1. Introduction

The ad hoc module 2011 “employment of disabled people” was carried out on the basis of regulation Regulation (EC) No 577/98 and the Commission Regulation (EC) No 365/2008 of 23 April 2008 adopting the programme of ad hoc modules, covering the years 2010, 2011 and 2012.

Two main policy frameworks - the European Disability Action Plan and the United Nations Convention on the Rights of Persons with Disabilities - were used to guide the development of the 2011 Labour Force Survey ad hoc module.

In 2009 the Council adopted the decision concerning the conclusion by the Community of that UN Convention, which amongst others obliges States parties to report on the implementation of the UN Convention and to collect appropriate information (Article 31).

In line with these policy needs, the aim of the ad hoc module is to provide information on the situation on the labour market of disabled people.

3. Methodological background

3.1. Survey design and sample

The survey is based on the Austrian LFS. The sample frame is the central inhabitant address register. A random stratified sample was drawn (using federal provinces (NUTS 2-regions) as criteria for stratification), the sampling unit is the dwelling. All inhabitants of a dwelling are interviewed for the LFS. The Austrian LFS consists of a rotating sample of five waves. Every quarter the wave already surveyed five times is replaced by a new wave. All households of the first wave are interviewed face to face using computer assisted personal interviews (CAPI). Households of the subsequent waves are normally interviewed by telephone using computer assisted telephone interviews (CATI).

The planned gross sample size for the target population (15 to 64 years) of the module 2011 was about 25.000 persons, which should be asked via CAPI first wave. Due to legal reasons, it was necessary to change to a voluntary data collection after the first quarter. Therefore, it was not be possible to reach the originally planned number of collected interviews. Instead of 25.000 interviews we got about 20.000 interviews.

If a person could not be reached, a proxy interview was allowed. The proxy interview consisted of a short set of questions (V01_1 to V04_2), which could be answered by the proxy person with an acceptable loss of quality. The missing information was supplemented by imputation, which was based on the information of the LFS-interview.

3.2. Elaboration of national questionnaire

The elaboration of the questionnaire took place in September 2010. After drafting the questionnaire in German according to the EU requirements, the questionnaire was discussed by a national ad hoc working group which consisted of national experts from the fields of disability and labour market. The major ministries, representatives from the social partners, federal and national statisticians and representatives of the scientific community had the possibility to annotate the draft questionnaire and to propose changes. Subsequently, adaptations of the questionnaire were made.In October 2010, the questionnaire version for the pre-test has been programmed in BLAISE, the interviewer software used at Statistics Austria. The questionnaire design uses the possibilities of an electronic questionnaire which allows special routing, alternate wording for specific target groups as well as the use of already existing information from previous questions.

3.3. Pre-Test

The pre-test of the questionnaire took place in the telephone studio in October 2010. Target group of the test were people of the LFS sample between 45 and 64 years, because in this age group people with disabilities can be found more often. For this pre-test a draft version of the Austrian questionnaire was designed. 212 persons were asked by telephone interviews. The main goal of this test was to find out possible problems and a verification of the programming of the questionnaire. Additionally, some questions concerning the

understanding of the questions were asked. After evaluating the results of the pre-tests, last modifications of the questionnaire were made. After finalizing the questionnaire it was translated in English, Turkish and Bosnian/Serbian/Croatian-Language. The questions for the ad hoc module were added after the core LFS.

3.4. Interviewer training and fieldwork

Before the start of the field work for the module, the interviewers were trained to carry out the interviews. The training of the interviewers covered written material explaining the focus of the ad hoc module, but moreover all questions of the questionnaire were explained in detail. After explaining the questionnaire the interviewers had to train the questionnaire on the laptops. Using model respondents they had to find out the correct answers and routings.

The field period started in the first quarter of 2011. The survey was carried out the whole year 2011. The field work ended in the 5th calendar week of 2012.

3.5. Non-response

Unit non-response

The unit non-response rate for the ad hoc module 2011 was 19.0%. The unit non-response was adjusted by weighting. The unit non-response was higher for men than for women and also higher for younger respondents from 15 to 24 years old (23.0%) than for older ones.

Regarding employment status the highest unit non-response-rate was found within persons in community service and conscripts as well as people out of labour force.

Austrians and persons with a nationality of one of the EU-countries have a lower average unit non-response-rate than persons with other nationalities. Persons with lower educational level have a higher share of unit non-responses than persons with higher education.

The federal province with the highest unit non-response-rate is Burgenland (24.5%) those with the lowest one Tyrol (15.8%).

Item non-response

In order to complete records with missing items k-Nearest-Neighbour imputation (k=3) was implemented. Missing values occur because of item non-response and implausible values detected during data collection and processing. The distances were calculated with Gower-Distance-Function.

The variables ‘age’, ‘sex’, ‘citizenship’, ‘federal provinces’ and ‘labour status’ were used to compute distances for all variables with missing items. Additional variables for distance computation were used based on causal dependences between the variables. The detailed information on imputation-rate is given in the quality report.

3.6. Proxy interviews

Proxy interviews were allowed for the ad hoc module and overall the share of proxy interviews was 25.8%.

Women gave more often self-response than men and the proxy rate is much higher for younger respondents from 15 to 24 years old (59.3%) than for older ones.

Regarding employment status most proxy interviews were given for persons out of labour force (28.0%) and for conscripts and persons in community service (69.2%). Austrians and persons with a nationality of one of the EU-countries have a lower average proxy rate than persons with other nationalities.

Persons with lower educational level have a higher share of proxy interviews, which is in accordance with the results regarding age-groups. The federal province with the highest proxy rate is Salzburg (30.4%) those with the lowest one Vienna (20.7%).

3.7. Weighting

The weights were calculated iteratively in order to get grossed up frequency distributions of the module sample which agree with the corresponding frequency distributions of the average of the four quarterly LFS samples in 2011.

In a first step the weights were calculated in such a manner that the resulting grossed up distribution of the module sample classified by federal provinces (9 Bundesländer), times sex and times five year age groups, was in accordance to the same distribution of the average of the four quarterly LFS samples of 2011.

In a second step the weights resulting from the first step were adjusted multiplicatively to let agree the resulting grossed up distribution of the module sample classified by federal provinces (9 Bundesländer), times five nationality-groups (Austria, EU-15, former Yugoslavia, Turkey, others) to the same distribution of the average of the four quarterly LFS samples of 2011.

In a third step the weights were adjusted to labour status (employed, unemployed, else) times federal provinces times sex.

Finally the weights were adjusted to federal provinces, times country of birth (Austria, not Austria) according to the population distribution of the average of the four quarterly LFS samples of 2011.

The steps were repeated until the weights did not change any more.

The quarterly population figures of the LFS correspond to the population with main residence at the beginning of each quarter minus persons in institutional households as given by the central population register.

4. Remarks

Limhours/Limtypew/Limtrans: It is difficult for respondents to distinguish between a disease and the difficulty in activity as the disease often causes such difficulties. Therefore the answer should be only dichotomous (yes/no).
