1. Purpose

The purpose of this procedure is to provide a framework for a Market Participant to register and maintain Gas Meter registrations as prescribed by the Declared Wholesale Gas Market Rules, Technical Matters, Part 19 Division 3, Subdivision 4 Metering, Section 292 - 311.

2. Scope

This procedure specifically applies to the identification, registration, and maintenance (changes) to Daily Meters (DM’s) and CTM’s. This procedure includes upgrades of Basic Meters, the downgrade of DM’s and the market commission of CTM’s.

Exclusions: Procedures requiring field activities i.e. note all DM’s commence registration in the Retail Meter Register as a basic Meter. These procedures do not include B2B (Business to Business) activities associated with this registration process. B2B Service Order Requests and Responses are excluded from this scope and are defined in the Gas Interface Protocol (GIP).

3. Revision summary

The purpose of this revision is to document clearly the requirements for meter registration by Responsible Persons and other external parties. This incorporates changes to the registration process since the introduction to FRC (October 2002)and the new Gas Market (1st February 2007). This revision also addresses the obligations of the RP and other parties in relation to the registration of meters in approved Distribution adjuncts.


4. Responsibilities

4.1 Responsible Person

The Responsible Person (RP) must ensure that the following are adhered to in accordance with the “Gas Distribution System Code, clause 6 Provision of Metering Installations” and the Declared Wholesale Gas Market Rules, as amended from time to time.

• Identify a metering installation, which requires upgrading to an Interval Meter or requires the installation of a Custody Transfer Meter (CTM).

• Establish a metering installation as defined in the Declared Wholesale Gas Market Rules, Part 19 Division 3, Subdivision4, Section 292 and allocate a MIRN to a distribution supply points defined in the Retail Market Procedures (Victoria) - 3.5 MIRN Allocation).

• Submit an Application for Meter Registration to AEMO, validate the registration details and ensure correctness of data.

• Review meter registration details and submit a change request with AEMO where required.

• Liaise with Energy Values Provider (EVP) and AEMO regarding submissions.

• Confirm site commissioning and data quality with the EVP.

• Submit change requests to AEMO for the following:

Basic meter upgrade to interval meter - must be countersigned by the EVP to verify data quality ready for Settlement.

Market commissioning CTMs - must be countersigned by the EVP to verify

data quality ready for Settlement. Interval meter downgrade, Note: the following consideration is required when downgrading:

Gas Distribution System Code 6.2(b)

FRO authorisation


Meter data substitution Equipment changes requiring collection of metering data must be

countersigned by the EVP to verify data quality ready for Settlement. Engineering changes related to a metering installation where data delivery can

be affected e.g. Installation of a new data logger. Other changes to registration details, including those requiring counter

signature by the FRO as per the agreed process.

4.2 Retailer

The FRO (Financial Responsible Organisation) must carry out the following:

• Endorsement of meter registration applications or change requests where required.

• Validate all new meter registration details and upon requests by AEMO confirm meter registrations details which are stored in the AEMO Meter register.

• Signoff change request upon agreement with the Distributor (RP) to downgrade an interval meter to a basic meter.

• Signoff change request upon agreement with the Distributor (RP) to changes to the meter registration where the change can have a material impact on the FRO such as UAFG size, PCF and Tariff size.

4.3 EVP (Energy Values Provider)

The EVP must carry out the following:

• Receive notifications of meter registrations, site commissioning, data substitutions,

changes to Interval Meter registrations and engineering changes.

• Configure data collection systems for new or changed metering installations as required.

• Liaise with RP and AEMO regarding site commissioning and verifying market data


• Collect metering data from the new or changed interval meters and validate against metering data provided by the RP.

• Confirm verification of Market data to AEMO.

• Sign off with the RP when satisfied of data quality is Settlement ready

• Process requested substitutions.

4.4 AEMO

AEMO must create, maintain and administer a metering database and:

• Receive and validate metering registration application and or change requests including Market commission of CTMs, upgrade a basic meter to an interval meter, downgrade an interval meter to a basic meter and decommission / deregister CTM.

• Ensure a contestable date is assigned before market commissioning (where required), thereby enabling customers to transfer from one retailer to another.

• Liaise with the RP and EVP regarding submissions.

• Process completed meter registrations and or change requests.

• Assign MIRN numbers where required, assign market related settings and allocate Authorised Maximum Daily Quantity (AMDQ) where appropriate.

• Advise affected parties of completion of meter registration and or change requests.

• Publish the new or amended meter registration details (MIBB reports) to affected parties.

• Update the meter register upon request and in accordance to the national Gas Rules

Note 1: AEMO will facilitate the transfer of Authorised MDQ and relinquishment of Authorised MDQ as required under Declared Wholesale Gas Market Rules, Part 19 Division 4, Subdivision 3, and Section 331


Note 2: AEMO will facilitate Customer transfers through its automated systems (CATS Handler).

5. Registration procedure

5.1 Preamble

The registration process starts with the RP identifying a requirement for the installation of an interval metering installation. This could be a CTM, or a DM. DM’s are registered as Basic Meters in the Wholesale Meter Register in anticipation of becoming an interval meter. Declared Wholesale Gas Market Rules, Technical Matters, Part 19, Division3, Subdivision 4, Metering, Section 309 - 311, prescribe these requirements.

To register a Basic Meter in the Wholesale Meter Register, details are copied from MR for second tier meters. First tier Basic meters are registered as new, all field details are required to be inserted.

These procedures also apply to Non – PTS meters in “Approved Adjunct” Distribution areas.

All non PTS meters are registered with AEMO and are considered second tier for Settlement purposes.

5.2 Basic meter registration

Registration of a DM starts with the registration and commissioning of a basic meter by the DB using the industry agreed process of B2B (Business to Business) electronic data transfer. Basic 2nd tier and Non PTS meters must be registered with AEMO as required by the GIP (Gas Interface Protocol). First tier meters are registered manually with all details being provided by the RP using the paper process.

This process does not apply to the registration of a CTM. In this case AEMO will assign a MIRN and complete the registration process in consultation with the RP.


5.3 Pre-registration- Information requirements

The following minimum information is required for a pre-registration of a CTM or Basic Meter which is to become an Interval Meter. The pre registration stage of the process is mainly used for the registration of a CTM to enable a MIRN to be assigned. For other meters (2nd Tier) AEMO will use meter data which is electronically supplied by the DB and contained in the Retail meter register to complete the Interval meter registration.

• MIRN (not required for CTM as AEMO will assign)

• Network (PTS – Principal Transmission System or other system)

• Site Customer Name,

• Site Address,

• Suburb/City,

• State,

• Postcode,

• Meter type

• Installation type (Withdrawal/Injection)

• Responsible Person (RP)

• RP signature

5.4 Registration - Information requirements

The following information is required to complete the registration of a CTM or for Interval Meters, not all data is required to complete the registration of a CTM as indicated below.


• Customer Tariff Type,

• Unaccounted for Gas (UAFG) size - (not required for CTM)

• Pressure Correction Factor - (not required for CTM)

• Meter Number

• Location (this includes the Map reference)

• Communication type (Telemetered/Manual read)

• Site powered (solar/mains)

• Modem/MAN No & Baud rate

• Greenfield site (yes or no post 1/1/99 and is not required for CTM if not a customer)

• Consumption – GJ 1998

• (If in existence pre 1999and is-not required for CTM if not a customer)

• Contestable date - (not required for CTM if not a customer)

• ANZSIC – Industry Code - (not required for CTM if not a customer)

• MHQ value (GJ) - (not required for CTM if not a customer)

• RP signature

5.5.0 Registration of an Interval metering installation

5.5.1 Pre-registration

A preliminary (pre registration) application is submitted to AEMO for the issue of a new MIRN (usually a CTM) and must be followed up with a full registration request.

5.5.2 Registration

Meter registration details must be provided to AEMO by the Distributor as required by the National Gas Rules.


5.5.3 Registration process

Applications can only be made by an authorised RP, a choice of making a preliminary application or a full application is available. Where a Basic Meter registration requires upgrading, all registration details must be supplied before AEMO will complete the process.

An “Application for Metering Installation Registration” form must be completed with the required information and signed off by the RP before being delivered to AEMO.

AEMO receives the application form and reviews it to ensure all mandatory fields are supplied. If the application form is incomplete, additional information is requested from the Responsible Person.

Applications that require registration of Basic Meters with the intention to upgrade, the Distributor will assign the MIRN.

Registration values assigned to MIRNs, including a contestable date to ensure a customer is able to transfer to another retailer. Meter upgrades are updated by AEMO in the Wholesale Meter Register and signed off. The signed application form is forwarded to the RP and EVP.

Registrations of CTMs and interval meters are published on the MIBB; from an overnight process. The data for this new site / MIRN is to be checked by the RP to ensure it is an accurate reflection of the intended registration. If the data is not accurate the RP is to notify AEMO with a Change request of the discrepancies, AEMO will update the Meter Register accordingly,

Note: MIBB report INT 266 will only report MIRN establishment. Full registration details are published in MIBB report INT 55 upon upgrade to interval.

Where an interval meter requires an upgrade, the meter must be a commissioned Basic Meter second tier. A first tier meter must be registered before going through the upgrade process.

If the registration requires site pre-registration only, the process stops at this point.

Full registrations require all mandatory fields to be supplied on the Registration form before a Registration is completed (see Registration – Information requirements).

Registrations are updated by AEMO in the Wholesale Meter Register and signed off. The signed application form is forwarded to the RP and EVP.

AEMO will assign AMDQ (Authorised Maximum Daily Quantity) to a Tariff D MIRN where 1998 consumption history is supplied. Zero AMDQ will be assigned to any new Greenfield site (Greenfield - post 1/1/19990) with no gas usage history prior to this date.

AEMO will assign the EVP, Heating Value zones, TUOS zones, Nodes, reading settings and flags where required.


6. Change requests

6.1 Preamble

The following describes the notification process for changes to a Metering Installation and the steps taken to have these changes made to the AEMO Wholesale Meter Register.

Change forms, as a minimum must contain the following existing details:

• MIRN

• Site Customer name

• Meter No

These details will assist with the correct identification of the MIRN. Some revised details require a Retailer signoff; an asterisk (*) on the Change form indicates this requirement.

Substitution requests have been removed from the paper process during 2006 after industry agreement. The process has been changed to allow requests for substitutions made electronically using email, process details is described below.

6.2 CTM - Commissioning

The following describes the Market commissioning of a CTM Metering installation.

Engineering Specification details as listed on the “Application of Metering Installation Registration” must be forwarded to AEMO for registration prior to commissioning. The form must be filled in, signed and forwarded by the RP to AEMO to ensure a successful Market Commissioning of the Metering Installation.

Before requesting Market Commissioning of the metering installation the RP must check the correctness of the CTM registration via the MIBB INT 55 report.

On equipment installation commissioning a site test is conducted and if the result from the test is within industry acceptable limits, the RP notifies the EVP.

The EVP then conducts a test poll to download data from the metering site If the site passes the test poll the EVP advises the RP of successful polling test data.

The RP receives the polling test data and compares the data with the site data. If the data does not match, the above steps are repeated.


If the data matches, the RP will fill in the ‘Metering Installation Parameter Change Notice’ form and signs off the commissioning. The form is then provided to the EVP for acceptance and signature.

On receipt of the ‘Metering Installation Parameter Change Notice’ the EVP checks the Gas Meter Register against the original “Application for Metering Installation Registration” form to ensure the data matches and is ready for Market commissioning. Any data discrepancies are actioned. The EVP sets a dummy threshold value of ‘1’ prior to the site being commissioned and the site data is rechecked to ensure completeness and no spikes have occurred since the site test. If the data integrity is of an acceptable industry standard, the EVP signs off on the Market commissioning and forwards on the ‘Metering Installation Parameter Change Notice’ to AEMO.

AEMO receives the ‘Metering Installation Parameter Change Notice’ and checks for completeness. If complete, AEMO will set the site / MIRN status from “REGISTERED” to “Commissioned” and or “Billing”.

“Billing” and or “Commissioned” status is set in the Meter Register. The MIRN will now be become part of the Wholesale Market Settlements process. AEMO will sign off the ‘Metering Installation Parameter Change Notice’ and will provide a copy to the RP.

The RP forwards a copy of the ‘Metering Installation Parameter Change Notice’ to the Retail Business (where applicable).

The MIBB is updated overnight and the data for this site / MIRN is checked by the RP to ensure the expected registration details are present. If the registration details are not accurate the RP is to notify AEMO with a Change request indicating the discrepancies for AEMO to update the Meter Register accordingly.

6.3 CTM - De-Commission/De-Registration

Preamble

The following describes the notification process to De-Commission and or De-Register a CTM Metering Installation. Both the Responsible Person and the Retailer (where applicable) must signoff on this request before the change can be made in the Meter Register.


Process

The process begins with the Customer, Retail Business or Transmission Pipeline Owner (TPO) identifying a metering site requiring De-commissioning/De-registration.

The Responsible Person fills in the ‘Metering Installation Parameter Change Notice’ form requesting a De-Commission or De-Registration. Where applicable the Retailer also signs off and the form is forwarded to AEMO.

AEMO receives the application form and reviews it to ensure the mandatory fields are filled in and signed off where required. If the form is incomplete additional information is requested from the RP.

AEMO will then update the AEMO database to reflect the requested changes. The change form will be signed off by AEMO and returned to the RP.

The MIBB is updated overnight and the data for this site / MIRN is checked by the RP to ensure the expected changes have been made. If the changes are not accurate the RP is to notify AEMO with a Change request of the discrepancies and the Meter Register is to be updated accordingly.

6.4 Basic Meter upgrade

Preamble

The following describes the steps to upgrade a Basic Meter to an Interval Meter.

Process

The process begins with the Distribution Business identifying the need to upgrade a Basic Meter.

On completion of equipment installation and site commissioning, a site test is conducted. If the result from this test is within industry acceptable limits, the RP notifies the EVP.

Note: The electronic index read must be aligned with the manual index at this time.


The EVP conducts a test poll. If the site passes the test poll the EVP advises the RP of successful polling test data.

The RP receives the polling test data and compares with the site data (if the data does not match, the previous steps are to be repeated).

If the data matches, the RP will fill in the ‘Metering Installation Parameter Change Notice’ form with the intention to upgrade the Basic Meter to an Interval Meter. The data verification is signed off and the RP signs off the change request form. The RP forwards the form to the EVP for acceptance and signature.

On receipt of the ‘Metering Installation Parameter Change Notice’ the EVP checks the Meter Register confirming the original registration application to ensure the data matches and is ready for Market commissioning. Any data discrepancies are actioned. The EVP sets a dummy threshold value of ‘1’ prior to the site being commissioned and the site data is rechecked to ensure completeness and no spikes have occurred since the site test. If the data integrity is of an acceptable industry standard, the EVP signs off on the Market commissioning and forward the ‘Metering Installation Parameter Change Notice’ to AEMO. At this point the EVP should forward the electronic index to the RP and this is forwarded to the DB as a final read for the installation.

AEMO receives the ‘Metering Installation Parameter Change Notice’ and checks for completeness. If complete, AEMO will upgrade and set the site / MIRN status from “REGISTERED” to “Commission and or “Billing”. This will change the meter type from Basic Meter to “Interval Meter”. The change notice is signed off by AEMO and returned to the RP and EVP for advice.

Note: Non PTS upgrades will only be set to Commission; these meters are not returned “Settled” in the Victorian Gas Market.

All basic meters upon upgrade to an interval meter require a read to be supplied to the Distributor. The last scheduled read and the upgrade date reading is required for the purposes of customer billing and Gas Market settlement by AEMO.

Note: This read should align with the manual read

To assist with the read requirements the EVP has agreed to collect the electronic index and will provide this information to the RPs. This will assist the RPs to supply the gap reading to the Distributor for inclusion into the meter read system for dissemination.

The MIBB is updated overnight and the data for this new MIRN is checked by the RP to ensure it is accurate. If the data is not accurate the RP is to notify AEMO with a Change request to rectify discrepancies and the Meter Register is updated accordingly


6.5 Interval Meter downgrade

Preamble

The following describes the steps to downgrade an Interval Meter to a Basic Meter and begins with the Distribution Business identifying the need to downgrade an Interval Meter.

Note: The Gas Distribution System Code 6.2 (b) states the following:

A Distributor must not, from the date 6 months after the introduction of full retail contestability, replace an interval metering installation with a basic metering installation at a distribution supply point that became contestable on 1 September 2001.

Process

Upon identifying that an Interval Meter requires downgrading, the RP fills in the ‘Metering Installation Parameter Change Notice’, indicating a request to downgrade the interval meter. This change request requires the agreement of the FRO and the Base Load and Temperature Sensitivity Factor to ensure the processing of a downgrade. This requirement is to allow for the processing of the MIRN (basic meter) in Settlements.

The RP signs the ‘Metering Installation Parameter Change Notice’ and forwards the form to the FRO. The FRO countersigns the form to indicate agreement to the downgrade and forwards the form to AEMO for implementation.

AEMO receives the application form and reviews it to ensure completeness and signoff from all parties. If the form is incomplete additional information is requested from the Responsible Person.

The downgrade date is entered including the supplied Base Load and Temperature Sensitivity Factor into the AEMO database. The form is signed off and returned back to the RP for confirmation of request.

Interval meters upon downgrade to a basic meter require a start read to be supplied. The RP will assist in this process by supplying a read to ensure continuous data is available.

The MIBB is updated overnight and the data for this MIRN is checked by the RP to ensure it is accurate. If the data is not correct the RP is to notify AEMO with a Change request.


Details of the discrepancies noted on the form and AEMO will update Meter Register accordingly.

6.6 General – Change requests

Preamble

The following describes the steps required to make changes to an Interval Meter. The process starts with the Distribution Business or Retail Business identifying the need for a change to meter registration details.

Process

Upon identifying that an Interval Meter requires changes to meter registration details, the RP fills in the ‘Metering Installation Parameter Change Notice’, indicating the existing and the revised details. The form is signed by the RP and forwarded to AEMO.

Where changes are requested for the UAFG size, Pressure Correction Factor or Customer Tariff Type the RP must request a signoff by the FRO before any changes can be actioned by AEMO.

AEMO receives the application form and reviews it to ensure completeness and signoff by all parties. The requested changes to meter registration are made by AEMO; the form is signed off and returned to the RP as confirmation. For a change of tariff from V to D, AMDQ is required to be assigned. If the form is incomplete additional information is requested from the RP.

The MIBB is updated overnight and the data for this MIRN is checked by the RP to ensure it is accurate. If the data is not accurate the RP is to notify AEMO with a Change request of the discrepancies and the Meter Register is updated accordingly.


7. Other change requests

7.1 Meter Data Substitution

Advice of meter data substitution is carried out by an email notification process. The RP identifies the requirement for substitution and emails the EVP requesting data changes. The FRO and AEMO are copied in on the change request to ensure all affected parties are advised. The EVP will make the change and confirm changes to all affected parties.

7.2 Engineering changes

Advice of engineering changes is carried out by an email notification process. The RP identifies the requirement for an engineering change and installs the new equipment. The EVP is advised and AEMO is copied in on the change request. The RP will commission the equipment, verify with the EVP collected data to ensure data quality and advise affected parties.

7.3 Customer transfer

Since the introduction of FRC, customers wanting to change Retailers have been able to change using FRC transfer system Customer Administration Transfer System (CATS). FRO changes automatically update the AEMO Meter Register as prescribed by the Gas Interface Protocol (GIP). Customer transfers have their own rules and procedures. In exceptional circumstances where the Market Participant does not have the systems available, AEMO may assist.

7.4 AMDQ transfer

AMDQ transfers are also currently processed separately outside the Meter Registration change process and are governed by separate rules and procedures. The transfer process


is a paper based system and uses a separate software package to calculate transfer values and update the AEMO Meter Register.

AEMO Australian Energy Market Operator

Affected Parties Persons or organisations that are affected by the action or inaction of this application for Registration or change.

Allocation Agent A person who has been appointed by Market Participants to submit injection allocation statements or withdrawal allocation statements under Declared Wholesale Gas Market Rules, Market Operation and Administration, Subdivision 5 Allocation and Reconsiliation

CATS Refers to the Customer Administration Transfer System administered by AEMO.

CTM A Custody Transfer Meter is an interval meter at a transmission system point.

Customer A person who purchases gas and consumes that gas at particular premises

Data logger A device that collects and stores interval metering data and is capable of either:

(a) Transferring recorded data to a portable reading device: or

(b) Being accessed electronically by AEMO through the data collection system.

Declared Wholesale Gas Market Rules

Declared Wholesale Gas Market Rules established under the National Gas Rules as at 1 July 2009 as amended from time to time.

De-commission In relation to a supply point takes action to preclude gas being supplied at that supply point (eg by plugging or removing the meter relating to that supply point).

De-register In relation to a distribution supply point, terminate the MIRN and remove it from the MIRN database of the Distributor in whose distribution area that distribution supply point is located (eg. following the dismantling of the distribution supply point).


In relation to a CTM terminate the MIRN and remove it from the metering database at AEMO (eg. following the dismantling of the distribution supply point).

Distribution supply points

A point on distribution pipeline at which gas is withdrawn from the distribution pipeline and delivered to a person who purchases that gas and consumes it at particular premises.

Distributor A person who owns (whether legally or equitably) or operates the whole or any part of a distribution pipeline

DM A Daily Meter is a meter at a Distribution Supply Point that stores interval metering data. This term is interchangeable with an interval meter.

EVP Energy Values Provider: is the source of energy metering data to AEMO.

Agent or Sub-Allocation Agent

FRO Financial Responsible Organisation refers to the Market Participant organisation assigned to a metering installation who is financially responsible for gas measured by the meter.

FRC Full Retail Contestability refers to the date on which there cases to be in effect an Order made under section 48GC of the GIA (Gas Industry Act)


First tier meter Refers to a meter where the FRO is the same as the Host Retailer.

GIP Gas Interface Protocol: Protocol that governs the manner and form in which information is to be provided, notice given, notices or documents delivered and requests made as contemplated by the Retail Gas Market Rules

(Ref: retail Market Procedures Victoria – 1.2).

GIA Gas Industry Act 1994 (Vic)

Host Retailer The retailer to whom residual energy is assigned in accordance with the Declared Wholesale Gas Market Rules for the purposes of settlement ie:

1. For the distribution system operated by TXU Networks (Gas) Pty Ltd (ACN 086 015 036) and its successors the Host Retailer is Pulse Energy Pty Ltd (ACN 090 538 337) and its successors.

2. For the distribution system operated by Vic Gas Distribution Pty Ltd (ACN 085 899 001) and its successors the Host Retailer is TXU Pty Ltd (ACN 086 014 968) and its successors.

3. For the distribution system operated by The Albury Gas Co Ltd (ACN 000 001 249) and its successors the Host Retailer is TXU Pty Ltd (ACN 086 014 968) and its successors.

4. For the distribution system operated by Multinet Gas (DB N0 1) Pty Ltd (ACN 086 026 986) and Multinet Gas (DB N0 2) Pty Ltd (ACN 086 230 122) (trading as “Multinet Partnership”) and its successors the Host Retailer is Origin Energy (Vic) Pty Ltd (ACN 086 013 283) and its successors.

Interval meter A meter with a data logger


Interval Meter downgrade Is where an Interval meter is no longer required at the supply point, the data logger is removed and downgrading to a basic meter status is required.

Logical Meter A logical meter is a mathematical construct used to measure the gas used In various circumstances. For example, the gas flow at an injection point is broken up into the amounts injected by a number of market participants. These amounts are each measured by logical meter readings even though only one physical meter measures the total flow.

Market Participant A Participant who is entitled to participate in the market by submitting nominations and inc/dec offers in accordance with the Declared Wholesale Gas Market Rules.

Metering installation

The meter and associated equipment and installations installed as required under the Declared Wholesale Gas Market Rules, Technical Matters, Metering, Part 19, Division 3, and Subdivision 4 for connection points, distribution delivery points and receipt points.

MCE Node Code An abstract point modelled in the Gas System by the Market Clearing Engine. The MCE models all injections and withdrawals at nodes. Each metering installation falls within one node.

Metering Data Agency A person or organisation contracted by AEMO to read meters and responsible for collecting, processing and transferring aggregated metering energy values. Each Metering Data Agency will have its own metering database and will operate in accordance with service level agreements. A Metering Data Agency will collect data from one or many metering installations.


Mechanical Index A mechanical index is a mechanical accumulator device attached to the Meter for the purpose of recording uncorrected flows

Meter Register A register of information relating to metering installations

MIBB The Market Information Bulletin Board is a facility established by AEMO on the electronic communication system on which it may publish information, which is then available to and may be accessed by Market Participants.

MIRN Meter Installation Registration Number, which is a ten digit unique identifier, used to identify a supply point used in the Victorian Gas Market (a sub class of the NEM NMI, all NMIs starting with 5 are MIRNs.

Network A system of pipelines comprising a network and identified within AEMO’s metering database. Eg

• Principal Transmission System • Bairnsdale etc

Non PTS Distribution

Approved Distribution Adjunct

A Distribution Network connected to a Transmission System that is not operating under the Declared Wholesale Gas Market Rules and is an approved distribution adjunct under section 13(2) of the Gas Industry Act 2001.

Pre-registration The stage in the meter registration process which signifies that there is incomplete information available to fully register the site

Registration The stage in the meter registration process at which the site has been


fully registered but is awaiting further data and commissioning process to occur before the site is said to be commissioned.

Responsible Person (RP) The person who is responsible for providing a metering installation for a particular system point or a distribution delivery point in accordance with Declared Wholesale Gas Market Rules, Part 19 Division 3, Subdivision4, Section 292

Retail Business A person who holds a retail licence under the Gas Industry Act and is registered under Declared Wholesale Gas Market Rules, Scheme register Registration, Part 15, Division1Section 135A (k)

Site Commissioning Site Commissioning is the process of establishing a metering installation and testing metering communications to ensure stored data can be accurately read for use in the settlement processes.

Second tier meter Refers to a meter where the FRO has changed from the Host Retailer.


Appendix C - Communication

The Wholesale Market Interval meter registration and change process uses a paper based application system. These forms can be found on the AEMO website http://www.aemo.com.au/ The application is made by submitting a signed form to AEMO by post or facsimile. The sighting of signatures is used to verify the applicant’s authority to request registration and changes to registration. All Responsible Persons and Authorised Persons signatures must be submitted to AEMO as part of this process.

This process has been identified as time consuming and cumbersome. An agreement during a Responsible Person (RP) and Energy Values Provider (EVP) metering meetings held during 2006/07 authorised a trial introducing the use of email and the use of email addresses supplied to AEMO for authorisation. The intention is to also trial this process upon agreement where authorisation of a retailer for a change in meter registration is required.

A final agreement by all parties as to the application form format and the use of email as a way of communicating between parties will be made during 2007. The Gas Trading Protocol Working Group (GTPWG) will be asked to ratify the agreement as an industry standard.
