Background

CUTS has been working in the area of Road Safety for more than two decades. Since

2005 onwards CUTS has also been engaging with the Parliamentarians through

Parliamentarians’ Forum on Economic Policy Issues (PARFORE), a non-partisan

informal forum conceived by CUTS. A special meeting of PARFORE on Road Safety issue

was organised on November 16, 2016 in Delhi wherein nine Members of Parliament

(MPs) cutting across party lines participated and provided their valuable inputs. In the

final stages to get the MVA Bill enacted, National Advocacy Meeting (NAM) was

organised in New Delhi on February 02, 2017, which brought together a cross-section of

stakeholders.

Regional advocacy meeting were organised in Jaipur (Rajasthan), Ahmedabad (Gujarat)

and Thiruvananthapuram (Kerala). Further, to propagate the message at divisional

level, meetings were also organised in various districts like Chittorgarh, Dholpur and

Kota in Rajasthan.

Carrying on with its advocacy efforts, ‘Inter-school Poster Competition on Road Safety’

was organised by CUTS International on July 31, 2017, at Rotary Club, Jaipur under the

project entitled “Campaign for Road Safety in India through Advocacy for the Speedy

Enactment of Motor Vehicle (Amendment) Bill, 2017”. The one point agenda to organise

this poster competition was to extend the reach out to the school students and to make

them realise the need of Road Safety, to educate them and make aware about the road

safety issues. About 55 students representing more than 12 schools of Jaipur actively

participated in the event.

Proceedings

Deepak Saxena, Assistant Director, CUTS International welcomed all the participants and teachers representing various schools of Jaipur, Rajasthan. During his opening remarks he spoke about the main objective of the poster competition, which was to educate and make the students aware regarding the road safety issues. He also stated that the country is towards the higher side in terms of road accidents. Further, he mentioned that the country has only 2 percent of the vehicular population, but it accounts for more than 10 percent of the road accidents of the world, which is really an alarming situation. On an average, 1324 accidents occur in a day resulting in 57 accidents per hour and 17 people die every hour in such accidents, he added. Saxena informed that every month about 12000 people die in road accidents. Due to the delay in bringing in strict laws, consistently, road fatalities are occurring at an alarming rate, which is a huge loss for the country’s economy. Most of the road fatalities fall in the age group of 15-34 years, which means the young generation of India, is unfortunately becoming victim of deadly roads of India. Besides, he also briefly mentioned about the upcoming Motor Vehicle (Amendment) Act, 2017 and highlighted its key features.

Hence, the main objective of the intervention is to have safer roads in future, and explained rules and regulations of the poster competition. Timings of poster competition was 11 pm to 2 pm.

control accidents on road

Speed Control : To ensure safety of road users ideal driving speed should be between 20-30 km/h, especially in residential areas and market places

Using Helmets: Helmet should be used to avoid any head injury while riding a two- wheeler. Helmets should meet also meet the required quality standards for reducing the probability of severe head injuries

Traffic Rules and Signs: One should be responsible enough to follow traffic rules to prevent

accidents. Thus, drink and drive, and using mobiles while driving should be avoided at any

cost
