Introduction Centrally located in the Rocky Mountains of Colorado, adjacent to Interstate 70 access, Eagle County Airport (EGE) is situated in the heart of a large and growing region, bordered by several counties that contain a demographically diverse population base of over 250,000, and three world-class resorts: Vail, Beaver Creek, and Aspen. Combined with four major airlines serving 11 major US cities non-stop on large jet aircraft, EGE is expected to become a major transportation hub for the region. The closest neighboring airports with commercial transportation are Aspen/Pitkin County Airport (ASE) and Denver International Airport (DEN). EGE’s central location with convenient access to its surrounding communities and resorts, EGE is positioned to become the regional airport of choice for visitors and residents of Eagle and surrounding counties.

According to a 2008 study, conducted by the Colorado Department of Transportation, Division of aeronautics, EGE is estimated to have contributed $982 million annually to local and state economies through tourism dollars and wages. This study also estimated that each passenger using the EGE commercial terminal spends over $2,070 per day on average during their stay, reinforcing the importance of the airport to the economies of local and surrounding communities. Purpose of Invitation for Letters of Interest EGE is soliciting Letters of Interest (LOI) from individuals seeking a concession operation in the EGE commercial passenger terminal. The concession opportunity available under this Invitation for Letters of Interest is an approximate 10’ x 10’ counter space located in the baggage claim area of the terminal. Services preferred for submission under this Invitation are further outlined herein. Current inventory of services available at Eagle County Airport EGE operates with a 9,000 foot long, 150 foot wide runway, situated at 6,547 feet MSL. The airport serves over 40,000 private and commercial aircraft operations per year with over 214,000 commercial passenger enplanements.

The commercial passenger terminal was constructed in 1996, expanded in 2001, and again in 2008 to approximately 88,000 ft2, and is currently served by four major airlines: American,

Continental, Delta, and United, whose flights reached 214,715 enplanements in 2008. The primary aircraft operated by these airlines at EGE is the Boeing 757, while select flights use smaller jet equipment. Existing airlines serve EGE from 11 major cities during the winter season, and three major cities during the summer months. Supporting terminal passenger needs, EGE’s terminal vendors presently serve their guests and patrons with a broad range of services: In the concourse HDS Retail operates a cafeteria style restaurant, bar, news and gift shop, and a gourmet coffee and sandwich shop. Pre security, adjacent the TSA screening checkpoint, HDS Retail operates a café, news, and gift concession. Additional in-terminal services include six rental car concessions, two ground transportation concessions, and baggage delivery services. Recent Airport Improvements EGE continues to invest in new infrastructure as part of its Capital Improvement Plan to better serve its users and grow its passenger base. Recent improvements include an Instrument Landing System (ILS) and BI-6 Radar, and the extension of runway 25. The ILS system, completed in 2006, allows pilots to navigate and land their aircraft at EGE in much lower weather minimums than prior. Airport users, both commercial and private, enjoy a much more reliable and more on-time flight experience as a result of this system. The ILS increases capacity and significantly reduces diversions and cancellations due to lower weather minimum requirements, bringing more passengers and business to Eagle County and EGE based business tenants. BI-6 Radar recently constructed in a joint venture by the FAA and EGE was commissioned by June 2007. The BI-6 radar has doubled the capacity of arriving and departing aircraft at EGE. A five year project, completed in August 2009, is the 1,000’ extension of runway 25. The additional runway length has had a dual effect of improved safety and greater aircraft take-off weight. The additional 1,000’ of runway will allow a greater variety of aircraft, with more passengers and cargo to depart EGE under high density-altitude conditions that occur in a high altitude environment, especially during warm periods. In combination these three projects will create a more reliable, higher capacity airport, ultimately increasing the amount of aircraft and people to EGE and Eagle County. Business Opportunity and Space Details Eagle County and airport staff have identified a 10’ long counter space with an operating area of approximately 100 ft2 in the baggage claim area, as a business development opportunity for the commercial passenger terminal. Space Description The counter is situated in the baggage claim area (see Exhibit 1) where all arriving passengers claiming luggage traverse to pick-up their luggage, and meet ground transportation drivers or exit to parking lots.

The immediate vicinity of the space has been found to be the busiest space in the terminal in terms of people traffic, as traffic in this area is not only limited to passengers, but also their ground transportation drivers and friends and families that have come to meet them. Individuals in this area are mainly “killing time,” waiting for someone or something, which is also called “dwell time.” Dwell time can be described in this case as the amount of time passengers and persons meeting passengers are in the area only to wait for their luggage to arrive in the terminal. Dwell time adds to the value of the space as individuals meeting passengers typically dwell on the public side of the terminal for over 35 minutes as they wait for arriving passengers, and for their passengers to retrieve their luggage which takes on average 15 minutes after the passenger has arrived in the bag claim area. Any concept for this space would require the occupant to improve the space. Existing finishes are not required elements of the terminal plan and the space may be customized to meet the needs of the operation. Current Space Conditions Current improvements in the space include a vinyl tiled floor, a front counter, and a partition wall segregating the counter area from a small back office area. Telephone lines and electrical receptacles have been installed and are ready for use. Available Utilities Utilities available in the space are phone and electric. Build-out/Improvement Guidelines The Eagle County Air Terminal Corporation has set forth Terminal Interior Design Guidelines, which may be viewed in Exhibit 3. Improvements occurring in the EGE commercial passenger terminal should incorporate finishes consistent with finishes prevailing throughout the terminal interior and recently remodeled concessions. Preferred finishes include the use of wood, stone, and natural colors, which lend to a mountain lodge feel. Lease Terms Lease terms shall be proposed by the individual LOI submitter. Preferred Services The intent of this ILOI is to allow EGE staff to explore opportunities beyond those that are not currently offered to the airport’s passengers through current terminal concessions. Henceforth, proposals that bring concepts not represented in the current concessions matrix will carry stronger preference than concepts that would duplicate current terminal amenity offerings. Proposal concepts that will not be considered under this ILOI shall include new ground transportation and car rental brands and services. Letter of Interest Review Criteria The county will review the Letters of Interest and evaluate them based on the following minimum criteria (not listed in any order of priority):

1. Added benefit to terminal users 2. Increase of concessions sales volume, capacity, and revenue to airport 3. Visual atmosphere, appearance, and sense of place of finished construction

Eagle County may, at its option, request a more detailed proposal from companies that are short listed as a result of the review criteria. Eagle County will notify companies of their status after the review period. The county expects such notification to occur no later than October 15, 2010. Mandatory Pre-submission Meeting A mandatory pre-submission conference will be held on September 16, 2010 beginning in the second floor conference room at the Vail Valley Jet Center, 0215 Eldon Wilson Road, Gypsum, CO 81637, at 10:00am MDT. Please park in the Jet Center parking lot and use the pedestrian gate just west of the main vehicle gate. Interested parties should bring any questions they may have. All questions shall be submitted in writing and will be answered through addendum. RSVP REQUIRED AT: [email protected]. Following the pre-submission meeting all correspondence regarding this Invitation will be distributed via e-mail only, to pre-submission meeting attendees.
