NEW CHINA TOWN

OVERVIEWLiverpool’s China Town is located on the southern fringe of the city centre, home to the oldest Chinese population in Europe and the largest multispan arch of its kind outside of China. New transformational plans have been set to establish a new China Town in the city which will be an extension to the existing China Town, along the frontage of Great George Street. The £200 million project will create a new urban quarter comprising of up to 1,000 new homes and 18,580 sqm / 200,000 sq ft of new commercial and retail space.

There are currently 10,000 Chinese residents in Liverpool, one of the key aims of the scheme will be to establish a Chinese population in the new quarter. The projects will include a Chinese themed retail area as well as a substantial number of live-work spaces providing accommodation for Chinese businesses to set up in the city. Space will be provided for up to 200 new businesses with the potential to create 1,000 jobs.

OVERVIEWThe former International Festival Gardens site which opened in 1984 and closed in 1996 is situated at Riverside Drive, Liverpool. The site has recently been purchased by Liverpool City Council. The International Garden Festival site is an important area of land for the City of Liverpool located adjacent to the River Mersey and 5 km from the city centre with good connectivity. The Council are presently looking at a number of options to create a “major visitor destination”. It comprises the publicly accessible gardens known as Festival Gardens (approx. 25 acres) the Southern Grasslands (approx. 37 acres) and the development site (27 acres).

The open space, represented by the Gardens and the Southern Grasslands, cover approximately 63 acres of the site. The remainder of the 90 acre site benefits from a planning consent for a development of 1,308 apartments and 66 town houses in blocks of up to 8 stories high on the northern third of the site. The planning consent also provides for space for local shops, cafes and community facilities at ground level. This planning consent has never been delivered and will lapse in 2021.

The Festival Gardens (to the south of the development site) were refurbished by North West Regional Development Agency (NWDA) at a cost of £3.7 million, since opening in 2012 circa 200,000 visitors have experienced the Gardens. The scheme for the Gardens included the restoration of the Chinese and Japanese gardens and the lake including the creation of new woodland walks and the grand axis – a new walkway through the middle of the site, linking the Gardens to the Waterfront.

OVERVIEWSince 2000, over £550 million has been invested in regenerating Liverpool’s waterfront. In addition to refurbishing offices within the iconic Three Graces, this investment has provided a state-of-the-art arena and convention centre, new hotels, cruise liner terminal, canal, ferry terminal, museum, apartments, restaurants and bars. Liverpool’s World Heritage Site waterfront is now home to the city’s premier culture, leisure and tourism destinations.

Kings Waterfront represents the final piece in the jigsaw of the city’s waterfront regeneration programme. Most of the 10.7 hectare site is owned by the Homes & Communities Agency, with some £93 million worth of development already complete, including the new £40 million Exhibition Centre Liverpool and a £23 million, 200 bedroom hotel built next to the existing Arena & Convention Centre Liverpool. In addition, the former Customs & Excise Offices on the adjacent Queens Dock has recently been completed with 240 apartments with stunning river views at a cost of £30 million.

LIVERPOOL HEALTH CAMPUS

OVERVIEWLiverpool is working towards a strongly branded commercially focused Health Campus with a concentration of research, industry and health provision collaboration and clinical trials. This will enable the city to become a centre of global excellence in biomedical sciences.

The Health Campus is made up of a number of existing and planned facilities. It lies at the heart of the Royal Liverpool University Hospital’s clinical research and delivery excellence, and is integrated with the University of Liverpool’s life science and medical research community and with the world-renowned Liverpool School of Tropical Medicine. This focus and concentration of research activity covers all aspects of medical and life sciences research and draws in expertise from other disciplines such as engineering, chemistry and computer science to develop the next generation of therapies, diagnostics, medical devices and care practices that are transforming human healthcare in the 21st Century.

Work is progressing on the Liverpool Life Sciences Accelerator (pictured); one of the new developments on the Royal Liverpool Hopital site. This will have purpose built facilities for life science companies and its close proximity to clinicians to enable better understanding of patient/clinician needs, and also to a clinical setting for testing new devices and medical technologies. This is intended to support greater collaboration between the private sector and clinicians and researchers in the NHS. The Accelerator is scheduled to open in 2017.

NEW ROYAL LIVERPOOL UNIVERSITY HOSPITAL UPDATEConstruction on the new Royal Liverpool University Hospital is due to complete, and the new hospital open, in 2017. This will be followed by new facilities for the Clatterbridge Cancer Centre in 2018. The Royal Liverpool and Broadgreen University Hospitals NHS Trust (RLBUHT) is the first NHS facility in England to achieve the highest level of accreditation for ‘first-in-human’ clinical trials.

OPPORTUNITYThe delivery of the Liverpool Health Campus has commenced with the start on site of the new £335m Royal Liverpool University Hospital, the delivery of which will bring forward a 0.4 hectare site on the site of the existing hospital. Adjacent to this the University of Liverpool have completed the £21m Bioinnovation Hub and the Liverpool School of Tropical Medicine is continuing to develop its facilities.

The principal opportunity is accommodated on the 0.4 hectare site created by the redevelopment of the new hospital. The area is owned by the RLBUHT which has obtained planning permission for the development of the whole site. Additional new development opportunities will be available after the hospital opens in 2017.

OVERVIEWPall Mall represents a fabulous opportunity to plan and develop a 200,000 sqm (2,152,800 sq ft) office campus of the highest quality at the heart of Liverpool’s Commercial District and within the city enterprise zone.

Since 2008, Liverpool’s commercial office sector has been undergoing a steady transformation. The £120 million St Paul’s Square development, completed in 2011, established a new commercial quarter in the city, drawing new and existing businesses including Hill Dickinson, Investec, Santander, Allied Irish Bank, HBOS, DWF, Weightmans and Maersk to this growth area.

In addition, there is also a clear and broadening diversification from the traditional public sector and professionals to a greater mix of shipping, media and creative, financial services and call centre industries.

OPPORTUNITYWith a greater number of business enquiries currently being received, attention is now turning to the next phase of expansion at Pall Mall. OVERVIEWStanley Dock represents a unique opportunity to regenerate a significant Grade ll listed former warehouse building. It is located within Liverpool’s new City Enterprise Zone, and adjacent to Peel Investments proposed £5.5 billion Liverpool Waters mixed use scheme.

Stanley Dock, linking the Leeds-Liverpool canal with the River Mersey, was designed by Albert Dock mastermind Jessie Hartley and built between 1850 and 1857. The 200m long, 50m wide Tobacco Warehouse, added in 1901, is thought to be the largest brick building in Europe. Although the site has been derelict for almost 50 years, in recent times, the dock and its buildings have been used as the backdrop for Hollywood blockbusters Captain America and Sherlock Holmes.

Harcourt Developments, the firm behind the £7 billion plan to revive Belfast’s Titanic Quarter on which a new Titanic Museum recently opened, has refurbished the North and Rum Warehouse within Stanley Dock to create the Titanic Hotel and Rum Warehouse conference and exhibition venue. Harcourt are now looking to begin Phase 2 of the redevelopment of Stanley Dock by refurbishing the Tobacco Warehouse buildings with a £100 million mixed use leisure and residential scheme.

OVERVIEWStonebridge Business Park and Stonebridge Cross are located in the north-eastern corner of Liverpool, immediately adjacent to junction 4 of the M57 motorway and just 6 miles from the City Centre.

Ideally situated for rapid access to the rest of the UK motorway network, the location is popular with national businesses such as Home Bargains, and parcel carrier DHL who have distribution warehouses located here. Liverpool John Lennon Airport is 13 miles to the south, whilst the Port of Liverpool, just 5 miles away, currently handles around 700,000 TEUs per year.

Stonebridge is close to local amenities including Stonedale Retail Park which is home to retail outlets Iceland, B&M Stores, McDonalds, KFC, Starbucks, Frankie & Benny’s and a Travelodge Hotel.

Since 2004, £10 million has been invested in a programme of highway junction improvements, environmental and relandscaping works to the River Alt corridor to provide a high quality setting for Stonebridge Business Park.
