SUMMER IS NEARLY HERE:Summer is nearly upon us and the last Willo Board meeting of the season will be held on Thursday June 13 ... The board does not meet or publish Inside Willo during July and August, however; I encourage everyone to please check willophx.

com over those months for neighborhood updates. Inside Willo will return on September 1, and board meetings resume on September 12, 2019 CITY OF PHOENIX BUDGET MEETINGS THIS PAST APRIL AND MAY: Willo was represented at all 3 of the District 4 (Our District) budget hearings to request funds for Vision 3. 5 (3rd and 5th). I attended 2 of the meetings and spoke on behalf of the Willo Neighborhood Association. Willo was also represented by several Willo residents, and other Willo

Board Members who addressed members of the City Council to reiterate the importance of supporting programs to resolve traffic issues in Willo, as well as to remind the City Council of their commitment to the preservation of historic neighborhoods embodied in the Willo Conservation Plan, which constitutes the guiding principles of the board of the Willo Neighborhood. I was pleased by the positive feedback Willo received at these meetings, and I am optimistic that city funds will be allocated to support the Vision 3.5 project. The Phoenix City Council understands the overall issue of traffic, congestion, and managing growth. Our residents made clear that now is the time for action to protect our neighborhood while observing Willo Conservation Plan. GG GEORGE, OUR NEIGHBOR FROM ENCANTO- PALMCROFT HONORED WITH AWARD:Congratulations to GG George for being recognized by the State of Arizona Preservation Office for her years of outstanding work towards all of our

Historic Districts. (please see page 19)  LETTER TO MAYOR KATE GALLEGO: I wrote a letter of congratulations to Mayor Gallego in which I mentioned our concern for the conservation and safety of our neighborhood. (see page 7) NW CORNER OF THOMAS AND CENTRAL:We will see a presentation by developers and a zoning attorney to discuss plans for a potential development on this prime corner. This is only a preliminary discussion and will not lead to a vote quite yet, although we would like to start a conversation and get some feedback as I feel it is important for our neighborhood to explore the options from the get-go. JUNE MEETING: June Meeting agenda is on page 15. Please attend as I will have an update on the Budget status on our Vision 3.5 progress. Thank you and have a great summer. Travel safe. ●

WILLO WEBSITEThe Willo website, www.willophx.com, contains information on neighborhood activities, committees, and board meetings. The website is frequently updated and contains an archive of Inside Willo editions. During Home Tour season, tickets for the event can be purchased online.

WILLO HISTORIC NEIGHBORHOOD ASSOCIATION BOARDThe Willo Historic Neighborhood Association Board was established in the early 1980s. The members are volunteers and are elected every two years in March. The association does not collect dues and is not a Home Owners' Association (HOA). Rather, its function is to serve the collective well being of the neighborhood. Meetings are typically held the second Thursday of each month at 6:30 pm at the Fairfield Inn and Suites Hotel. All res-idents of Willo are invited to attend. Agendas are available online prior to the meeting at willophx.com.

INSIDE WILLO NEWSLETTERThis free newsletter is published monthly (excluding July & August) by a committee headed by Willo volunteers. Willo neighbors are encouraged to submit neighborhood news, tidbits, photos and articles (between 250-500 words) by the 10th of each month. We reserve the right to: edit as needed, attribute to the submitting neighbor (with the street they live on where appropriate), determine which is-sue the information may be printed and use content on our website and in neighborhood promotional materials.  The Willo Neighborhood Association is not responsible for nor endorses the editorial content in Inside Willo. APRIL 22, 2019I attended the FAA “Step Two” workshop at Desert Vista High School. All FAA reps. I spoke to said there is little likelihood that the Grand Ave. flight path that brought jet noise to Phoenix Historic Districts will ever be reinstated, with one FAA environmental officer stating, “Why would we want to take on Phoenix again?” The deadline for submitting comments to the FAA expired on May 23, 2019. MAY 2, 2019Members of the Willo Zoning Committee and other neighbors attended the Zoning Adjustment Hearing re proposed large, bright white LED wall signs at the top of the building at 2020 N. Central Ave. (ZA-53-19-4). The matter was taken under advisement by the Hearing Officer.

Subcommittee attended the Planning Commission Hearing to speak in favor of the Willo Lofts proposal. The item passed unanimously. The item will proceed to the Phoenix City Council on June 5th. MAY 8, 2019The Willo Zoning Committee met with the Pederson Group to learn about plans for a high-rise development on the northwest corner of Central Ave. and Thomas Rd. The proposal will require a zoning change to Walkable Urban Code and will likely include digital billboards to satisfy the billboard easement that currently exists on the property. The development will either be commercial or mixed use with retail and restaurants at street level. The developer will be invited to speak at a future Willo neighborhood meeting to provide further details and answer questions.

MAY 9, 2019Willo Zoning Committee members and neighbors attended an LED Sign Roundtable at City Hall, co-sponsored by the City of Phoenix and Downtown Phoenix, Inc. to learn more about a study that is underway to update the City of Phoenix Sign Code to address the brightness of LED signs, and to give input.

MAY 13, 2019Willo Zoning Committee members joined other community members in attending the celebration of G.G. George’s 50 years of activism and advocacy for historic preservation in Phoenix at the State Capitol. May 13, 2019 was proclaimed “G.G. George Day” by the Arizona State Senate in recognition of Ms. George and her achievements. The celebration was hosted by Sen. Lela Alston and our Willo neighbor, Mary Peralta. ●

ON APRIL 28TH, 25 MONTE VISTA NEIGHBORS gathered at the home of Bob and Diana Herman for an old fashioned mid-west Pot Luck. An amazing array of food was brought by all who attended. Dishes were not assigned however the perfect selection was offered- from appetizers to entrees. Neighbors from the 300 block and 500 block were invited. Those who participated enjoyed visiting with neighbors, some having lived on Monte Vista for 30+ years and others who moved in a few months ago. It was a great mix and a great way to encourage neighborliness.

The 2020 Willo Home Tour co-chairs both live on Monte Vista – Brad Brauer and Ellen Fong. They both attended the Pot Luck. Brad spoke for a few minutes about Home Tour and reported that plans are already in place for 2020. He also spoke about the importance of Block Watch and how neighborhood gatherings (such as Pot-Lucks and Block Watch Meetings) were an important part of keeping neighbors informed on their street. ●

THE THREE HOMES PICTURED have already been confirmed, and there are a few more that are currently under consideration. Thanks to these homeowners and to our all important procurement team, led by committee co-chairs Tricia Amato and Bobbi Ryals---they are off and running!

There are so many moving parts and behind the scene tasks that need to get done during the summer months. Special acknowledgments to Willo neighbors who have stepped up to manage some of these critical WHT areas: Bob Herman (Street

Fair) to oversee vendors and classic cars; Andrea Katsenes (Advertising/Marketing) to network us with, and solicit support from, private and public sector partners; Ardella Anderson (Social Media Marketing) to broaden our outreach to metro Phoenix; Diana Herman (Communications) to ensure connectivity among the WHT committees; Linda Doescher (Finance/Admin) to obtain permits/licenses and review contracts as well as reminding us of budgetary considerations. Other committees currently being formed include Twilight Tour, Day of Operations,

Social Committees (Cocktail Party Kick-off, Brunch, Rock the Block and post-Tour Party).

ALL neighbors are invited to attend our first 2020 WHT monthly meeting in September (see “Save the Date” box). At that time, there will be a review of all committee updates along with volunteer sign-up sheets. So think about how you’d like to get involved! ●

Street Smarts & Vision 3.5

Tip of the MonthSUMMER’S HERE AND SCHOOL is out, so watch out for more teenage drivers and children playing outdoors in the neighborhood. Drivers should be aware of kids playing in or along the streets, chasing stray balls, walking or biking to the park, or leaving their toys out. Kids can usually handle heat better than older adults, but everyone should drink lots of water and avoid too much sun. Carry a water bottle, use sunscreen, wear light-colored, lightweight cotton clothing, and don’t forget your hat!

Keep your vehicle safe by carrying an emergency kit and extra water or coolant. Tires should be inflated to manufacturer specifications – the number in the owner’s manual or on the driver’s doorjamb, not the number on the tire, which might not be specific to your vehicle. Driving on under-inflated tires can cause tires to overheat and increase the likelihood of a blowout. Tires typically lose about one pound of pressure per month through normal seepage. For the

most accurate reading, check tire pressures when the tires are cold since the hot air expands inside of them, and don’t forget the spare. Also check each tire’s tread depth and look for cracking or bulging. Old and worn tires can cause blowouts when vehicles are traveling on hot pavement at highway speeds.

Scorching summer temperatures put serious stress on engines as well as people, so check your car’s cooling system. Most automotive fluids lubricate and serve as coolants. Periodically check the motor oil, transmission fluid, power steering fluid and brake fluid, to ensure they are at proper levels. Rubber components are susceptible to heat-related deterioration, so inspect hoses and drive belts for cracking, soft spots or other signs of poor condition. Make sure your battery is in good shape by having it tested and cleaning the terminals. Keep your vehicle safe by carrying an emergency kit and extra water or coolant.

Never remove the radiator cap when

the engine is hot – boiling coolant under pressure could cause serious burns.

Windshield covers can keep the temperature down, but the best bet for cooling off the interior of a parked car is to open all the doors or windows and let the cabin air out.

Sun glare can be a serious hazard. A good pair of sunglasses will help, especially with polarized lenses. Keep your windshield clean to avoid visual interference from dirt and bugs.

We can all enjoy Willo’s shady tree-lined streets and cool lawns. Be aware that even with their thick pads, dogs’ feet are sensitive to hot asphalt and concrete and they can burn very quickly. As the heat rises, many people shift their activities to early mornings and after dark.••• NEVER LEAVE CHILDREN OR PETS IN THE CAR UNATTENDED. TEMPERATURES INSIDE A VEHICLE CAN SPIKE DANGEROUSLY HIGH IN JUST A FEW MINUTES. ●

Progress for Vision 3.5IN APRIL, THE CITY OF PHOENIX HELD 19 PUBLIC meetings to receive feedback from residents about the city’s proposed 2019-2020 operating budget. Three of the meetings were hosted by City Councilwoman Laura Pastor in District 4—Willo’s district—at Steele Indian School Park, the Phoenix Children’s Hospital, and the Encanto Park Clubhouse.

Willo residents and board members attended each of these meetings and spoke about the need to reduce the speed and volume of vehicle traffic on 3rd and 5th Avenues through Willo. Thank you to Willo Board President Dr. Bob Cannon (Cypress), Board Members Lisa Helm (Palm), Gene Nance (Palm), Opal Wagner (Coronado), Brad Brauer (Monte Vista), along with Willo residents Bill Rayner (Encanto), Bob Herman (Monte Vista), and Zak Holman (Monte Vista) for attending these meetings and expressing their concerns about wrong-way drivers, cut-through

traffic, nearby development and its impact on streets, and the need for slower vehicle speeds, better enforcement of traffic laws, improved bicycle facilities, and pedestrian safety.

At the May 7th City Council meeting, the City Manager proposed to add $5 million to the Streets Department’s Capital Improvement Program to finish the design of 13th Street in the Garfield neighborhood, to move forward on the design of 3rd and 5th Avenues between McDowell and Camelback Roads, and for additional pedestrian safety measures around the city including additional HAWK signals and traffic medians. These changes to the capital budget are in direct response to the requests made at the April meetings. The City Council will vote on this proposal in three meetings held between May and June. Willo residents are encouraged to express their support of this budgetary increase to Councilwoman Pastor’s office at [email protected]. ●

MANY WILLO RESIDENTS know George and Spunky Ernst. They go door to door and deliver Inside Willo each month on Cambridge, plus they have been living in their house since 1970, and it is not uncommon to run into them at the monthly Willo Neighborhood Association meetings. So, while you may know who they are to say “hello,” did you also know that George does not read or write? That is not a spoiler since it is revealed right in the title of this new book all about George and Spunky’s early lives, and their continued life together once they met in 1959 at a dance hall here in Phoenix.

The first part of the book details

George’s early life, which started back east in Pennsylvania. His family made their way to Phoenix in 1945, part of the post-war boom that helped Phoenix on its way to becoming a major American city. The reader also learns about Spunky’s early life, spent in northern Arizona towns Jerome and Cottonwood. The book describes how the two young people eventually found each other and started their life together, painting a colorful picture of life in Phoenix in the 1950s. The book also doesn’t shy away from describing some of the more difficult parts of George and Spunky’s life together.

George’s inability to read and write is

mentioned throughout the text, and the reader will be surprised to learn about all of the successes and adventures he had, and continues to have, despite the challenges associated with being a nonreader. Nancy Bennett, the author, has a background in special education, so her interest was piqued right away when she learned about George’s history.

I wish all of my neighbors had a book like this: a readable, charming history of their lives together and the particular challenges they face. It is fun to read about local history, but it is even more interesting when the subjects of a story are people you know personally. ●

IN 1970, SPUNKY AND GEORGE ERNST CAME across a listing for a home in a subdivision of Central Phoenix that looked like a home they would want to live in. The house, on 336 W. Cambridge Avenue, was listed for $24,500.00 and Spunky and George knew they had found their new home. They would be only the third owners of the classic brick house. The house was built in the 1940’s after the war, at a time when the military men that had been stationed at Luke Airfield were settling in Central Phoenix.

Spunky and George have maintained the home in mint condition and it has been listed in The National Register of Historic Places. They are well known and cherished by all their neighbors on W. Cambridge Avenue and throughout the Willo District.

The Ernsts have recently published a book about their life “The Man Who Didn’t Read or Write”. The book, reviewed below, is available through George and Spunky, or can be ordered from Amazon. ●

G.G. GEORGE, FOUNDER OF the Encanto Citizen’s Association (ECA) has recently been awarded the Governor’s Heritage Preservation Lifetime Achievement Award for her preservation work, which will be presented to her at the Arizona Preservation Conference next month.

The Encanto Citizens Association (ECA), is the first Phoenix neighborhood association organized to protect and maintain the residential character of its historic homes. After a career as a stewardess for Pan American World Airways, she moved to Encanto in 1969, and became alarmed when she found that vintage homes were being demolished six blocks south to build the Papago Freeway. Organizing 2,000 neighbors and with the backing of the Arizona Republic newspaper, the construction of the freeway was delayed long enough for a new Environmental Impact Statement to be produced and new design approved. The freeway now runs below Hance Park in Central Phoenix.

In 1977, G.G. began the movement to have Encanto-Palmcroft and Encanto Park listed on the National Register of Historic Places, and in 1984 they were listed. The Encanto Citizens Association won the Governor’s Award for Historic Preservation in 1994. The neighborhood is a “snapshot in

time”, an example of the “City Beautiful” movement from the early decades of the 20th century.

G.G.’s current activities include: President of the Encanto Citizens Association and the Phoenix Historic Neighborhoods Coalition, Encanto Village Planning Committee, Fairgrounds Stakeholders Group, AZ Centennial Legacy Project - Renaissance of the Gardens.

G.G. initiated a project for Exterior Rehabilitation of the Norton House that was funded by the City Council in 2018 and again in 2019. She has co-authored “Phoenix’s Greater Encanto-Palmcroft Neighborhood” and authored “The Arizona State Fair” books. All book proceeds are designated to the Encanto Citizens Association’s ongoing preservation work.

May is National Historic Preservation Month and May 13, 2019 has been proclaimed “G.G. George Day” by Senator Lela Alston, in recognition of her 50 years of historic preservation activism and advocacy in Phoenix. ●

OPENED ON APRIL 12: BASILIC Vietnamese Kitchen, located at 101East McDowell Rd., across from the Phoenix Art Museum, is a welcome addition to full-service restaurant choices downtown.

Basilic is part of a Florida based group of restaurants developed by the brothers Vu: John, Vince and Chuck who emigrated to the United States in the late 70’s.

The Phoenix location is managed by Lauren and Jimmy Triana, Arizona natives who met and dated at a Scottsdale High School, parted company, but renewed their connection through Facebook.

Lauren had moved to Florida, and

worked for the brothers at the original Basilic in Lauderdale-By -The-Sea. Jimmy followed her, they married and began their family.

The arrival of their first child required some adjustments in their work schedules.

The brothers had become an extended family, and helped the new parents by employing Jimmy with a flexible work schedule allowing them to take care of their child.

He discovered a passion in the restaurant, became a dedicated manager, and advocated opening a Basilic in Arizona.

The brothers took a hands-on interest in the new location, bringing their personal touch to the Phoenix site: building benches and tables, painting murals, Chuck has been cooking and coordinating the kitchen.

The transformation of the space into a contemporary, open and stylish restaurant reflects Basilic’s innovative yet traditional Vietnamese recipes made with fresh, high-quality ingredients.

The house lemongrass chili sauce, which complements the shrimp chips served to every table, is a delicious example of their unique style.

We tried the flavorful, delicately fried Rocket Shrimp appetizer and the delicious, large, mussels’ appetizer, a meal by itself. We additionally ordered a Papaya Salad that came with perfectly charred jumbo shrimp. Mama ordered the Grilled Beef Pho and has not stopped talking about it since. We all shared the stir-fried beef with green beans and had Fried Banana Ice Cream for dessert.

Basilic serves lunch and is open late, by Phoenix standards. The selection of local and international beers pairs nicely with the exotic flavors of the menu. There is also a very reasonable selection of domestic and international wines, including Sake.

The food and service were excellent. We have returned several times.

Treat yourself to a cosmopolitan dining experience in walking distance of our historic neighborhood. ●

E-Scooters

MICHAEL CANO, TRAFFIC engineer with the City of Phoenix was present at the April Board Meeting to explain this program. The City was approached by e-scooter vendors to implement a shared e-scooter program which would operate much like the Ride Share Bicycle program. Traffic Services was directed to develop a pilot program and solicit input from the local communities and City Council.

The Pilot Program is slated to begin sometime in 2019. The City Council will have to review the program and modify existing ordinances to allow electric scooters. Anyone wishing more information please contact [email protected].

Shared Electric Scooters: What are they?e-scooters are a micro-mobility service available to the public for a fee. Users locate

and pay for e-scooters using smartphones on a pay-per-ride basis.

Program BoundaryThe Pilot program will be within Downtown Phoenix from 7th Avenue to 7th Street, and from Buckeye Road to McDowell Road. Vendors will stage e-scooters within the boundary limits, but customers may ride the outside the boundary limits. E-scooters will be collected nightly by the vendors and returned to their stations.

Proposed Staging Requirements“Staging”: vendors will arrange and deploy e-scooters only at City approved locations. Each vendor will stage no more than 4 e-scooters per approved location. The staging areas will be at least 100 ft apart.

Proposed Parking

Requirements“Parking”: Where customers leave and collect e-scooters. Vendors will provide 48” of clear sidewalk, stand scooter upright on hard surface, as to not impede access to properties, and not impede vehicular travel. Vendors will be required to relocate improperly parked e-scooters within 2 hours.

Program Evaluation:Establish ridership trends, analyze the number of incidents, operator and rider compliance, number of replacements and community feedback.

Next Steps:Council approval: modify existing ordinance to allow e-scooters and finalize pilot program permit requirements. Program evaluation, providing a 3 month update to City Council, and a pilot program of 6-12 months. ●
