    EDITORIAL

    IFFO members need to be sure they are getting value for money for example wespend a lot of time and effort (and travel costs) defending the industrys reputationagainst negative, mostly unfair, criticism. You may have seen media reports queryingwhy fish is allowed to be caught for fishmeal and fish oil instead of being directly usedas human food, or suggesting that we are an irresponsible industry guilty of over-fishing.

    We could just ignore the critics, but then the public are more likely to believe thesenegative stories. Worse still the policy-makers in government could assume we hadsomething to hide and might bring in more restrictive laws and regulations. This iswhy IFFO has strong backing from the board of directors for our policy of puttingforward scientific facts and figures (not propaganda like our critics) to defend theindustrys reputation whether in conferences or publications. I believe we have aresponsibility to do this, not least in order to protect the livelihood and jobs of ourmember companies.

    In the next few issues of Update, we plan to take the most common criticisms one byone and using Qs and As uncover the truth. It may also help members to understandthese issues better so that you can then stand up to the critics yourselves with moreconfidence.

    US JOINT CHIEFS CHAIR RECOGNIZES OMEGA-3S

    Admiral Mike Mullen, Chairman of the US Joint Chiefs of Staff, wrote aneditorial in Military Medicine that highlighted omega-3s as an example of

    ways to improve the fitness of US military forces. The editorial urgedscientists to research tools that provide the US military with better waysto improve "total force fitness," which he described as providing bothmental and physical benefits.

    The statement by the US military's top commander is asignificant step forward in changing perceptions of howmental health is addressed in soldiers. Adm. Mullen wrote,"Even if one still believes that success in war is all aboutboots on the ground, one has to concede that beingconcerned about the state of a soldier's mind is just asimportant as the state of his or her weapons system."

    Importantly, omega-3s were the ONLY tool he cited, nutritional or otherwise, as

    having potential in improving total force fitness, writing "The emerging science behindthe positive effects of omega-3 fatty acids on mood indicate that diet is not simply amatter of maintaining ideal body weight." This is not to say that other tools do not

    EU CHIEF RAISES COD QUOTA,WARNS ON HERRING

    Fishermen in the Baltic Sea should beallowed to haul in more cod next year butherring populations are in peril andquotas should be cut by nearly a third,said European fisheries commissionerMaria Damanaki.

    The western Balticherring stock hasreached record lowsdue to high fishingpressure and slowreproduction in recentyears, say EUscientists.

    "We will need to make serious reductions infishing pressure to ensure sustainablemanagement of these important stocks,"Damanaki said in a statement.

    Her team at the European Commission proposed

    a 30% cut to the quota for the Baltic's westernherring fishery to 15,884 tonnes in 2011 and a28% cut for the central herring fishery to 91,640tonnes.

    European fisheries ministers will discuss theproposal and decide quotas at a meeting inOctober.

    By contrast, cod is reproducing well in the Balticand has benefited from recent conservationmeasures.

    The quota for eastern Baltic cod should be raised

    15% to 58,957 tonnes in 2011, and that forwestern Baltic cod should be raised by 6% to

    18,800 tonnes, the Commission said.

    The main Baltic salmon fishery is suffering fromlow survival of juveniles at sea, and quotas shouldtherefore be cut 15% to 250,109 tonnes.

    PERUVIAN AQUACULTUREINDUSTRY CONTINUES TOGROW

    The aquaculture industry has beengrowing at a rate of 14 per cent annuallyover the last six years, establishing itselfas one of the main productive activitieswhich consequently employs a vastmajority of people throughout the country,

    said the Deputy Minister of Fisheries,Maria Isabel Talledo.

    "Aquaculture is becoming an industry of greatimportance. In 2009, just over 44,000 metrictonnes was harvested, of which 16,000 tonneswere scallops," she said.

    Meanwhile, there were approximately 13,000tonnes of trout being farmed and a further 1,000tonnes of tilapia were harvested.

    "Last year, the total volume of farmed fish beingsold in domestic markets was 16,000 tonnes, ofwhich trout represented 74 per cent of that figure.On the other hand, shrimp was the most exportedproduct," said Tallo.

    The Vice Minister stressed that this data showsthat Peruvian aquaculture is growing at anastonishing rate, reports the news agency Andina.

    Meanwhile, the chairman of the Association ofExporters' (ADEX) Fisheries and AquacultureCommittee, Henry Quiroz, said the centralgovernment and the private sector seek to position

    Peru as one of the main countries which isproviding fish through aquaculture.

    "Population growth, new technologies,globalization and the extraordinary businessconditions are all a sufficient incentive to aim forlarger and more demanding markets, so we canopen new market boundaries which have onlybeen accessible to first world countries," he said.

    Quiroz also believes that government measurestaken in recent years to encourage increaseddomestic aquaculture have helped.

    In total, Peru exported USD 125 million worth ofaquaculture products last year, and Quirozestimates that the aquaculture market will grow bya further 15 per cent this year, which will increasethe total income to USD 155 million.

    DASY TO INVEST 20 MILLIONIN NEW FISH MEAL PLANT

    Spanish pet food and fish feedmanufacturer Dasy Organizacin is toinvest more than 20 million in building anew plant for production of fishmeal foranimal feed in Osuna, Andalusia, Spain.

    The firm, owned by agribusiness PGGgroup plans to invest an additional 20 million inits rendering plant which is in operation for eightyears now, bringing total investment in facilitiesamount to 40 million.

    Dasy president, Jos Mara Gimeno, said the newplant will create 200 new jobs, which will join the200 jobs already in the locality. Osuna willprocess chicken meal for animal feed and supplyfeed to its fish farms.

    "We will rearrange our activities. The Barcelonaplant will produce for Spain, France, Germanyand Italy while almost 100% of the Osunaproduction plant will be dedicated for export toChina and Southeast Asian countries such asVietnam, Thailand or Malaysia, "said Gimeno.

    "We're talking about 30 or 40 containers per week

    that will go through Cadiz and Algeciras", statedthe company president.

    New strategy

    PGG's new strategy has also providedcommercial reorganization. The headquarters ofDasy Organizacin has moved to Andalusia andthe company will channel the internationalizationof the group.

    The firm already has two fishmeal plants inColombia and is developing two other projects inVenezuela and Morocco.

    The group, which employs about 300 workers intotal at different production sites, has a turnoverof about 70 million, of which the Andalusianbusiness contributes 20 million.

    "With these investments, you probably increaseturnover between 40 and 50 million just inAndalusia," Gimeno adds.

    Mad cow crisisAs rendering operation, Dasy began operationsin 2002 with the mad cow crisis, when thegovernment of Andaluca awarded the companythe sole service of collection, transportation anddestruction of animals.

    concession. "But in2009 it had to dealwith the public

    company, Tragsega, a Tragsa subsidiary, whichlacks the ability to carry out the service and thecollection system," Gimeno said.

    Gimeno called the government to ensure theprovision of the service for at least ten years tobe able to undertake the investment plan with

    some guarantees.

    than ten years it is impossible to earn a return onan investment of twenty million euros," he said.

    PROJECTED INCREASE IN

    SALMON PRODUCTION FOR2011

    Numerous important companies related tosalmon farming in the country, haveplanned to increase production by 20 percent for next year, leaving behind thecrisis caused by the infectious salmonanemia (ISA) virus.

    So far, AquaChile ranks first, with an estimatedproduction of 50,000 tonnes for 2010 and 60,000tonnes for 2011. Compared to 2006, when thefirm produced 100,000 tonnes of salmon.

    Ranked further behind is Mainstream Chile, with34,900 tonnes of projected salmon production for2010 (7,500 tonnes of Atlantic salmon, 15,400tonnes of coho and 12,000 tonnes of trout), withproduction set to increase to 44,500 tonnes nextyear, according to Estrategia.

    Meanwhile, Norwegian company Marine Harvestexpects to produce around 9,000 tonnes of

    salmon this year, but aims to triple this figure by2012, with around 28,000 tonnes.

    For its part, Camanchaca S.A. plans to open upto 25 per cent of its stock ownership in order toincrease production of salmon.

    Invertec Pesquera Mar de Chilo (Invermar)expects to close 2010 with a total production of11,000 tonnes, and duplicate it in 2011 with23,000 tonnes. By 2016, its goal is to exceed40,000 tonnes.

    Multiexport Foods have projected their production

    at 14,000 tonnes of Atlantic salmon and 13,000tonnes of trout this year.

    Pesquera Itata S.A. expects to end 2010 with13,000 tonnes of Atlantic salmon and 1,000tonnes of trout. In 2011 they foresee a decreasein salmon at 11,000 tonnes, but a three-foldincrease in trout by producing 3,000 tonnes of thespecies, and from 2012 onwards, they expecttotal production to reach 25,000 tonnes.

    Granja Marina Tornagaleones plans to produce13,000 tonnes of salmon this year and almostdouble it by next year to 23,000 tonnes, whilst theplan for Cultivos Yadrn for 2010 is to cultivatesome 2,000 tonnes, and in 2020 around 27,000tonnes.

    Finally, Pesquera El Golfo expects to produceroughly 20,000 tonnes of salmon, 14,000 tonnesof trout and 6,500 tonnes of Atlantic salmon by2012.

    In July, the president of the Association of theChilean Salmon Industry A.G. (SalmonChile),

    Cesar Barros, said that there was a strongconsensus among members of the salmonindustry with regards to the recovery of thesector.

    Many believed that the salmon industry willrecover in about five years after the crisis facedby the appearance of the ISA outbreaks in 2007.

    "That is the estimated date. Which is theconsensual view on the industry, but it alsodepends on how new each company is, as thereare some that will recover earlier than others,"Barros said.

    LEROY SEAFOOD BUYS 50PCOF SJTROLL HAVBRUK

    Leading salmon business Lery SeafoodGroup ASA (LSG) has agreed to purchase50.71 per cent of BioMar AS's shares inNorwegian fry/smolt producer andfarmerSjtroll Havbruk AS.

    Sjtrolls yearly forecast for 2011 consists of26,000 tonnes gutted weight of salmon and

    salmon trout. Sjtroll runs itsaquaculture operations with 25salmon and salmon trout-farminglicences.

    The company has a 27.5 per centshareholding in the breeding company

    SalmoBreed AS and employs some 250 workers.Shares are being purchased for NOK 540 million(EUR 68.1 million), equivalent to an enterprise

    value at August of NOK1,298 million (EUR 163.6million) on a 100 per centbasis. While NOK 408.5million (EUR 51.5 million) ofthe cost of the shares isbeing paid in cash, the restis being paid in the form of 1

    million shares in LSG at a price of NOK 131.5(EUR 16.6) each.

    Since taking an ownership interest in Sjtroll aspart of a refinancing effort in 2004, BioMar hasinvested NOK 313 million (EUR 39.4 million) andreceived total dividends of NOK 65 million (EUR8.2 million).

    Jens Bjerg Srensen, president of Danish holdingcompany Schouw & Co and chairman of BioMar,has voiced contentment with the divestment.

    "We've achieved a good return on our investment,and we see Lery as a good future owner of

    Sjtroll. BioMar supplies most of the feed used bySjtroll, and the current feed contract willcontinue unchanged," he said.

    "BioMar and Lery have a long-standing businessrelationship, and I expect the good relations tocontinue. Initially, the proceeds from thedivestment will be used to optimise the capitalstructure and reduce the debt in Schouw & Co,

    but we would also like to continue increasing theinvestments in our businesses, both in BioMar

    and the otherbusinesses of ourgroup," he added.

    The transaction is totake place in mid-November 2010 and

    is fully financed.Once the purchaseis complete, LSG willrun salmon ands a l m o n t r o u tproduction from 130licenses in Norwayplus notable production in Scotland. Further, thegroup possesses its own roe production andsatisfactorily meets demand for high-quality smolt.

    The Board of Directors and the management ofLSG are both extremely satisfied with what has

    been achieved by the agreement that has beenentered into, and they look forward to furtherdeveloping Sjtroll Havbruk AS together with thecompany's shareholders, management andemployees, LSG said in a statement.

    LSGs central activities in the areas of aquaculture,processing, sales and distribution will benefit fromnoteworthy synergies as a result of the buy-out.

    GRUPO ROMERO BUYS FISHINGCOMPANY FOR US$45 MILLIONSECURING AT LEAST 20THOUSAND MT OF ANCHOVY

    Last week Pesquera Centinela of GrupoRomero-Falcone closed the purchase ofInversiones Alamare SAC, for US$45million, as a way of increasing their quotaof anchovy fishing in the country and toconsolidate its presence in the market.

    The capacity of these fishing vessels, which is

    around 20 thousand metric tonnes, is for the northand central regions.

    The Grupo Romero is a relatively new player in thefishing industry, having entered the sector during2008. The focus of this group, as reiterated onmany occasions by Dionisio Romero Paoletti, theGroup President, is to have a greater presence indirect human consumption and is known for itsproject of marketing fish in the mountainous

    regions of the country through Pesquera Giuliana.

    FAO PROPOSES GLOBALG U I D E L I N E S F O RAQUACULTURE CERTIFICATION

    The first global guidelines for aquaculturecertification were adopted by the Sub-committee on Aquaculture and will be

    presented to the Committee on Fisheries in2011 for approval, the UN Food andAgriculture Organization (FAO) said.

    The guidelines are related to animalhealth, food safety, the environmentand socio-economic issues relatingto aquaculture workers.

    Aquaculture or aquafarming involvesthe farming of aquatic organisms like fish, plants ormollusks, which are cultivated in freshwater orsaltwater under controlled conditions. It is thefastest growing food production sector in the world,

    as natural food resources grow scarce or difficult toobtain.

    Currently, about half the seafood harvested forconsumption comes from aquaculture and the restfrom commercial fishing.

    Commercial fishing, which involves harvesting ofwild fish, often involves working in adverse anddangerous conditions.

    The aquaculture industry has grown at a strongand steady rate of 8 to 10 percent for the past 3

    decades and is expected to continue to grow at thesame rate for a while, according to the World

    Wildlife Federation.

    However, aquaculture can have negative impacton the economy with the chemicals used in thefarms, or unhealthy rearing conditions.

    There have been guidelines in place for severalyears. But the new guidelines add animal welfare,environmental issues and socio-economicaspects as criteria for certification.

    "If the guidelines are followed in full by countries,certification will enable consumers standing at thefish counter to know whether the shrimp they areconsidering buying were raised without damaginga coastal mangrove swamp, whether the fish farmworker was paid a fair wage, and whether theshell fish is free of contamination," the FAO saidin a statement.

    The current guidelines will be put forth forapproved by the Committee on Fisheries inJanuary 2011.

    The guidelines also mention support from thegovernment, as many of the aquacultureoperators are small-time farmers who might notbe able to afford the cost of certification if it getstoo high. As aquaculture gains more popularityand importance, these guidelines mark the firststep to ensure more regulation in the sector thatwill help both people involved in the field and

    protect the environment.
