MATTERS ARISING
WB informed the Forum that a meeting was held with Maureen Child and others regarding new structures planned (Localities/transformation) and how Partnerships evolve. Things seem to be up in the air just now, time will tell what emerges. Guardians group & community connections group were getting engaged. CC structure also been suspended for the time being.
INTEGRATED ADULT H & SC STRATEGIC PLANNING – ELLA SIMPSON –EVOC
EVOC named as strategic partner for H&SC partnership. Now at the stage of looking to develop the Strategic Plan. There is a lot of information here on EVOC’s website under information. A plan needs to be developed Integrated Joint Board (IJB) specific events being run around integration. Ella distributed slides showing a summary of where things are at the moment. Legislation talks about joint working. Three options were available:
The integration models are:(a) delegation of functions by the local authority to a body corporate that is to be established by order under section 9 (an “integration joint board”) and delegation of functions by the Health Board to the integration joint board, (b) delegation of functions by the local authority to the Health Board, (c) delegation of functions by the Health Board to the local authority, (d) delegation of functions by the local authority to the Health Board and delegation of functions by the

Health Board to the local authorityThe decision was made to delegate powers to NHS and Local Authority to create an Integrated Joint Board a body corporate legal entity. Scottish Government gave IJB legal status. IJB choice of Edinburgh. Board have elected members from NHS & CEC with very strict guidelines as to how many members can sit, Strategic Partners have no voting rights but treated as full board members. Lot of hard work done getting Third Sector recognised, especially in terms of the early intervention and prevention work carried out. Scheme has been constructed and put forward to the Scottish Government will take 3 months to come back which should be the end of June. Not a lot of leeway about what can go in scheme. A lot of discussion around Culture Change needing to happen at all levels. Meantime the Strategic Plan must be done by April 2016 which will be co-produced through the Working Group. The draft plan shall be taken to the IJB in July and then be out for public consultation in August for 3 months. Health and Social Care Integration was the catalyst for co terminus areas (Localities/Transformation). There must be more than one locality in area. Edinburgh has decided on 4. Has to be locally based by default. Want to keep neighbourhood management areas and partnerships, however, Forum members expressed concerns that this may be creating layers of bureaucracy. However, localities are specified in legislation so this has to happen. IJB have budget power but work to national outcomes.
Strategic plan needs to look at strategic needs assessment. Where are the gaps, knowledge etc. ES advocates strongly that all organisations get involved, including smaller community groups. Details on upcoming consultations events can be found here where information that has already been gathered shall be looked at and discussed. Finance, performance etc will have to be taken into account and will have to show how they will communicate and engage with everyone. Culture change must also be discussed. EVOC is the representative for smaller voluntary organisations on the Board. ES & JD will ensure Forum kept up to date with developments as far as possible.
WB asked why there was no named person next to the CEC bubble. ES explained that they're unsure as to who will cover. Memo of understanding the chair will rotate. Ricky Henderson is standing for election so might not be available.
JS asked if it will be Public Authority status, ES confirmed that yes it will be a statutory body. Make sure all papers are published. Council consult on budget which means you can see what the thinking is. Health don’t consult on budget as yet, hoping through IJB this changes. WB expressed his concerns that some of the new build stuff pushed back. NHS further delay. Delay creates problems. Locals will be taking up with ministers. No idea now on timescale.
KERRY MURRAY – NHS – QUESTION: ISSUES BEING EXPERIENCED BY GENERIC FRONTLINE PROJECTS IN RELATION TO ALCOHOL
Kerry has a broad remit around alcohol. Large part of the work involves linking up with drug & alcohol partnership. EDP responsible for directing work around city. Increasing recognition that generic services increasingly dealing with alcohol issues with clients. Want to give further support to organisations dealing with this. What are we dealing with? What support is needed? How can we better equip staff to deal with these issues and to advise accordingly? Kerry asked those in attendance if they thought alcohol was an issue for their clients. WB thinks it's an underlying factor. Some support workers were working with youth. Groups are having to use big stick or deal with underlying problems. Community need to have empathy for people. The Pennywell shops are a good example; people see others with obvious alcohol issues hanging around which interferes with how area is perceived. Alcohol issues can be hidden at home, also mental health issues and alcohol…chicken/egg situation. Hidden women problem.
Kerry looking for guidance around what help can be put in place for 3rd sector groups. WB suggested

NEN could have a myth busting article and there could be an educational push around this. Discussion round pubs in area and how they are being closed. Real social value is lost when local pubs close. JD advised that befriending projects throughout Edinburgh in the main have comprehensive Induction Courses, it may be beneficial to contact them to see if Alcohol awareness is a topic that could be added. JC reminded the Forum that NHS health promotion run some great courses. Change in drink driving legislation has helped. Kerry’s contact details and some of the questions to be considered are:

A few points for Forum members to consider: Is alcohol / impact of alcohol an issue for your organisation? In what way does it manifest / present among your service users / client group? Are there particular areas of your work that are affected more than others?
o If so, which areas? o How does this present? o What impact does this have for your service?
Do you see more of the direct impact or ‘harm to others’? Do you have any clients in recovery? How do you deal with the issues that come up? Do you have any specific areas of work/projects/initiatives that address alcohol use / harm etc? Any examples of good practice that could be shared with other third sector (non-specialist)
orgs? What support could be offered from the ADP? Would your organisation be interested in any training around alcohol – possible ABI training?

COMMUNITY LEADERSHIP COLLEGE – DAVE PICKERING
Late last year Total Craigroyston, Muirhouse Link Up and Circle Scotland made a joint application to the STV Appeal to establish a Community Leadership College.
The thinking behind the application was that many local people are involved in community activities and volunteering and that a Community Leadership College (CLC) would give the opportunity to take that involvement to the next level by providing training, support and other activities so that more leaders are created in the community.
‘We believe to make real and sustainable change in our community requires investment in local people who are able to lead. To achieve this aim the Community Leadership College will create a context within which existing asset-building work can be expanded and sustained.’

The application was successful and was awarded £84,000 to fund the initiative over two years. North Edinburgh Arts, North Edinburgh Timebank and Muirhouse Youth Development Group are now also involved in the steering group.
Two key elements underpin the CLC:
• The strongest assets within any community are it’s people• The best people to decide what an area needs are the people who live there
The work of the College will be deliberately led by the local community - local people will decide what should be included in the programme. Earlier this month two sessional development workers were recruited to establish how local people would like to see the CLC go forward.
We’ll find out the views of local people through a series of ‘Conversation Café’ type events to be held across Muirhouse and West Pilton over the next few weeks.

Leaflets and posters have been printed and are now being distributed.
We are also be visiting local projects and organisations and attending events to publicise the community conversation cafés
We have also created a Community Leadership College Facebook page.
We hope the Community Conversation Café events will be well-attended and that local people take the opportunity to share their views and opinions – this exercise is about ideas and opinions and there are no right or wrong answers. All of the ideas generated at the events will be recorded and a report with recommendations will be produced for the Community Leadership College steering group. The findings will be reported back to participants at an event in June (format still to be decided). The Steering Group will then take those ideas forward to the next stage of development – just what that will be depends a lot on the ideas that come from the community itself. We are starting with a blank sheet of paper – and hopefully lots of local residents will be filling it in! This initiative has the potential to offer local people an opportunity to play a part in shaping their community.
WB we try to build organisations and pull out people who have great experience and skills. CLD being decimated. Is this a reaction to replace CLD? Will something positive emerge out of it. Is it political purpose, or to strengthen people’s ability to fight things? New people don't know what's going on. Need Leadership on ground and communities acting on something. Danger of depoliticising. FUTURE OF FORUM Survey monkey results on preferred days and time – See Appendix 1
Tuesday afternoons and Friday mornings were the most popular days and times for people. The decision was made to have the meetings on a Tuesday afternoon going forward as many Third Sector part time members of staff are inclined to have Friday as one of their days they don’t work. JD shall rearrange the dates and forward with minutes. (See below)

JS felt that there is too much going on just now for the Forum to take this on, we can look at this option later in the year.
INFORMATION EXCHANGE
WB informed the meeting that there is now momentum for a Community Gala in Pilton with the Neighbourhood Partnership, PCA and CCs agreeing to support. Licenses etc can be looked at through partnerships. Will be a small event this year, early august. Is there specific funding through council for galas?
