The Smart Hardhat: Packing ad-vanced technology into the standard hardhat is the goal of California-based firm Daqri. The firm’s Smart Helmet looks as if it were a traditional hardhat but features a clear visor that can display 3D visual overlays in the wearer’s field of view. It also features a 360° wireless camera, allowing a full view of the worker’s surroundings. The system is capable of a form of augmented reality (AR), also called “mixed reality,” in which images can be made to appear dynamically on surfaces in the surrounding environ-ment. Designed primarily for industrial work, the

Daqri helmet also may aid construction workers on the jobsite. But with a price tag a few hundreds dollars above an ordinary hardhat’s, it remains a premium item. Still, major construction-equipment manufacturers expect these technologies to arrive in the industry in the near future. “We’re looking at all sorts of wearables, mixed reality, geofencing, collision-detection systems,” says George Taylor, a vice president at Caterpillar Inc. “Like the Daqri helmet—with that visor that can display an overlay of information mapped to what you’re seeing—[there’s a] lot of potential for things like that.” While Caterpillar has yet to unveil its own wearable tech, Taylor thinks AR may change how users work with equipment. “Unlike a virtual-reality [VR] system, mixed information, so they know what to touch and how to perform tasks,” he says. “Just think about a technician’s productivity: If you can improve it by 10%—and we think of that figure across our dealer network—the amount of relief that would give us is subs reality allows someone to be in their environ-ment. [It] superimposes information because it’s hard to find good technicians.”

Ex-President of Idaho Contractor Sentenced in Federal Fraud Case The former head of an Idaho construction firm was sentenced on Jan. 11 to five years in prison on tax and fraud charges that helped the firm stay eligible for federal disadvantaged-business programs and gave it a strong position in its market, the Dept. of Justice says. Elaine Martin, who had been president of MarCon Inc., a Meridian, Idaho, firm that installed highway guardrails and con-crete barriers, pleaded guilty on Jan. 11 in federal district court in Boise to filing a false tax return. According to the plea agreement, Martin’s fraudulent tax returns and false statements about her finances led MarCon to stay eligible for federal disadvantaged-business enterprise (DBE) status. That status, in turn, gave the firm an edge over non-DBE companies and helped MarCon to have a “virtual monopoly” in its type of business in the region for 2000 to 2006, the agreement added. B. Lynn Winmill, chief judge of U.S. District Court for Idaho, on Jan. 11 sentenced Martin to 24 months in prison for the tax charges and resentenced her for 60 months for convictions on fraud convictions. The sentences are to be concurrent. Winmill also directed Martin, 69, to pay the Internal Revenue Ser-vice and Idaho Dept. of Transportation $131,400 in restitution, as well as $22,860 in court costs and a money judgment of about $3.1 million—amounts that DOJ said Martin had paid. In September 2013, a federal jury convicted Martin of 22 counts, including tax and fraud violations, and in February 2014 Winmill sentenced her to a term of 24 months for one set of counts and 84 months for another group of counts. But last Aug. 7, a federal appellate court vacated the sentence and Martin’s tax convictions and remanded the case to the district court for, among other things, resentencing on the fraud charges, accord-ing to DOJ. Martin admitted to conspiring to defraud the Small Business Admini-stration and U.S. Dept. of Transportation’s disadvantaged-business programs by submitting fraudulent tax filings and false statements about her finances that allowed MarCon to become or remain eligible for the federal DBE contracting programs. According to the plea agreement, “MarCon enjoyed a virtual monop-oly in its geographic region between 2000 and 2006, which it maintained in part through its DBE status.” A March 2008 story in McGraw-Hill Construction’s Intermountain Construction magazine—the predecessor of the present ENR MountainStates—said that Martin founded MarCon, then a barbed-wire com-pany, in 1986 with her sister, whom she bought out after one year. Martin had been active in the Associated General Contractors. She served as Idaho AGC President in 2000 and as an AGC of America board of directors member and specialty-subcontractor committee chair in the mid-2000’s, AGC officials said. MarCon’s assets were sold after the 2013 federal court action and the company is no longer in business, Wayne Hammon, Idaho AGC chief executive officer, said via email.

Is your local Walmart closing?

NEW YORK - Walmart is closing 269 stores, more than half of them in the U.S. and another big chunk in its challenging Brazilian market. The stores being shuttered account for a fraction of the company's 11,000 stores worldwide and less than 1 percent of its global revenue.

More than 95 percent of the stores set to be closed in the U.S. are within 10 miles of another Walmart. The Benton-ville, Arkansas, company said it is working to ensure that workers are placed in nearby locations.

The store closures will start at the end of the month. The announcement comes three months after Wal-Mart Stores Inc. CEO Doug McMillon told investors that the world's larg-est retailer would review its fleet of stores with the goal of becoming more nimble in the face of increased competition from all fronts, including from online rival Amazon.com. "No doubt our business has become both large and broad," McMillon told analysts in October. "It is more important now than ever that we evaluate our portfolio."

Walmart operates 4,500 stores in the U.S. Its global work-force is 2.2 million, 1.4 million in the U.S. alone.

Walmart has warned that its earnings for the fiscal year start-ing next month will be down as much as 12 percent as it in-vests further in online operations and pours money into im-proving customers' experience.

Of the closures announced Friday, 154 locations will be in the U.S., including the company's 102 smallest-format stores called Walmart Express, which were opened as a test in 2011.

Walmart Express marked the retailer's first entry into the convenience store arena. The stores are about 12,000 square feet and sell essentials like toothpaste. But the con-cept never caught on as the stores served the same purpose as Walmart's larger Neighborhood Markets: fill-in trips and prescription pickups.

Also covered in the closures are 23 Neighborhood Markets, 12 supercenters, seven stores in Puerto Rico, six discount stores and four Sam's Clubs. Walmart will now focus in the U.S. on supercenters, Neighborhood Markets, the e-commerce business and pickup services for shoppers.

The retailer is closing 60 loss-making locations in Brazil, which account for 5 percent of sales in that market. Walmart, which operated 558 stores in Brazil before the closures, has struggled as the economy there has soured. Its Every Day Low price strategy has also not been able to break against heavy promotions from key rivals. The remaining 55 stores are spread elsewhere in Latin America. Walmart said that it's still sticking to its plan announced last year to open 50 to 60 supercenters, 85 to 95 Neighborhood Markets and 7 to 10 Sam's Clubs in the U.S. during the fiscal year that begins Feb. 1. Report: Construction Workers Use Most Opioid Painkillers Construction workers use opioid pain relievers more than any other workers. Spending on these prescription painkillers is 5% to 10% higher in construction than in all other industries combined, according to a recent CNA Financial report in the insurers' publication, 2015 Risk Outlook: Construction: Prescription Opioid Abuse Risk Factors and Solutions. The report was released earlier in 2015. Liz Griggs, chief executive of Canterbury Healthcare, a San Francisco-based healthcare and workers' compensation insurance company, claims work-ers compensation claims for the construction industry exceed $10 billion. “Because of this, the construction industry has to really start looking at prevention programs,” Griggs says. “The benefits of having a prevention program in place far outweighs [the cost of] dealing with the back end of someone getting addicted to opioids.” Construction workers who are daily involved with lifting, kneeling for long stretches, climbing and reaching in what can be challenging spaces, are especially at risk for prescription opioid abuse. “It is estimated that 15.1 percent of construction workers across various specializations have engaged in illicit drug use, including both illegal and legal prescription drugs” the report states. Half of the $60 billion spend annually on opioid pain relievers are attributed to work-place costs. The report recommends employers combat opioid abuse through prevention including: 1. Educating employees about responsible use of prescription opioids;

2. Understanding and communicating risk factors of opioid abuse; and

3. Providing support and safe return to work for injured employees.

Opioids are medications that relieve pain. They reduce the intensity of pain signals reaching the brain and affect those brain areas controlling emotion, which diminishes the effects of a painful stimulus.

Opioids are substances that act on the nervous system in a similar way to opiates such as morphine and codeine. In a medical context the term usually indicates medica-tions that are artificially made rather than extracted from opium. Common examples include oxy-codone, hydrocodone, and hydro-morphone.
