It's been a great 2012 so far for Chapter 7. We have offered several educational courses, with many of our members working toward or ob-taining their SR/WA designation, or other spe-cialized certifications. Our membership meet-ings have been informative and educational, thanks to careful planning and to our colleagues volunteering their time and knowledge to our membership. We have the Region Forum in April in Indiana and shortly thereafter, we have the May membership meeting at DTE Energy, and the Installation of Officers Banquet at We-ber's Inn. I encourage you to attend as many of the events that you are able to. Your leadership is preparing to attend the IRWA annual educa-tional conference in Seattle, Washington in June. Please take advantage of this educational opportunity and utilize the resources on the IR-WA website to convince your boss of the bene-fits of attending this conference. Just in time for fall colors, we will be holding our Fall Seminar at Shanty Creek in September. Start planning now to attend this educational event. This term, we have had a very intense membership cam-paign to retain and gain membership. Our cur-rent Membership Chair, Margaret Steketee, has been working diligently to audit and track our chapter membership. She has done an outstand-ing job with the help of others, including LR Cole. We will continue to have an aggressive membership drive facilitated by the IRWA headquarters, in conjunction with our dedicated chapter Marketing Committee. Thanks again to all of our members and officers who are pas-sionate about their profession and have consist-ently volunteered their precious time, knowledge and efforts to this chapter.

DTE Energy and Chapter 7

Detroit Edison's Richard H. Taylor was credited for being primarily responsible for starting the Michigan Chapter 7 in 1953. The January 1954 edition of Synchroscope (Detroit Edison com-munication newsletter) reported that Dick Taylor reported to VP Edward T. Gusbee, when he championed the creation of Chapter 7, which became the only American Right of Way Associa-tion Chapter east of the Mississippi. Once Canada began creating chapters, the American Right of Way Association became the International Right of Way Association (IRWA). Today there are 25 Chapters of IRWA east of the Mississippi. Frank Balfour, from the California Transportation Department, was recruiting professionals in the United States, in 1953, to form the American Right of Way Association. One person became especially engaged with Frank and that was Richard (Dick) H. Taylor, Director, Detroit Edison Right of Way Department. Dick and Frank both traveled together to promote the American Right of Way Association. Dick became the main organizer and first Michigan Chapter 7 Presi-dent in 1954. Frank became the 1st President of the American Right of Way Association and then Dick Taylor became the 2nd American Right of Way Association President from1957 to1958. At some point when Dick reported to Detroit Edison Vice President Chet Ogden, start-ing in 1964, Chet and Dick combined both the Right of Way and Real Estate Departments into a single department, the Real Estate and Right of Department, with Dick Taylor as its Director. Detroit Edison’s Robert W. Tewksbury was Chapter 7 President in 1974 and Detroit Edison’s Thomas H. Beagan was Chapter 7 President in 1975. -Submitted by Tom Wilson, DTE Energy
