− Using ACRS analytics to support funding / financing requests and acquisition

• Capital Asset Needs Assessment

− How do we maintain and sustain our investment in capital assets? Comprehensive operations and maintenance planning, etc.

• Strategic Capital Asset Planning

− What does the plan look like to acquire the capital assets we need? Buy vs. Build, funding sources, high level business case, etc.

DESIGN

• Conceptual Design

− Functional requirements definition and compilation, function vs form capital asset design

• Financial / Operational Modelling

− Operational modeling of the capital asset over its lifespan

• Lifecycle Cost Modelling

− Holistic integration of capital and operational cost models into a lifecycle view of asset value

APPROVE

• Business Casing

− Cost / benefit analysis, benefits realization strategies and tactics, foundation for the investment decision

• Funding Acquisition

− Applying for and acquiring funding / financing for asset planning and construction

• Building/Updating the Business Plan

− Class C level revenue and cost estimation and market validation, preparing and responding to a risk mitigation plan

− Design and management of the financial investment decision-making process in the context of the political, social and environmental situation of the community

• Procurement Strategy

− Assessing and evaluating traditional and alternative (i.e., private public partnerships) procurement models for asset acquisition

• RFP / RFQ / Tender Administration

− Taking the client need to the market and acquiring the resources / information needed to make a contracting decision

• Bid Review and Negotiation

− Evaluating bids and preparing a prioritised list of possible resources / partners to construct the asset

• Contract Award & Commencement

− Organizing and arranging legal / financial / operational resources to commence construction

CONSTRUCT

• PMO and Construction Management Program

− Establishing training, tools, processes, decision making rules and governance to manage and deliver the capital construction project

− MNP’s Project Management Training course is PMI certified and earns credits toward PMI certification

• Construction and Contract Administration

− Administering the contractual obligations of both client and contractor in delivering project

• Change Order Certification

− Reviewing Change Orders, confirming their contractual validity and analyzing implications and impact on budget and timeline

• Project Status and Financial Reporting

− Providing status update, issue management and ongoing financial reporting on project progress

SUSTAIN

• Final Inspections

− Scheduling, facilitating and attending project completion inspections, recording deficiencies and monitoring rectification of deficiencies

• End or Warranty Period Inspections

− Scheduling, facilitating and attending end of warranty period inspections, recording deficiencies and monitoring rectification of deficiencies

• Benefits Realization Monitoring

− Post-commissioning reviews of asset and programming operations to determine if business case and business plans remain valid and suggest improvements or corrections if needed

• Project After-Care Programming

− Identifying and planning ongoing activities and initiatives to optimize longevity and functionality of capital asset
