The Honorary Secretary Mr HY Yau declared the 17th Annual General Meeting (AGM) of the
Institution of Civil Engineers, Hong Kong Association (ICE HKA) opened at 6:15pm.

2. Confirmation of the Minutes of the 16th AGM held on 9 June 2017
2.1 Mr HY Yau invited members to comment on the draft minutes of the 16th AGM held on 9 June
2017. There being no comment received, Mr HY Yau invited proposer and seconder to adopt
the draft minutes.
2.2 Mr CM Lee (FICE) proposed and Mr YC Lam (FICE) seconded the motion to adopt the draft
minutes of the 16th AGM. As there was no objection from members, the draft minutes were
adopted as a true record of the 16th AGM of ICE HKA.
3. Adoption of Chairman’s Report for Session 2017-18
3.1 The Chairman Prof Ken Ho, JP welcomed all to the 17th AGM of ICE HKA. He thanked all
Committee Members and Regional Support Team for their efforts in the 2017-18 session.
3.2
Prof Ken Ho, JP presented the Chairman’s Report and highlighted the following information
and activities in the 2017-18 session:
a) The number of ICE members in Hong Kong had increased to more than 6,000 in this
session.
b) 121 events had been organised, including ICE 200 programme, breakfast forums,
seminars, site visits, competitions and social functions. Over 7,200 participants
attended these activities. Details of the activities are summarised in Appendix A of the
Chairman’s Report.
c) Established in 1818, ICE celebrates its 200th anniversary in the year 2018. To
commemorate the bicentenary, ICE HKA launched a programme of flagship events
aimed at enthusing the profession, enhancing our public image and inspiring the next
generation. The highlights are presented below:
i. Innovation Summit on Transform and Protect Lives, which featured world
renowned experts sharing their knowledge and insights with some 300
delegates. The Honourable Mrs Carrie Lam, Chief Executive of HKSAR
Government, gave her opening address as the Guest of Honour. Professor
Lord Robert Mair, ICE President, delivered a Special Address and highlighted
the importance of application of emerging and advanced technologies by the
civil engineering profession to support smart infrastructure.
ii. ICE 200 Distinguished Lecture was delivered by Dr Robin Sham, CBE, and Dr
Ana Ruiz-Teran from Imperial College London. They gave an interesting and
intellectually stimulating talk on the topic ‘There is no bridge too far’. Mr
Andrew Heyn, British Consul-General to Hong Kong and Macao, gave an
opening address as the Guest of Honour.
iii. Public exhibition of the world-record ICE LEGO® suspension bridge. The
Honourable Mr Matthew Cheung, Chief Secretary for Administration, was the
Guest of Honour for the Grand Opening Ceremony. Some 80 students from 8
schools contributed to pre-assembling the bridge components. The LEGO®
bridge was displayed to the public in ELEMENTS for one month and attracted
more than 10,000 visitors along with extensive social media coverage.
d) Presidential Visit
ICE President Lord Robert Mair visited Hong Kong from 10 to 14 January 2018. He
delivered a speech and met members and guests at the Presidential Reception. During
his visit, he also addressed local captains of industry, policy-makers, British Chamber

of Commerce Construction Group, the Construction Innovation and Technology
Application Centre of the Construction Industry Council, the British Consulate General
and visited a number of signature project sites.
e) A special technical seminar series entitled “New Advances in Civil Engineering” which
featured various esteemed speakers covering topical issues.
f) Our flagship Caring Engineering Group, ICarE, which provides a platform for ICE
members to use engineering skills to help the needy, continued to provide technical
support to a number of projects in Mainland China and Southeast Asia countries in
conjunction with several community service groups and NGOs.
g) More details of ICE 200 Programme and other special highlights of the session are
summarised in Appendix A of the Chairman’s Report
3.3 The Chairman expressed his sincere gratitude to all members and helpers for their support to
the ICE HKA activities and thanked Committee Members and Regional Support Team for their
contributions to the success of these activities.
3.4 Mr HY Yau invited comments from members. As no comments were raised, he invited
proposer and seconder to adopt the Chairman’s Report for 2017-18. Dr Eric Li (FICE)
proposed and Mr Robert Gordon (FICE) seconded the motion to adopt the Chairman’s Report
of session 2017-18. As there was no objection from members present, the motion was
adopted.
4. Adoption of Annual Financial Report 2017
4.1 The Honorary Treasurer Mr Louis Wong presented the Financial Report on the Reserve Fund
for Financial Year 2017. He explained the background of the Reserve Fund to members as
follows: before 1 January 2009, ICE Headquarters (HQs) had allocated annual funding for ICE
HKA to organise activities. With ICE HKA’s good financial control, the spending was kept under
budget and the surplus fund was kept in the ICE HKA bank account. Starting from 1 January
2009, ICE HQs changed its policy in funding all overseas branches including ICE HKA by
reimbursing expenses for each activity. With the agreement of ICE HQs, the money that
remained in ICE HKA bank account on 31 December 2008 became a Reserve Fund under ICE
HKA’s management.
Mr Louis Wong reported that the balance in the bank statement as of 31 December 2016 was
HK$919,521.42. The total income in 2017 was HK$316,934.21 and the total expenditure in
2017 was $182,820.64. The majority of the income in 2017 came from the donation raised by
ICE 10,000 Steps Challenge 2017 under the Caring Engineering account. In summary, the
amount carried forward to 1 January 2018 as in the bank statement was HK$1,053,634.99.
The compositions and transactions were summarized in the Financial Report 2017 in AGM
paper.
[Post-meeting note: The balance of the Reserve Fund as at 31 December 2017 (i.e. the total
amount of HK$1,053,634.99 to be carried forward to January 2018 excluding the amount of
HK$317,120.81 under Caring Engineering account as at 31 December 2017) was
HK$736,514.18.]
Mr Louis Wong further reported that the Financial Report for 2017 had been audited by Mr
Kenneth Lau and Dr John Luk. He expressed his appreciation to the service of Mr Kenneth
Lau and Dr John Luk as Honorary Auditors for Financial Year 2017.

4.2 Mr Louis Wong further presented the 2017 ICE HKA Actual Expenses which had been audited
by an external accountant and was provided in the AGM for information only. The total net
expenditure for 2017 was HK$603,619.60, within the total budget of HK$623,190.00.
4.3 There being no further comment or enquiry received, Mr HY Yau invited proposer and
seconder to adopt the Annual Financial Report 2017. Mr KW Lee (MICE) proposed and Dr Leo
Leung (FICE) seconded the motion to adopt the Annual Financial Report 2017. As there was
no objection from members present, the Annual Financial Report 2017 was adopted.
5. Appointment of Honorary Auditors for Year 2018
Mr HY Yau advised that the ICE HKA Committee had invited Mr Josiah KY Leung and Dr John
Luk to serve as Honorary Auditors for ICE HKA for the year 2018. Mr YC Lam (FICE) proposed
and Mr James DB Chen (FICE) seconded the motion to appoint Mr Leung and Dr Luk as
Honorary Auditors for 2018. There being no objection to the motion, the appointment was
confirmed.
6 Installation of New Committee for Session 2018-19
6.1 The Chairman introduced to members the Committee for Session 2018-19 as follows :

Dear Members,
It has been an honour to serve as the Chairman of Institution of Civil Engineers, Hong Kong
Association (ICE HKA) for the 2018-19 session. Building on the success of previous years, this
session was another eventful and exciting one. My sincere thanks go to all those who have

Overview
The ICE membership in Hong Kong has continued to grow steadily, up by 8.3% this year to 6,544
(as at 23 May 2019).
During this session, ICE Hong Kong has organised a total of 141 events, with ICE HKA being the
supporting organisation for another 22 events. The total number of participants in our events was
over 9,000, and about 20,000 persons visited our three public exhibitions in City Gallery and PMQ
respectively. Our events are summarised in Appendix A.

ICE 200 Programme
Established in 1818, ICE celebrates its 200th anniversary in the year 2018. To commemorate the
bicentenary, ICE HKA has launched a programme of flagship events aimed at enthusing the
profession, enhancing our public image and inspiring the next generation. The highlights are
presented below:
(a) The second ICE 200 Distinguished Lecture, entitled “Pointers to successful delivery of infrastructure projects” was delivered by Mr James Blake, OBE, GBS, JP. The three pointers were: (i) fit for purpose, (ii) command and control, & (iii) trust and transparency. The event attracted more than 400 participants.
(b) The third ICE 200 Distinguished Lecture was delivered by Prof Mak Chai-kwong, GBS, JP, together with Ms Florence Ko, Ms Angel Ho and Mr Max Ng. Given the effect of extreme weather and natural disasters causing adverse impact and devastating damage to the built environment, they shared their local and overseas experiences to showcase how they have contributed to fulfill the mission of civil engineers, which is to protect and transform the lives of the general public.
(c) Public exhibition of the award-winning ICE 200 board game, named Odyssey, together with
other finalist entries, at PMQ in Central from 20 October to 19 November 2018. The aim of the board game design competition is to promote civil engineering to the next generation in a creative and interesting way.
Other Highlights
Other special highlights of the session include the following:
(a) The annual conference, which is entitled “Reducing risks of infrastructure failure – the role of technology, innovation and governance”, attracted about 300 participants. Dr Anne Kemp, Prof Peter Hansford and Dr John Keung were the overseas keynote speakers and gave insightful speeches.
(b) A 7-day delegation to the United Arab Emirates with the theme “From desert to metropolis – road to 2020 and beyond”. The participants interacted with the stakeholders for various iconic superstructures and infrastructures and were briefed on many fascinating projects with innovative elements.

(c) The 12th Brunel International Lecture on “Transportation infrastructure and interdisciplinary
interfaces on complex mega-projects” was delivered by Ms Linda Miller, OBE. With a highly motivating address, she inspired the audience with her immense passion and diverse experience across different transportation related mega-projects.
(d) The ICE Bicentennial Dinner, with “Invisible Superheroes” as its theme, was celebrated by more
than 400 participants. Featured at the centrestage were amongst the many outstanding professionals who had over their long standing service made significant contributions to the infrastructure development in Hong Kong. Their superhero names and cartoons were designed creatively based on their specific areas of expertise, and a special video featuring the sharing of their insights and wisdom was shown.
(e) Two women in construction forums were jointly organised by ICE HKA and Lighthouse Club to
discuss the problems faced by women at different stages of their career and possible solutions to these problems. Subsequent to the forums, a report with recommendations was prepared and submitted to the Government.
(f) Our flagship Caring Engineering Group, ICarE, has been serving as a professional platform for
our aspired members to translate their engineering expertise into services for communities in need of technical advice. Our assisted partners have been benefiting from close communication and steadfast support from us in achieving their project goals. To date, we have joined hand in hand with diversified organisations and communities in the following projects and countries:
