Safety assessment of a product (hardware and / or software) against the standards CENELEC (50126, 50128, 50129, 61508, 61511), to provide insurance that technical design of the railway product achieves safety requirements & regulations concerning design, operation & maintenance.

•BUSINESS CHALLENGE

Railway projects & contracts requires an Independent, Safety, Assessment (ISA) service.

•SOLUTION

Independent safety assessment is performed by a notified body and accredited as ISA according to ISO17020 and EN 45011 for rail system and products to provide safety assessment of a project.

ISA assessment will ensure that product/system will fully answer to safety requirements & regulations at one particular phase or for all phases of a project:

Certification or type certification of a product ( done by design evaluation or type test ) of an interoperability constituent in accordance with European Directive of interoperability for conventional rail system or high speed and the corresponding Technical Specification for Interoperability (TSI).

•BUSINESS CHALLENGE

To ensure conformity and constancy of the manufacture of a product to EC requirements/directives and performance defined by EC standards.

•SOLUTION

Product certification is performed by a notified body and ISO17020 / EN 45011 accredited company for rail system.

Certification are performed against railway system documents (standards, rules & regulations, technical specifications, customer specifications, tender documents, etc..)

The product certification is performed through:Inspection of documents for completeness and technical compliance Review of documentationAuditsLaboratory and on site test witnessing

Bureau Veritas examines Interoperability & Certification of components, subsystems and systems for Control-Command, Signalisation, Infrastructure, Rolling Stock and Energy.

If all requirements are fulfilled, Bureau Veritas issue a certificate for TSI requirements. For interoperability constituents assessment of conformity and suitability-for-use can be certified; for subsystems, EC verification can be certified.

•TECHNICAL ADMISSION on National Rail Network

Technical admission according to local rules and procedures allowing railway product, sub-system or system to be put into operation.

•BUSINESS CHALLENGE

To ensure conformity and constancy of a railway product to local/statutory/national or specific requirements and performance before operation.

•SOLUTION

Product certification is performed by a notified body and ISO17020 / EN 45011 accredited company for rail system.

Mains components for admission of railway product are Rolling Stock, Track and on-board Signalling System which are examined through Maintenance Plan, Risk analysis assessment and evaluation, evaluation of technical dossiers.

Analysis is based on current processes according to national legislation and traditions and/or EC Directives 96/48/EC & 2001/16/EC depending on the country.

Bureau Veritas as Notified Body verify compliance within the area of the TSI’s, but verify as well that the specific local rules/technical & safety requirements are met.

If all requirements are fulfilled, Bureau Veritas issue a certificate for TSI requirements, specific local rules/technical & safety requirements can be certified.

Certification is based on current European directive 2008/110/CE and memorandum of understanding (MoU), signed at Brussels on may/14/2009. Bureau Veritas as Notified Body verify compliance with corresponding maintenance system requirements.
