The Diplomatic Academy of the Caribbean is a new and innovative training centre in Modern Diplomacy for Diplomats and other professionals in the Caribbean and beyond.
Modern international relations and diplomacy exist within a continuously evolving platform of change. In order to be most effective, the instrument of diplomacy requires continuous updating via ongoing learning, training and development.
While the basics of diplomacy remain, name-ly the pursuit of foreign policy objectives and state interests, this activity today occurs be-yond the national level, into the realm of regional and global interests and objectives.
The Academy meets a clearly felt need, in the absence of any proper training and learning facility regionally, to offer pro-grammes in diplomacy at various levels and on diverse subjects relevant to the 21st cen-tury socio-political and economic environ-ment.
The result of a cooperative arrangement be-tween the Government of the Republic of Trinidad & Tobago, via its Ministry of For-eign Affairs, and The University of the West
Indies through its Institute of International Relations, The Diplomatic Academy will be initially established on a two-year project basis but will continue to exist as long as there is a demand for such a training facili-ty. While an integral part of The IIR, The Academy has a separate identity, mandate, programme, staffing and budget.
The Diplomatic Academy of the Caribbean, the first of its kind in the region, reaches out to a cross-section of target groups and ben-eficiaries, involved in one way or another in international cooperation, negotiations and transactions in the CARICOM region and beyond.
The Academy pursues partnerships with a number of prominent and renowned diplo-matic academies and schools of international affairs from various parts of the world. See page 16 for more details.

Duration and Attendance Diplomatic training on Global, Hemispheric and Regional Security and De-fence was conceived to be short, intensive and hands-on.
Location and Miscellaneous Information The training takes place at The Institute of International Relations and The
Noor Hassanali Auditorium (for the opening and public sessions), The UWI St. Augustine.
Secure parking is available at the TGR Car Park of the university grounds.
The dress code is Business Attire.

Since the advent of the new millennium, and the disruptive impact of the terrorist attacks of September 11, 2001, the chal-lenges, dilemmas and dynamics of the glob-al security environment have inspired the introduction of security cooperation institu-tions and instruments that have promised several opportunities for improved security at the global, hemispheric and regional lev-els. In spite of these multilateral and bilateral commitments, neither the emerging body of international relations theory nor the current regime of international security governance institutions have been able to keep pace with the continuously evolving, mutually re-inforcing and complex and persistent threats
and vulnerabilities. These include terrorism and trafficking, crime and corruption, cause and conflict, greed and grievance, guns and gangs, cybercrime and critical infrastructure pro-tection.
How can those responsible for strategic se-curity decision-making and public security policy and programme formulation and im-plementation integrate and align their efforts to improve the adaptability and effectiveness required to deliver on the promise of al-ready existing and emerging opportunities for international security and defence coop-eration at all levels?

This Course is designed to provide participants with the education and exposure that will enable them to consider and apply the relevant in-sights to be shared during the semi-nar, which will be gained from presentations on existing and emerg-ing theory and cooperation instru-ments and institutions, as well as analyses of governance frameworks, issue and case studies, and work-shop discussions. Equipped with these applicable in-sights, course participants will be expected to possess and display
greater capacity for strategic security decision-making, policy formulation and implementation, or, programme design and delivery that results in: increased integration and align-
ment of such measures to take full advantage of opportunities to cooperate, coordinate and collabo-rate at the global, hemispheric and regional levels.

This Five (5) Day Course is based on the delivery of four (4) major inter-connected course components, each comprising 2 - 3 lecture-discussion sessions and one (1) workshop, which culminate with the conduct of a capstone simulation exercise involving course participants, and other co-opted role-players.
Participants will also be required to deliver individual written submissions and oral sum-mary presentations on Day 5 of an outlook brief/futures paper (not more than 500 words), on a strategic security issue, cho-sen independently by each participant on Day 1 of the Course.
This Course aims to provide professional development education and exposure to senior ex-ecutives and managers in international and national public sector, private sector and civil so-ciety organizations, who are responsible for strategic security decision-making, security and defence policy formulation and implementation, or, public, human or citizen security policy and programme design and management at the global, hemispheric, regional, or national level.

Professor Ivelaw Griffith is the Ninth President of Fort Valley State University. Deeply commit-ted to the intellectual enterprise, he is a specialist on Caribbean security, drugs and crime. A political scientist, he served as professor of political science, provost and senior vice president at York College of The City, University of New York, professor of political science and budget dean of the College of Arts and Sciences at Florida International University, dean of The Hon-ors College at FIU, and provost at Radford University in Virginia. He has been a consultant to Canada’s Ministry of Foreign Affairs and International Trade, USAID, and other agencies, and he has testified before the United States Congress on Caribbean security issues.
Professor Ann Fitz-Gerald is an Associate Professor in Cranfield University’s Depart-ment of Management and Security at the Defence Academy of the United Kingdom. She holds degrees in Commerce, International Relations, War Studies and Security & Defence Manage-ment. She has worked on national security, stabilisation interventions and security sector re-form for 18 years, has worked for a wide range of bilateral and multilateral organisations, and is widely published in the fields of Security Sector Management and International Conflict and Development .
