An Information Strategy must:

• Provide clear strategic direction and vision in all aspects of Information Management.

• Demonstrate that the organisation from the top to the bottom embraces the need for robust Information Management.

• Deliver a framework for ongoing development and maturity of your Information Management programme.

• Communicate to all staff the importance and purpose of Information Management in your organisation.

Achieving this is contingent on how the IM Strategy is designed, built and embedded, within the context of operational realities.

The Information Management Strategy

This paper discusses the importance of making sure that an Information Management Strategy fits within the Information Management reality.

An IM Strategy must be built in a way that recognises and responds to the reality of its environment. When this is done well, the IM Strategy becomes a real and relevant tool, embedded as part of your business processes.

Three Stages:

Information Management Strategy

STAGE ONE: Design your StrategyAnalyse and understand your Information Management reality. This involves looking at your stakeholders, strategic informers, information environment and setting up a responsive and appropriate ownership framework.

It’s important that you understand the stakeholders’ relationship to your information and their requirements. In addition, the current and near future of the operational environment informs the strategy.

The information environment involves a firm grasp of the business systems in which the information sits and the interactions between the systems and users. This is related to the ownership framework, where an appreciation of the information ownership model informs information mapping.

IM Principles

IM Principles are critical to the success of the Strategy and drive the subsequent work undertaken. These should clearly state the IM foundations under which IM will operate in your organisation.

Blueprint

The Information Management Blueprint exists to support the IM Strategy and provides an overview of the current state of Information Management in the organisation alongside the desired future state.

The key drivers behind the blueprint are the benefits and the outcomes required, which must be balanced against the costs of realising those benefits.

Roadmap

Using the future state blueprint and funding availability (or likely availability) map out the work streams and projects therein contained over the agreed time frames. The roadmap should bridge the gap between the current and future state blueprints.

Risk Management

Risks are a natural part of business, with risk exposure variant depending on the type of organisation. Information risk management usually entails staff awareness and appropriate behaviours.

Benefits realisation

Make sure you actually get the benefits you want out of all your information management work. You must be able to describe, observe, attribute and measure your benefits.

STAGE THREE: Embed the StrategyDesigning and building the strategy is just the beginning. The strategy needs to become a part of the organisation to achieve real change and organisational growth. This is done by ensuring that staff both understand and value how their work relates to the Strategy.

Select embedding methods that suit your organisation, often a variety of communication methods will be appropriate; funding models based on alignment with the strategy, distillation to business plans, performance management, and ensuring resourcing dedicated to achieving the future state as outlined in the blueprint and roadmap.

In deciding what to do, target the main constraints to change which were identified in the design phase and measure your successes!

STAGE TWO: Build your StrategyAn Information Management Strategy contains the following elements: IM Principles, Blueprint, Roadmap, Risk Management, and Benefits Realisation.
