1. Mission Objectives The objectives of the ITU mission were as follows:

1. Assess and review the existing ICT infrastructure as it relates to the public sector;

2. Assess and review the Government’s ICT strategic goals and objectives,

3. Assist the Government in preparing guidelines for the necessary technical infrastructure and architecture required to support the short, medium and long term e-needs of government.

2. Background The Government of St. Vincent and the Grenadines is committed to raising the quality of life of Vincentians to the highest attainable levels. In striving to meet this objective, the government will actively promote and utilize Information Technology, as a means of strengthening the country’s economy, creating jobs, ensuring social equity and enhancing education and culture.

In order to meet its stated objective, the government has sought the assistance of the International Telecommunication Union to provide guidance on the implementation of the infrastructure required.

The legislative arm of the Government of St. Vincent and the Grenadines is comprised of 12 ministries:

3. Scope & Methodology Employed The scope of the study covered a review of the government’s information technology infrastructure, its assessment followed by the preparation of recommendations for the establishment of Intranet and Internet sites.

The method employed was to visit each department of the government, interview responsible personnel and determine the following:

• An inventory of computer hardware and software in use • The existence Local and or Wide Area Networks and their configuration • Resource requirements, and application software in development • The exchange of data with other government departments and the current method

utilised to accomplish same • With the establishment of an Intranet, what data/information will be shared with

other government departments • With the establishment of a government Internet site, what information will be made

available to the general public

The mission was somewhat handicapped by changes in personnel that took place immediately prior to the visit. The Manager of the Information Technology Services Division went on pre-retirement leave, and as a result, information flow was less that desirable.

4. Mission Activities The team was not able to secure appointments with all of the government departments and ministries, however 10 government departments were visited over the course of 4 days. The following table outlines the timetable of the visits:

In addition to the government departments, the team also met with representatives of Cable & Wireless, the public telephone network provider on April 15th, and Digicel a wireless telephone service provider.

Cable & Wireless currently provides network facilities for the following departments:

• Treasury • Telecommunications • Health • Finance

They advised that the existing network might be expanded to include all the government departments on St. Vincent as well as extension to the Grenadines. They indicated that there was no official request in place to provide these expanded facilities.

Cable & Wireless was requested to provide implementation and operational costs to provide Wide Area Network interconnection between each of the government departments and the Information Technology Services Division site.

Digicel was requested to advise whether it had excess band-with capacity that may be able to carry Wide Area Network traffic between all the government departments in St, Vincent.

In February 2003 Digicel undertook a survey which sought to determine the feasibility of a “Government Transmission Network”, to connect 53 named government buildings in the Kingstown area. The study sought to identify possible repeater and hub sites from third party operators to assist in network connectivity.

The results of the survey are presented in Appendix II.

6. Review of Existing Infrastructure Beginning in January 1988, and up to February 2003 the St. Vincent Government’s main data processing was supported by a Fujitsu ICL System 39 L35. The unit was installed at the ITSD site, and networked via four DRS 300 and one DRS 3000 Minicomputers. The minicomputers were also used to provide local word processing and spreadsheet services. Oslan and Full XBM cabling provided the connectivity. The departments served by this mainframe and network were:

• Ministry of Education • Inland Revenue Department • Treasury, with connections to; Social Welfare The Electoral Office Ministry of Transport Works & Housing Ministry of Trade

• Ministry of Finance and Planning, with a connection to; The Prime Ministers Office

• Public Service Commission also serving The Training Division

The DRS 3000 minicomputer is installed at the ITSD site, and provided access to the System 39 mainframe.

Fujitsu ICL Caribbean no longer supports the System 39 hardware and proposed its replacement with a new product, Trimetra DL 50-11. The Trimetra Server is capable of supporting Unix and Microsoft Windows Operating Systems in addition to VME required to support the government’s existing applications. The Unix and Microsoft Operating Systems provide the platform on which the additional services.

The Trimetra system was installed at the ITSD site in February 2003. Although the main system was installed and all existing VME based applications migrated to it, the network links to the ministries and departments were not reactivated. This requires additional application software for the Trimetra system and this was not factored into the original installation.

In the absence of network connectivity to the new mainframe system, the departments that have applications running on it have to physically visit the ITSD site to input data. This is most inefficient.

Under the Standard Integrated Financial Information System (SIGFS) sponsored by the Eastern Caribbean Economic management Programme (ECEMP), and the Government of St. Vincent and the Grenadines, the SmartStream Application System was implemented in the Treasury Department, the Ministry of Finance and the Ministry of Health. General Ledger, Funds Control, Payables, Budget, Purchasing, Payroll and Human Resources Management modules are the currently in use. An overview of the system and its associated Wide Area Network is presented in Appendix II.

Each department maintains the responsibility for the acquisition and support of its computer systems. Some support services are outsourced to third party vendors. This arrangement is costly and inefficient. For example, the purchasing of individual software licenses for desktop applications leads to significantly increased costs to the government.

7. Requirements to Improve the Infrastructure

7.1. Human Resources

In order to provide the required level of support services, the Information Technology Services Division (ITSD) must be restructured.

ITSD must assume responsibility for the following:

• Computer hardware and software purchasing • Computer hardware and software technical support • Local area networking support • Internet & Intranet management and support • Information systems development

A manager must be appointed for the division.

The division must also employ personnel in each of the specific service categories, and these are detailed in the following sub-sections.

7.1.1. Local Area Networking

Support for the local and wide area networks will require at least one person per 100 workstations. Initially at least three persons will be needed. A more detailed assessment can be made after all the services are brought under the management of ITSD.

7.1.2. Database Administration

Administration of the many database applications employed in the various ministries and departments should continue to be supported by an in-house administrator. ITSD must further assess its needs to determine if it will require additional personnel to support the databases that are housed on the Trimetra system

7.1.3. Internet & Intranet Services

In order to set up and maintain the Internet and intranet sites, ITSD must employ two persons with the requisite skill sets.

7.2. Trimetra Implementation

The Trimetra system that was implemented in February 2003 is underutilised. In the short term, the network connections to enable access to the VME based applications should be restored. This will require the purchase of additional application software to support the connection of PCs to the Trimetra server. Fujitsu ICL has proposed the implementation of their HostTalk application to provide the connectivity. Details of the proposal are presented in Appendix IV.

7.3. Computer Hardware & Application Software Acquisition and Support

Computer hardware and software purchasing and support must be centralized, preferably through ITSD. This will enable the government to over time, standardize the equipment and PC applications in use. Standardization will enhance ITSD’s ability to provide high quality support, and reduce acquisition costs.

7.4. Personal Computer Operating Systems & Applications Suites

The government should negotiate with Microsoft to secure the purchase of an “Enterprise License” for PC operating systems and desktop applications. This will greatly reduce the expense associated with acquiring these products.

7.5. Local Area Networking

Each government ministry and department must be served by a local area network. These should be established in the locations where none exist today. Some of the LANs now in place were implemented without the consideration of their interconnection within a wide area network. These will have to be reconfigured.

Each local area network should include:

• One main file/application server • One backup file/application server • One print server

7.6. Wide Area Networking

All local area networks should be linked through a wide area network using the WiFi technology. This technology is now reliable enough and can meet the various requirements of connectivity for the different agencies and departments (mobility, connectivity in different parts of the country). The Main Server is located at ITSD.

Local Area Networks interconnected through a Wide Area Network (WAN) with connection to the Internet.

The Digicel survey conducted in February 2003 identified 53 sites to be included in the Government’s wide area network. Details of the survey are presented in Appendix II.

As soon as the Wide Area network is installed and tested, the SmartStream network may be migrated to it, and there will be substantial savings in the monthly charges from Cable and Wireless.

7.7. Application Software Development

Applications are currently being developed using MS Access. With consideration to the volume and type of data (confidential, critical, sensitive) to be managed by these applications, the use of MS SQL Server or Oracle is more appropriate.

The use of either of these database managers will also facilitate the future development of applications for the government departments and agencies with specific consideration to the secure exchange of data over the Intranet or Internet.

7.8. Data Security

Data communicated over the wide area network currently supporting the Smartstream application is currently transmitted “in the clear”, on the Cable & Wireless Frame Relay Network. To secure the information and the network against attack, routers with data encryption should be employed at the main (Treasury) and connected sites.

7.9. Web Sites of Agencies and Departments

The development of Intranet and Internet Web pages must be centralized within ITSD. ITSD should be the central point to respond to the needs of all Agencies and Departments.

For Web page development and day to day management we recommend Server IIS minimum Version 4, FrontPage 2000 or higher and Visual Studio Version 6.

8. Implementation of the Infrastructure Improvements

8.1. Introduction

The Wide Area Network will form the communications backbone to enable the implementation of the department an agency interconnectivity proposed in the previous section.

The network setup is relatively expensive, however will be able to carry both voice and data communications and effectively reduce the government’s communications costs. We suggest that the data network is set up as the first phase of the project, after which voice communications may be enabled.

8.2. Implementation Budget

8.2.1. Network Phase 1

From the Digicel survey, we have identified 26 sites (excluding schools, the Library and hospitals) which comprise the main government offices in Kingstown, and suggest that they be included in the first phase.

The following cost projections are provided for budgetary purposes. Actual costs will be determined when the final engineering of the network is completed. All amounts are quoted in United States Dollars. Description Quantity Projected Cost

Appendix I Automated System for Customs Data (ASYCUDA) & EUROTRACE System Overview ASYCUDA is a computerised customs management system which covers most foreign trade procedures. The system handles manifests and customs declarations, accounting procedures, transit and suspense procedures.

ASYCUDA generates trade data that can be used for statistical economic analysis.

The ASYCUDA software is developed in Geneva by UNCTAD. It operates on micro in a client server environment under UNIX and DOS operating systems and RDBMS Software.

ASYCUDA takes into account the international codes and standards developed by ISO (International Organisation for Standardisation), WCO (World Customs Organization) and the United Nations.

ASYCUDA can be configured to suit the national characteristics of individual Customs regimes, National Tariff, legislation...

ASYCUDA provides for Electronic Data Interchange (EDI) between traders and Customs using EDIFACT (Electronic Data Interchange for Administration, Commerce and Transport) rules.

Background In 1981 UNCTAD received a request from the secretariat of the Economic Community of Western African States (ECOWAS) to assist in the compilation of foreign trade statistics in their member States. After an initial evaluation it became quickly apparent that this would only be possible at the Customs clearance offices and that the Customs clearance procedures required to be modernized to achieve quality results.

Taking advantage of advances in computer technology (the Personal Computer had at that time matured to be seriously considered as a business tool) UNCTAD proposed to develop a Customs software system which would be modular, adaptable and configurable so that it could be used in difficult environments requiring only a small number of trained maintenance staff.

This proposal was received with a lot of scepticism considering that many countries used mainframes system with on-site specialized computer engineers to support them. Despite that UNCTAD succeeded with the assistance of some member States to develop such a system, which is now commonly known under its name ASYCUDA.

ASYCUDA was originally developed on microcomputers, which were extremely limited by today's standards. In order to implement a complex Customs system in a multi user environment on such a platform a technical solution had to be applied which stretched the capacity of these machines to their limit.

However, over the years capacity and performance of microcomputers have rapidly improved and major revisions of the ASYCUDA software have led to a very stable and highly reliable system. In addition, a porting to the UNIX operating system has broadened the choice of suitable hardware platforms to include also a number of mini computers. In order to benefit from the latest innovations in information technology (IT) the ASYCUDA Technical Development and Implementation unit (ATDI) has designed and developed ASYCUDA++ which uses object oriented tools in a client/server architecture and is based on a relational data base management system (RDBMS). This version has been ported to a wide range of both Intel and risc-based platforms

Scope To carry out a feasibility study for a Government Transmission Network to connect 53 named Government Buildings together around the Kingstown area of St Vincent for the purposes of building an internal Government Network. To find possible repeater/Hub sites from third party operators to assist in Network connectivity.

Survey Observations Kingstown is situated in a Bay area surrounded by high ground. Four main points of interconnect to Third Party operators were identified, these were: 1) Dorsetshire Hill, currently used by Digicel but leased from the local TV operator. This Site is high on the Hill overlooking Kingstown and is visible from most of the Government Buildings (See Excel sheet) that were surveyed, 2) C&W Kingstown, a 30M Steel Lattice Tower used by C&W for their local Cellular Network, 3) Central Market, a Digicel Site in the Centre of Town, quite High compared to surrounding buildings, 4) St Andrews Hill, a C&W Tower on an adjacent Hill to Dorsetshire Hill, again giving LOS to most of the Government Buildings surveyed.

Access to the roof of most of the Government Buildings was not possible due to the nature of the roof design (mostly Apex roofs without normal access). Due to this fact, most of the Survey work was carried out from ground level. As such all LOS results are "for indication use only" and would need to be confirmed using proper survey techniques should a Link require to be engineered.

Conclusion In general nearly all the Buildings Surveyed have LOS to most of the others, where LOS doesn't exist, there is a high probability that the Installation could be Engineered to provide an LOS to the required other Building if required (by use of a Stub Tower or high Pole installations). There are to many LOS opportunities between the Government Buildings surveyed to list here.

Suffice to say that enough LOS exists to build a viable Network around Kingstown using just Government Sites. The following Sites however, 2,3,7,11,12,35,42,43 and 47 may require the use of one of the four Third Party operator Sites to connect into a Kingstown Network, in particular, the Botanical Gardens Site (42) will be difficult to get connected due to its isolated location and the nature of surrounding vegetation,

The Administrative Centre (53) and The Ministerial Building (20) could make very good Hub Sites should the Government Network be Microwave based.

If the decision is made to go ahead with a Network, the General Topology can be defined. LOS to Third Party Operator Sites is documented on the accompanying Excel spreadsheet.

Appendix III Overview of Smartstream Application Under the Standard Integrated Financial Information System (SIGFIS), a project sponsored by the Eastern Caribbean Economic Management Programme (ECEMP), and the Government of St. Vincent and the Grenadines, a new Smart Stream software was implemented in the Treasury Department and two (2) pilot ministries: Ministry of Finance and the Ministry of Health. Five modules namely: General Ledger, Funds Control, Payables, Budget, Purchasing and Payroll and Human Resources Management are currently being used. Installation and networking of the equipment, implementation of new policies and procedures, training of staff and the development of a new Chart of Accounts were completed during the period of August 1998 to June 1999. A parallel system started on July 1, 1999 with the Payables and Ledger Module for the Treasury Department and the two pilot ministries where the same information was processed in the Smart Stream Software and the TREACC (Treasury Accounting System). From September 1, 1999, cheque payments were made using the payment facility in the Smart Stream Payables Module. From January 1, 2000, the TREACC system was dropped and all transactions are now processed in Smart Stream. All invoices and journals are entered in Smart Stream and all reports are generated from the system. In addition to the pilot ministries. The Audit Department, Ministry of Transports and Works, Ministry of Education and Ministry of Social Development are now on line. The Ministries of Agriculture, Foreign Affairs, ant the Departments of Customs and Excise and Inland Revenue The Payroll Module should be fully operational and going live by the end of the 2nd quarter 2003. The Human Resource implementation is scheduled for the latter half of 2003 A Cashiering module is to be implemented which would link the entire revenue-collecting Department and the Sub- Treasuries to the Treasury. At present the daily revenue taking is batch and entered as a multi-lined journal.

DESCRIPTION ST VINCENT AND GRENADINES GOVERNMENT require ‘Thin Client’ access to their four VME mainframe TP systems. A Dialogue Manager WEB-Based front-end is proposed. The solution will provide an interface to the entire TP services from any Browser with Intranet access. The interface would be broadly one-for-one web page to TP screen. An organisation logo and other common attributes (such as buttons to replace control keys) can be added to all the pages and individual pages can be tailored if required. Web pages will consist solely of HTML and Java script - there is no need for Java applets or ActiveX Controls requiring download. Web pages will handle VME terminal attributes and Browser usage, including:

• Cursor positioning on output and input • Multi line fields • Field rendition (for highlighted and hidden fields) • Maximum field lengths • Enter Key for send and alternative for Control Keys • Use of the Back button

The architecture allows for the development of further solutions if required at a later date. Including the provision of a tailored interface suitable for parties outside the organisation – in which case the interface would only allow access to the functions and data associated with them. The diagram below illustrates the architecture.

The Run-time and Development-time structure

A Windows based Server is used to ‘front-end’ the mainframe. VME Comms Client Server edition and the OSI protocol are used for communications – this can operate either directly to VME or via TCP (rfc1006), in which case OpenVME 4 should be used to process TCP directly. A Default Generated Dialogue Manager environment is used; it need not be amended but can if necessary. The Dialogue Manager Server Visual Basic application contains code to dynamically render mainframe screens in HTML; if required it can also include business logic, which can be used to manipulate mainframe access. A Dialogue Manager IIS VB application controls the State of the user; HTML pages generated from DDS or from analysed screens can be edited for specific interface requirements if required. The two applications communicate via XML. Dialogue Manager Server Manager controls the number of connections and produces performance information. Development tooling is available to extract Dictionary definitions or analyse screens, and generate/maintain the VB applications. A Template and Style sheet are available to govern the ‘house-style’ of the web pages. ICL will develop the solution and/or provide skills-transfer for local staff.
