1. GENERAL PLANT DESCRIPTION

Tamyeli Enerji Yatırım Üretim ve Ticaret A.Ş. plans a capacity extension project (hereinafter “The Project”) of İncesu Wind Power Plant (WPP) which will have an installed capacity from 13.2MWm/13.2MWe to 29.2MWm/27.2MWe. The project’s first phase consists of 4 turbines of 3.3 MW capacity each, with a total installed capacity of 13.2 MW. The extension phase that is considered under MidSEFF will consist of the commissioning of 8 turbines of 2 MW capacity each, with total capacity of 16 MWm. Total number of turbines will be 12 and the total installed capacity of the Incesu Wind Power Plant Project will reach 29.2 MW mechanical and 27.2 MW electrical. The Project has the “Electricity Generation License” numbered EÜ/3127-5/1889 and dated 24.03.2011, given by Energy Market Regulatory Authority (EMRA) for 49 years. Due to the planned extension in capacity, license amendment application to EMRA was made on September 9, 2015. At the current state, the license for extended capacity (additional 8 turbines) is expected to be given by EMRA.

In the context of capacity extension project, it is planned to increase the number of installed wind turbines from 4 to 12 on the planned area. Elevation of project area varies between 1,630 m and 1,703 m. It is planned to generate an annual average of about 69 GWh/year with a total installed power of 29.2 MWm based on a 4 x 3.3 MWm and 8 x 2 MWm generators configuration. The İncesu WPP will be installed in Aegean Region in Afyonkarahisar Province, Dinar District, on Üçkuyu Hill, Uzunçukur Hill, Taşlık Hill, Döngel Hill and Karlık Kayası Hill locations. The Project site is located in the 102,781.97 m2 area.

The electricity generated will be transmitted to the national electric network via existing 154/34.5 kV Keçiborlu substation as per the connection agreement dated June 23,2015 between Tamyeli Enerji Yatırım Üretim ve Ticaret A.Ş. and Akdeniz Elektrik Dağıtım A.Ş. which has a system use agreement with Turkey Energy Transmission Corporation (TEİAŞ) regarding Keçiborlu Substation. In addition, the distance of Keçiborlu substation is 13 km to İncesu WPP where is an existing Electricity Transmission Line (ETL) between Keçiborlu Substation and İncesu WPP. The amendment of the Connection Agreement should be obtained based on new configuration from the related authority. Eighty-five percent of ETL is passing over the forestry land and detailed information about the related land use permit can be found in further sections of this report, thus; expropriation is not needed for this section of ETL. Turkish Electricity Distribution Corporation (TEDAŞ) conducts expropriation process for individual lands that ETL is passing over in remaining fifteen percent and the extension phase of the project belongs to this progress. Moreover, there is no need for additional expropriation since the ETL will be continued to be used as before the extension.

Site Location Map showing the Project Site is given in Figure 1-1 below.

The construction will start in June 2016 (as planned) and estimated to take eight months to complete.

Within the context of the proposed Project, it is planned to increase the installed capacity

of İncesu WPP to 27.2 MWe / 29.2 MWm with the addition of eight wind turbines (Vestas Model V100-2.0 MW).

The nearest settlement to Project Site that is within the boundaries of Dinar District of Afyonkarahisar Province is Eldere Village (1.7 km). The boundaries of Project Site and the distances of nearest settlements are provided in Figure 3-2.

The total project cost is 20,000,000 USD including VAT (18,200,000 Euro), working capital, investment period interest, premiums and arrangement fees. The proposed financial scheme includes debt financing in the amount of 15,000,000 USD and the borrower’s own contribution in the amount of 5,000,000 USD. The debt to equity ratios is 25:75.

Project Description / Business Purpose:

The capacity extension project consists of an increase in installed capacity of İncesu Wind Power Plant - which is operated by Tamyeli Enerji Yatırım Üretim ve Ticaret A.Ş. - from 13.2 MWe to 27.2 MWe. The electricity generated within the context of capacity extension will be transmitted to national grid over Keçiborlu Substation. Within the context of capacity extension project, it is planned to increase the number of turbines from 4 to 12 and installed capacity to 27.2 MWe / 29.2 MWm.

2. ENVIRONMENTAL AND SOCIAL BASELINE

2.1 Environmental Description of the Project Area

The project area consists of forestry lands. In general speaking, the Project Site is in natural status with no particular evidence of human structures and infrastructures. Turbine basement areas consist of mostly rock vegetation.

There is Dinar WPP in operation (located approximately 6km east of the Project Site) with an installed capacity of 115 MW.Within the Project Site no Specially Protected Area, Natural Protection Areas and no other significant areas for specially protected birds exist. The nearest protected area is Lake Karakuyu Natural Site Area with a 2.1 km distance from the Project Site. Lake Karakuyu is under protection according to the Environmental Legislation declared by the Konya Cultural and Natural Heritage Conservation District Board by the decision dated 2 November 1999 and numbered 2122. However, the Project Site is not within the determined impact area of the abovementioned Natural Site Area. At the Project Site, 130 flora species exist. None of them are in the list of BERN and CITES among the endemic ones. Around the Project Area, 260 fauna species were identified 30 of which belong to mammals, 207 of which are birds, 18 of which are reptiles and 5 of which are amphibians.

According to the ornithology study, 207 bird species were identified within and around the project site. Two of them are under endangered (EN), one of them is under vulnerable (VU), and seven of them are under near threatened (NT) category. Additionally 196 species are under the least concerned (LC) list of IUCN category. Also, 148 of totally 207 birds are under Annex-II of Bern Contraction, and 58 of them are under Annex-III category.

A map showing the bird migratory routes in Turkey shows that the Project Site is not on the way of main migration routes of birds.

Water Surface

The closest water surface to the Project Site is Lake Karakuyu Natural Site Area

which is located at 2.1 km away from the Project Site.

Project Site is out of the impact area of Lake Karakuyu Natural Site Area.

Protected Area

The nearest archaeological area to the Project Site is the tumulus. Tumulus is located within the Lake Area and the Project Site has a maximum closest

distance of 2.1 km as the crow flies to the Karakuyu Lake Natural Site Area.

There is not any impact on the tumulus for the first stage of the Project.

Project Site is not within the determined impact area of the

Karakuyu Lake Natural Site Area. There are no impacts foreseen by the

activities during construction and operational phases as per the provision letter from Provincial

Directorate of Culture and Tourism dated February 2, 2016 and numbered

428.-

Flora and Fauna 130 flora species & 260 fauna species.

None of the endemic ones is under the endangered lists of BERN and CITES.

Two of the birds are under endangered (EN) list of IUCN. For

these species, biota monitoring will be carried out.

2.2 Social Condition of the Project Area

İncesu Wind Power Plant has an area of 102.781,97 m2 and located at Üçkuyu Hill, Uzunçukur Hill, Taşlık Hill, Döngel Hill and Karlık Kayası Hill locations of Dinar District of Afyonkarahisar Province. Within the Project Area, elevations varies between 1.630 m and 1.703 m. The nearest residential area is Eldere Village with 1.7 km distance from the Project Site.It is observed that, the closest residential area (Çapalı) is at a distance of approximately 2.9 km to the closest turbine T4. The closest residential area to ETL is again Çapalı with an air distance of 830 m.

Economy is mainly based on agriculture and livestock activites. Local people generally emigrates to the cities due to lack of economic opportunities.

First Degree Natural Site: A rare area that must be protected for public welfare in absolute terms (excluding scientific studies) and has a universal value in terms of scientific conservation together with its interesting properties and beauties. According to Cultural and Natural Assets Protection High Council decision, the Site will remain protected except scientific studies. Project Site has a maximum closest distance of 2.1 km as the air distance to the Karakuyu Lake Natural Site Area and is not within the determined impact area of the mentioned Natural Site Area. Karakuyu Lake Natura Site Area is considered not to be affected by the physical and civil works, within the scope of the Incesu Wind Power Plant Capacity Extension Project.

There are not any registered archaeological areas within the Project Site according to 2863 numbered Law on Protection of Cultural and Natural Assets. The nearest archaeological area to the Project Site is the tumulus registered as 1st Degree Archaeological Site by Regional Council Directorate of Konya Cultural Assets Protection with the 04.11.1994 dated and 2122 numbered Decision. Cultural and Natural Assets Protection High Council has a Decision on protection of 1st Degree archaeological site areas except scientific studies. Tumulus is located within the Lake Area and there is a 2.1 km distance between Karakuyu Lake Lake Area and Project Site. There is not any impact on the tumulus for the first stage of the Project. There are no impacts foreseen by the activities during construction and operational phases as per the provision letter from Provincial Directorate of Culture and Tourism dated February 2, 2016 and numbered 428. In the case of discovering any cultural findings/assets during the excavation work to be possibly done in the immovable sites, work will be stopped immediately in accordance with the article 4 of law numbered 2863 and the Eskişehir Directorate of Cultural Heritage Conservation District Board will be informed.

Previous Stakeholder Engagement Meeting for the existing wind farm was carried out on May 2nd, 2013 with the participation of governmental representatives and local people, covering the subjects of realization of Incesu WPP Project. As stated in the meeting report carried out by Borga Carbon Ltd. Co., local people were interested in the socio-economic impacts of the Project. Employment issues were mainly examined during the discussion.

Participants specified to have no dissatisfaction related with the environmental concerns. Project Owner specified that all necessary action would be taken to keep the good relationship with the local people. As a result of the previous Stakeholder Engagement Meeting, local people obtained detailed information about the “İncesu WPP Project”. Expressed opinions and survey studies showed that local people support the Project. In conclusion, it is determined that local people have positive opinions about the implementation of the proposed Project.

For the new stakeholder engagement meetings, which will be organised in the scope of İncesu WPP Capacity Extension Project, the results are expected similar with the previous one. Since the local people have positive opinions about İncesu WPP, they will possibly have the parallel opinions about İncesu WPP Capacity Extension Project.

3. SOCIAL AND ENVIRONMENTAL IMPACT

3.1 Land Use

Incesu Wind Power Plant has an area of 102,781.97 m2. Existing turbines are located in between 1,630-1,703 m height above sea level. Entire Wind Power Plant area has the charactestics of pasture and maquis ground and ownership of this land belongs to Turkish Republic Treasury. Necessary permissions were obtained in accordance with Forest Law to use of forestland. Final permission is obtained for existing wind farm but new permissions for Project Extension will be obtained for additional turbines. Furthermore, the Project owner has applied for the Zoning Amendment and the letter from Afyonkarahisar Provincial Assembly of Provincial Special Administration approving the amendment is given on February 05, 2016. At the current situation, the final decision is expected from Afyonkarahisar Provincial Special Administration. Within the scope of capacity extension project, there is no need for an additional area other than 102,781.97 m2 area where the WPP is located. At the vicinity of Project Site, scattered houses are not located. The distance of the closest turbine to Çapalı Village, the nearest settlement is 2.9 km. The nearest residential area is Eldere Village with 1.7 km distance from the Project Site boundries.

3.2 Water

There will be household wastewater both during construction and operation phase. This is generally employees’ daily waste. Based on the assumption that the daily domestic water requirement is 0.15 m3 per capita, considering 20 employees during the construction phase and 10 employees during the operation phase, the domestic water requirement is estimated to be 3 m3/day for construction and 1.5 m3/day for operation phase. Domestic wastewater generated by project workers will be collected in impermeable septic tanks constructed in compliance with Turkish regulation.

The Project Owner will supply the needed water from the demijohns.

As a consequence, the WPP project is not expected to have adverse effect on the water component.

3.3 Waste

The solid waste generated during construction is excavation waste (from preparation of tower foundations, excavation for cabling) and domestic solid waste (paper, plastics, glass etc.).

Daily domestic solid waste production is 1.24 kg per capita, for a total of 24.8 kg/day taking into account 20 project workers during construction phase. The domestic solid waste will be stored in containers on site and will be sent to an appropriate area guided by the Municipality.

The recyclable waste will be collected in separate waste containers.

The excavation waste will originate from turbine basement construction and cabling excavation (app. 2,320 m3) will be kept under cover during laying of the foundations (to prevent dust generation) and used as filling material for the trail roads to the turbines.

Since the maintenance for construction machinery and equipment will be carried out at the technical services, waste oil generation is not expected at the construction site.

Medical waste is not expected due to the fact the nearest health care center located in Dinar will be used for medical purposes. In case medical waste may be generated on site due to accidents etc. will be handled in compliance with the “Regulation of the Medical Waste Control” dated 30.03.2010.

As for the operational phase, domestic wastewater and domestic solid waste is expected to be generated by 10 workers. Any waste discharge to the environment will be prohibited. Domestic wastewater from the administrative building will be stored in impervious septic tanks. All impervious tanks will have the relevant label on it. The wastewater will be transported and disposed of periodically by Dinar Municipality in accordance with the pertinent letter dated September 29, 2014 and numbered 1632. Daily domestic solid waste production in operational phase is 1.24kg/day per capita, totally 12.4 kg/day for 10 workers. Temporary impermeable storage areas will be provided and the solid waste will be sorted (as paper, glass, plastic etc.) and separately collected. The solid waste will be sent to Dinar Municipality periodically.

The waste oil generated by the turbines will be collected in impermeable tanks with “Waste Oil” label on it and they will be transported and disposed of by the licensed facilities periodically.

3.4 Birds and other species

According to the ornithology studies which have been carried out periodically, 207 bird species are identified within and around the Project Site. Two of them are under endangered (EN), one of them is under vulnerable (VU), and seven of them are under near threatened (NT) category. Additionally 196 species are under the least concerned (LC) list of IUCN category. In addition, 148 of totally 207 birds are under Annex-II of Bern Contraction, and 58 of them are under Annex-III category.

A map, showing the bird migratory routes in Turkey, is provided above in Section 2.1 of clarifies that the Project Site is not on the main migration routes of birds. Starting from the April 2016, ornithology monitoring studies will be carried out biannually considering the migration period of the birds for three years.

3.5 Emission: Noise and Particulate

Dust is generated from earth-moving and material storage, and air emission from the construction machinery and equipment. Emission calculations show that dust emission to air in construction period is well below the associated limits set forth by relevant Turkish legislation (Turkish Regulation on Control of Industrial Air Pollution).

Dust emission, which will arise from construction activities, is foreseen to be 0.18 kg/h. By considering the limit value for dust emission which was set by Turkish Regulation on Industrial Air Pollution Control Exhaust is 1 kg/h, the expected dust emission during construction is acceptable.

During operation, minimal emissions can be appear not directly associated with plant operation but with traffic, maintenance etc. During construction, dust emission and exhaust emission will be emitted.

In this regard, it can be concluded that there will be no adverse impact foreseen in terms of air emissions both during the construction and operation phases.

Noise emissions will be generated during construction due to equipment/machinery operation. According to the Project Introductory File (PIF) that was submitted to the Ministry of Environment and Urbanization on February 10, 2016, during construction phase of the Project, the noise level at the nearest sensitive receptor (Eldere Village, 1,700 m air distance to project site), is expected to be just above 50.5 dBA, which is below the regulatory limit. Similarly during the operation period, noise level is expected to be 33.96 dBA which is also well below the limit values.

During site visit, it was observed that there is no residential area which will be affected during operational and construction period as per noise level due to the fact that Eldere Village, nearest residential area, is 1,700 m away from the Project Site. However; it is suggested that noise monitoring study should be conducted for once, before commissioning. Further monitoring studies for both noise and dust should be performed immediately in case of any complaints.

3.6 Landscaping

Environmental planning of the additional turbine areas will be done with the appropriate strains for the climate and vegetation characteristics after the construction phase. After the capacity extension, land arrangements and landscaping will be performed. It is considered that, vegetation loss during the construction phase will be compensated naturally in time. In addition, existing species of flora is widely distributed.

IUCN Red List categories and risk conditions within the context of international treaties that Turkey is a party of (Bern, CITES) are evaluated.

Stripped topsoil during pre-construction phase will be stored on proper region of field and will be spreaded out after the completion of construction works.

Waste

Production of Solid Waste

1.24 kg per capita for a total generation of 24.8 kg/day for 20

workers during construction period and 12.4 kg/day for 10 workers during

operation period.

Excavation Waste

App.2,320 m3 (from turbine basement construction and cabling excavation) all of which will be used to construct

trail roads to the turbines.

Birds and other species Interference with migration routes / interference with protected species

There are no Specially Protected Area, Natural Protection Areas, significant areas for specially protected birds within the Project Site. The closest protected area to the Project Site is Lake Karakuyu Natural Site which is located 2.1 km away from the Project Site.The Project Site is not on the way

of main migration routes of birds.

Starting from the April 2016, ornithology monitoring studies will be carried out biannually considering the migration period of the birds for three

years.

Emissions Noise

Noise level expected at the nearest sensitive receptor (Eldere Village,

1,700 m air distance) during construction period = 50.5 dBA

(Regulatory Limit=70 dBA)

As for operational period, it is 33.96 dBA (Regulatory Limit=50 dBA

Particulate Matter 0.18 kg/h (regulatory limit is 1 kg/h)

Landscape Changing in the aspects of the area

Vegetation loss during construction phase will be compensated naturally in time. According to initial visual impact

assessment via Geographical Information System (GIS) tools, there

is no visual disturbance of wind towers and turbines to local people. For

extension phase, photo-simulation based visual impact assessment

should be carried out and shared with local people during Stakeholder

Meeting.
