Water is an issue of strategic importance,with strong environmental, social andeconomic impacts, as expressed in globaldialogues, such as the UN MillenniumSummit, the 2nd World Water Forum, theBonn Freshwater Conference, the WorldSummit on Sustainable Development andthe 3rd World Water Forum.

One message is clear: that the need for amore integrated approach to water andenvironmental resources managementcalls for professionals with a high degreeof specialisation, as well as generalistsequipped to lead and manage multi-disciplinary efforts, individuals andorganisations in the water andenvironment sectors world-wide. Aiming for impact, in November 2001,UNESCO's General Assembly declared theexisting IHE to be established as theUNESCO-IHE Institute for WaterEducation, in answer to the call forincreased investments in human resourcesdevelopment and institutional capacitybuilding.

Innovative learning at IHE equipsprofessionals with the scientific,managerial and technical skills needed todeal with challenges in the fields of water,the environment and infrastructure.Advances in distance and electroniclearning are changing the manner,efficiency and effectiveness by whichprofessionals create, share, and applyknowledge with the Alumni, partnershipand development communities.

Incorporating these developments, theUNESCO-IHE Institute for WaterEducation is continually optimisinglearning facilities, infrastructure andmodalities to provide advanced multimediachannels for communication, through‘blended' learning systems; these rangefrom face-to-face meetings, Internet,video-conferencing and the World BankInstitute’s Global Development LearningNetwork.

Decision-makers and practitioners rely onup-to-date knowledge and information, aswell as the innovative means to share anddisseminate new-gained expertise. Sinceits establishment in 1957, IHE has trainedmore than 12,000 scientists, engineersand decision-makers from all over theworld. DELFTIHE’s premises are located in the historicalcentre of the city of Delft, which city is aninternationally well-known centre in civilengineering and water related sciences.The Delft University of Technology,WL|Delft Hydraulics, Geodelft and theNetherlands Organisation for AppliedScientific Research (TNO) are also locatedin this city. These and many otherorganisations provide direct input in IHE'seducation and research activities.

Many tourists visit the inner city of Delftevery year because of its historicalimportance and lively atmosphere. Thereare numerous museums, shops andrestaurants along its streets and canals, alljust a short walk or bike ride away. Being auniversity city as well, Delft offers anabundance of cultural events and activitiesthroughout the year.

EDUCATION IN THE NETHERLANDSAll levels of the Netherlands educationsystem are geared to achieving a creative,independent and internationally focusedworkforce. The higher education systemoffers a variety of courses in academic,applied and professional disciplines,and has an excellentinternational reputation.Foreign nationals who obtain part oftheir higher education inthe Netherlands are wellequipped to perform their functionsanywhere in the world.

EUROPEAN EXPOSUREOther countries such as Belgium,Luxembourg, Germany, France, and theUnited Kingdom can be easily reachedfrom the Netherlands. Home Base

FACILITIES AND SERVICESIHE is a short walk from the train, bus andtram station. Its buildings merge perfectlywith the surrounding mix of beautifulhistorical monuments and ultramodern,efficient architecture. IHE’s premises coveran area of 14,000 square meters and runfrom the main entrance of the newbuilding on Westvest 7 to the monumentalbuildings of Oude Delft 95 and 93, on oneof Delft’s main canals.

The Institute’s facilities and servicesinclude:• Excellent multifunctional lecture theatres,• Four modern teaching and researchlaboratories: aquatic ecology,microbiology process and analyticallaboratories,• Extensive ICT facilities with a computerwatch service,• A library with on-line connections to aworldwide network of libraries, and areading room containing manyinternational journals and magazines,• Staff rooms and study rooms for MScand PhD participants,• A fully equipped auditorium with 300seats,• A distance learning andvideoconferencing facility (connected tothe GDLN network),• A restaurant offering a wide variety ofinexpensive and multicultural meals daily,• An in-house prayer room.

ACCOMMODATIONThe Institute puts great importance onproviding optimal study conditions for allparticipants. IHE provides high-qualityaccommodation in Delft for all participantsof the Institute’s programmes, availableupon arrival and for the duration of thestudy period. Over 350 units of fullyfurnished accommodation (including linensets and basic cooking utensils) areavailable in four different hostels, all withinwalking distance of the Institute. Theseparticipant hostels provide excellentconditions for study and living. Theavailability of the accommodation isarranged with DUWO, a Delft housingcorporation. Having secure availability ofaccommodation makes it compulsory thatall participants in the Institute’sprogrammes use IHE accommodation.For families with one or more childrenthere are special family-apartments in two

of the IHE hostels. Bringing your familyincludes obligatory reservation of one ofthe family units in the IHE hostels. Pleasetake into account that the family units aremore expensive than the otheraccommodation.

STUDENT SERVICESIHE's Student Affairs office offers all theservices and information that newparticipants will need in order tofamiliarise them with their newsurroundings. On arrival, participants arehelped to deal with formalities such asresidence permits, insurance, etc., and aregradually introduced to life in theNetherlands and studying at the Institute.Introductions to the IHE’s staff and fellowparticipants begin immediately, but theprocess becomes more intensive during the'Introduction Days' that are held a few daysafter arrival.

Throughout the year the Student Affairsoffice organises a number of activities thataim to make life at the Institute as pleasantas possible. An extensive socio-culturalprogramme offers activities ranging frommovie nights, international theatre andmusic performances, regular internationalsocial evenings, ‘happy hours’, to thetraditional Christmas dinner. Excursions inthe Netherlands and to other Europeancountries are famous among alumni. IHEoffers a unique multicultural socialenvironment in which all new arrivals canmake friends with fellow participants fromaround the world.

SPORT FACILITIESDelft offers excellent sports facilities thatare open to the Institute’s participants. IHEalso organises its own sports events andeach year its participants participate in aprestigious international sports day.

HEALTH AND RELIGIONParticipants can consult a doctor at theStudent's Health Service. The cost ofmedical assistance is fully covered by IHE'scompulsory health and liability insurance.IHE’s multinational community is alsomulti-religious, so there is a good chancethat participants will find their religiouscommunity in or around Delft. Thechurches in the Netherlands haveappointed specialised chaplains for foreignstudents, who are also available at IHE.

International Masters Programmes

ACADEMIC STRUCTURE MASTER OF ENGINEERING (MEng)PROGRAMMESParticipants in the 12-month MEngprogramme are required to complete thefollowing: independent postgraduatework, whose purpose may vary accordingto the learning objectives; an individualstudy period of six weeks, in whichparticipants are required to demonstratetheir personal capabilities to carry out anindependent piece of work, culminating ina thesis; and training in the skills requiredin project management, business andfinance, human resource management,communication skills, report writing, andpublic presentations.

MASTER OF SCIENCE (MSc)PROGRAMMESWhen the participant has fulfilled all therequirements of the preceding 12 monthsand meets the admission criteria for anMSc programme, s/he may enter anindividual study programme. The outcomeof this work, which takes an average of 6months, will be a thesis on a subjectselected in consultation with an IHEprofessor, who also supervises the researchwork, while an academic staff memberprovides the daily guidance. In many cases,research work is conducted outside theInstitute under the guidance of a staffmember of the host institute. Participantsare encouraged to select research topicsthat are relevant to their employer or theirhome country. Where necessary, part ofthe research work, such as data collection,may be carried out in the home country.The MSc degree is awarded on the basis ofboth the results obtained during the first12 months and the 6-month MSc researchwork.

ADMISSION CRITERIA In view of the level of instruction, theprincipal requirement for admission to anyof IHE's Masters programmes is a BScdegree or equivalent qualification in arelevant subject from a recogniseduniversity. Candidates should also have hadpractical or research work experience sincetheir graduation, although all applicationsare considered on their individual merits.

Since all instruction and examinations aregiven in English, it is essential thatparticipants have a sound workingknowledge (i.e. adequate verbal, written,oral and comprehension skills) of theEnglish language.

The application deadline for academicadmission is September 1st, but in somecases an exception may be made ifapplicants come from a country that doesnot have a lengthy visa procedure for TheNetherlands. ACADEMIC CALENDARIHE's academic year starts on the thirdThursday of October and ends on the lastThursday of September of the followingyear. The academic year comprises twosemesters:• Semester 1 - Commences around

October to March/April, consistingprimarily of lectures, discussions,exercises and examinations.

• Semester 2 - Starts from March/April toSeptember, continues with lectures andexercises. The first part of Semester 2 isdevoted to fieldwork in the Netherlandsand abroad, and includes a compulsory2-3 week field trip. The second partstarting in July is devoted to group workand individual study. Group workfocuses on developing an integratedapproach to working out a design ortheoretical study under expert guidance,while during the individual study period-depending on the type of programme(MEng or MSc)- participants arerequired to carry out an individualassignment, culminating in a thesis(MEng) or a research proposal (MSc).

QUALITY CONTROL MECHANISMSThe quality of the Institute's educationalproducts and processes is controlled atthree levels:• Institutional Level: the Academic Boardis responsible for the development ofeducation policies, guidelines, structuresand regulations.• Programme Level: Quality Control

Committees have overall responsibility forscientific rigour and administrativeefficiency. Programme Co-ordinators areresponsible for the day-to-day courseorganisation. Quality Control Committeessubmit annual reports to the AcademicBoard on their findings of the last and theprogramme set-up for the ensuingacademic years.• Course Level: each (guest) lecturer isresponsible for the content andimplementation of his or her own course.Programme Co-ordinators are responsiblefor supervising the contributions of all(guest) lecturers.

During the academic year participants areasked to fill in a questionnaire asking theiropinions about the quality of theprogramme they are following. Based onthis feedback, taking into considerationthe recent developments in scientificfields, Programme Committees may adaptcourses to ensure that they continue tomeet programme objectives as well asparticipants' needs.

STATUS OF DEGREESIHE Degrees are awarded to holders ofrecognised BSc degrees with a minimumof 3 years professional experience, andhaving successfully completed one of the12-month MEng or 18-month MScprogrammes; both degrees are recognisedas postgraduate degrees by all universitiesin the Netherlands. The academic leveland duration of the MEng and MScprogrammes awarded by the Institute arecomparable with those of Mastersprogrammes given at universities in theUK, the USA and Australia. IHE compliesfully with the quality control procedures ofthe Netherlands Ministry of Education,Culture and Science. The Ministry is co-signatory on all the diplomas awarded bythe Institute, thus endorsing the academicstandard of degrees.

PARTICIPANT’S PROFILEThe programme offers a managementeducation to a wide variety of academicbackgrounds, as long as they have aBachelors degree in a key area ofintegrated water resources management,such as: engineering, economics, law,social or natural sciences. Affinity withquantitative approaches is required.

AIM AND RELEVANCEThe programme aims at educatingprofessionals from a wide range ofbackgrounds in the integratedmanagement of water and environmentalresources, involving the physical,institutional, economic, social, legal andenvironmental aspects. In these aspects,the quantity, quality, origin, occurrence,use and availability of the water resourcesare considered as being part of oneundivided system. Management impliespolicy development, planning and designof strategies for sustainable development,allocation of scarce resources,implementation of strategies, and theoperation of agencies and utilities.

LEARNING OBJECTIVESAfter successful completion of theProgramme in Water Management,participants are:• Familiar with the latest debates, insights,concepts and tools in Integrated WaterResources Management;• Able to balance interests amongconflicting functions and water uses in theframework of policy objectives andconstraints;• Able to design adequate institutionalframeworks for water management atdifferent levels;• Possessing skills for operationalmanagement of water agencies or waterutilities;• Able to present, orally and in writtenform, in a systematic and scientificallysound manner;• Possessing skills for individual research;• Able to work and communicate in amulti-disciplinary and multi-culturalenvironment.

Water ResourcesManagementThe objective of the specialisation is toeducate water resources managersresponsible for the planning, developmentand implementation of water resourcesprogrammes and strategies.

After successful completion of thespecialisation, in addition to the skillsacquired in the programme, participantsare able to:• Assess and model the water resources(both surface water and groundwater) of awater resources system at different scales;• Analyse the present and future demandsby water users in the system;• Develop strategies for efficientallocation of water through supply anddemand oriented measures;• Develop integrated plans for river basins,coastal zones and watersheds.

Water ServicesManagementThe objective of the specialisation is tooffer education to professionals in thewater services sector responsible for / orinvolved in the management of water andsanitation utilities.

After successful completion of thespecialisation, in addition to the skillsacquired in the general programmes,participants are able to:• Use basic skills and tools necessary forthe management of water sector utilities;• Design appropriate operations andmaintenance routines for water sectorutilities;• Implement sound financial managementof a water services organisation;• Assess institutional arrangements in thewater supply and sanitation sector;• Analyse water supply and sanitationorganisations and develop changemanagement plans for these organisations.

Water QualityManagementThe objective of the specialisation is toeducate water quality managersresponsible for the planning, developmentand implementation of water qualityprogrammes and strategies.

After successful completion of thespecialisation, in addition to the skillsacquired in the core programme,participants are able to:• Make assessments of chemical andbiological water quality indicators;• Interpret and evaluate natural andanthropogenic water pollution impacts inthe watershed and to evaluate the differentmeasures for abatement of these impacts;• Design and evaluate sustainable waterquality monitoring programmes;• Develop integrated water qualitymanagement plans for river basins, coastalzones and watersheds, in different socio-economic and legal contexts.

Land and WaterDevelopmentThe objective of the specialisation is toeducate water resources managersresponsible for the planning, developmentand implementation of land and waterdevelopment programmes and strategies.

After successful completion of thespecialisation, in addition to the skillsacquired in the programme, participantsare able to:• Define the service requirements ofdifferent client groups for irrigation anddrainage within a (government) policyframework;• Translate service requirements in thedevelopment or adjustment of physicalinfrastructure, management activities, andorganisational arrangements anddetermine cost and benefits of serviceprovision for short, medium and long termplanning horizons;• Provide alternatives for different servicelevels and different levels of associatedcosts;• Provide objective arguments for decisionmaking on maintenance, replacement,rehabilitation or modernisation;• Advise developers, system managers andwater users on the operation andmaintenance aspects of the irrigation anddrainage schemes;• Have adequate insight in the social andenvironmental impact of land and waterdevelopment;• Monitor and evaluate the performanceof irrigation and drainage schemes.

PARTICIPANT’S PROFILEThe programme is mainly intended formid-career professionals in the watersector dealing with different phases of theProject Cycle, especially:• The assessment of water needs andavailability;• The understanding of water relatedprocesses and phenomena (hydrological,hydraulic, morphological, andenvironmental);• The modelling and data managementrelated to such processes and phenomenathat give support to this understanding;• The integration of monitoring, modellingand information systems to support safeand reliable decision making;• The identification and characterisation ofwater-related problems and their impactson society, the economy and theenvironment;• The planning, design, implementation,operation and maintenance, andmanagement of engineered measures, ofboth a constructive and an operationalcharacter, aimed at the solution ofproblems arising from the multiple uses ofwater;• The evolution and mitigation of impactson society, the economy and theenvironment.

The minimum level of entry is that of aBachelor degree in Civil Engineering, or itsequivalent from a university of recognisedstanding. However:• For the specialisations in Surface WaterHydrology, Groundwater Hydrology orHydroinformatics, the first degree can alsobe in the field of Geology, Geography,Geophysics, Physics, AgriculturalEngineering, Meteorology orEnvironmental Science, etc.• Candidates with a degree in SystemsEngineering may also be considered forHydroinformatics. • For the specialisation in Land and WaterDevelopment an undergraduatequalification in Agricultural Engineering,or a related science, can also beconsidered.

AIM AND RELEVANCEThe International Masters Programme inWater Science and Engineering is designedto provide specialised education andtraining at post-initial Master’s level inimportant aspects of water, its use andconservation. The overall emphasis of theProgramme is on sciences, engineeringand technology placed in an updatedcontext of society, economy andenvironment. All six specialisations arestructured in a sequential (incremental)build-up of educational and trainingcomponents, which, however, allow someinterchange of topics and other educationalactivities between groups of participants.The Programme provides an excellentopportunity for participants to interactwith colleagues of other specialities and toshare information and learning activities ina multi-disciplinary context.

LEARNING OBJECTIVESThe Water Science and EngineeringProgramme takes full account of the multi-disciplinary character of human activitiesdealing with water. It also recognises themodern role of professionals involved inthe manifold tasks from assessment toimplementation and operation in the watersector. In order to operate within anincreasing complex kaleidoscope ofexisting specialities, these professionals areexpected to take up the added duty ofdeveloping a broader understanding of thesocial, economic and environmentalimplications of water related activities.

The Hydrology- orientated surface waterand groundwater areas are mainlyconcerned with developing a broadunderstanding of hydrological processesand the methods for the assessment ofwater resources. The Hydroinformaticsspecialisation addresses mathematicalmodelling and information technologyrelated to water systems. The threeengineering-driven fields relate to riverbasins, coasts and ports, and land andwater systems, with an emphasis onengineering interventions, their impactsand the control of such impacts.

Important learning objectives of the entireprogramme are:• Understanding of the multi-disciplinaryinvolvement in the water sector linkageswith the wider aspects of society, economyand the environment;• Methodologies for approachingproblems related to water, and developingsolutions to cope with such problems;• Sharing of concepts and knowledge ofdirect use in the different specialities;• Development of skills and experience ininter-disciplinary, interactive and multi-speciality teamwork.

The importance of such aspects is wellillustrated by the recognition, in manydeveloping areas of the world, that waterprofessionals required by Society should,in addition to an adequate degree of in-depth specialisation, be better informedand trained to comprehend the broaderprofessional context of their activities. Thisobjective is most easily accomplishedthrough a wider exposure to correlatedfields of knowledge in the technical,human and environmental sciences.

Surface Water Hydrology

The specialisation in Surface WaterHydrology focuses primarily on surfacewater systems. Due attention is given tothe collection and processing ofhydrological and other environmental data,which are essential activities in order todetermine water quantity, water qualityand the variations in both space and time.Students become acquainted withengineering and modelling applications,particularly in relation to sustainable watermanagement and aspects of humaninfluences on hydrological systems.

Upon successful completion of thisspecialisation, the participant is able to:• Analyse hydrological systems andprocesses at a wide range of scales usingmodern techniques for data collection,processing and modelling;• Integrate hydrological knowledge with awide range of environmental and waterresources decision-making issues;• Apply the acquired skills to a wide rangeof design, planning and engineeringactivities for water supply and hazardmitigation;• Function in multi-disciplinary teams forwater resources and environmentalanalysis, planning, management andpolicy-making.

Groundwater HydrologyThe specialisation in GroundwaterHydrology focuses on the analysis ofgroundwater flow systems, the modellingof the flow and contaminant transportprocesses at the appropriate scale, and thedesign and maintenance of comprehensivemonitoring systems. Further attention isalso given to groundwater exploration,pollution protection, remediation,groundwater resources assessment,development and management as well asto the effects of human activities ongroundwater systems.

Upon successful completion of thisspecialisation, the participant is able to:• Evaluate groundwater resources andanalyse groundwater systems usingmodern techniques for groundwaterexploration, monitoring, and modelling;• Assess groundwater pollution potentialand design effective remediationmeasures;• Simulate groundwater flow andcontaminant transport at a wide range of

scales using advanced groundwatermodels;• Formulate sustainable groundwaterresources development strategies forintegrated water and environmentalresources planning, management andpolicy-making.

Hydraulic Engineering andRiver Basin DevelopmentUpon completion of this specialisation, theparticipant is able to design river structuresfor different purposes, primarily based onthe correct understanding of dynamic riverprocesses. As for any large civilengineering project, river projects must beenvironmentally (socially, economicallyand ecologically) compatible. Emphasis islaid on the planning, design andimplementation of different scales of waterprojects (large, medium, and small) andtheir environmental compatibility andsustainability. The participant will haveacquired sufficient knowledge to integratedifferent, relevant interests in hydraulicengineering projects, as well as to optimisemultiple uses, operation and maintenance.

Further deepening is established by severalbranches within the course:• River Structures, directed to defining

sites and designs of reservoirs, dams,intakes, hydropower plants, conveyancesystems, etc.

• River Intakes and River Training,directed to modelling of the river flowregime, sediment transport, and channelmorphology in relation to engineeringprojects for river training, bankprotection, channel flow, navigation, etc.

• Flood Management, directed to theengineering issues, planning, policiesand structural/non-structural measuresand approaches to cope with floods andmitigate their impacts and consequences.

Coastal Engineering andPort DevelopmentThe overall aim of the specialisation is toprovide the basic technical background andpractical skills to engineers such that afterthe programme they are able to solvepractical problems in the field of coastaland port engineering. Upon successfulcompletion, the participant is able to:• Define and analyse coastal problems andconceive alternatives for its solution;• Apply the latest developments for theplanning, design and management in the

field of coastal engineering and portdevelopment;• Quantify and understand the interactionsbetween a coastal/ port project and theenvironment;• Organise and co-operate in a multi-disciplinary group to set-up and implementan integrated coastal zone managementplan.

The coastal engineering and portdevelopment programme is subdividedinto two branches. In the combined part ofthe programme attention is paid to thebasics of coastal engineering, to the designof coastal structures and environmentalaspects. These branches are:• Coastal Engineering: directed to the

physical phenomena of the sea and thecoast, in particular coastal morphology.The study covers coastal defence works,coastline management, coastal zonemanagement and the design of a coastalstructure.

• Port Development: directed to theplanning, design and construction ofports and harbours.

Land and WaterDevelopmentThis specialisation aims at conveying theknowledge that is required to fulfil theneeds and requirements of users and/oruser groups of a land and water systemwithin its physical and non-physicalenvironment. The curriculum of thespecialisation concentrates on themanagement as well as on thedevelopment and adaptation of land andwater resources, with a main focus on theland use for agriculture. The specialisationprovides the skills for the development,evaluation and implementation ofalternatives for land and waterdevelopment, including irrigation anddrainage infrastructure and floodprotection for clearly defined servicelevels.

After the successful completion of thespecialisation, the participants are able to:• Define and translate servicerequirements in the development oradjustment of the physical infrastructureand organisational arrangements, anddetermine cost and benefits of serviceprovision for short, medium and long termplanning horizons;• Evaluate (formulate) alternatives for landand water development in rural areas andassess the technical and economic

feasibility of the proposed land and waterdevelopment and/or management plans;• Apply irrigation, drainage, and landreclamation and land consolidationtechnology to support a sustainabledevelopment of the basically rural areas;• Contribute to the planning, design,development and implementation of thehydraulic infrastructure for irrigation anddrainage networks;• Understand the economic, social andenvironmental aspects of the proposedconcept;• Advise managers and water users on theoperation and maintenance aspects of theirrigation and drainage schemes;• Monitor and evaluate the performanceof irrigation and drainage schemes.• Provide objective arguments for decisionmaking on maintenance, replacement,rehabilitation or modernisation;• Have adequate insight in the social andenvironmental impact of land and waterdevelopment.

HydroinformaticsHydroinformatics uses simulationmodelling and information andcommunication technology to help insolving problems of hydraulics, hydrologyand environmental engineering for bettermanagement of water-based systems. Itprovides the computer-based decision-support systems that now enterincreasingly into the offices of engineers,water authorities and governmentagencies. By the end of the course theparticipants will:• Have a good understanding of thefundamentals of a range of physicalprocesses, advanced modelling techniquesand information technology for watermanagement;• Be able to select and use simulationmodels applied to water-based systems in awide variety of hydraulic, hydrologic andenvironmental engineering situations;• Be able to use software tools available onthe market, and know their possibleadvantages and limitations;• Know how to design, develop andintegrate decision support systems andtools;• Provide advice to managers and users ofadvanced tools;• Understand and utilise the advantages ofcollaborative work by making use ofInternet-based platforms.

AIM AND RELEVANCEEnvironmental conservation, alleviation ofpoverty and sustainable development arehigh on the agenda of global concerns(Stockholm 1972, Rio de Janeiro 1992,Johannesburg 2002). Unsustainablemanagement of natural resources hampersthe development of mankind andcontributes to the unequal distribution ofeconomic welfare. Pollution, depletion ofresources and disintegration of ecologicalfunctions are of global, regional and localconcern. To prevent continuedenvironmental degradation and the declineof human society, interactions betweenman and the environment have to be inharmony. This is achievable through anintegrated, holistic approach encompassingnatural science, socio-economic andpolitical factors and technological,economic and social interventions.

The aim of the Environmental ScienceProgramme is to provide professionalswith the knowledge and skills necessaryfor advising decision-makers inconservation and wise-use of naturalresources for the benefit of society. Theywill develop the capacity to carry outindependent scientific and technicalresearch on environmental issues, learn toanalyse and assess environmentalproblems, and propose sustainablesolutions. The programme has aninterdisciplinary character in whichparticipants with sectoral specialisation(biologists, chemists, engineers,technologists etc) integrate theirknowledge with other disciplines.Employed in a variety of sectors (research,education, policymaking, environmental

PARTICIPANT’S PROFILEThe Programme in Urban Infrastructureaims at educating and trainingprofessionals in the fields of water supply,sanitation, integrated urban infrastructureengineering, and water servicesmanagement. The programme is directedpredominantly at civil and sanitaryengineers working in water supply andwastewater companies, municipalassemblies, government ministries andconsulting companies dealing with watersupply, sanitation and municipalinfrastructure.

Participants should have a Bachelors orequivalent degree, preferably in civilengineering, sanitary engineering,chemical engineering, hydraulicengineering, environmental engineering orrelated programmes. In addition,prospective candidates would greatlybenefit from having several years ofexperience as a sector professional.

AIM AND RELEVANCEThe past few decades have witnessed anever-increasing rate of urbanisationparticularly in developing regions and incountries in transition. About 80% of theworld’s mega-cities can be found in theseregions. For the coming 20 years,estimates indicate a further doubling of theworld’s urban population. The highconcentration of people in the urbanenvironment puts enormous pressure onthe local environment and on availableresources. It also generates ever higher,sometimes conflicting demands on servicessuch as water supply, sanitation andtransport. At the same time, due todecentralisation processes, responsibilitiesto deliver such services increase at the levelof local government, which is often illequipped in terms of funding and humanresources.It is therefore appropriate to offer anengineering programme that deals withthe technical and management aspects ofthe above-mentioned services in urbanareas, not only to optimise their individualperformance but also to analyse theirinteraction.

Water Supply EngineeringThe water supply engineeringspecialisation aims at educating mid-careerprofessionals dealing with technicalaspects of drinking water treatment anddistribution in an integrated approach. Theprogramme pays attention to the choice ofappropriate technologies and tools,ranging from low-cost to advancedoptions, and as such are useful for both fordeveloping regions and countries intransition.

Subjects: The main topics covered by thespecialisation include, urban water cyclemaster planning, water quality and demandmanagement, groundwater- and surfacewater treatment technologies, design oftreatment processes and plants, hydraulicand water quality aspects in design,operation and maintenance of distributionnetworks, use of computer models, data-and asset management.

Sanitary EngineeringThe Sanitary Engineering specialisationdelivers specialists in process andengineering design of solid waste andwastewater collection and treatmentsystems who are also skilled in a broadsense to participate in master planning,feasibility studies and technologyselection. The specialisation educatesprofessionals to develop rationalapproaches towards sustainable wastemanagement via cleaner production,appropriate treatment and re-use.

PhD Programme

The Institute involves participants of theMasters programmes and Doctor ofPhilosophy (PhD) fellows in its Researchand Development activities. Researchersfrom different countries are broughttogether to participate in problem-focusedand solution-oriented research with arelevance to development. Holders of aMSc degree can apply for a PhD study atthe Institute. These PhD candidates canchoose to participate in IHE's ongoingR&D activities, or they can define aresearch theme that is relevant for theirown country. Annually, a one-week PhDseminar is organised for all PhD fellowregistered at IHE. This is an excellentopportunity to exchange ideas and givepresentations on one’s own work.Attendance is compulsory for all PhDfellows. The PhD degree of IHE is awardedjointly with a relevant Dutch University,which ensures that it is embedded in theprevailing higher education legislation.

'SANDWICH' MODELThe candidate could either do the fulltimePhD study in the Netherlands or else carryout the research in a sandwichconstruction. IHE’s 'sandwich' modelmeans that research preparation and thefinal reporting, i.e. the first and the lastpart of the PhD work, is carried out at theInstitute, while the actual research iscarried out in the candidate's homecountry. During the latter period, regularcontacts with the IHE promoter aremaintained through visits and throughelectronic communication media. The mainadvantage of this 'sandwich' model is thatresearchers are kept familiar with problemsand solutions in their geographical region.This system contributes to thedevelopment of a global knowledge base.

ADMISSION CRITERIAThe main requirement for a PhD study isthat candidates should hold an IHE MScdegree with high qualification. An MScdegree from another university or institute,equal to the standard of IHE, may also beacceptable. If a candidate is not inpossession of an MSc degree yet, but has avery interesting research proposal and aproven track record, he or she may beadmitted to the MSc programme first, aspart of and in preparation for the PhDresearch. The Academic Board accepts PhDcandidates only after approval of theirresearch proposal.

Regular ShortCoursesIHE conducts a wide range of short,specialised courses annually in addition tothe Masters and PhD programmes. Theseshort courses are aimed at upgrading orrefreshing the knowledge and skills ofmid-career and senior experts. Shortcourses provide professionals withexposure to applications of conventional,modern and innovative technologies.The duration of short courses varies from 1week to 2 months. Special group trainings arecustomised with the client for professionalsfrom one country and one sector(strengthening sector performance), fromone country and different sectors(improving cross-sector co-operation) orfrom different countries and one sector(improving cross-border co-operation andpeace-building). Training can be deliveredat the Institute or on-site (specific to clientneeds). FAMILY REUNION AND SUPPORTThe Institute renders practical assistance toparticipants who wish their families to jointhem in the course of their studies.However, it should be noted that the firstmonths of the Masters programme requireconsiderable time and energy of theparticipants, leaving them little time forlooking after their dependents. It isstrongly advised that those who intend tobring their families have them arrive at alater date, preferably at the end of winter,for example in May, when the weather ismore agreeable.

Field trips abroad form a compulsory partof the study programme. Their typicalduration is two weeks, taking place in Mayand June. Family members are notpermitted to join curricular field trips.

Another important aspect of participantsbeing accompanied by their families isfinancial. Participants should take intoaccount that enough additional funds areavailable to cover the cost of bringing theirfamilies. The Netherlands Ministry ofJustice requests proof of additional funds.Also, the Netherlands Embassy or

Consulate requires participants to show thereturn ticket to their home country fordependents, or an equivalent sum ofmoney.

For all participants the procedure for therequired residence permit is arranged byIHE. Application for a temporary residencepermit for family members must be madeafter arrival in Delft, and will be processedby IHE. The procedure can easily take 4 to6 months. Families can therefore not joinparticipants directly at the start of theMasters Programme.

FELLOWSHIPSMany candidates may wish to seekfinancial assistance to cover all or part ofthe costs of attending the programme.Candidates are advised to check first withtheir employer or with their owngovernment to determine if financing fortheir studies could be provided from localor other sources. Possibly, theirparticipation could be funded from atraining component in a project they areinvolved in. The Netherlands Governmenthas several scholarship programmes, themost important of which is theNetherlands Fellowships Programme(NFP). This programme is open only tonationals of developing countries andscholarships are awarded in the context ofbilateral development assistance.Candidates who might be eligible for sucha fellowship should contact the Dutchdiplomatic representative in their countryas soon as possible. To be eligible for this fellowship, acandidate should be able to submit proofof academic admission to the programmethat the candidate is applying for afellowship for.
