- Lack of interest “it’s only mandated by EU but of no use for us...”- Big amount of data to make compliant in a short period of time – no one is willing to change their current data models for more INSPIRE-compliant models. Only post-production transformation is foreseen- Lot of work to do on the licenses – Open data policy is not yet the rule
- Long term commitment of actors withdifferent priorities.- Integration of Geo people in an ICT context.- Assure coherence with PSI directive (and the budgets at disposal to do so).
- Assure compliance of all partners- Sell the benefit … - Harmonisation
