implementation process and progress to different audiences, including investors, the President, Federal and State Governments, the public, NASS, etc. on a regular basis;

j. Undertake a stakeholder mapping and engagement exercise to determine the

roles and responsibilities of government, civil society organizations, communities, community based organizations, mining associations, academia, trade unions, religious groups, women groups, media parliament, media, and professional associations, etc.

Secretariat:

6. The Planning Research and Statistics department of the Ministry of Mines and Steel Development shall serve as the Secretariat of the MIST.

Resource Team:

7. Bain & Company, Inc. shall be the main consultants for the MIST. As the occasion warrants, other Resource Persons/companies may be called upon to provide technical assistance to the MIST on behalf of the Ministry.

Conclusion 8. Ladies and gentlemen, as I conclude, I must mention that in setting up the MIST,

we took into account a number of critical issues, learning from Best Global Practices and wide consultations.

9. In collaboration with key partners, we will create a very robust Monitoring and Evaluation mechanism and outfit that will ensure that we not only systematically measure performance, but provide empirical analysis of efficiency and effectiveness and above all sustainability. Ultimately it is all about results that can be empirically measured!

10. We also place a lot of premium on transparency, accountability, inclusiveness, ownership, alignment and sustainability. We need a committee that can hold our feet to the fire when necessary. We need to be told when we are no longer on track and our programs no longer align with the provisions of our roadmap. We need to be told when we are getting it right, and urged on to do better.

11. I sincerely thank all members of this team for accepting to serve on the MIST, and wish you success in the discharge of your very important mandate.

12. Ladies and gentlemen, the MIST now stands inaugurated, marking another milestone in our journey to a more productive mining sector.
