CITY ENGINEER

Extending over 80 square miles, Des Moines is home to over 212,000 people and the central city of a metropolitan area of approximately 634,000. Des Moines is a vibrant city, intersected by the Des Moines and Raccoon Rivers. Des Moines is the capital city and is the commercial, financial, transportation, and governmental hub of Iowa.

The City’s insurance industry is the third largest in the world and growing. Insurance activities are part of a strong local economy that is also based in agriculture, manufacturing, technology, education, health care, and other services. The variety of components contributing to the City’s economy creates a stability

that is apparent from unemployment figures. The City has historically enjoyed a relatively low unemployment rate for each of the last three calendar years: 2.6 percent at the end of 2017, 3.4 percent for 2016, and 3.6 percent for 2015.

Des Moines is a city with many cultural amenities, ease of commuting, Iowa State government, three higher education institutions, good schools, ample shopping, affordable housing, fine dining, great health care, and a stable high-performing local government. It also is the home of the Iowa State Fair and is the host to countless conventions, trade shows, and sporting and entertainment events each year.

Engineering Department

The Cit y of Des Moines

The mission of the Engineering Department is to construct public infrastructure and maintain traffic control systems essential to the safety, health, mobility, and quality of life for Des Moines' citizens, business, and guests. Below are a few examples of the Engineering Department’s responsibilities:

• Design and manage construction projects for streets, bridges, sewers, buildings, parks, and other infrastructure.

• Construction field services (inspections, testing, surveying).

• Real estate acquisition, relocation services, and city owned property disposition.

• Installation, operation and maintenance of traffic signals, street signs, street lights, pavement markings, parking system and Right of Way Management.

THE POSITION

The City Engineer is the Chief Civil Engineer for the City. The City Engineer provides administrative oversight to all operations and activities of the Engineering Department. The work is performed under general direction and supervision of the City Manager but extensive leeway is granted for the exercise of independent judgment and initiative. Supervision is exercised over the multi-discipline and highly technical work of almost one hundred employees within the Engineering Department, in coordination with a management team consisting of two Deputy City Engineers and the City Traffic Engineer. The City Engineer is required to establish and maintain effective working relationships with other City employees, the City Council, business and community groups, outside consultants and contractors, State and Federal officials, representatives of the media and the public. The principal duties are performed in a general office environment with frequent field meetings, investigations and inspections.

Duties and Responsibilities Include:

• Plans, organizes, directs and evaluates the work of Departmental Managers in implementing the expressed goals, policies and directives of the Engineering Department;

• Develops policies and procedures designed to increase the efficiency and effectiveness of Departmental operations and address civic infrastructure and utility needs within the City of Des Moines;

• Develops and administers the Departmental budget;

• Confers with Department management team to track implementation of policies and receive specific recommendations and suggestions on Division or Departmental operations;

• Provides status reports to the City

Manager on Departmental operations, any major shift in policies or procedures and recommendations for future development;

• Directs the design and construction of all City capital improvement pro-jects with all other City Depart-ments, utilities and outside contrac-tors;

• Directs the installation, timing and maintenance of traffic control devices; conducting engineering studies, planning for the operation of traffic, lighting system, municipal parking facilities and issuance of permits;

• Negotiates permits and regulatory compliance requirements;

• Participates in various aspects of personnel administration within the Department, including hiring, termination, grievance procedures and coordinating employee training;

• Serves as the chief spokesperson for the Engineering Department;

• Performs special projects for the City Manager as requested;

• Responds to citizens’ questions and comments in a courteous and timely manner.

THE IDEAL CANDIDATE

Minimum Qualifications:

• Graduation from an accredited college or university with a Bachelor’s Degree in Engineering.

• Seven years of experience in municipal engineering administration.

• License as a Professional Engineer at time of application; State of Iowa Professional Engineer license must be attained within 6 months of hire.

• Possession of a valid Iowa driver’s license or evidence of equivalent mobility.

Other Requirements of the Ideal Candidate:

• Knowledge of the principles and practices of public works engineering program management, including strategic planning, budgeting and personnel administration;

• Knowledge of Civil engineering principals and practices; Design, construction, maintenance and repair of streets, sewers, bridges, sidewalks, buildings and other municipal infrastructure; Engineering principles and practices of waste water treatment, and storm water management practices; Highway construction principles and practices;

• Knowledge of current principles and practices of public administration and budgetary principles within a municipality.

City Engineer

COMPENSATION The annual salary range for this highly desirable position is $122,500 to $175,000 depending on qualifications and experience. This position is covered by the compensation plan for Department Directors which includes:
