「北極海航路の利活用に向けた国際セミナー」の開催にあたって

昨年9月に「北極海航路の持続的利用に向けた国際セミナー」を開催いたしましたところ、

予想を上回る反響を得て多くの皆さまのご参加をいただきました。北極海航路に対する関

心の高さと、その利用に向けた具体的な動きが始まりつつあることを改めて認識した次第

です。私どもがノルウェーとロシアの研究機関とともに 1993 年から 6 年間実施した「国

際北極海航路開発計画」(INSROP: International Northern Sea Route Programme)にお

いて、北極海航路の通年運航は技術的に可能だが商業航路としての利用は 50 年先、と結

論づけたことを考えますと、現実の社会の変化の速さにはただ驚くばかりです。そして今

年は邦船社による同航路を利用した輸送計画が報道されるなど、我が国においても北極海

航路を現実の輸送航路として考えるべき段階に入りました。

しかし他方で、同航路の利用状況を見てみますと昨年までの急激な成長が一転し、今年は

低調な状況で推移しています。このように北極海航路にはまだまだ不確実性が多く存在し

ていることも事実であり、安定的な商業利用を考えるうえではネガティブな要因にも目を

向け冷静に分析を行う必要があります。そこで今年のセミナーでは、北極海航路の運航経

験が豊富な海外船社などから専門家をお招きし、北極海航路の利用の可否を決定する要素

とはどのようなものか、メリットとデメリットの双方を検討し、皆さまに参考となるよう

な現実的な視点で議論を進めたいと考えております。フロアからも忌憚のないご意見やご

質問などをいただければありがたく存じます。

On Hosting the International Seminar on Sustainable Use of the Northern Sea Route

When we hosted the International Seminar on Sustainable Use of the Northern Sea

Route last September, the response far exceeded our expectations and resulted in a

large number of participants. It underscored for us the high level of interest in

utilization of the Northern Sea Route and the fact that concrete steps towards that end

are now being taken. It also reminded us of the surprising pace of change taking place

in society, as at the end of our six-year collaboration with research institutes in

Norway and Russia on the International Northern Sea Route Programme (INSROP),

we had drawn the conclusion that while year-round navigation is now technologically

possible, its use as a commercial shipping route would take another fifty years. In fact,

however, plans by a domestic shipping company to use the Northern Sea Route were

announced this year, indicating that we have now entered the stage where Japan also

must give serious thought to utilization of the NSR as a practical route for maritime

transport.

At the same time, in contrast to the rapid growth in NSR use up until 2013, transit

activity has remained at a relatively low level throughout this year. As this shows,

there still remains much uncertainty concerning use of the NSR, and so we must also

analyze those negative factors when thinking about its reliable commercial use.

Therefore, at this year’s seminar, the experts we have invited from foreign shipping

companies and institutes with long experience in NSR operations will speak on what

are the critical factors that must be considered when deciding on using the NSR.

Examining both the merits and demerits of NSR use, the discussion will center on a

practical perspective we hope to be of use to all the participants. We welcome any

frank opinions and questions from the floor.

Dr. Sergey Buyanov

General Director, Central Marine Research & Design Institute (CNIIMF)

Sergey Buyanov was born in 1957. In 1979 graduated from Leningrad Institute

of water transport as economist. Works in Central Marine Research & Design

Institute of Merchant Fleet (CNIIMF) since 1979.

Hold positions of Laboratory of Development of Marine Transport, after 2004 –

Deputy Director General. Since 2013 – Director General of CNIIMF. In 2001

awarded Ph. D. in the field of Marine Transport Economics.

Dr. Buyanov is an author of 40 scientific publications and two inventions.

Now Dr. Buyanov is a member of Experts Council of Federal Agency of Marine and River Transport and

Head - Marine and River Fleet Section of Maritime Collegium of the Russian Government.

Dr. Vladimir Vasilyev

Deputy Director, Central Marine Research & Design Institute (CNIIMF)

Vladimir Vasilyev was born in Leningrad in 1960. He has graduated from State

Marine Academy in 1983. After post-graduate study and work in the Academy

(1987), he was sent by Ministry of Merchant Fleet of the USSR to Central

Marine Research & Design Institute (CNIIMF).

Starting his work as a researcher he is now deputy Director General of the

Institute for 10 years. His area of responsibility is safety of navigation,

maritime law, navigation and communication aids.

Holding Ph.D. in system engineering Dr. Vasilyev also has graduated from Faculty of Law, Russian

Institute of Management (2002). Dr. Vasilyev has published more than 50 scientific articles in different

fields – from radio electronics to maritime law. Dr Vasilyev actively participates in international

cooperation on behalf of Ministry of Transport of Russia, where he is a member of the Scientific Council.

Being member of Russian delegation to IMO for 15 years. He is also member of IMO competent persons

panel.

Mr. Vyacheslav V. Ruksha

Director General, Federal State Unitary Enterprise of Atomic Fleet

Vyacheslav Ruksha graduated from Leningrad Higher Marine Engineering

College of Admiral Makarov with the electromechanics diploma. From 1976 till

1990 he sailed in the vessels of Murmansk Shipping Company (MSCO) as

electrical engineer, chief of measuring and control complex of atomic

icebreakers, and participated in 19 navigations including several experimental

voyages with scientific purposes.

In 1990 Vyacheslav Ruksha was appointed a chief of Murmansk Shipping Company Atomic Fleet

Training Centre in Saint-Petersburg.

In January, 1994 he got the position of MSCO Atomic Fleet Technical Director and from November,

1998 till October, 2000 V. Ruksha was MSCO Director General.

October, 2000 - appointed First Deputy of Minister of Transport of Russian Federation;

March, 2004 - September, 2005 – Head of Federal Agency of Sea and River Transport;

October, 2005 - June, 2008 – Advisor to the President of JSC Russian Railways;

June 6, 2008 - Federal State Unitary Enterprise of Atomic Fleet (FSUE Atomflot) Acting Director General;

In September 22, 2008 Vyacheslav Ruksha became FSUE Atomflot Director General.

Vyacheslav Ruksha has 6 inventor’s certificates (4 of them are implemented on the icebreakers) and

more than 100 technical solutions.

Mr. Felix H. Tschudi

Chairman, Tschudi Shipping Company AS

Chairman of the Board, Center for High North Logistics (CHNL)

Felix H. Tschudi (born 1960) is the Chairman and owner of the Tschudi Group,

a shipping, offshore and logistics group with particular focus on cargo flows

between North-West Europe, Russia and the Central Asian Republics

including logistics in the High North.

Mr. Tschudi attended the Royal Norwegian Naval Academy and served as Sub-Lieutenant in the Royal

Norwegian Navy. He earned a Second Mate’s certificate from merchant navy colleges in the UK, a BSc

(Econ) from London School of Economics and an MBA from INSEAD, France.

Felix H. Tschudi is the Chairman of Maritimt Forum Oslofjord and the Centre for High North Logistics,

a non-profit research foundation focusing on transportation solutions in the Arctic. He is a member of

the World Economic Forum’s Global Agenda Council on the Arctic, the Committee of the P&I Club Skuld,

the Board of Northern Iron Ltd (an ASX listed iron ore mining company) the Board of the Norwegian

publishing house Aschehoug & Co. and a former President of the Oslo Shipowners’ Associatio

Mr. Salve Dahle

Director, Akvaplan-niva AS

25 years of experience within arctic science and consultancy related to

assessing man’s impact to the environment. The scientific fields include marine

biology, biodiversity, ecotoxicology and sensitivity of arctic species. He has

headed numerous research and consultancy projects within environmental

monitoring, environmental impacts and risk assessments, contracted by the

industry and the authorities. The recent 12 years he has acted as a director of

Akvaplan-niva, a research and consultancy company staffed by some 100

scientists and with head office and laboratories in Tromsø, Norway.

Since 1990 he has been working in close cooperation with Russian scientists and experts, and has

headed more than 20 joint Norwegian-Russian research expeditions to the Norwegian and Russian

Arctic. The expeditions have visited the waters of Svalbard, Franz Josef Land and Novaya Zemlya and

the White, Pechora and Kara Seas including the estuaries of the Northern Dvina, Pechora, Ob and Yenisey.

Since 1996 he has acted as national key expert on environmental impacts of oil and gas, as well as

other environmental pollutants contracted by the Arctic Monitoring and Assessments Program (under

Arctic Council). Also co-founder of ARCTOS, a 100 scientist strong pan-arctic research network on

Arctic ecology and ecosystems.

He has organised a number of international work-shops and conferences, and in 2007 he initiated and

is still heading the Arctic Frontiers Conference in Tromsø. Arctic Frontiers gathers every year in

Tromsø, more than 1000 scientists, businessmen and politicians, as well as representatives from NGO's

and indigenous people to discuss the development in the Arctic. The upcoming Arctic Frontiers in

January 2015 is devoted to "Climate and Energy". He has written and co-authored some 40

international papers and scientific books, more than 150 scientific reports, and every year he gives

10-20 oral presentations in national and international conferences and scientific meetings.

ロシア中央船舶海洋設計研究所(CNIIMF)

CNIIMFは 1929年に設立された、商船を対象とした船舶の効率改善、安全、技術開発、設計支援

等、海上輸送分野におけるロシアの主要研究機関です。元は国立研究所でしたが、1993 年に民間

に移行しました。北極海を航行する船舶に必要な Ice Certificateの承認機関であるとともに、国際

海事機関(IMO)の極域航行コード(Polar Code)に関するロシアの代表機関です。

ロシア国営原子力船公社(ROSATOMFLOT)

北極海航路を航行する貨物船の航行を原子力砕氷船で支援する業務を行っている会社です。同社は

直接貨物を輸送するわけではありませんが、北極海航路の利用促進のため、各国船社や荷主と連

携・情報交換をはかり、貨物輸送プロジェクトを積極的に展開しています。このため、北極海航路

に関する各国船社・船主の多くの情報を持っています。欧州方面では、各種の北極海利用に関する

国際会議やシンポジウム等において、北極海航路の情報を数多く発信しています。欧州側からアジ

ア向けの冷凍水産品輸送など、双方向の輸送の可能性について期待を持っています。また、季節限

定でのコンテナ貨物輸送の可能性についても検討しています。

ロシア国営船社(SOVCOMFLOT)

ロシア最大の船社であり、多くのタンカーを保有しています。北極海航路の輸送経験を豊富にもち、

近年では、北極海のバランデイ・原油ターミナルから通年で原油を運び出しています。そのほか

LNG やガスコンデンセートを、北極海航路を通じて日本・中国・韓国等に輸送しています。ロシ

ア全域にネットワークを持ち、保有船舶の船齢も比較的新しいなど、今後北極海における海上輸送

に関してキーとなる会社です。

チュディ海運(Tschudi Shipping)

Tschudi Shipping社は古くからバルト海・北海など欧州北部を中心に海上輸送を手掛けてきました。

北極海航路の利用については、早くからノルウェーにおいて中心的な役割を果たしてきました。

CHNL、Rosatomflot、ノルディック・バルク・キャリア等と協同し、2010年に世界で初めて、ロ

シア以外の外国船で、北極海航路を通じて欧州からバルク貨物をアジアに輸送するプロジェクトを

実施しました。グループ会社がノルウェー北部のキルケネスに鉄鉱石鉱山を保有し、アジア市場等

への販売や輸送にも期待を持っています。ロシア以外では、数少ない北極海航路輸送経験を持つ会

社です。

Akvaplan-niva

1984 年に設立。水圏環境及び養殖を専門としており、モニタリングやリスクアセスメント、意志

決定支援、北極域の環境調査、養殖業の管理・研究、技術開発などを行う民間コンサルタント会社

です。毎年 1月にノルウェーのトロムソで開催される国際会議 Arctic Frontiersの主催団体です。

Center for High North Logistics(CHNL)

CHNLはチュディ海運の支援の下、ノルウェー船主協会のほか政府関連機関や研究機関が加わって

2008 年に設立された北極海の輸送に関わる情報センターです。ロシアを含めた関係者間の情報交

換、具体的な海上輸送プロジェクトなどを展開しています。

Rosatomflot、CHNL、チュディ海運等と協同し、2010年にロシア船籍以外の船として初めて北極
