QUALITY

Educational Tour of students

(within the state)

Shaft Lift, Katghori

To break the monotony of regular classroom activity and impart actual learning, the

state had proposed Educational tour in the year 2011-12. Under RMSA inter State

excursion tour was sanctioned to State. Students were taken to various industries,

places of archeological & historical importance, science city, mines and dams. In this

educational tour 360248 students of class IX were benefited.

Educational Tour of students

State had sanctioned inter State Educational Tour of 66 students in 2011-12. On the

request of state GOI had revalidated this for 2012-13.The students in two group of 33

students were taken to Orrisa and West Bengal.

Impact:

• Children have learnt how to appreciate places and monuments of historical

value

• Children got firsthand experience in observing how some local industries and

huge plants like the Bhilai Steel Plant and other factories function

Art/Craft and Cultural Fair

This activity was approved in by PAB 2012-13 for 22 districts and was organized in the same year. A total

of 770 students participated at block, district and state level.

Science Fair

The science fare was approved by PAB in 2012-13 for 22 districts. A total of 450 students participated at

block, district and state level.

Career Counseling and Guidance

Along with State Foundation day Celebrations a Career Counseling and Guidance

Seminar was Organized on 5.11.2012.

The youth icon and writer Shri Chetan Bhagat

Raghuraman were the Key addressee at this interactive Seminar of

opportunities and awareness among students. Hundreds of students teachers and

parents participated in this Seminar.

LEARNING ENHANCEMENT

The base line survey was conducted for class IX students in 85 tribal blocks of 19

districts to measure the minimum learning level (MLL). The survey was conducted on

29, 30, and 31 of August 2013. Question paper prepared as per class V of 15 marks,

class VI and VII of 15 marks and VIII class of 20 marks. The analysis of survey result

are as given below:

1. The 46.96% of students do not have expected MLL of Class V, 68.26% of

students do not have expected MLL of class VIII in Hindi.

2. The 32.86% of students do not have expected MLL of Class V, 83% of students

do not have expected MLL of class VIII in English.

3. The 56.53% of students do not have expected MLL of Class V, 77.24% of

students do not have expected MLL of class VIII in Sanskrit.

4. The 45.83% of students do not have expected MLL of Class V, 77.24% of

students do not have expected MLL of class VIII in Science.

5. The 69.01% of students do not have expected MLL of Class V, 88.13% of

students do not have expected MLL of class VIII in Mathematics.

6. The 32.86% of students do not have expected MLL of Class V, 83% of students

do not have expected MLL of class VIII in Social Science.

7. Special coaching has been arranged for 20400 weaker students of class 9 in 85

tribal blocks of 19 districts of Chhattisgarh in three subjects Math, Science &

English. It has been conducted from 1st October 2013 to 31st December 2013

during the vacation. Provision of Rs. 500 per child has been made to conduct

coaching class for identified weak students.

Outcome of the programme

The learning level of the students covered under this programme has improved . During the programme and just after the end of this programme, tests were conducted and result of this shows that their learning level has improved .

BEST PRACTICES

The RMSA in State is gaining progress. Some of the good practices undertaken by State are:-

1. Fund Disbursement and monitoring system � The Manual on Financial Management and procurement for RMSA by Ministry of

Human Resources & Development, Dept. of School Education & Literacy, Govt. of India dated 24.01.12 has been accepted by Chhattisgarh General Body ,RMSA, on its meeting on 02.05.12.

� A copy of this Manual is distributed to each District office of RMSA in the state and instructed to follow this.

� The PNB has developed this special facility in Bank Accounts on Special request of State RMSA, without any additional charges.

The key features are:- � Online compact financial disbursement and monitoring to ensure proper use of

fund. � All Govt. Sec. Schools with a saving bank account having RTG facility. � Online details of transactions of each school/Dist. Bank account can be accessed

from State Office. � Online MIS reports of State, Dist and School with time, account and utility wise.

1. E procurement has been adopted by the State construction agency PWD for new School building.

3. Mapping Exercise � A comprehensive state level two tier exercise has been adopted by State to

adjudge Secondary Schooling facilities , namely GIS based Mapping and State developed E - Prapatra. UPS have been upgraded with this verification and distance and enrollment norms of GOI.

4. The special Enrolment drive � A Special enrolment drive is started in 2010. This has improved transition.

One teacher from each Secondary school has been nominated as enrolment coordinator. This coordinator has been assigned the task to keep track of all children in class VIII in UPS in the catchment area and ensure the 100 percent enrolment of pass outs.

Organize a school level meeting in order to orient the coordinators about the special enrolment drive and make them aware of their roles and functions.

� The enrollment coordinator would visit the assigned Upper primary School and with the support of the Head Master of the school would

Ensure that all the class 8th passed out students (target group) are “on spot admitted” in the nearest Secondary School.

5. State RMSA Web Portal – � RMSA Chhattisgarh has developed its own Web portal under National

Informatics centre named cg.nic.in/rmsa. Although we are having a small office but we keep the site updated at regular frequency. We are using this website for Data collection, Data analysis and online report generation for every user. Various State level information direct from School and District offices are interchanged using this web portal. We keep track of progress in • Civil works, • Expenditure, • Special enrolment drive, • In service training and • Monitoring This is also having online file transfer system, Notice board and online photo gallery.

6. Quality Improvement � Special Coaching Classes under LEP :- Chhattisgarh state RMSA conducted a

Baseline Survey of all class 8 passed and enrolled in class 9 students this year in August 2013 to know the Learning Level of the students of the state and provide them the needful support .

This baseline survey was conducted in all 06 subjects taught at class IX. On the basis of this survey, weaker students in Science, Math. & English were identified and Special Coaching Classes for 03 months have been organized for them.

� In-service Teachers Training Programme:- Pre Test & Post Test were conducted for both District Level Master Trainers at SCERT.

� Selection of master trainers:- District Level Master Trainers engaged in teachers training were those selected by written examination & interview through SCERT earlier and oriented by SCERT.

� Preparation and Practice for Board Exam:- In Durg and Surguja district, Question Bank is developed at district level for 10th & 12th in all subject with100-100 questions on Board Pattern according to blue print .Then 1-1 set of these developed Question Banks is given to every high/higher secondary school.

02 hours of test series is conducted. The evaluation of these answer sheets is done by students by interchanging copies. Moreover, 10 % copies are collected by district office & sent to other schools for evaluation by teachers. By this method, the board exam result is improving.

� Unified Quarterly and Half yearly Exam:- In the same Durg district, the question papers for Quarterly & Half Yearly Examinations are developed at district level for classes 9 , 10 , 11 & 12 and then sent to every high & higher secondary schools . The Quarterly & half yearly examinations are conducted accordingly. 21 zones have been made in the district. The answer copies of these examinations are evaluated zone wise by interchanging them. The quality of education is improving with practice. Many other Districts will be adopting this from this year.
