Spring in Wisconsin normally means rain showers, green grass and smiles on people’s faces as they realize they can leave their winter jackets at home. For your WAFSCM Board, spring meant strategic planning. The Board (and several other dedi-cated WAFSCM volunteers) held their May meeting in person to focus on the future of our organization. Highlights included:

The group discussed what role WAFSCM currently plays in our state/industry and what role we might be able to play toincrease our effectiveness.

Attendees gave WAFSCM an average rating of 6 (on a 1-10 scale) when asked how impactful our organization current-ly is. A 6 is certainly not terrible, but it definitely provides some room for improvement.

Brainstorming sessions were held to review what our organization is best at, what we struggle with and how we canimprove. The suggested improvements were then ranked, providing a roadmap for future initiatives.

Message from the Chair

On a different note, WAFSCM has been selected by ASFPM to host FEMA’s E273 Course entitled “Managing Floodplain De-velopment Through the National Flood Insurance Program”. This course is designed to provide a training opportunity for local officials responsible for administering their local floodplain management ordinance. The course will focus on the National Flood Insurance Program concepts of floodplain management, maps and studies, ordinance administration, and the relationship between floodplain management and flood insurance. The course will be held September 19-23 at Ruekert & Mielke, Inc.’s Waukesha office. Stay tuned for additional information.

Planning for our annual conference is in full swing, with Laura Rozumalski and Minal Hahm leading those efforts. If you are interested in assisting with the conference, joining a committee or just want to help, please reach out to any of the Board mem-bers – we’d love to hear from you! Enjoy the rest of the summer, and I’ll see you at our annual conference in La Crosse.

I am grateful to WAFSCM for the scholarship to attend the 2016 ASFPM conference in Grand Rapids, Michigan this past June. My adventure started with a ferry ride across Lake Michigan, which was a great way to get me in the right frame of mind (and avoid Chica-go). My summary of enlightening topics discussed is below, and hopefully provides some new insights to consider in your work. The conference had approximately 1000 attendees, with the main days for plenary and breakout sessions being Tuesday through Thursday.

In no particular order…

Unknown Bridge Foundations – I heard a great talk on techniques for determining the depth of bridge piles/foundationsusing sound waves. Three methods were discussed; pulse echo testing, bending wave testing, and dispersive side sonic testing. Pulse echo works best for shorter concrete piles where you can hit the top face of the pile. Bending wave testing is best on timber piles where you can strike near the top of the pile. Dispersive side sonic testing is for when you can’t strike the pile (abutments, etc) and requires a boring next to the pile(s) of interest, with changes in soil types being an issue for this technique.

Climate-Informed Science and Flood Risk Management – This was a plenary session summarizing the 2015 ASFPMPolicy Forum held at George Washington University. The white paper can be found on the ASFPM website. What I found interesting was that one speaker felt freeboard should be our method of last resort; things are not necessarily going to get worse everywhere. Another speaker felt we should embrace uncertainty analyses and strive to more effectively communicate risks.

Addressing Unmapped Areas – I encountered a new acronym at the conference – FOA. It stands for First Order Approx-imation, and is essentially an automated floodplain delineation. I believe they are transitioning to the title Automated Engineering Analyses. A lot of work is going on in this area with the explosion in available LiDAR data. Based on what I heard, these studies are not regulatory and would not translate easily to Zone A’s, at least not yet. They are being devel-oped using HEC-RAS/GeoRAS in either 1D or 2D. It sounded to me like there was still a lot of manual cleanup required to get to decent looking floodplains. The resultant mapping is currently being used for Discovery meetings only. Ohio, South Dakota, Colorado and Illinois were the states in the presentations that are using these analyses.

Building Flood Resilience – This was a plenary session with 5 speakers and lots of interesting ideas, freeform here. “Weneed a change in culture from reactive to proactive. We need flood insurance reform – should there be a buyout guaran-tee once substantially damaged? Combine all funding sources (federal, state, local, other) into one large project instead of piecemeal for a major effort. More research is needed for living shorelines on our coasts – benefits and guidelines. FEMA wants to be more responsive to customers of the NFIP, both policy holders and communities (more on that be-low). Destroy the myth that the Federal government will bail you out after a disaster (South Carolina example from 2015 flooding that 100,000 applied but only 20,000 qualified for assistance). Should there be a deductible a State would pay for a Disaster declaration, with the deductible reduced for actions taken to reduce the risk? Potential partial privatization of flood insurance – benefits and unintended consequences (teaser rates, increased cost of compliance (ICC) funding, cherry picking of portfolio/NFIP insurer of last resort)”.

Electrical Grid Resilience – This was an interesting discussion on ways to protect the grid, both at substations and atabove ground lines in the system. Power companies take tree limb management seriously, and are now experimenting with a Hendrix cable system which has a wire that the power line is attached to. Problem is, weight and some older tim-ber poles have bent. The cost differential to putting power lines underground versus overhead is about 3:1. Substations very often were sited on cheap land that may now be mapped floodplain. It would be worthwhile to work with the power companies in your community to see if there are any substations at risk.

FEMA Town Hall – A surprising number of attendees stayed for this session over the dinner hour. FEMA islooking to redesign the NFIP and how they interact with their customers. They indicated everything is on the table, including covering other structures and basement contents, simplifying waiting periods, the $30K limit for ICC, and getting away from the one size fits all model. FEMA hopes to have alternatives out for official consid-eration by fall 2016. FEMA also wants to improve the community customer experience, and they plan to visit 7 communities over the next 6 months to gather ideas. So more to come on that as well.

Elected Officials Perspective – For me, a very interesting talk from the Director of the National Association ofCounties (NACo), who was also a local elected official earlier in her career. She talked about putting flood miti-gation in the form of “What happens if we don’t do this?”. Public officials want to look good and get re-elected. She also made the point to heartily support local elected officials who do the right thing and take the long view for their community. Support at church, in the neighborhood, wherever you can as the floodplain manager. Also she made an excellent point that where the floodplain manager sits in your organization matters – do they report to someone who reports to the mayor? Do they only get face time with the mayor when bad things happen? How can they develop trust with the elected official if they do not get consistent time in front of them? Work towards a shared vision of a whole community.

Neighborhood Level Mitigation – This was a presentation by the Director of the Center for Neighborhood Tech-nology (CNT) in Chicago on their RainReady program. This is a very innovative program to provide public out-reach and stormwater overland flow relief at individual homes. CNT estimates that 90% of the flooding issues in Chicago are outside of the mapped FEMA floodplains. CNT has been working in suburbs of Chicago to help communities suffering from predominantly stormwater runoff flooding to improve the situation for their resi-dents. They are looking to take their lessons learned national and were instrumental in getting funding in the 2017 appropriations bill for FEMA to conduct a national study of urban flooding.

HEC-RAS 2D modeling – There were a lot of sessions on 2 dimensional (2D) floodplain modeling, which is arecent new feature in HEC-RAS. This appears to be used in situations where flow paths are unclear or not easily defined, such as braided streams, complicated overflow routes, or dam break evaluations. The 2D model does not have the 1D bridge or culvert routines, so really meant for floodplains and overbanks. It has some neat capa-bilities, including the ability to mesh a 1D stream model with a 2D braided section or overbank model. The cells are built using LiDAR or terrain data, and you can manipulate the cells to better fit your situation – both in size and shape. The cells do not need to start wet and the bottom reflects the topography (not an averaged flat bot-tom). You do need to run the 2D model in unsteady state and will have manual cleanup of the floodplains at the end for pockets. There is still the development of the floodway challenge, and none of the models I saw have gone through to FEMA approval. One modeler was using the ‘balanced hydrograph approach’ developed by the Corps to develop their floodway, using two historical events as pattern hydrographs. A balanced hydrograph is one that has an equal exceedance probability for all possible critical durations.

Award - And on a final note – WAFSCM’s own Dave Fowler got the Jerry Louthain Distinguished ServiceAward, the highest award ASFPM gives to recognize individuals who, through their long-term efforts, have clearly influenced the work of the association. Kudos!

Description This is the field deployed version of the FEMA Emergency Management Institute (EMI) MI E273 course. This course

is designed to provide an organized training opportunity for local officials responsible for administering their local floodplain management ordinance. The course will focus on the NFIP and concepts of floodplain manage-

ment, maps and studies, ordinance administration, and the relationship between floodplain management and flood insurance.

Selection Criteria: Local officials responsible for administering local floodplain management ordinances, in-cluding but not limited to floodplain management administrators, building inspectors, code enforcement/zoning

officers, planners, city/county managers, attorneys, engineers, and public works officials. Federal/State/regional floodplain managers also are encouraged to attend. The course is designed for those officials with less

than 3 years of floodplain management experience.

Prerequisites:

Prior to the course, participants must complete the: FEMA Flood Insurance Rate Map (FIRM) tutorial (30 min).

14th Annual WAFSCM ConferenceNovember 9 - 11, 2016

Radisson La Crosse La Crosse, WI

The Wisconsin Association for Floodplain, Stormwater, and Coastal Management (WAFSCM) is holding its 14th Annual Conference on November 9 - 11 at the Radisson in La Crosse, Wisconsin. We’re excited about this year’s lineup of work-shops, speakers, and field tour. Professional Development Hours (PDHs) and Continuing Education Credits (CECs) can be earned at the workshops, main conference, and tour. Scholarship opportunities are available again this year.

The first day of the conference will include two workshops to choose from, a networking social hour followed by our even-ing reception and our usual game night with refreshments. For the workshops we will be offering a Community Rating Sys-tem Workshop and an Emergency Action Plan Guidebook Template Training. Thursday will be the main conference with plenary and concurrent sessions throughout the day. Friday we will lead a tour of Lock and Dam 7 and I-90 Dresbach Bridge.

As always, we anticipate a dynamic group of professionals coming to share their experience in a variety of water-related issues from all sectors: local government leaders, community administrators, planning agencies, public works departments, developers, consultants, environmental groups, state and federal agencies and students.

Schedule of Events - Wednesday, November 9

Workshops: Community Rating System Workshop with Lou Ann Patellaro, CFM an ISO / CRS Specialist. The Community Rating System (CRS) is a Federal Emergency Management Agency (FEMA) program, administered by the Insurance Ser-vices Office (ISO), Inc. that recognizes communities for their floodplain management activities that go above and beyond the minimum National Flood Insurance Program (NFIP) standards. The CRS assigns credit points for each floodplain management activity a community performs and then correlates those points to classes and flood insurance premium dis-counts for homeowners in that community.

This session will discuss the 2013 Coordinator’s Manual focusing on credit criteria and documentation needed for credit within the 400 Series. This session will also look at state laws and common practices that communities can take advantage of to maximize credits and community discounts. There will be discussion regarding impact adjustment maps, open space and how higher regulations within the Wisconsin State Building Code can work toward CRS credit points.

Emergency Action Plan Guidebook Template Training with Ter ry R. Zien, PE, CFM and Bonnie K. Greenleaf, PE, PMP will include 1-3 pm for workshop activities and 3-5 pm for open discussion with individual communities. This presentation will describe the process for developing an Emergency Action Plan (EAP) at the local level and the recom-mended features of a plan. It has been observed that many communities have outdated EAP’s or rely on general county-wide emergency plans. The purpose of this Silver Jackets pilot project is to provide a step by step set of instruc-tions to allow a small community or tribe to develop a flood emergency action plan (EAP).

Evening Reception: At the evening reception, you will have a chance to meet and learn from the exhibitors and join in continued networking opportunities in an informal setting over heavy appetizers (including gluten-free options). Food will be served from 5pm to 7pm with a cash bar from 5pm to 9pm. Come prepared to participate in game night, which continues until 9pm.

Schedule of Events - Thursday, November 10

This is the main day of the conference. The day star ts with a full breakfast and an ear ly morning business meeting with the WAFSCM Board. Following the breakfast/business meeting are: Welcome Plenary session, concurrent breakout sessions, lunch with awards event and plenary speaker and closing plenary session. Door prize give-aways are the last part of the regular-ly scheduled day. Registration for the full-day conference includes a 2017 WAFSCM membership.

Schedule of Events - Friday, November 11

We will lead a tour of Lock and Dam 7 and the I-90 Dresbach Bridge. The Lock and Dam includes the lock, a dam with moveable gates, and a dike system that includes the Onalaska Dam. Originally, the Corps of Engineers completed the facility in 1935 as part of the overall 9-foot channel project. In 1989, after more than 60 years of service, the Corps under-took a major rehabilitation effort to replace much of the operating equipment and to construct a new con-trol building to provide reliable service to navigation customers well into the future.

The I-90 bridge over the Mississippi River is a heav-ily used commuter route for travelers in the La Crosse/La Crescent region. The primary purpose of the project is to provide a new structurally sound I-90 river crossing bridge that meets current structural and geometric standards on an important regional river crossing, and to provide a reconstructed interchange that improves traffic safety, capacity and access on and between Highway 61/14 and I-90. In addition to the highway issues being addressed, the project faces many competing interests of varying sensitivity, including lock and dam access, Traveler Information Center/Rest Area access, river user access, US Fish and Wildlife Refuge, environmentally sensi-tive bluffs, railroad corridor, proximity to the airport and river navigation channel, and the Mississippi River Bicycle Trail.

From Dresbach Bridge Project Facebook page: Traffic to begin using both new I-90 Mississippi River crossings at Dresbach: Beginning Aug. 11th, westbound I-90 motorists will use the westbound bridge and eastbound I-90 motorists will use the eastbound bridge. Traffic in both directions will re-main single lane across the Mississippi River to allow construction crews to continue working on the median areas on both sides of the bridge.

A more detailed conference schedule with speaker session topics will be available in early September and will be posted online.

We will not be hosting the CFM exam during the conference since it is being held earlier in the year on September 23rd (see relat-

Conference Scholarships WAFSCM is pleased to announce that they will be awarding scholarships for attendance at the 2016 Conference. Scholar-ships will include conference registration and lodging for November 9th and 10th. Recipients will be responsible for their own travel and per diem costs. Any current member of WAFSCM or non-member local government official is eligible to apply. There is also a scholarship available for students. Additional information is provided in this newsletter and on the WAFSCM website.

Awards WAFSCM is currently accepting nominations for awards to be presented at the 2016 conference. More information on awards is provided in this newsletter and on the WAFSCM website.

WAFSCM is pleased to once again announce that they will be awarding scholarships for attending the 2016 Annual Conference. Any current member of WAFSCM or non-member local government official is eligible to apply. Additional information is provided in this newsletter and on the WAFSCM website.

The scholarships will include conference registration (including a workshop, Wednesday reception, full-day Thursday conference, and Friday field tour) and lodging for November 9 and 10. Scholarship recipients are responsible for their own travel and per diem costs, and any hotel costs in excess of the conference hotel rates.

Criteria that may be considered in selection of scholarship recipients include: Whether the applicant is a Certified Floodplain Manager Past participation in WAFSCM Commitment to participate in WAFSCM activities (committees, conference, workshops, etc.) Other criteria to be determined

There are also scholarships available for current students to attend the full-day conference on Thursday, November 10th. A student scholarship includes registration, break refreshments and lunch. Lodging, travel costs or other expenses are not included.

If selected to receive a scholarship, you will be required to write an article for the next WAFSCM newslet-ter, Water Matters, about your experiences attending the conference, or another appropriate subject matter relating to floodplain, stormwater or coastal management. Local government officials or representatives are strongly encouraged to apply!

The WAFSCM Scholarship Application Forms are on pages 13 and 14 for members or non-member local government officials, and pages 15 and 16 for students. Forms should be completed and submitted by Monday, September 16, 2016.
