Spring Leadership Meeting in Louisville
o Priority #1 – Payback building line of credit for $1.3M
o Priority #2 – Branding of SAR events. Future correspondence should feature the Patriot Statue at National
Headquarters. All youth contests should precede their name with SAR. All awards should precede their names with
SAR.
o Priority #3 – Digitization of records and supporting documents. A system similar to the DAR is being envisioned.
National Congress in Boston
o The Headquarters building completion will be based on fundraising success.
o Dues will not be increased for 2017.
o The CAR application fee was repealed for ages less than 18 for members that provide CAR Good Standing Certificates.

New Business
Finance Committee Proposal
o Finance committee requested feedback on two fundraising ideas intended to grow the Endowment Trust to help with
budgeting issues of the Indiana SAR.
o Idea #1: Annual collectable pin. The purpose is to engage our members and make sure the pins are limited
collectables. The HoD feedback expressed general enthusiasm and asked for an implementation plan.
o Idea #2: Traditional fundraiser with pledge donations. HoD feedback was expressed with a general request to
consider a fundraiser mechanism designed around an Indiana Historical Model.
Bylaws Proposal (IRS Language) – Submitted by the Duneland Chapter.
o The IRS requires specific language in nonprofit bylaws that address the dissolving of any non-profit.
o Proposed Bylaw 3, Section 6:
If any chapter in the Indiana SAR is dissolved, any and all assets shall be transferred to and become the property of INSSAR, Indiana Society Sons of the American Revolution. If the INSSAR refuses or is unable to accept the assets, another charitable organization specified by the officers of the dissolving Indiana SAR Chapter, but in no event shall any asset be distributed to any person other than a charitable organization under section 501 (C) (3) of the Internal Revenue Code.
o Finance committee requested to check chapter bylaws and ensure chapters have statements that specify the donation
of property at dissolution. The presentation by the committee meets the requirements for bylaws changes at the
Annual Meeting.
Bylaws Proposal (Policies)
o Review of current bylaws reveal we are not compliant with IRS and Sarbanes-Oxley requirements such as Conflict of
Interest, Whistleblower, document destruction and other policies.
o A new bylaw was requested that authorized the generation of a policy “book.”
o The initial language provided at this meeting meets the requirements for bylaws changes at the Annual Meeting. The
Chancellor will review the language and make any needed revisions to ensure they allow for creation, suspension and
deletion.
o The President and Executive Committee will generate initial documents for interim operation until a bylaw is adopted.
Treasurer Bonding
o Bylaw 8, Section 5 of the Indiana SAR bylaws requires a posted bond. Treasurer Horn has verified we have not posted
a bond and are not in compliance.
o A motion was made by William Sharp to create an internal policy for financial control. The policy should include three
HoD directives: First, Indiana SAR checks above $1,500 or above would only be valid if it contains two authorized
signatures. Second, the State Assistant Treasurer is designated as the second signature. Third, the State Assistant
Treasurer should sign a monthly financial reconciliation statement to provide a degree of independence.
o The motion was accepted and Secretary Jones was directed to create a draft policy.

Indiana SAR Records
o The Indiana State Library would like to copy early Indiana SAR records.
o President Eells authorized Mark Kreps to work with the library on this matter.
Family History and Genealogy Conference
o Rod Sherard reported he staffed the Genealogy conference by himself when it was held in Indianapolis. He had two
other volunteers, but one of them became ill.
o Rod reported that he gave handouts to about 25 people that were either local, state wide or from out of state. He
also talked to former SAR members who expressed interest in rejoining, along with members of the Indiana African
American Genealogy Group where were interested in eligibility requirements.

The IRS requires specific language in nonprofit bylaws that addresses the dissolving of any non-profit. I would like to
see the Indiana SAR Adopt the following language in its bylaws:

2. Review of Bylaws Change: SAR Policies
Bylaws proposal – Language about creating a policies manual, items can include Conflict of Interest, Whistleblower,

A review of our current bylaws reveal that we are not up to date with IRS and Sarbanes-Oxley requirements like Conflict
of Interest, Whistleblower, document destruction and other important policies. These could have major impact on us
should there be any audits or other investigations. It is not common to make all these types of policies in the bylaws,
rather a policy book is created. The Indiana SAR should create a bylaw authorizing the creation of these policies.
1. Renumber bylaw 28 Amendments to Bylaw 29.
2. Creation of new bylaw 28: Creation of Policies
“The Indiana Society of the Sons of the American Revolution may, from time to time, adopt policies that
supplement these Bylaws. Policies shall only be used in order to: comply with National Society directives, comply
with applicable state and federal laws, further effectuate the stated purpose of the Society, or provide for the Society
where amending these Bylaws is otherwise impractical. Any policies so adopted, shall have the force and effect as
Bylaws, but may be terminated by a two-thirds (2/3) vote at any meeting of the House of Delegates. Polices can be
adopted by two (2) means:
1) by normal adoption, whereby a policy may be placed into consideration by the Executive committee,
or from the floor at a meeting of the House of Delegates. A policy so placed into consideration may be
ratified by the House of Delegates in the same manner as any resolution, and shall be effective and
binding upon passage, or
2) by emergency adoption, at any meeting of the Executive Committee where it is deemed that an
emergency exists, and a policy is necessary to address the emergency. Then in the sole judgment of
the president of the Indiana Society of the Sons of the American Revolution, an emergency policy may
be adopted. Any policy adopted by emergency adoption shall cease upon the next regular meeting of
the House of Delegates; however, the House of Delegates can ratify an emergency policy by the above
described normal adoption vote. “

Bylaws Proposal: - Suggest changes to Bylaw 8 at the Annual meeting in April (Additions underlined, removals

Treasurer and Assistant Treasurer
Section 1. The Treasurer shall receive all funds for the Society, and he shall disburse all funds by check, upon receipt of a
Request/Authorization Form from the President Secretary. Expenses approved as part of the annual budget can be paid
directly by the Treasurer without any additional authorization. Expenses exceeding the budget require Approval by the
President and an Authorization form provided.
4. New Youth Protection Program
National SAR Youth Protection Program
The National SAR is developing program that centers around protecting you. Currently the legal folks are looking into a
system for background checks. In the meantime, the SAR and the Boy Scouts are working together on youth protection
training. The proposal is for SAR members that work around youth to complete the Boy Scouts Youth Protection Online
Course (Free) every two years - https://my.scouting.org/ . This program’s description includes:
Youth Protection training is designed to help you keep our youth safe from abuse. You will learn the Boy Scouts of America's Youth Protection Guidelines, signs of abuse, and how to report suspected abuse. After each section of material, you will answer questions about that section's topic. This course must be completed to earn the "Trained" emblem. Completion is noted automatically in the BSA training records database if the module is experienced online. Estimated time to complete: 40 minutes. It is important that the Indiana SAR stay current with the direction of the National SAR in order to minimize risk
exposures and protect the youth we interact with. Additional information will be released from National SAR as the
program becomes formalized.

Historian Report
Some chapters and members of the IN SAR have participated in Bicentennial Legacy projects throughout the
state. After Dec. 11, 2016 please report to me if you or your chapter have participated in those events or torch
relay. I will then in turn report those activities to Perry Hammond the Bicentennial Director. These activities can
be included in a report and published and be a historical record for those individuals living in Indiana and future
commemorations.
National Trustee Report
Placed a wreath on behalf of the Indiana Society at the Blue Licks Memorial Service, Blue Licks, KY, 20 Aug.
Participated in the Grave Marking in the Hodge Cemetery of Patriot Willard Church, Hartland, MI, 18 Sep.
Will attend Battle Days at Point Pleasant, WV, and place wreath at Battle Monument for Anthony Halberstadt Chapter, Indiana
Society, 8-9 Oct.
Attended SAR Fall Leadership: Sep 29 to 1 Oct
Indiana Society Members present at the Fall Leadership Meeting in Louisville were Bill Sharp (Trustee) T. Rex Legler, Roger
Barnhart, Robert Cunningham and Wayne Eells (Indiana Society President).
Presentations were made on the following:
1. The IT Chairman says work is being done on the Donor Module now as well as the Member Reconciliation project.
The Patriot Index and Graves Module will begin next year.
2. The electrical panel is complete and supplying power to the building.
3. The FY17 operating budget was presented. Because of the Brexit the value of the British Pound with respect to the
Dollar has changed in such a way that if the King's College Scholar fee is paid this fall, there will be a savings of
about $6000 with respect to the $38600 fee due in the spring. The Trustees authorized paying it.
4. Director of Finance determined that there is $107000 available from the Alexander Hamilton fund to be used for IT
enhancements. There is $20000 available from the Building and Outreach Education fund to be used for security

upgrades and outreach equipment. The budget also has the funds to pay for a new hire in the Genealogy Department.
Budget was approved by Trustees
5. A motion to fund the cost of designing a plan for build out a portion of the1st floor was defeated and referred back to
the Foundation Board.
Other matters
1. A report of the Digitization of the SAR records, particularly the Applications and Supporting documents was given.
There are still continuing discussions with Family Search regarding their proposal to partner with the National SAR to
accomplish this.
2. Progress was reported on the SAR Implementation committee report (Spring 2016 Trustees Meeting) of the priority of
actions for the future.
a. $25000 in 2017 Budget to continue to pay down debt.
b. Begin the digitization program; creating a Genealogical Research System (GRS). Discussions are continuing
with Family Search who submitted a proposal to do this. The Genealogist General presented an analysis of
the DAR GRS compared with the SAR approach. The Trustees voted to continue discussions with Family
Search on this matter. The principal concerns are:
i. Protection of privacy
ii. There are no requirements for the quality of the electronic images SAR is to receive.
iii. Protection for SAR’s property rights
iv. Protection for its future revenue from the sale of record copies and applications is inadequate.
v. A limited number of staff members were involved. The Genealogy Committee, the Genealogist
General and general officers with knowledge of the requirements must be involved from this point
forward.
vi. Removal of duplicate documentation from the files prior to scanning. This was not part of the
proposal, but is a serious error in planning. When a person orders documentation, SAR delivers all
documents associated
c. Build out the 2nd floor when funds become available ($1M to 1.3M). No progress.
d. At the Congress the Trustees approved the build out the 1st floor (the interpretative gallery for outreach
education designed by Solid Light) when funds become available ($7,751,000). Solid Light has offered a
donation in time (equivalent to about $500,000) to design their plan. This donation was accepted by the
Trustees.
3. A motion to implement the electronic Membership application via the web by 1 Jan 2017 was defeated. Paper as well
as electronic applications are still being accepted. Some Compatriots along with some State and Chapter Registrars are
using the electronic system now.
4. Future congresses are Knoxville, TN in 2017 (need to reserve rooms now at the Downtown Holiday Inn); Houston,

The John Hay Chapter in Salem met August 18. Fourteen people attended the meeting. Roll call was by the person’s name and
ancestor and introduction of any guest. Vice-President Mark Owens led the Pledge of Allegiance and the S.A.R. pledge. John
Sheets blessed the food. The program was the Revolutionary War Era by Mark Owens. The minutes and business session led
by President Allan Martin. Myron Short had the Financial Report. The 2016 meeting dates are Feb 25, June 16, Aug 18 and
Oct. 20th. These awards for the future include Salem Assistant Chief of Police, Ronnie Mays for Law Enforcement; Police
Detective Brian Ratts; Jim Strange with the Washington County Sherriff's Department. Also EMT award for Troy Nicholsen of
the Washington County Ambulance Service and Charles R. Williams for the Bronze Good Citizenship Award. 300 copies of
the constitution are to be passed out to in East Washington School. Third District Vice-President presented the chapter with
their Partners in Patriotism Certificate from the George Rogers Clark National SAR Ceremony. (Report by Allan Martin)

The Clifty Creek Chapter in Hanover had two meetings this quarter. The first was July 5th with 18 members and 7 guests
present. The program was by Compatriot Moore on South Carolina Battle Fields of the Rev. War. On September 6th, the
chapter met with 22 members present and 7 guests. The program was by Compatriot Manning on SAR Medals and the proper
way to display them. The Heroism Medal was awarded to Josh Walston. A Supplemental Star to Compatriot Robin
Henderson. The Reinstated Membership to Compatriot Steve Thomas. The Military Service Medals awarded to Compatriots
Mike Moore, Ken Cull, Robert Henderson, Don Carmichale and Gary Ashby. Two reinstatements for membership are being
pursued and 4 new members are being pursued. Two Flag Certificates were awarded, one to Kiwanis Inter. for the Veterans
Memorial in Springdale cemetery ( at their meeting July 7th.) and to Jim Wright at his house August 15th. The chapter website
was updated this quarter. The Color Guard activity was completed at the Grave marking ceremony for Patriot William Elston
Collings at Pigeon Roost Memorial Cemetery by Lynn Lamb, Ed Cozart, and Eddie Cozart. Other Activities included
Compatriots Don Perkins, Paul Konkle, Mike Moore and Allen Manning raising the flag at Nevill's Grove Old Settler's

The Daniel Guthrie Chapter held one meeting August 16th. 22 members attended with 5 guests. The Program presented was by
President Rev. Neal Hartzell on singing of Revolutionary War Era Songs. The Chapter received the Flag Streamer form the
George Rogers Clark SAR National Ceremony along with the Partners in Patriotism National Certificate. Compatriot Ed
Hitchcock received his first Grave Marking Medal and Certificate. There are 4 applications for membership at National, 9
applications for new membership and 9 Supplements being prepared. The next meeting to be November 15th in Bedford.
Several officers attended the 2016 House of Delegates meeting in Terra Haute. Three reinstatements to membership are being
sought. A Flag Certificate was presented to Southern Monroe County Water Corporation on August 9th. The web site was
reviewed and updated. Color Guard Activities: July 204 at the Indianapolis Symphony on the Prairie at Conner Prairie. On July
4th at the Bloomington Parade. On July 5th at the Shoals Catfish Parade. It was rain delayed from the 4th to the 5th. August
13th at the Gosport Lazy Days Parade. On August 14th at Grave Marking of Patriot James Bryant at the Laurimore Cemetery
in Spencer. On August 19th, Compatriots Colonel T. Rex Legler II, Retired Major Ronald Knight, Retired SFC James C
Arnold, observed the 50th Anniversary of the Vietnam War on the lawn of the Monroe County Courthouse. On Sep. 5th at
Paragon Homecoming Parade. On Sep. 10& 11th at the 25th Columbus Scottish Festival. On Sep. 11th, wreaths were laid at
the Pigeon Roost Memorial Cemetery south of Scottsburg. On Sep. 18th A Grave Marking of Patriot John Henderson was
made at the Crawford Cemetery in Bedford. On Sep. 20th, The Daniel Guthrie Chapter had the honor of presenting the Colors
for the 200th Indiana Bicentennial Ceremony for the Torch Relay that passed through Ellettsville. On Sep. 24th the Color
Guard marched in the Persimmon Festival Parade in Mitchell. Most of the time there are more chapters involved in the Color

The David Benton Chapter had one meeting this quarter on August 11th. There were 9 members and 2 visitors in attendance.
Tim Hamblen, a possible new member was introduced. Compatriot Larry Decker of the Guthrie Chapter presented the program
on Afghanistan Facts, with his photos and display of items from there. Compatriot John Sheets received the 15 Year
Membership Certificate for his service. A Flag Retiring Service was held at the Scottsburg Fire Department by the local Boy
Scouts, firemen, and the Scottsburg DAR and the David Benton SAR. Compatriot Ed Hitchcock attended the Shoals Catfish
Festival July 4th (July 5th due to rain). Ed also attended the Loogootee Parade. Compatriots Jerry Brown, Jim Harvey, John
Sheets and Ed Hitchcock all attended the Terra Haute House of Delegates meeting. On Sep. 10 & 11th, Compatriots Jim
Harvey, John Sheets and Ed Hitchcock participated with the Color Guard at the Columbus Scottish Festival September 11 &
12th. Compatriot John Sheets and Darrell Scifres attended the wreath placing at the Pigeon Roost Memorial south of
Scottsburg on Sep. 11th. Compatriots Jim Harvey John Sheets, Ed Hitchcock and Jerry Brown attended the Grave Marking of

Audit
The electronic books of the current Treasurer and the past Treasurer were destroyed due to a recent hacking attack on the
current Treasurer's computer. All records examined were in hard copy.
The books of the Indiana Society Treasurer were examined on 6 Oct 2016. These were the books of the current Treasurer from
the time he took office in early April 2016. They were found to be in order for both the deposit forms and Request for Deposit
form. The Request for Payment form for each payment or the anticipated billing listed in the 2016-17 budget were available for
all but 3 checks.
ACTION: The Request for Payment form obtainable from the Secretary by submission of expense to the Secretary needs to be
present for any incurred expense which is not listed in the budget or exceeds the budget.
The financial transactions done by the last Treasurer from the time of the last Audit (which could not be found in the minutes
dating back to 2012) to the end of his term at end of March 2016 had all been tossed into a couple of boxes with no rhyme or
reason to their order and given as such to the new Treasurer.
ACTION: These records need to be sorted thru and organized as to deposit and request for payment. Then they need to be
audited, certainly for the year 2015 to April 2016 and perhaps earlier.

The number of INSSAR chapters participating in Americanism and Flag Recognition program is decreasing and participation thru this Quarter is low. The presentation of a Flag Certificate is one of least involved chapter requirements in regards to costs, effort and time.

I recently purchased seventeen (17) certificates, one per chapter. If a chapter is unable to present a certificate for whatever
reason(s), please contact me with recipient information, location and contact information, I will make every effort to assist on
behalf of a chapter.
Children of the American Recognition
The C.A.R. year is now in full swing. The local societies have their programs for the year and they will be having their
monthly meetings. Now would be a great time to find out where the nearest local society is and ask them if you can join
them in a meeting. Another great idea would to invite the society to you Chapter meeting to find out what they are doing.
Remember these young people are the future of DAR and S.A.R. and we show interest in them they will more likely become
active members later on in life.
As always if any of you have questions about getting someone involved with C.A.R. please contact me and I would be glad
to help in getting you the information you need and getting the papers going in the right direction.
Boys State
The 2017 Boys' State information has not been published until October or November 2016. I will be getting in touch with the
American Legion Indiana State Commander (A friend) and see when I can get the information.

Eagle Scout
Now is the time to start looking for your chapter entrants for the state contest. I am also seeking a volunteer or 2 to help judge
the state contest.
Since January, we have recognized 12 new Eagle Scouts with an SAR Eagle Scout packet. Each packet contains the SAR Eagle
Scout certificate of recognition, a letter of congratulations with information on the SAR Eagle Scout Scholarship program, and
a brochure with information on each of the SAR youth programs.
I am not seeking any reimbursement for expenses that have been incurred in creating and mailing recognition packets to new
Eagle Scouts throughout the year.

Ladies Auxiliary
The INLASAR meets during the quarterly meetings of the INSSAR for a short business meeting and a program. Our meeting
dates are set by INSSAR. In addition, the members of the Ladies Auxiliary may also attend the meetings and events of the
National Society Ladies Auxiliary that are held during the National SAR Congress.
Normally, I compose an e-mail letter to the women of the Ladies Auxiliary a week or so prior to the quarterly meetings of the
INSSAR to update them regarding important subjects to be covered during our up-coming business meeting, the name/topic of
our meeting program, a reminder regarding our $5.00 annual dues and whether or not there will be any special arrangements,
e.g., car pools or fees, related to our meeting or our program.
The usual expenses of the Auxiliary are annual dues of $5.00, honorariums for program speakers (on the rare occasions when
we have a speaker who charges us a fee) and reimbursement for postage or other incidental operating expenses of the Ladies
Auxiliary.
All spouses and female family members of the compatriots of the INSSAR are eligible, invited and welcomed to become
members of the INLASAR upon payment of dues. We covet their participation, and as of 30 July 2016, our current
membership was 59 members.
Attendance at Meetings: Averages 8-12 women.
The INLASAR brings their enthusiasm and interest to INSSAR meetings, programs and events. In addition, many of the active
members of INLASAR are re-enactors who support the INSSAR Color Guard by participating with them in parades, grave
markings, SAR meetings and at other patriotic events.

As of this date I have 112 Compatriot Veterans that belong to Indiana SAR on my master lists of these 18 are WWII, 9 are
Korean War/Korean Defense and 20 are Vietnam. We run the gauntlet from WWII thru Afghanistan. I will have the Master
Lists with me at this meeting if you would like to check on your chapter members.
Earlier this year National requested that I do a check on WWII Veterans of Indiana SAR to find out how many where still alive
and paying dues. We did have some changes that was made to the National Veterans Recognition Committee. It is important
that you know who in your chapters are veterans and to keep me advised as to their status in the SAR.

Wreaths Across America
This December 10th
, 2016 at Noon at all National Cemeteries the Green Wreaths with Red Ribbons will be placed on all the
Headstones by volunteers. Last year we had a great turn out at the Indiana Veterans National Cemetery in Madison, Indiana.
There was enough Wreaths to place on every Grave last year and I expect that we will again this year. If your chapter
participates in placing of the Wreaths you can submit this as a Partners in Patriotism Event.

Veterans still with the SAR."
